Anticipated hiring salary range: $130,000 to $165,000 depending on qualifications.

Desirable QualificationsPossession of an advanced degree in Emergency Management, Public Policy, PublicAdministration, or similar field; AND

Five years of emergency management experience in a managerial capacity, whichincludes supervision of staff, delivery of emergency management, preparedness orresponse services in a local, state or federal agency, or related experience thatdemonstrates the ability to perform the essential functions of the classification.

A master’s degree or higher degree may substitute for a total of one year of experienceand cannot be applied to the required one year of supervision.

The Director, Office of Emergency Services plays a pivotal role as anemergency management leader, who brings a reputation for strategicthinking, regional coordination and a commitment to “wholecommunity” planning. The person selected will have a record ofsuccessful administrative management and community building.

Key Responsibilities include:

• Oversees emergency managers who provide 24/7 Staff DutyCoverage to ensure Emergency Operations Center (EOC)readiness and alerting capabilities

• Develops and implements plans for preparedness,communication, response, mitigation, and recovery from naturaland human caused disasters and emergencies, such as fires,earthquakes, floods, pandemics, tsunamis, oil spills, masscasualty incidents and acts of terrorism

• Maintains operational readiness of the County’s EOC throughhardware/software testing, training of personnel and staff, andoperating policies and procedures

• Leads County staff in coordinating planning, logistics,administration, and public information throughout an emergency

• Acts as the County’s representative with federal, state, and localagencies; community and professional groups; and commissionsand boards, regarding all aspects of the County’s EmergencyManagement program

• Coordinates with first-responder agencies, local jurisdictions, andlocal, state, and federal partnering agencies in the San DiegoOperational Area, regarding a wide variety of common interests,such as homeland security issues, alert and warning andcommunication system development and training, andinfrastructure protection

• Assists County departments in developing Continuity ofOperations Plans (COOPs) and exercises

• Directs the preparation and implementation of the department’sannual budget and manages grant proposals and submissions forthe Emergency Management Performance Grant, HomelandSecurity Grant Program, and Urban Area Security Initiative Grant

• Ensures County emergency operating plans are consistent,updated, and in compliance with State laws and FederalEmergency Management Agency (FEMA) regulations

Office of Emergency ServicesThe Office of Emergency Services (OES) coordinates the overallCounty response to disasters. OES is responsible for alerting andnotifying appropriate agencies when disaster strikes; coordinating allagencies that respond; ensuring resources are available andmobilized in times of disaster; developing plans and procedures forresponse to and recovery from disasters; and developing andproviding preparedness materials for the public.

OES staffs the Operational Area Emergency Operations Center(a central facility which provides regional coordinated emergencyresponse), and also acts as staff to the Unified Disaster Council(UDC), a joint powers agreement between all 18 incorporated citiesand the County of San Diego. The UDC provides for coordination ofplans and programs countywide to ensure protection of life andproperty. The Director, Office of Emergency Services directs theEmergency Operations Center during times of disaster.

The County of San Diego OES is accredited with the EmergencyManagement Accreditation Program.

The Office of Emergency Services works to expand the culture ofdisaster preparedness; strengthen area response and recoverycapabilities; incorporate vulnerable populations in all preparedness,response and recovery efforts and communicate that each of us hasa role in disaster readiness.

management, and homeland security• Coordination of County and regional exercises to drill response to and recovery from natural and

human caused disasters• Geographical Information Systems (GIS) data collection and displays, such as interactive maps
