HISTORY OFWARREN COUNTY

Native people built in Warren County what isconsidered the oldest permanent structure east of theMississippi River in North America, an eleven thou-sand year old ceremonial building, the archaeologicalremains of which are known today as the ThunderbirdSite. The first documented European explorer to seeWarren County and the Shenandoah Valley – JohnLederer in 1670 – noted an almost eerie absence ofNative people, who had been killed by warfare anddisease. By the early 1700s when fur trapping and landprospecting began in the Shenandoah Valley theCherokee, Iroquois and Shawnee were using the Val-ley as a collective hunting ground.

In 1729 a group of German immigrants led by JoistHite purchased several thousand acres of land inthe northern Shenandoah Valley. A community ofQuaker families from Maryland led by RobertMcKay came at the same time as Hite’s Germans.In 1734 Thomas Chester established a ferry serviceknown as Chester’s Ferry at the juncture of the forksof the Shenandoah River, and in the 1740s anEnglish Lord – Thomas, Lord Fairfax, the 6th Baronof Cameron – came to the area that is todayWarren County to lay claim to his inheritance: afive million acre swath of the colony that extendedfrom the Chesapeake Bay through the ShenandoahValley and on to western Maryland. In 1754 a largeextended family under the leadership of the son ofa French Huguenot, Peter LeHew, settled at the footof the Blue Ridge along the road leading fromChester’s Gap to Chester’s Ferry, and LeHewtownwas established. During the French & Indian WarLeHewtown was the Royal Frontier of the BritishEmpire, hence the town’s name at the time of itscharter in 1788: Front Royal.

By the coming of railroads and canals in the 1830sthe overland migration routes changed, and whenWarren County was incorporated in March of 1836the community had settled into an agricultural

existence, with small farming villages surroundingFront Royal and Riverton.

When the war came in 1861, Warren County borewith the rest of Virginia much of the horrors of war.Great battles fought nearby meant a steady stream ofwounded to be cared for and supplies to becollected. On May 23, 1862, the Battle of Front Royaltook place in the streets and buildings of the countyseat, and Warren County lost use of the bridges span-ning the forks of the Shenandoah. In 1864 the Unionburned many mills in the Valley, Warren County in-cluded. The war’s end saw Warren in ruins, itseconomy shattered, and population drained. Newbridges would not connect Front Royal to the rest ofthe county for another three decades.

The turn of the century saw new life breathed intoWarren County, which had recovered duringReconstruction slowly with the development of theBank of Warren and some light industry. By the 1890sthe Front Royal-Riverton Improvement Company hadincorporated, built new bridges, laid out new neigh-borhoods and encouraged new factories to locate inFront Royal and Riverton – Virginia’s “Twin Cities.”The county drew its labor pool from surrounding coun-ties that remained largely agricultural, and by the1930s the American Viscose Corporation had con-structed an enormous rayon facility, which wouldemploy over 80% of the county’s workforce by the1940s. The Great Depression saw many public worksprojects in the county develop, the largest of whichwas Shenandoah National Park and its Skyline Drive.Tourism was now added to agriculture and industry asWarren County’s livelihood.

Today Warren County still stands at the nexus of sev-eral transportation routes, and has become part of thegreater Washington, DC community and economy,both receiving visitors and new residents from North-ern Virginia as well as sending many residents in theopposite direction for work and school. WarrenCounty continues to grow and change as a result, withits position as a transportation hub continuing to de-fine that growth as it has for centuries.

COUNTY OF WARRENGOVERNANCE

The County of Warren is governed by a five-member Boardof Supervisors elected by district. The Board of Supervi-sors appoints a County Administrator who directs theCounty’s day-to-day operations. County AdministratorDouglas P. Stanley has served in that post since 2000. TheBoard of Supervisors adopted a FY 2011-2012 budget to-taling $83,549,695. The largest component of the budgetis public education at $45,892,555.

The Board of Supervisors meetings are open to the publicand are conducted the first Tuesday of the month at 9:00a.m. and the third Tuesday of the month at 7:00 p.m. inthe Boardroom of the Warren County Government Cen-ter located at 220 North Commerce Avenue, Front Royal,Virginia. TOWN OF FRONT ROYALGOVERNANCE

The Town of Front Royal is governed by an at-large sixmember Town Council and a Mayor. The Town Councilappoints a Town Manager who serves as the executive andadministrative head of the Town government. The TownCouncil adopted a FY 2011-12 budget totaling $36,959,129.

Decalfees are included in the June personal property tax bill. Suchdecal shall be valid as long as the vehicle is garaged in War-ren County and owned by the licensee.

All dogs four months or older must have a county dog tag.You must provide proof of your dog’s rabies vaccinationsigned by a licensed veterinarian. The charge is female dog$8.00, male dog $8.00, spayed and neutered $5.00.

Household Hazardous Waste Disposal (HHW)

Warren County sponsors an annual household hazardouswaste collection event at the Front Royal Fire Departmentlocated on Commerce Avenue from 8:00 a.m. to 2:00 p.m.

Acceptable Items:Used motor oil and antifreeze pesticides, insecticides, poolchemicals, drain cleaners, paints, solvents, strippers,aerosols, battery acid, household cleaners, dry cell batteries,car batteries, paint thinners, adhesives, and fluorescent lightbulbs.

Unacceptable Items:Tires; explosive materials, biological or radioactive waste,and asbestos-laden materials.

Most types of (HHW) materials can be recycled, whileothers are incinerated

· Residential disposal is at no cost; businesses may be acharged a fee

Branches, Shrubs, Trees, and Brush – ResidentialWarren County accepts at the Transfer Station inBentonville brush from residential property; i.e. yourprimary home (where you live) up to 999 lbs per one tripper day. Brush is ground for mulch which may be purchasedat the Transfer Station for a fee. Please call the TransferStation at 540-635-7722. Brush and limbs are defined asunder 12 inches in diameter. All businesses must pay perton fee during scale operation hours.

Grass Clippings & Leaves cannot be accepted at anyconvenience site or at the Transfer Station. These organicmaterials are not permitted to be land filled; i.e. taking uplimited space for solid waste. We recommend placing grassclippings and leaves in wooded areas to act as natural humusand fertilizer.

Stumps, Roots, Tree Trunks & Limbs over 12 inches indiameter may be brought to the Warren County inBentonville. A fee of $30.00 per ton is charged. All vehiclesmust go over the scale. Please contact the Transfer Stationat 540-635-7722 for scale hours.

All vehicles must display either a Warren County or FrontRoyal current windshield decal.

Disposition of Dead Animals· Any dead animal observed or found in the road, ditch,

or shoulder of a Virginia Department of Transportationprimary or secondary road, residents may call theWarren County Sheriff ’s Office at 540-635-4128 forremoval.

· Dead animals found on one of our many sub-divisionmaintained roads should contact their homeowner’sassociation.

· Dead animals found on private property are theresponsibility of the land owner. Special arrangementsmay be made with Warren County Staff to remove theanimal at a fee.

· Small dead animals and deer carcasses may be wrappedin a heavy plastic bag, sealed and brought to the WarrenCounty Transfer Station for disposal.

4. What are the zoning requirements and fee for gettinga business license for a home business?

A certificate of zoning must be issued by the PlanningDepartment prior to the Commissioner of the Revenueissuing a business license. This is in order to determine ifthe use qualifies as a home occupation as found in Countycode section 180-17.

The current fee for this is $15.00 and payment must bemade in check or cash.

5. How do I report a violation for trash and debris orinoperable vehicles in my neighborhood?

Contact the Planning Department or Zoning Administratorand we will fill out a Zoning Violation Complaint form

with pertinent information. If it is determined to be aviolation, the Zoning Administrator will send a “Letter ofInspection” to the violator usually giving 30 days to bringthe property into compliance.

6. How do I determine if my property is located in thefloodplain?

7. Can I construct a single family dwelling if my propertyis in the floodplain?

Warren County Code Section 180-16 defines the zoningcriteria and requirements for approval to construct in theSpecial Flood Hazard Area (SFHA). A meeting with theCounty Floodplain Manager is advised prior to starting anyconstruction plans or the building permit process.

8. How do I get an address for new construction of singlefamily dwelling or commercial-industrial structures?

Once an application for a building permit has been receivedby the Building Inspections Department they will submit anew address request to the GIS Coordinator after thefoundation is constructed and inspected.

A building permit is required for:New buildings, additions, decks, porches, detached resi-dential accessory buildings larger than 150 square foot,attached or detached garages, above ground or in-groundpools, finishing a basement, interior alterations (remov-ing walls, adding walls, enlarging windows).

4. When do I need Health Department approval?

5. What is PPTRA and what is a qualified vehicle?“Personal Property Tax Relief Act” was capped by theState of Virginia effective for the tax year 2006. TheCounty of Warren must therefore divide the cappedamount among the qualified vehicles. For tax year 2010taxpayers who have qualified vehicles will be paying53% of their tax bills on these vehicles. A qualifiedvehicle is non-business use vehicles, trucks less than7501 lbs. and motorcycles. Motor homes, business useand farm vehicles do not quality.

A sanitary district is a special taxing district allowed bythe Code of Virginia and has the following powers andduties:• To construct, maintain and operate water supply,

The Warren County Department of Fire and RescueServices is a combination Fire and Rescue system supportedby approximately 80 active volunteers and a career staff of22. We offer fire, emergency medical, rescue, hazardousmaterials, and water rescue to our citizens. We consist of10 stations; five staffed with career personnel (Companies1 & 10 are staffed with a 24 hour ALS & BLS provider,Co.s 2, 3, & 4 are staffed 12 hours a day with Co.s 2 & 4staffing daytime and Co. 3 staffing nights) and five volunteerstations.

We offer many services to our community in addition toemergency response services. Through our Fire PreventionDivision, we provide a "Smoke Detector Program" for theelderly and disadvantaged, Home Safety InspectionProgram, Courtesy Business Inspection program, standbyfor community functions and events, fire preventiondemonstrations in the schools and at functions, etc. Weconduct these public relation activities by utilizing acooperative staff of career and volunteers.

Our Training Division offers classes that make ourDepartment self sufficient for both fire and EMS trainingand certifications including Firefighter I and II, EMT, PumpOperations, Truck Operations, EVOC, EMT B/I/Precertifications, Vehicle Extrication, Rural Water Supplyamong others.

In January 2006, Warren County adopted a “compassionatebilling” policy called the Cost Recovery Program. Thispolicy allows the Department to obtain financialreimbursement for the cost of necessary emergency medicaltransports. Reimbursement comes directly from Medicaid,Medicare and other private insurance companies whoalready include this service in the coverage they offer tothe policy holders. For those who do not have insurance,Warren County Fire and Rescue will work with the residentsto ensure no one suffers financial hardship as a result ofambulance transport. A hardship waiver form will be sentto patients transported and therefore their bill will bewritten off. No one will ever be denied county ambulanceservice based on their ability to pay or lack of insurance.When residents need emergency help, they should call911 without hesitation.

In December 2011, the Board of Supervisors approved theposition of Fire Marshal in the Department of Fire & Rescue.They also approved the enforcement provisions of theStatewide Fire Prevention Code. The Fire Marshal willalso manage the Fire Prevention Division of the Departmentas well as investigate fire incidents.

The Circuit Court Clerk’s Office preserves and maintainsrecords from 1836 and includes: land records, marriagelicenses, wills and estate records, limited birth recordsfrom1853 - 1916, civil and criminal records, judgments,financing statements, business names, induction anddischarges from the armed forces, confidential juvenile andadoption files.

1. How do I file for a divorce?Divorces can be very complex cases and if you chooseto represent yourself, you will be expected to followthe same procedures as an attorney. Court personnelare prohibited by state law to give legal advice. Formsare not available.

2. How do I petition the Court for a restricted license orfor restoration of my operator’s license?Forms are available in our office and we do offer assis-tance in completing the forms, if needed. A currentdriver history report from DMV is required at the timeof filing the petition.

3. How do I look up my property or get a copy of theplat to my land?Our staff will assist the public in quick researches andcopying of the records. Copies are $.50 per page.

4. Where does the family go to probate a will or qualifyas personal representative on an estate?We prefer the family to schedule an appointment because the probate procedure or qualification as Admin-istrator or Executor may be lengthy. 5. What are the requirements to obtain a MarriageLicense?The minimum age to obtain a marriage license with con-sent of the parent or guardian is sixteen for both thebride and groom. See Virginia Code § 20-48 for provi-sions to obtain a marriage license if the female is underthe age of sixteen. The fee is $30.00. There are noblood test requirements and there is no waiting period.The license is valid for sixty days. A list of civilmarriage officiates is available in our office. The Virginia Department of Transportation (VDOT) isresponsible for the construction, maintenance, andoperations (including snow removal) of the state’s roadwaysand bridges within Warren County. The state maintainedroadway system with in the County includes approximately14 miles of Interstate 66, 36 miles of primary highwayswhich includes routes 79, 55, 340, and 522, and 205 milesof local secondary roads. Of the local secondary roads,

approximately 54 miles are un-surfaced gravel roads. Allstate maintained roadways can be identified by the routesigns normally installed at an intersection. Warren Countyhas a large number of private subdivision streets which arenot maintained by VDOT. Also, the Town of Front Royalmaintains their own roadway system.

VDOT strives to have all state maintained roadways at leastplowed within 48 hours after a snow storm has ended. Inter-state 66 and primary routes are cleared first. Then highervolume local roadways are addressed next, with low volumelocal roadways and subdivision streets being plowed last.

Warren County puts a very strong emphasis on goodcustomer service, and we hope you are pleased with ourperformance. However, if you ever have a complaint aboutany service we provide, we want to know about it, and wewant the chance to explain or correct our actions. To helpus, we ask that you:

1. First ask to speak to a supervisor or the head of thedepartment responsible for the matter thatconcerns you.

2. If you are not satisfied with the supervisoryresponse or explanation, call or contact theCounty Administrator’s Office at 540-636-4600to discuss the problem.

3. You may also, if you wish, contact your localDistrict Board of Supervisor member by requestingtheir phone number or email address from theCounty Administrator’s Office.

We will do all we can to deliver the kind of service youexpect…And we will do it in a friendly and timely way. Period.
