THE BOARD OF DARKE COUNTY COMMISSIONERS MET IN REGULAR SESSION AT 1:30 P.M. WITH MEMBERS PRESENT: Commissioners Michael W. Rhoades, Michael E. Stegall and Diane L. Delaplane; Robin Blinn, Adm. Clerk/Secretary; Patty Harter, Asst. Clerk/Secretary; Marc Saluk, Economic Development Director; Alex Mikos w/TIGER Radio; and Ryan Carpe w/Daily Advocate. Mr. Stegall moved to approve the Regular Session minutes of Wednesday, November 7, 2012; motion was seconded by Mrs. Delaplane and all voted YEA. IN THE MATTER OF EXAMINATION AND ALLOWANCE OF BILLS Mrs. Delaplane moved to approve the following list of vouchers for payment; seconded by Mr. Stegall and all voted YEA. 223 entries County -$92,593.35 Other - $771,787.80 Totaling: $864,381.15 IN THE MATTER OF LETTER OF SUPPORT FOR US EPA BROWNFIELD GRANT BETWEEN UNION CITY, INDIANA & OHIO, RANDOLPH COUNTY, INDIANA AND DARKE COUNTY, OHIO; AND MEMORANDUM OF UNDERSTANDING BETWEEN ALL COALITIONS Mrs. Delaplane moved to approve the following “Letter” and “MOU”; motion seconded by Mr. Stegall and all voted YEA.

After reviewing both ‘Reports’; Mrs. Delaplane moved to approve those ‘Reports’; motion was seconded by Mr. Stegall and all voted YEA. IN THE MATTER OF PAY INS Pay In#064959 Received of Commissioners Co. Zoning-4th qtr. 2012 – Jackson Twp. $300.00 Pay In#065008 Received of Commissioners Co. Health Ins.-Employer Share-Health Insurance $218,430.29 Pay In#065017 Received of Commissioners Co. Farm-Land Rental Income – Mayo Family-Airport $9,142.50 IN THE MATTER OF PUBLIC ATTENDEES COMMENTS: (Discussion can be heard in detail by MP3 Format Sound/121114-in the Commissioner’s Office) **Alex Mikos w/TIGER Radio: Had a question regarding the ‘MOU’ for an US EPA Brownfield Grant for Darke County, Randolph Co. and Indiana/Ohio Villages of Union City. How many steps exactly is there to the Grant? Econ. Dev. Director Marc Saluk spoke regarding the Grant and advised that there is two (2) steps, applying and the cleanup.  

BOOK 48 PAGE 00432 **Ryan Carpe w/Daily Advocate: Asked a question regarding the Resolution (R-206-12) and what exactly is the revenue increase for? Commissioners advised that this grant is for emergency training etc. that is needed for preparation of natural disasters. **Alex Mikos w/TIGER Radio: Had a question regarding R-203-12 and the transfer of $10,000. for the Darke County Home for food. Basically why so much? The Commissioners advised that the increase on food, and also the Home bought extra supply of beef so would be well prepared for the start of the new year. MR. STEGALL MOVED TO ADJOURN; SECONDED BY MRS. DELAPLANE AND ALL VOTED YEA. THE MEETING WAS ADJOURNED AT 1:53 P.M.

DARKE COUNTY BOARD OF COMMISSIONERS IN THE MATTER OF FURTHER DISCUSSION BY THE BOARD **Commissioner Rhoades attended an Darke Co. CIC Executive Board meeting. **All Commissioners met with Sheriff Spencer and Chief Deputy Mark Whittaker for 2013 Appropriations. **All Commissioners met with Community Development Grants Coordinator Jeff Marshall regarding the WAGC Facility and the Darke County Airport. **All Commissioners met with Juvenile/Probate Judge Jason Aslinger and Court Employee Jody Cantrell for their 2013 Appropriations.
