I. CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY 1. The country operations business plan (COBP), 2016–2018 for Sri Lanka follows the strategic thrusts identified in the interim country partnership strategy (CPS), 2015–2016. The interim CPS included the agriculture, natural resources, and rural development sectors in ADB’s priority sectors for operation in Sri Lanka, and continued other strategic thrusts and priority sectors as in the CPS, 2012–2016. It focuses on three pillars: (i) promoting inclusive and sustainable economic growth (operationalized through support for infrastructure development focusing on energy, transport, urban development, water supply and sanitation, and irrigation), (ii) catalyzing private investment and enhancing the effectiveness of public investment, and (iii) supporting human resource and knowledge development.
II. INDICATIVE RESOURCE PARAMETERS 2. Sri Lanka is a Group B developing member country and has access to Asian Development Fund (ADF) and ordinary capital resources (OCR). The indicative resources available during 2016–2018 for sovereign operations amount to $1,210.78 million. This comprises $741.78 million in market-based OCR and $468.99 million in ADF loans/concessional OCR resources.1 The final allocation will depend on the available ADF loans/concessional OCR resources, and the outcome of the country performance assessments. In addition, cofinancing and funding from other sources, including the ADF and concessional OCR subregional pool and OCR regional cooperation and integration set-aside, will be actively explored. The cumulative lending program for Sri Lanka for the same period estimated at $2,215 million is above the indicative resource allocation. The over-programming aims at (i) increasing the number of projects ready for submission to the board based on full project readiness; and (ii) building strong pipeline with additional lending resources resulting from the merger of ADF lending resources with the OCR balance sheet. The nonlending program includes $10.35 million of technical assistance (TA) projects in 2016–2018 and will support project implementation capacity development. Private investments will be catalyzed using ADB’s nonsovereign lending and credit enhancement products.
III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS 3. ADB operations will strengthen its support for human capital development to help Sri Lanka become a competitive economy. Lending for education will be more than tripled to $1 billion for the next 5 years in line with the government priority for human capital development to ensure equity of the social market economy vision, and the plan to gradually increase education expenditure to 6% of gross domestic product.2 Some hard infrastructure projects focus on the final stage of ongoing development, such as for rural road connectivity and rural electrification. The Small and Medium-Sized Enterprise (SME) Credit Facility is programmed to support the government’s emphasis on inclusive growth. Accordingly, the following new proposed projects are included into the lending pipeline for 2016–2018: Rural Electrification Project: $70 million in 2016; SME Credit Line: $100 million in 2016; Local Government Enhancement Sector Project (additional financing): $40 million in 2016; Science and Technology Human Resource Development Program: $100 million in 2017; Colombo Suburban Railway Electrification Project: $300 million in 2018; Second Education Sector Development Program: $200 million in 2018; and Wind Power Generation Project: $200 million in 2018. 4. Education. The proposed Science and Technology Human Resource Development Program will focus on science and technology faculties, industry linkages and entrepreneurship,

and reforms in higher education to support a more competitive economy. A solid reform program for higher education (which may include private sector participation and its quality assurance mechanism), cost-sharing mechanisms, and performance-based financing will be prepared prior to the proposed loan. The proposed Skills Sector Enhancement Program (additional financing) will continue support for the government’s Skills Sector Development Program for 2017–2020. The proposed Second Education Sector Development Program will continue supporting equitable access to quality secondary education through professional development for teachers, performance management, and other measures for quality and relevance, while maintaining the focus on science, technology, English, and mathematics, with stronger career guidance and counseling, and interventions for soft skills. Investment for teacher colleges may be included. 5. Finance. The proposed SME Credit Line will provide funding to SMEs through participating financial institutions. An auction mechanism will be introduced to price the additional operating and credit costs of lending to targeted sectors, such as uncollateralized working capital loans, new borrowers, women-led enterprises, and SMEs outside of Colombo. An attached TA will support the enabling environment of a promising export-oriented cluster. Gender targeting through the credit line will be considered. 6. Transport. A TA loan is programmed in 2016 for project preparation. Assistance for railways will include three investments for the next 5 years: (i) electrification of the suburban railway network between Veyangoda and Panadura; (ii) construction of a new line to Battaramulla; and (iii) rehabilitation of the Colombo Port railway connection, and container transport and facilities between the port and inland clearance depots. The first will be the Colombo Suburban Railway Electrification Project. Assistance for road development will focus on the central highways under the Expressway Connectivity Investment Program. 7. Energy. The proposed Rural Electrification Project will support achieving 100% electrification (currently 98%) in Sri Lanka. It will provide electricity to more than 17,500 rural households, including in the Northern and Eastern provinces. The proposed TA loan for Preparing the Power Development and Interconnection Project will support connectivity and power trade between Sri Lanka and India. The Wind Power Generation Project is proposed to develop renewable energy potential and ensure energy security. The use of a public–private partnership approach will be explored for the project. 8. Urban. The Local Government Enhancement Sector Project (additional financing) is proposed to include additional works for areas affected by chronic kidney diseases and expand coverage of the original scope. The Greater Colombo Wastewater Management Project (additional financing) is proposed to construct a secondary wastewater treatment plant in the north catchment area of Colombo city. The proposed Jaffna Kilinochchi Water Supply Project (additional financing) will include a desalination plant (as a source of water) and improvement of the water supply system in Jaffna Peninsula. For cities in Eastern Province (Trincomalee, Ampara, and Batticaloa), the Cities Development Initiative of Asia will support development of an integrated strategic master plan. 9. Agriculture. Projects are unchanged from the COBP, 2015–2017, and will focus on implementation of the ongoing Mahaweli Water Security Investment Program. 10. Preparatory TA projects are proposed for the Wind Power Generation Project and Second Education Sector Development Program. Five attached capacity development TA projects are proposed for the SME Credit Line (cluster development TA), Science and Technology Human Resource Development Program, Second Education Sector Development Program, Jaffna Kilinochchi Water Supply Project (additional financing), and Greater Colombo Wastewater Management Project (additional financing).
