Ct 7388 Dear Ms. Purdy: The Ventura County Watershed Protection District (District), as Principal Permittee and on behalf of the Ventura Countywide Stormwater Quality Management Program (Program), has updated its evaluation method for elevated levels of constituents with results from multiple analytical methods in accordance with Order No. R4-2010-0108, Monitoring Program No. Cl 7388 (Permit). The State's Policy for lmplementation of Toxics Standards for Inland Surface Waters, Enclosed Bays, and Estuaries of California (SlP) gives guidance for selecting methods when there is more than one minimum level (ML). lt allows the discharger to select any method for compliance if ML is below the effluent limitation. lf no method is below the effluent limitation the method with the lowest reporting limit (RL) shall be selected. Several analytes can be quantified by multiple methods. The Program used this guidance to select the method with the lowest RL as the primary method for reporting even when all RLs are below the ML. This approach has been revised. The Program recently determined that the method with the lowest RL may not be the most representative of the level of the constituent due to differences in the matrices for which the analytical methods are intended; and that in keeping with Section K.4(a) of Attachment F of the Permit, the 40 CFR 136 approved method should be considered the primary method.     The Ventura County Watershed Protection District (District), as Principal Permittee andon behalf of the Ventura Countywide Stormwater Quality Management Program(Program), has updated its evaluation method for elevated levels of constituents withresults from multiple analytical methods in accordance with Order No. R4-2010-0108,Monitoring Program No. Cl 7388 (Permit).

    results from the primary method were evaluated by the Program, imported into thedatabase, and reported in the Elevated Levels and Annual Reports. The databaseprogramming was updated prior to the 2013/14 monitoring year to accept results fromall methods after which time all results were evaluated, imported and compared to waterquality objectives (WOO).

    Any result above a WQO by any method triggered the inclusion of that constituent in theElevated Levels Report submitted to the Regional Board with the results from allavailable methods. A footnote to the table in the report explained that the method withthe lowest RL was considered to be primary. This method and explanation was alsoused and described in the Annual Reports.

    The primary method for all affected constituents is now EPA 625. lt is a 40 CFR 136approved GCMS method intended for use with wastewater matrices and as such hasbeen determined to be the most appropriate method for the Program. The downside isthat it tends to have higher RLs than the other methods and it requires dilutions morefrequently, which raises the already typically higher RLs and can obscure the presenceof constituents at lower concentrations. lt also contains more steps than some of theother methods which introduces greater risk of laboratory contamination (especiallyphthalates).

    The three methods used to obtain the lower RLs that are not 40 CFR 136 approved forthese constituents are EPA 515.3 and EPA525.2 (drinking water methods) and EPA8270C (wastewater method). ln 2009/10, the Program found that the achievable RLs forseveral constituents through 40 CFR 136 approved methods were higher than theminimum levels (MLs) listed in Attachment G1 of the Permit. Based on consultation withthe Regional Board and the contract chemistry laboratory, the Program began analyzingfor some constituents by alternative or additional EPA analytical methods to attempt toobtain RLs below the water quality objectives and the MLs.

    The drinking water methods contain fewer steps and were originally selected becausethey rarely require dilutions and therefore their reporting limits stay low, however it wasrecently determined that they may not be accurate for a stormwater matrix. EPA 8270Cis a GCMS method intended for wastewater matrices and is very similar to the EPA 625

    with similar extraction and analysis steps however while EPA 8270C RLs are typicallylower, it is not 40 CFR 136 approved.

    The available but previously excluded results from 2009110 - 2012113 have been addedto the database and an Elevated Levels Report has been recreated for the affectedconstituents from 2OOgl10 - 2018/19, with EPA 625 now considered as the primarymethod (see tables below2). Elevated levels data from the revised primary method arein bold and elevated levels from non-primary methods are in italics.

    It is only the interpretation of which method is considered primary that changed.Since 2013114, the Program reported the results and elevated levels from all methods inits elevated levels reports and annual reports.

    When comparing the results from the former and revised primary methods (non-EPA625 vs. EPA 625), the EPA 625 method measured fewer incidences of elevated levelsof bis(2-ethylhexyl)phthalate but a higher number of incidences of elevated levels ofpentachlorophenol in wet weather. For dry weather, EPA 625 detected a higherfrequency of elevated levels of bis(2-ethylhexyl)phthalate but a similar number ofelevated levels of PAHs as the non-EPA 625 primary methods. The California ToxicsRule (CTR) objective for PAHs in dry weather is below the method detection level(MDL) for all methods, therefore any detections are at elevated levels, however whilethere were a similar number of occurrences of elevated levels between the differentprimary methods, there was considerable variation in which samples were above theMDL and therefore the CTR objective.

    There are no new or removed "cause or contribute" relationships between themajor outfall stations and their corresponding mass emission stations using therevised primary method. The monitoring results for the affected constituents areincluded as Attachment A (Wet Season Results) and Attachment B (Dry SeasonResults).
