At the time of inspection, five French Bulldog puppies (approximately three months of age) were found to be in

distress and in need of immediate veterinary care. The carrier must determine whether any of the dogs are in

obvious physical distress, and arrange for any needed veterinary care as soon as possible. If a dog is obviously ill,

injured, or in physical distress, the carrier must ensure the animal (s) not be transported in commerce, except to

receive veterinary care for the condition. Before the conclusion of this inspection, the carrier proactively arranged

for immediate veterinary medical care by contracting services with a local veterinary clinic.

PRIMARY ENCLOSURES USED TO TRANSPORT LIVE DOGS AND CATS.

Three kennels containing a total of six puppies, two per kennel, were shipped from Colombia to Fort Lauderdale

airport on 11- 2, 2016. As of 11-3, 2016 the animals were still housed in their original kennels at Consolidated

Aviation Services (CAS). The staff at the facility stated that they had not removed the dogs for cleaning, litter

replacement or switched them into clean kennels. These puppies had been in transit for more than 24 hours. The

newspaper bedding was excessively wet from urine and feces. If dogs are in transit for more than 24 hours, the

enclosures must be cleaned and any litter replaced, or other methods, such as moving the animals to another

enclosure, must be utilized to prevent the soiling of the dogs by body wastes.

The consignee did pick up the puppies prior to my exit from the premises around 3pm on 11-3-2016.

FOOD AND WATER REQUIREMENTS.

At time of this inspection 2 of the 3 kennels had no water in the water bottles located on the outside of the front door

of the kennels. In all three of the kennels no food was visible and the food receptacles were no longer attached to

the front of the kennel door. No member of the staff of CAS had fed the puppies during their stay at the facility

even though the dogs were in transport for over 24 hours. U.S. Customs and Border Protection Chief Officer Dow

informed me that he requested the puppies be given water the evening of 11-3-2016 as the bottles were empty and

when the bottles were refilled the puppies "fought to drink the water and drank for quite some time." I requested

documentation from the General Manager of CAS showing the watering and feeding of the puppies but there was

no documentation. It is unknown when the puppies were last offered food. No puppy food was attached to the

kennels and no feeding instructions were present in the event that the animals were in transit longer than

anticipated.

On March 2, 2017, a Centurion Cargo shipment of four juvenile canines (puppies) was reported to be staged at a

non-air conditioned warehouse for an extended period of time. That day, the ambient temperature at the Miami

International Airport (MIA) reached 85° Farenheit, which is the highest allowed by Animal Welfare regulations to

stage regulated animals at cargo wareheouses. When the ambient temperature within the animal cargo space

reaches 85° Farenheit, auxiliary ventilation, such as fans, blowers or air conditioning, must be used in any animal

cargo space containing live dogs/cats. Moreover, the ambient temperature may not exceed 85° Farenheit for a

period of more than 4 hours; nor fall below 45° Farenheit for a period of more than 4 hours. The air carrier must

design, construct, and maintain staging warehouses in a manner that at all times protects the health and well-being

of regulated animals in them, hence, ensuring their safety and comfort.

CARE IN TRANSIT.

On March 2, 2017, a Customs and Border Protection (CBP) officer reported to this inspector that a shipment of four

juvenile canines (puppies) which was inspected on March 1, 2017, was still sitting at the Centurion Cargo

warehouse. Also, the CBP officer reported that upon visual re-inspection of the puppies they looked "hot and dirty."

Approximately 30 hours after the shipment's arrival, warehouse personnel notified their Live Animals Services

Department about the condition of the animals and their whereabouts. Any air carrier subject to the Animal Welfare

regulations transporting dogs/cats in commerce must ensure that their personnel observe and take basic care of

regulated animals as often as circumstances allow, but not less than once every 4 hours, to make sure they have

sufficient air for normal breathing, that the ambient temperature is within the required limits, and that all applicable

standards of federal regulations are being complied with (including sanitary conditions). The air carrier must ensure

that their personnel determine whether any of the animals are in obvious physical distress and obtain any veterinary

care needed for the dogs/cats at the closest available veterinary facility.

The two shipments of dogs on Air Waybill numbers 729BOG77968693 & 779BOG78430240 did not contain a

written certification on the enclosures that the dogs offered food and water during the 4 hours before delivery to the

carrier.

Carriers must not accept a dog or cat for transport in commerce unless the consignor certifies in writing to the

carrier that the dog or cat was offered food and water during the 4 hours before delivery to the carrier or

intermediate handler. The certification must be securely attached to the outside of the primary enclosure in a

manner that makes it easily noticed and read.

The certification must include the following information for each dog and cat:

(1) The consignor's name and address;

(2) The tag number or tattoo assigned to each dog or cat under Sec. Sec. 2.38 and 2.50 of this chapter;

(3) The time and date the animal was last fed and watered and the specific instructions for the next feeding(s)

and watering(s) for a 24-hour period; and

(4) The consignor's signature and the date and time the certification was signed.
