Skill Saathi:
Skill Saathi is the strategic intervention of the Ministry of Skill Development & Entrepreneurship
(MSDE) implemented by National Skill Development Corporation (NSDC) to conduct skills-based career
counselling of potential candidates pan-India.
Aim of Skill Saathi:
The Skills Career Counselling Initiative aims to counsel 1 crore candidates from 15– 35 years, School &
College drop-outs, young adults from the community, college students, polytechnic students, ITI
students, Diploma students, Graduates, Post-Graduates, PMKVY certified candidates, NEET category
(Not in Employment education or Training), etc. pan India from August 2018. Counselling will be
conducted on a standardized module/content as defined by NSDC/MSDE.
Objectives and Features of Skill Saathi:
(i) Create Awareness about the Skill India Mission
and inform the youth of India about vocational
education and its opportunities.
(ii) Sensitize prospective candidates about available
Market Opportunities under the Skill India Mission,
including horizontal and vertical pathways.
(iii) Facilitate Psychometric Testing and Face-To-
Face Counselling Interventions to create an
individual-level impact to guide aspirants to make
the right choice of training and subsequent
employment/entrepreneurship.
(iv) Facilitate Understanding of the concepts of
New India, the prospects of India becoming the Skill
Capital of the World and how the new generation
of youth can become drivers of change.
(i) To counsel 1 crore candidates pan-India from
August 2018.
(ii) Target Beneficiaries include students/candidates,
School & College Drop-outs, young adults from the
community, college students, polytechnic students, ITI
students, Diploma students, Graduates, Post-
Graduates, PMKVY certified candidates, NEET category
(Not in Employment education or Training) and the
youth of India at large, preferably in the age group of
15 – 35 years.
(iii) Facilitate Awareness and Guidance among the
Candidates about the available courses as per their
aptitude and Psychometric Test results and availability
of skill training prospects.
(iv) Capacity Building of Counsellors to fulfil the
objective of the Initiative.
Candidate Counselling The act of helping the person to see things more clearly, possibly from a different view-point. This can
enable the client to focus on feelings, experiences or behavior, with a goal to facilitating positive
change.

1. Candidate Registration Each candidate attending the counselling session needs to be registered on the Skill India Portal. The
illustration with instructions below would explain the process to the CIO.

2. Counselling Context Setting
Attendees are made aware about the basic concept of skills and skilling. The points that are talked
about in this session are as described below: -
• What are skills? – A brief on the concept taking real life examples, how different people have
different knack and skills.
•Importance of identifying the skill inside – how skills inside can eventually become the driving force
behind a person’s career and future? Why is it important to identify the skills inside oneself? why
should skill identification be the first step before setting out to work? A brief about the Psychometric
test to be conducted later about the session.
•The enormous scope of skill related jobs post identification of interest and skill
•Huge skill training opportunities in our own country in various sectors- brief description about the
same and refer to the toolkit to be shared later which will have details.
•How skill training can equip the youth and has the strength to open opportunities galore?
•The concept and initiative of Skill India – to make youth employable nationally and internationally.
•Skills and entrepreneurship
Highlights of Counselling Context Setting
Each session for a max. of 200 candidates
Minimum 1-hour session according to the Counselling Module
Open to all (Grade 8-12 school students, School & College Drop-outs, ITI, Diploma, Graduates,
Post-Graduates, PMKVY certified candidates etc.)

Speak in the local language for easy understanding
Set the context and provide information on the Skill India Mission
Ensure that the narrative under the Skill India Mission and New India is spread properly.
3. Screening of Video/Movie
After giving the candidates an overview of the concept and scope of skilling, they need to be
made aware of the available opportunities around them to polish their skills, in more detail.
This is where the audio-visual content for this purpose comes into play. The film developed for
the purpose has been kept fictional to make the educative content more engaging and
motivational at the same time. The film will revolve around protagonists who face situations
based on their unique regional locations to which the attendees can relate. In the course of
the narration in the film the candidate watching the film is informed about the training
opportunities particular to his/her situation. The content in the film will educate the
attendees of the session about the following schemes like: -
• PMKVY
• PMKK
• DDU-GKY
• NAPS
• ITI
The narrative adopted in the film revolves around the concept of Skill India Mission, which
aims to transform lives by enabling people by polishing their skills. It is also aimed to make
skills aspirational to each.

4. Distribution of Skill India Brochures & Distribution of State Skill Directory
A toolkit is to be shared with each candidate attending the counselling sessions. Each toolkit to be
shared should essentially have the following items: -
(i) Brochure
A brochure detailing various skilling schemes which gives the candidate an overview as well as leads to
the same. The brochure will have details pertaining to the following schemes: -
(a) Pradhan Mantri Kaushal Vikas Yojana (PMKVY)
PMKVY is the flagship scheme of the Ministry of Skill Development & Entrepreneurship. The objective
of this Skill Certification Scheme is to enable a large number of Indian-youth to take up industry-
relevant skill training that will help them in securing a better livelihood.
b) Pradhan Mantri Kaushal Kendra (PMKK)
The Pradhan Mantri Kaushal Kendras are the state of the art, model training centres that support
delivery of Ministry of Skill Development & Entrepreneurship’s schemes and programs like Pradhan
Mantri Kaushal Vikas Yojna (PMKVY), Recognition of Prior Learning and fee-based (non-scheme)
trainings. At present there are more than 450 training PMKK centres in 27 states.
c) Deen Dayal Upadhayay-Grameen Kaushal Yojana (DDU-GKY)
DDU-GKY is aimed at adding diversity to the incomes of rural poor families and cater to the career
aspirations of rural youth. As a part of the Skill India campaign, it plays an instrumental role in
supporting the social and economic programs of the government like the Make in India, Digital India,
Smart Cities and Start-Up India, Stand-Up India campaigns. DDU-GKY is present in 21 States and UTs,
across 568 districts, impacting youth from over 6,215 blocks. It currently has over 690 projects being
implemented by over 300 partners, in more than 330 trades from 82 industry sectors.
d) National Apprenticeship Promotion Scheme (NAPS)
NAPS is a new scheme of the Government of India that provides an avenue for youth to earn while
they learn. Skill program trainees can undertake on -the-job training by entering into a contract of
apprenticeship, while fresher’s must complete an additional component of basic training.
e) Industrial Training Institute
Industrial Training Institutes are one of our oldest skill development institutions and often,
synonymous with vocational training. They implement the Craftsmen Training Scheme, imparting
training in over 70 engineering and 63 non-engineering trades. Started in 1950 by the Government of
India, there are now over 13,000 Government and Private ITI s spread across the country, functioning
under the administrative control of the respective State Govts, UTs and Private Organizations. These

Institutes impart vocational training to meet the skilled manpower requirements for technology and
industrial growth of the country.
f) Technical Intern Training Program (TITP) with Japan
The Japanese and Indian governments have partnered to provide industry apprenticeships to Indian
youth, under the Technical Intern Training Program. Herein, Indian youth undergoes training for 3-5
years in a Japanese industry, while earning a stipend alongside. Competent youth, who are 18 years or
above in age and willing to upgrade their technical skillset through TITP in Japan, may get themselves
enrolled by organizations responsible for selecting and imparting training to candidates in India. Such
organizations are known as Sending Organizations under TITP.
g) Jan Shikshan Sansthan (JSS)
JSS are institutes of Peoples’ Education focusing on the poor, the illiterate, the neo-literates, the
under-privileged and the un-reached. These Centre’s do not just provide skill development, but link
literacy with vocational skills and provide Life Enrichment Education (LEE) to the people. The
endeavor is to shape their beneficiaries into self-reliant and self- assured employees and
entrepreneurs.
h) World skills
World Skills India is an initiative of the National Skill Development Corporation (NSDC) under the
Ministry of Skill Development and Entrepreneurship, Government of India. NSDC, through its World
Skills India initiative, has been leading the country's participation at World Skills International
competitions since 2011. Ministry of Skill Development and Entrepreneurship (MSDE) & National Skill
Development Corporation (NSDC) launched India’s first National Skills Competition- India Skills, a
biennial competition.
i) National Skills Training Institute (NSTI)
NSTIs are state of the art central institutions, run to supplement the training activities in the country.
These institutes offer trainer’s training, refresher/up skilling training, certificate courses and advanced
skill diploma courses. They are mainly focused on revitalizing the existing training infrastructure,
developing new institutions in unserved areas and continuing to provide relevant and employable
skills to youth.
j) Skill University
Skill Universities are being promoted in partnership with states and act as centers of excellence for
skill development and training of trainers. It is desired that these institutions become as aspirational
for candidates as other premier institutes around the country. These institutions, apart from skilling
candidates through affiliates and training the trainers, conduct extensive research to enhance the
quality and delivery of skill training by keeping abreast with latest developments in the skills space. At
present, there are 7 Skill Universities spread across India offering a range of courses across technical
and non-technical skills.
k) Polytechnic
Polytechnic education in our country constitutes an important segment of technical education and
contributes significantly to the country’s skilled manpower. Polytechnics in the country have been
offering three-year diploma courses in conventional disciplines such as Civil, Electrical and Mechanical
Engineering, and also emerging disciplines such as Medical Lab technology, Hospital Engineering,
Architectural Assistantship, Garment Technology, Beauty Culture, Textile Design etc. In addition, many
institutions are also offering specialized diploma programs in areas such as Leather Technology, Sugar
Technology, and Printing Technology etc.
l) SAMARTH
The textile and apparel industry is one of the earliest industries developed in India. Its entire value
chain from fiber to apparel manufacturing has a strong presence within the country. It is the biggest
employer after agriculture. In order to meet the skill gap in the industry and also to supplement its
efforts initiated through the Special Package for Garments and Made- ups, the Government has
approved the new scheme titled SAMARTH – a Scheme for Capacity Building in Textile Sector (SCBTS),
for the entire value chain of textile except Spinning and Weaving in the organized sector. The broad
objective of the scheme, under the Skill India Mission, is to skill the youth for gainful and sustainable
employment in the textile sector covering the entire value chain of textiles, excluding spinning and
weaving.
m) USTTAD
Minority communities in India are known for their traditional skills, arts and crafts. But, due to forces
of competitive market and globalization, and also due to deteriorating socio- economic condition of
master craftsmen/artisan, these skills are not being pursued by the young generation. Government of
India is of firm conviction that these arts/crafts are needed to be preserved.
n) Fee Based Courses (non-scheme)
National Skill Development Corporation (NSDC) is an organization working under the guidance of the
Ministry of Skill Development & Entrepreneurship. NSDC partners and supports various training
organizations in the country to implement skill development programs. NSDC affiliated training
partners conduct short-term vocational trainings in various sectors and courses/ trades, which are
aligned to the National Skill Qualification Framework (NSQF), as recognized by the Government.
O) Psychometric Test
A printed draft of the RAISEC test which facilitates in the psychometric test adopted for this campaign.
Download the test and print it for the candidates, from link above. Each candidate must be provided
with a pen to take the psychometric test.
P) State Skill Directory
A skill directory which has details of the skilling activities being undertaken in the state implemented
under different schemes. It will also contain details of training centers operational in the region
enlisting the job roles each caters to. A link will be provided to the CIO to download and print updated
lists from to provide to the candidates.

Provide information on the alternate/parallel path available to academics
Inform the youth about the different schemes mentioned in the Brochure

Term/Long Term Training Options
Inform the candidates that some schemes are free of cost and some are fee based.
Distribution of State Skill Directory
Provide Information on the booklet/directory and what it’s all about.
Provide information on some skill centers located nearby.
Site examples on the process of how they can contact the skill center.
Encourage the candidates to ask questions about the Skill India Mission.
Provide candidates access to the link from where they could download updated directory
online whenever they want.
Provide information about the helpline number (91 - 88000 – 55555)
5. Administer the Psychometric Test
The participants have the option to get their Occupational Interest Profiling done. For this purpose, a
psychometric tool called the RAISEC occupational interest profile is being used. RAISEC – an Acronym
for Realistic, Investigative, Artistic, Social, Enterprising and Conventional- brings out primary
interest(s) of the test taker. After identifying interests, The RAISEC model describes each of the six
interests as depicted in the diagram below. Having understood their interest profiles/occupational
personalities, the participants can identify the vocational choices.

Inform the students that this test is to map their interest areas
Inform them that the results of this test will help the candidates take informed career choices
Inform the candidates that this test is only an indicator to assist them in self-discovery of their
interest and aptitude
Distribute the psychometric test sheets and pen to each candidate
Read aloud each statement in the test, in the local language
Request the candidates to mark their choices on paper against each statement
Help them total their scores based on their responses
Interpret the scores/results based on the information provided
Once the test is completed instruct the participants to pick two of their top interest (the two
with highest scores) and look up the charts to find out what the two top interests mean

6. Face to Face counselling (Q&A round)
Allow candidates to ask questions about the different sectors and job roles
