    millingis the process ofgrinding existing asphalt froma roadway. This process al-lows the street to maintain its currentgrade. In order to reduce waste andkeep New York Citys streets sustainable,the ground existing asphalt, known asRecycled Asphalt Pavement (RAP) isused to make new asphalt; this reducesthe need for new material and reduces theamount of waste entering landfills. Allmilled streets are reopened to traffic thesame day work is completed.

    Pavingthe milled roadway is the nextstep in the process. Usually streets arepaved approximately two weeks afterthey are milled; this enables DOT toutilize its resources effectivelysometimesallowing utility work to be done on thestreet prior to paving. Before street paving,

    notification of work is posted; vehiclesare relocated when necessary. Pavedstreets are also reopened to traffic thesame day.

    Following resurfacing, temporarymarkings are placed on the street fortraffic flow and pedestrian safety beforepermanent markings are installed.

    Once a street has been resurfaced,restrictions are put in place, limiting theability of utilities to cut into t he resurfacedstreet, requiring more stringent restora-tion requirements and guaranteeing thework for a longer period of time (five yearsinstead of 18 months).

    this i ffc i nvbr 2004.The need for such a law became crystal clear during the blackout of 2003when many motorists decided to not even slow down as they came upon

    intersections with unlit traffic signals.

    Since this is a an issue for the State Legislature, Councilman Oddo turned tothe late John Lavelle, the former North Shore Assemblyman, to introducelegislation to fix the problem. Lavelle was able to work in a bipartisan fashionto get the common sense legislation passed into law.

    Councilman Oddo said, I want to once again remind New Yorkers thatthis law is on the books and that they are required to treat any intersectionwith an unlit traffic light as an All-Way Stop Sign. This helps to keep allmotorists and pedestrians s afer on our roads.

    One major American retailer that has been conspicuously absent fromNew York City has been Walmart. Worldwide, Walmart has more than 8,400retail stores in 15 countries, had FY 2010 sales of $405 billion, and employeesapproximately 1.4 million employees in the US.

    Opponents have vowed to fight to prevent them from opening stores in NewYork. Critics argue that the salaries and benefits for Walmart employees aretoo low and that they lead to t he closing of small businesses.

    Supporters of Walmart argue that New York City consumers are hurt becausethey do not get to enjoy the same low prices as residents of other communities.

    StaR -The New York State School TaxRelief Program. There are two types ofSTAR benefits: Basic and Enhanced. In bothcases, the property must serve as the owner'sprimary residence. This means you must livein the house, condominium, or cooperativeapartment more than six months a year.
