[email protected] www.lockhart.nsw.gov.au Lockhart Shire Council May 2012 Councillor Profile Councillor Rodney McDonnell I have lived in the Lockhart Shire my entire life, born at the Lockhart Hospital and raised on our family farm “Avalon” at Urangeline, the home of well known identities Jack Crawford, Australian tennis champ, and Sir Donald Hazelwood, Concertmaster/Violinist. I attended Glenara Primary School until it closed and then Rand Primary, finishing my high school years at St Gregory’s at Campbelltown. I enjoyed travelling overseas in my younger years, experiencing different cultures and ways of life. Over the years I have been actively involved with a number of organisations, these include the Bidgeemia Hall Committee and Fire Brigade, NSW Farmers, Glenara Tennis Club, Osborne Football Club and St Josephs Catholic Primary School. I am also involved with the steering committee of the Lockhart Development Group which turned into Southern Ag Venture (SAV) which has a 50/50 joint venture with Emerald Grain called Southern Ag Grains. SAV is still striving to investigate ways in the value adding of our farm products and giving farmers more control in marketing which will ultimately benefit the community. On a personal note I married a local girl 20 years ago, Robyn Griffin from Bidgeemia, who is a registered nurse working at Lockhart Hospital, we have four beautiful children who are growing up too fast – Jessica, Jacob, Izaac and Alex. I am a second generation Councillor, my father Jimmy McDonnell, served on the Council for two terms back in the 1980’s. We have been fortunate to have great family support and live in a great neighbourhood. Without their support we would not be here today. I personally believe that we live in a beautiful, productive farming district and it would be terrible to see our beautiful land scarred by mining and to see the next generation struggle with the consequences of strip mining. The last few years have been a struggle for everyone, Mother Nature has thrown drought, floods, mice, grasshoppers – you name it – at us. The resilience of the residents of the Shire has been amazing, to be knocked down so many times and to get back up is commendable. I would like to thank the volunteers and committees who have put their cause and time before themselves, they will keep our Shire going from strength to strength. I would also like to thank everyone who has supported me over the past three and a half years and I hope I have been of some assistance to the residents of Lockhart Shire and look forward to a bright and prosperous future.

Councillor Profile Councillor Rodney McDonnell

I have lived in the Lockhart Shire my entire life, born at the Lockhart Hospital and raised on our family farm “Avalon” at Urangeline, the home of well known identities Jack Crawford, Australian tennis champ, and Sir Donald Hazelwood, Concertmaster/Violinist. Council Snippets - 21 May 2012 National Volunteer Week Barbecues Council was advised of the successful volunteer barbecues held throughout the Shire over the previous weekend. These barbecues were held in conjunction with National Volunteer Week and was the opportunity to express its thanks to the many volunteers throughout the Shire. The volunteer barbecues were held at Walter Day Park in Lockhart, Coronation Park in The Rock, the Yerong Creek Bowling Club at Yerong Creek and Pleasant Hills Hotel at Pleasant Hills. Council expressed its thanks to all those volunteers who attended the barbecues. Business Enterprise Centre Shire Workshop Council in conjunction with the Wagga Wagga Business Enterprise Centre conducted a Business Workshop at the Lockhart Ex-Servicemen’s Club on 23 April 2012. The workshop focussed on customer service and was intended to attract service industries across the Shire. There was no charge for the workshop and there were eleven participants in the workshop which proved to be highly successful. It is expected that additional Customer Service Workshops will be held later in the year, possibly August or September 2012. Draft Policies Council has placed on exhibition for public comment two proposed policies for comment by the community. The first draft policy relates to development on flood prone land, the second being disabled access to premises. Elsewhere in the newsletter will provide guidance for the community to access these draft policies and if you would like to make comment on them please do so as the matter will again be considered at the June 2012 meeting of Council. Appointment of Museum Advisor Some time ago Councils Museum Advisor, Ms Libby Newell, resigned for family reasons and with the assistance of NSW Museums and Galleries a number of candidates have been contacted and recently a suitable person was interviewed by members of the Lockhart & District Historical Society and found to be most suitable. Accordingly Ms Kim Briggs has accepted the position as Museum Advisor to the Green’s Gunyah Museum and will take up the position on a date to be confirmed on September or October 2012.

NSW Rural Fire Service – Neighbourhood Safer Places Council was advised that the NSW Rural Fire Service (RFS) is required to identify neighbourhood safe places for communities that may be affected by bush fire. A Neighbourhood Safer Place may be a building or open space away from bushland which can provide some protection from the immediate threat of a bush fire. Earlier this year the RFS contacted Council with a list of potential sites and these have been confirmed as follows: 1 Lockhart Recreation Ground – building and open space 2 Yerong Creeek Recreation Ground – open space 3 The Rock – Urana Street – open space 4 Pleasant Hills Hotel – building Council will advise the RFS that it confirms these locations. 2012 Flood Recovery Meetings Council has previously committed to keep the community up to date with progress of matters raised at The Rock and Lockhart flood recovery meetings held in April 2012. Elsewhere in this newsletter are the details on what has transpired over the last month with respect to matters which were raised at those meetings. Rates Reductions for Residents Affected by March 2012 Floods Following a request at a previous meeting of Council a report was submitted to Council to determine whether rates for those residents affected by recent floods can be reduced. Reference was made to the Local Government Act and Council is able to write off accrued interest due to hardship but the General Rate as such must remain payable. Council however did give consideration to providing assistance to ratepayers who may be unable to access their homes for a period of over twelve months and in this regard on application Council will consider reducing the sewerage and garbage charges to these properties and classify them as vacant lots. As an example in The Rock this would mean a reduction in the sewerage charge of $133 and a reduction in the garbage charge of $160 and in Lockhart an example a reduction in the sewerage charge would be $298 and a reduction in the garbage charge of $168. Council has also asked for a further report on the

Council Snippets - 21 May 2012 possibility of further reducing the sewerage and garbage charges. Accordingly residents who may be unable to utilise their properties for a period of in excess of twelve months due to the March 2012 floods are invited to make application under this resolution of Council. NSW Governments Community Building Partnership Program 2011 Council resolved to forward a letter of thanks to Mr Daryl Maguire MP, Member for Wagga Wagga, for recommending projects to be funded under the NSW Government Community Building Partnership Program. Council was successful in gaining funding for the following: Cabin at caravan park – Lockhart $20,000 Upgrade of Walter Day Park toilets $15,000 Upgrade of retaining wall Green Street Gunyah Museum

$10,000 Toilets at cemeteries – The Rock & Lockhart – disabled

toilets Yerong Creek $20,000 Apart from the amount which has been provided to Council there are also a number of community organisations within the Shire who were provided with funding under this program.

The Rock Flood Recovery Meeting 11 April 2012 Following representations to the Transport, Roads and Maritime Services regarding the possible impact on the deviation of the Hume Highway at Tarcutta had any impact on waterflows to Bourkes Creek the following response was received:

“I refer to your letter of 1 May 2012 requesting advice on whether the deviation of the Hume Highway at Tarcutta has had any impact on waterflows to Bourkes Creek at The Rock.

There is no connection between Tarcutta Creek and Bourkes Creek and the flood behaviour of these catchments is not related. Accordingly the RMS is of the view that the deviation of the Hume Highway at Tarcutta has had no impact on waterflows which might have affected The Rock.”

Lockhart Flood Study Discussions have been continuing with representatives of the Office of Environment and Heritage who are preparing the Lockhart Flood Study incorporating the Risk Assessment which will ultimately be publicly

advertised seeking quotations or tenders from suitably qualified persons.

In the past Council has sought nominations from members of the community to become members of the Lockhart Flood Study Group and these persons were appointed by Council on 21 May 2012:

Mr Rodger Schirmer, Mr Stephen Matthews, Mr John Stevenson, Mr Ray Lavender, Mr Laurie Carter, Cr Sylvia Mulholland and Cr Jean Gooden.

The Mayor will be an ex-officio member of the committee. Contained elsewhere in the newsletter is an invitation for members of The Rock and environs to now nominate to become members of The Rock Flood Study Group as action in regard to The Rock Flood Study has commenced.

Bridge on Bullenbong Road Council was advised that the bridge on Bullenbong Road has been badly underscored following the recent floods and Wagga Wagga City Council will be approached to investigate these concerns and take appropriate action as the bridge is located in the Wagga Wagga City Council area.

Electricity Accounts The matter of electricity accounts payable by the General Manager has recently received publicity and was considered by Council on 21 May 2012.

In essence Council resolved: that the General Manager be required to reimburse

amounts previously paid for his electricity accounts since commencing with Council ($14,920.11) prior to the expiration of his current Contract of Employment and reimburse any balance if he leaves Councils employment prior to the expiration of the current Contract

that Council notes that the General Manager acted on information which has shown to be incorrect and voluntarily offered to reimburse Council the amounts paid and Council has accepted this offer. The General Manager will meet the future electricity accounts during the course of his employment with Council

that Council as a whole apologise for this oversight

FLOOD RECOVERY MEETINGS 11 and 12 April 2012

Council has committed to continuously advise the community on actions undertaken following the Flood Recovery Meeting in The Rock on 11 April 2012 and Lockhart on 12 April 2012 The Rock Meeting • Council resolved on 16 April 2012 that the General Manager be requested to write to the appropriate Catchment Management Authorities and also the Member for Wagga Wagga Mr Daryl Maguire MP in order to arrange a meeting to consider the removal of debris from creeks in the Lockhart Shire • Mr Maguire has advised Council he has requested a meeting with each of the RTA, ARTC and Murrumbidgee CMA. • Has the deviation of the Hume Highway at Tarcutta had an impact on the water flows to Burkes Creek? • Council has received a response from Transport Roads and Maritime Services that “there is no connection between Tarcutta Creek and Burkes Creek and the flood behaviour in the catchments is not related. Accordingly RMS is of the view that the deviation of the Hume Highway at Tarcutta has had no impact on water flows which might have affected The Rock”. • Is it possible for residents to construct small brick fences around their properties which would assist in stopping water entering their properties? • Recommendation: Discussions with the Director Environmental Services advises that it may well be of assistance in some areas. Fences in other areas may however divert flowing floodwater from one property into another. Council would need to consider the particulars in each case. • It was suggested that some levy banks were constructed many years ago around the Bullenbung Road area which is inhibiting the free flow of water. • Recommendation: That Council’s engineering staff investigate this matter and take appropriate action. • It was suggested that many of the culverts around The Rock are too small to cope with major water events • Recommendation: That Council’s engineering staff investigate this matter and provide a report back to Council. • A suggestion that some persons have constructed levy banks around their property which are affecting other properties • Recommendation: That persons who believe that levy banks have been illegally constructed advise the Council who will then take appropriate action. • Many of the gutters around The Rock require cleaning out

• Recommendation: It be noted that Council staff have been undertaking the cleaning out of gutters etc throughout the Shire. • The table drains on the Olympic Way require cleaning out

• Recommendation: That Council note representations have been made to Greater Hume Shire Council who is responsible for these drains. • Access is required under the Great Southern Railway Line to allow water to flow through rather than banking up. • Recommendation: That Council note representations have been made to Mr Daryl Maguire MP to arrange a meeting with ARTC. • Representatives from Lutheran Aged Care advise that they will provide any support to Council and the community to assist in alleviating future flooding events. • Recommendation: That Council acknowledge and thank the support of Lutheran Aged Care. • Is it possible to investigate the costs of movable levy banks as some Councils have used downstream from the Lockhart Shire? • Recommendation: That Council acknowledge that moveable levy banks may not be an option for the Lockhart Shire area given the terrain however some investigations will be undertaken. • Council continue to lobby local Parliamentarians for financial assistance to alleviate flooding events in the future. • Recommendation: That it be noted that Council has commenced discussions with the Member for Wagga Wagga Mr Daryl Maguire and further representations will be made to the Federal Government representatives following the completion of the Flood Studies. • Some years ago there was a drain which extended past the Kings Own Hotel which fed directly into Burkes Creek, this drain has now disappeared and results in water entering the township. • Recommendation: That no action be taken with respect to this matter as it will form part of The Rock Flood Study. • Burkes Creek and the creeks along Bullenbung Road require de – silting to allow better water flow. • Recommendation: That Council’s engineering staff investigate the matters raised and take appropriate action. Council noted at its meeting on 21 May 2012 there is a petition circulating in The Rock requesting Creeks be cleared in the area. Lockhart Meeting Council to continue to lobby local Members of Parliament seeking their assistance to organisations such as ARTC and the RTA where it is determined that their assets are causing flood flow problems. RESOLVED on the motion of Crs Paterson and Mulholland that: (a) meeting be arranged with the Member for Wagga

Wagga, Mr Daryl Maguire MP, and representatives from the ARTC and the RTA to discuss the concerns expressed regarding those particular organisations assets causing flood flow problems throughout the

Shire; and (b) that in six (6) months time bi-monthly reports be

provided to members of the community on the progress of the Lockhart and The Rock Flood Studies. Mr Maguire has advised he is arranging these meetings.

• That the creek behind Urana Street be widened and deepened to provide better water flow. • Recommendation: That Council note that it should not interfere with the natural water course. • That Brookong Creek be dredged.

• Recommendation: That the cost to dredge Brookong Creek in the location of the Caravan Park be investigated and report back to Council. • A report be presented to Council on how residents might elevate their homes by the use of poles or stumps to avoid future water flows. • Recommendation: That residents be advised that subject to Development Application approval homes could be elevated however such would be at the expense at the property owners. • That trees and other debris be removed from creeks in the area. • Recommendation: Council note that representations have been made through Mr Daryl Maguire MP to hold discussions with the Murrumbidgee Catchment Management Authority regarding this issue. • That a large concrete drain be constructed to the south of Lockhart to stop the water flows from entering the township. • Recommendation: That no action be undertaken in this regard until the Lockhart Flood Study is completed. • That the water flow which emanates from Milbrulong be diverted further east of Lockhart. • Recommendation That no action in this matter be undertaken until the Lockhart Flood Study has been completed. • That Council investigate a reduction of rates for those residents affected by the recent flooding events • Council resolved on 16 April 2012 that the General Manager provide a report on this matter to the next meeting of Council • Insufficient road closure signs during the flooding event.

• Recommendation: That Council note that given the significant water inundation throughout the Shire it was impossible for Council staff to signpost all roads immediately. • Enquired as to the progress as to the replacement of the footbridge in Green Street Lockhart. • Recommendation: Council notes that an Engineering firm has been engaged to design the replacement footbridge in Lockhart.

• Insufficient evacuation notice provided by the SES.

• Recommendation: That residents who have concern regarding insufficient evacuation advice to contact the SES in Wagga Wagga. • That telemetry equipment be installed at the various locations around Lockhart to determine estimated flood heights. • Recommendation: That this matter be referred to the SES for consideration. • That Council consider not replacing mulch and bark on its gardens in the future as these result in blocked drains and pushing down of fences. • Recommendation: Council resolved on 16 April 2012 following considerable discussion to retain its existing Policy regarding mulching of public gardens • That the dam walls in the Common behind Galore Street be reduced. • Recommendation: Council note that actions have been undertaken for this to take place. • The gutters in Federal Street need to be cleaned.

• Recommendation: Council note that these gutters as well as all gutters within the Lockhart township will be cleaned as part of the maintenance schedules. • That Council keep the community up to date on the progress of the flood studies via the monthly Council newsletter. • Council resolved on 16 April 2012 this suggestion be supported • Council investigate if it has reserve funds available which could be utilised for flood mitigation works. • Following a detailed report on the Reserves held by Council, Council noted at its meeting on 16 April 2012 that it may have up to $254,000 which could be utilised for flood mitigation works if required. • Could Council engage either itself or with other Councils a Hydrologist? • Council resolved on 16 April 2012 following considerable discussion to take no further action in this regard due to practical concerns. • Recommendation: That Council consider the recommendations contained in each of the items raised at the Flood Recovery meetings with the results to be included in the next monthly Council Newsletter.

Community News Lockhart Information Centre

Opening

Mayor Peter Yates, welcomed Mr Daryl Maguire MP who officially opened the Lockhart Information Centre on Friday May 18 at the Greens Gunyah Museum. The opening was attended by Councillors, members of the Lockhart Historical Society, including Chairperson Mrs Heather Trevaskis, Lockhart Central School Students, community members and Council representatives. Mr Daryl Maguire recognised the value of the Visitor Information Centre for visitors to the Shire and called on Heather Trevaskis to assist him in officially opening the Lockhart Visitor Information Centre The Lockhart Visitor Information Centre is a level 3 Centre which means it is run in

conjunction with an existing business. Establishment costs were fully funded by the Lockhart Council. The Lockhart Shire Council would like to thank all business who responded to the call for expressions of interest to house the Lockhart Visitor Information Centre. Applications were lodged with the controlling body, Aurora Practical Solutions Pty Ltd for accreditation. The Lockhart Historical Society called for additional volunteers to extend the trading hours of the Greens Gunyah Museum to enable the Museum to meet the required 5 days trading. The successful application was lodged by the Greens Gunyah Museum, with addition improvements required and planned for the future. The opening of the Visitor Information Centre is an important step to the continued development of tourism throughout the Shire. The Visitor Information Centre is manned by volunteers and is a testament to the vital role volunteers play in our community. Visitor Information Centre, may be small but it plays an important role in our Shire.

Community News

National Volunteer Week National Volunteer Week was held Monday 14th to Sunday 20th May 2012. Thank you events were held across the Shire to acknowledge the contribution of volunteers to the Lockhart Shire.

Although the attendance did not reflect the number of volunteers involved in various

organisations and events across the Shire, volunteers who attended enjoyed the opportunity to relax in a social environment.

Council would once again like to recognise the role of volunteers within our communities and thank all volunteers for their commitment and efforts on which all communities rely.

Lockhart Pastoral Shadows Project

Marg Couch, Project Officer from Regional Development Australia (RDA)-Riverina presented a cheque for $2000 to the Progress Association for the Pastoral Shadows Project signage, following the opening of the Visitor Information Centre. This is a project which reflects on the reliance the Lockhart region had on the pastoral industry. Silhouettes for the Pastoral Shadows of Brookong is a tribute to the Brookong Station and the wool industry within our region. Brooking station was large sheep station of the 1880’s situated west of the Lockhart area and also incorporating the area where Lockhart now stands. Many men worked on this station as shearers, shed hands, rouseabouts, stockman, drovers and the inevitable man out of work known as a ‘swaggie’. The Pastoral Shadows of Brookong project will consist of a display of silhouettes at the entrance to the

township of Lockhart in an area of native grassland. It is anticipated that some native animals e.g. kangaroos or emus etc. could be dotted in the background. The silhouettes will aim to offer only a glimpse of the bygone era of the 1880’s as traffic travels past, but is designed to attract visitors to look further, to walk the track around the project and to redirect them to the museum which features the Brookong collection and continues the line of information on the era.

Lockhart Picnic Races will be on the 11th of October 2012

followed by the Spirit of the Land Festival on the 12th and 13th of October 2012.

Residents who have made a payment directly into Council’s bank account are asked to please notify Council of the payment they have made.

If you receive a Pension you can apply for a Pension Rebate on your Rates if the property on which you are applying for a Rebate is your principal place of residence.

Lockhart Caravan Park If you know someone looking for just the right place to set up camp with a tent or caravan, or looking to hire an on-site van, then Lockhart Caravan Park is just the place.

Situated in Green Street, the caravan park is just 100 metres from the

shopping area and within easy walking distance to all facilities.

There are 21 sites, three unpowered and eighteen powered sites.

Cabins situated at the park are currently unavailable due to flood damage.

A wood barbecue is available as well as showers, toilets and a peaceful location.

The Rock Flood Study Committee

Council recently established a Flood Study Committee in Lockhart to assist and moni-tor the operations by the Consultants (yet to be engaged) to undertake the Lockhart Flood Study.

POSITION VACANT Child Care Educator

The Lockhart Pre-School Kindergarten is a community based preschool which provides a high standard of education and care to children aged between 3-6 years through play based programs in a safe and inclusive environment.

We currently have a position for a Child Care educator for 4 hours/week on, either Wednesday or Friday. This will initially be offered as a trial period for the duration of one term with possible extension of employment after review. We are seeking a reliable and enthusiastic person who has the ability to form warm, responsive relationships with children and their families.

School News St Joseph’s School News In the first week of term, the school participated in the ANZAC Day commemorations, where we all marched to the cenotaph and our captains, Ed and Paige, lay a wreath. It was great to see such wonderful attendance for such an important day in our year. On the first Friday of term, some of our students represented our school at the Diocesan Cross Country carnival in Holbrook and won the Division 6 trophy for our school. Congratulations to Ed Perryman and Olivia McDonnell who will go on to the MacKillop Cross Country Carnival in June. We had a great day on Friday, May 4 for our celebrations of Catholic Schools Week. Catholic Schools Week is a time when we celebrate the wonderful things that happen in our schools and we hosted the students from St Francis Xavier School in Urana at our school in Lockhart. Our day began with Mass and this was followed by ‘The Amazing Race’ and a sausage sizzle lunch. Our Athletics Carnival was held on Friday, May 11 at the Lockhart Recreation Ground. We were blessed with a beautiful day and had lots of keen participants and many willing parent helpers. Gold were the winners for the day and well done to our champions- Dimity Carn, Andrew Smith, Alice Gooden, Joe Perryman, Paige Brown, Connor Krebser, Alex McDonnell and Ed Perryman. Congratulations also to Charlie McKenzie who broke the school record in the Sub-Junior long jump.

School News Lockhart Central School News We have been enjoying a very busy start to the school term and this week we are finally able to start moving back into some of our flood affected classrooms. Thank you once again IGA for kindly allowing us to use your shopping trolleys – they certainly made the job easier. We had a great morale boost last week when representatives from the Teacher’s Mutual Bank kindly presented the school with $1000 and we are now waiting to hear from the student body for suggestions on how this money may best be spent. Thank you Teacher’s Mutual. Primary students have been very active on the sporting field. Several students from Stage 3 recently joined with others from Boree Creek, Milbrulong and Yerong Creek as the Greater Kengal AFL team to compete for the Riverina final. They enjoyed wonderful success and demonstrated great sportsmanship with three wins until they were defeated by Sacred Heart in the semi-finals. Eleven of our students were successful in the Greater Kengal Cross Country and will now participate in the Southern Riverina Cross Country in Jindera on May 25th. Next Monday our four primary captains will attend the Student Leadership Impact Conference at Charles Sturt University and are very much looking forward to developing their leadership skills and knowledge. All K-6 students are being encouraged to participate in the Multicultural Perspectives Public Speaking initiative. Depending on age, students have a variety of topics from which to choose to present a speech on 12th June. Students will have the opportunity to be selected to represent LCS at the Riverina final on June 26th at Kooringal Public School. There are a number of secondary excursions currently in the pipeline: in Term 4 all secondary students are invited to attend an excursion to Sydney; Year 10 and 11 students interested in attending University have the opportunity to participate in an excursion to Canberra shortly, and students in Year 10 and 11 have received information about a proposed trip to New Zealand as members of the Riverina Access Program at Easter, 2013. Closer to home, Year 10 Textiles students have begun knitting squares for “Wrap with Love”: a non denominational, non racist and non political organisation that provides wraps (rugs) for people in need throughout the world. Anyone interested in joining Lockhart Central Students at lunch time on Wednesdays and Thursdays commencing May 30th will be made very welcome. Your expertise in teaching knitting or crochet skills will be invaluable and any donations of size 8 knitting needles or 8ply acrylic yarn you do not need will also be very much appreciated,

Lockhart & District Mining Taskforce The Lockhart & District Mining Taskforce has developed a list of points which landowners may want to consider, when deciding what matters they want covered in any access agreement they may be negotiating with Standard Iron Pty Ltd, the exploration licence holder. The proforma access agreement

LOCKHART SHOW NEWS Calling all Ute owners. This year the Youth Committee of the Lockhart Show So-ciety are running a beaut Ute comp. Categories include: B & S Ute, Farm Ute,

Grant Applications Assistance for Community Groups

Council has engaged a person who has experience in writing Grant applications and this person is available to assist community groups throughout the Shire who wish to apply for a grant from any sources. Council is mindful that some community groups do not have the time and/or expertise to complete grant applications and Council wishes to assist these groups by the provision of an experienced Grant Application Writer. The purpose of the Grant Application Writer is not to seek out sources of Grants for community groups but assist groups once they have decided to apply for a specific grant/s following their own investigations. Depending on the number of applications received it may be necessary for Council to prioritise the applications with which the Grant Application Writer is able to assist and Council has allocated a specific Budget amount for the project. The Australian Red Cross The Rock Branch (Established 1930)

The members of our Branch would like to say “thank you” to those people who so generously purchased tickets in our recent raffle, “three Baskets of Easter Eggs”. We also thank those who joined us at The Rock Memorial Bowls Club, on Tuesday, 3rd April, 2012, for the “Easter Bun Morning Tea”, and the drawing of that raffle. The winners were 1st prize: Bob Peschlar, 2nd Col. Moore and 3rd Tot. Goode. Not only did we have a very successful fund raiser, those who attended the Morning tea had a very enjoyable outing with friends. This branch has been operating for 82 years, fund raising for the “good of Humanity”. We would welcome the introduction of some new active members to carry on this “good work”, especially when, sadly, in the near future, many of the current members will no longer be able to continue, due to age or ill health. Our next ordinary meeting will be held on Tuesday 3rd July 2012 at 2.00pm and we will be holding our Annual General Meeting on Tuesday 7th august 2012 at 2.00pm. All meetings are usually held at The Rock Memorial bowling Club unless otherwise advised.

Lockhart shines in ‘Where is the heart of NSW” blood challenge

Lockhart has come fourth in the 2012 ‘Where is the heart of NSW’ blood challenge run by the Australian Red Cross Blood Service with 1.73 per cent of residents donating. The campaign, which pitted ‘town’ against ‘town’, was aimed at finding out which NSW community was the most giving. In total, towns across NSW made 25,000 donations throughout the campaign, saving a massive 75,000 lives. Australian Red Cross Blood Service spokes person Diane Mortimer said she was thrilled with the results. “Congratulations to these communities who have shown their generosity,” she said. “Residents of NSW have embraced this campaign and the proof is in the blood bag! “Congratulations to the residents of Lockhart - you have earned your place in the Where is the heart of NSW challenge with your valuable blood donations, and thank you to all donors who have visited us during this campaign – you have helped save many many lives.” One in three people will need blood in their lifetime, yet only one in 30 currently donates – chances are they could be your next door neighbour. Weed of the Month Silverleaf nightshade

Solanum elaeagnifolium Declared Noxious Weed Class 4 – New WEED OF NATIONAL SIGNIFICANCE (WONS) Description: A deep rooted summer-growing perennial plant from the tomato family Solanaceae, native of North and South America. It is an erect, perennial, bushy plant growing 30 to 80cm high. Growth above ground from existing root systems appears in October to November. Stems are erect, branched, densely covered in fine hairs and with numerous slender orange prickles. Leaves: Silvery white underside due to dense cover of minute white hairs, alternate, 2.5-10cm long and 1-2cm wide. Leaf margins are often scalloped, and often with orange prickles on the veins. Flowers: Usually purple to violet, occasionally white, 2.5-4cm wide and with five fused petals forming a shallow tube and five yellow antlers. Flowers from November to April. Seed/Fruit: The fruit is a smooth globular berry about 1-1.5cm in diameter. Initially green with dark striations, changing to yellow and orange mottled and becoming wrinkled when ripe. Root: Deep, much branched, vertical and horizontal roots, bearing buds which produce new aerial growth each year. Control: Silverleaf nightshade is very difficult to kill. Plants can spread by plant propagules, such as by root pieces or by seed. It is best to try and treated isolated plants and smaller patches as they appear.

Good ground cover and competitive pastures can be a key element in controlling the spread of the plant. However, before using any herbicide, always read the label. All herbicides must be applied strictly in accordance with the directions on the label. Silverleaf nightshade is a declared Class 4 noxious weed in Lockhart Shire and as such, the growth of the plant must be managed in a manner that reduces its spread and incidence and continuously inhibits its reproduction.
