Introductions. Introductions were provided. Planning Director Peterson reviewed the workshop format. 2. Aesthetic Cost Discussion. A. Presentation of Minnesota Department of Transportation ( MnDOT) Cost Estimates and Associated Cost Sharing and Maintenance Policies Chad Hanson provided background information and facilitated the discussion. The process for determining costs and aesthetic allowances was reviewed for both Minnesota and Wisconsin. Proposed aesthetic upgrades were reviewed, including ornamental barriers, pedestrian railings, architectural concrete, spires, and pilasters. Roadway lighting options were reviewed. Aesthetic wash lighting was discussed. Power expense and maintenance responsibilities for lighting were discussed. Aesthetic upgrade allowances for the various elements were reviewed. It was discussed that some aesthetic elements could be added later. The proposed raised median, which would cost approximately $ 5, 000, would be the responsibility of the City. The location and purpose of this median were discussed. Traffic signal expenses were discussed. Cost estimates and the City' s responsibility were discussed. It was stated that if all proposed aesthetic elements are selected, the City' s responsibility would be approximately $ 800, 000. Call to Order

Council President Dean Hove called the workshop to order at 5: 30 p. m.

1. Introductions.

Introductions were provided. Planning Director Peterson reviewed the workshop format.

2. Aesthetic Cost Discussion.

B. Presentation of City Staff Review and RecommendationsDirector Peterson provided background information and facilitated the discussion.

The project planning process was reviewed. Recommendations with regard to reducing lighting costs were discussed. Potential private funding sources for wash lighting were discussed. Power

costs for wash lighting were reviewed. Environmental considerations were

discussed.

Options for roadway lighting for the Minnesota approach were discussed. Director Peterson reported that opting for base roadway lighting in certainareas would result in a cost savings of approximately $228, 000.

It was discussed that enhanced landscaping in the area of the buttonhookcould be eliminated, potentially added later, or funded by other sources. The

Public Works Department is concerned about maintenance of this

landscaping. Other funders could potentially assist with landscapemaintenance.

Director Peterson reported that costs for aesthetic elements could be reduced

to approximately $400, 000 if recommendations related to roadway lighting, wash lighting, and landscaping are adopted. This does not include costs for

traffic signals, the raised median, and bridge construction cost sharingpercentages.

C. Council Questions and Discussion

Prioritization of aesthetic elements was discussed. Landscaping features andpurposes were discussed. Signage was discussed. Opportunities for public art

projects were discussed. Utility line considerations were discussed. Project team

members stated that they will support the Council' s decisions related to aestheticupgrades. It was discussed that hard- scaping could be installed initially, with theintention of installing soft-scaping at a later time. Finance Director Hallock reviewed

the CIP budget. It was stated that actual costs will vary somewhat from the costestimates.

D. Council Direction

The time frame for decisions to be made was reviewed. It was discussed that

roadway lighting decisions will be needed soon in order to facilitate the final designprocess. Council direction was provided with regard to roadway lighting. Otheraesthetic features will be further discussed.

3. Discussion About Downtown Public Works Facility. A. Background Information

Director Moskwa provided background information.

B. Need to Replace the Facility in the Downtown AreaDirector Moskwa provided rationale regarding the need for a Public Works facility inthe downtown area.

C. Next Steps in Obtaining a Relocation SiteA proposed agreement with Lawrence Realty to provide assistance in relocating thePublic Works facility will be discussed during the Council meeting.

D. Council Direction

Council direction will be provided during the Council meeting related to the proposedagreement with Lawrence Realty. Cost considerations related to the relocation of the

Public Works facility were discussed.
