ELECTION OF THE NEXT SECRETARY GENERAL OF CEMR

REPORT OF THE PRESIDENT

Draft decision The members of the Policy Committee are invited to:

To note the outcome of the meeting of the political-level interview Panel, which was unable to reach a full consensus on a single candidate to recommend to the Policy Committee, but a majority of whose participating members supported one candidate (Mr Kreher) ;

To agree, in the absence of a consensus, to consider the candidatures of two candidates, Mr Alexander Kreher and Mr Frédéric Vallier, and to receive a short presentation from each in support of their candidature;

To elect, by secret ballot, the next Secretary General of CEMR.

BACKGROUND 1. Following the decision of the political level interview Panel not to put forward a candidate to

the Policy Committee for election to the post of CEMR Secretary General, the Policy Committee, at its meeting in Malmö in April 2009, agreed:

a) to conduct a further search for candidates for the post of Secretary General of CEMR, with a view to the election taking place at the next meeting of the Policy Committee at the end of this year,

b) to ask the present Secretary General to undertake this search process as his major mission for the coming period, in liaison with the President and First Vice-President, and working with the national associations.

c) to ask the political-level panel, as constituted by the Policy Committee at its Paris meeting, to interview the candidates short-listed, and to make its recommendation to the Policy Committee.

2. Some members of the Policy Committee suggested that executive search consultants be

engaged to assist in this process; it was agreed to look into this, taking into account the costs. 3. In early July, all member associations of CEMR were sent information about the recruitment

process and asked to help to bring the vacancy to the attention of potential candidates. We are grateful to the many associations who took steps to help with this.

4. In addition, following a selection process and consideration of the costs, it was decided to

engage a firm of executive search consultants (“head-hunters”), Alexander Hughes and

Partners, based in Brussels and with good networks in several other countries. Members will recall that an advertisement had been placed in the European Voice newspaper (which mainly circulates in the Brussels area) at the start of the previous round, but the results had not been great; it was therefore decided not to do a further newspaper advertisement this time round.

5. In total, we received 17 formal applications for the post. Initial interviews of 11 applicants (and

2 further potentially interested persons proposed by the consultants) took place, with a view to the recommendation of a short-list for political level interview. These were conducted by Jeremy Smith who asked Francois Zaragoza, the former Director General of the AFCCRE, to assist, and who took part in all of these 13 interviews. The consultants also assisted with some initial interviews. In addition, the candidates shortlisted for political level interview undertook a written exercise, the results of which were provided to the Panel members.

THE POLITICAL LEVEL INTERVIEWS 6. The political-level Panel interviewed the shortlisted candidates during the afternoon of 4th

November. A majority of the members of the Panel participated in the meeting, but Ms Bresso (President of AICCRE) and Mr Kaklamanis, (President of KEDKE) were not able to be present.

Four candidates were interviewed. After initial discussion, the Panel agreed that deeper

consideration should be given to two of these candidates whom they felt best suited the profile for the position, namely

• Alexander Kreher, Director of Staff Department for External Relations, City of Stuttgart • Frédéric Vallier, Head of European Service, Nantes Metropole and City

At the end of the discussion by the Panel, there was a majority in favour of recommending one candidate, Mr Kreher, but no consensus, since a minority was in favour of recommending Mr Vallier.

7. The Executive Bureau was informed of the position on the following day, 5th November. During

this discussion in the Panel and the Bureau, the importance was underlined – in the interests of the unity of the organisation - of reaching a consensus, if possible, on a single candidate to recommend to the Policy Committee for election, at its meeting on 30 November in Berlin.

8. The members of the Panel who had interviewed both candidates were further consulted in the

following days, and it became clear that it was impossible to reach a consensus. The majority view (3) remained in favour of Mr Kreher, but one member felt unable to support this and maintained his support for Mr Vallier.

RECOMMENDATION TO THE POLICY COMMITTEE 9. The Secretary General of CEMR is, under CEMR’s Statutes, elected by the Policy Committee

(Article III.11). In addition, our Rules of Procedure provide (IV.2):

“The election procedure of the Secretary General is launched upon initiative of the President. A recruitment announcement shall be diffused in specialised media and national associations/sections. Shortlisted candidates shall be interviewed by a panel of at least three members from the CEMR political leadership including the President, the First Vice-President, the Chair of the Financial Management Committee, and one or several member(s) of the Executive Bureau.

The President may request the support of an adviser.

The recommendation of this panel (be it one candidate or the choice between several potential candidates) shall be submitted to the Policy Committee.”

10. Given that a full consensus on a single candidate to recommend to the Policy Committee could

not despite our best endeavours be achieved, but also noting that there was a clear majority of the Panel in favour of one of the candidates, and after further consultation with the Panel members who had interviewed the candidates, I concluded that the best way forward is

(a) to inform the Policy Committee that the majority of the Panel supported the candidature of Mr Kreher

(b) In the absence of a full consensus, to put forward the candidatures of both Mr Kreher and Mr Vallier to the Policy Committee, and to invite both candidates to present themselves briefly to the Committee

(c) to invite the Policy Committee then to elect by secret ballot the next Secretary General of CEMR

Stuttgart, 24 September 2009 Dear Sir or Madam, May I introduce myself? I have been working actively with the CEMR for over 10 years. This is reflected, on the one hand, in direct contacts with the present General Secretary and his secretariat (offices in Brussels and Paris), e.g. regarding the European Policy Committee Meeting in Stuttgart in 2007 and the 2009 meeting of the Franco-German Committee in Stuttgart. On the other hand, my activity has been connected with the CEMR positions held by the Lord Mayor of Stuttgart, Dr. Wolfgang Schuster. For years I have been Director of External Relations of Stuttgart, the capital of Baden-Württemberg. This has been a way of giving a voice and a greater hearing to the local authorities in an age of Europeanisation and globalisation. This involves both coordination and guidance within Greater Stuttgart and also active participation in European networks and associations. Having gained a variety of experience and skills in the three areas of action “Europe”, “city twinnings” and “municipal development cooperation”, I would be glad to contribute to them largest and most important municipal association in Europe, the European Council of Municipalities and Regions (CEMR), in the next few years. About myself: the European perspective was already the focus of my degree course in Political Science and Administration at Konstanz University. The eight-month internship in the research service of the European Parliament provided an opportunity to get to know the daily routine of European institutions while I was still a student. A four-year period spent at the European University Institute in Florence expanded my theoretical knowledge as did the experience gained in dealing with bodies connected with the CoR, EP, Commission, Council and the leading executives at the European Court of Justice, the European Court of Auditors, the agencies (Environmental Agency in Copenhagen, the European Trademarks and Designs Registration Office in Alicante, the European Medicines Agency in London etc.) My assignment in Florence included not just considering the different perspectives and cultures but also moderating between them, so that they could provide European ‘added value’ in tackling certain challenges and achieving objectives. Through project activities in the division of the CEO of Mercedes-Benz I am familiar with the instruments and thinking in industry and equally with the cultures in international organisations (Council of Europe, OECD), national ministries and authorities, German federal states (Länder) and research groups. I have thus constantly developed diplomatic and communication skills and would like to use them as Secretary General of the CEMR. In the past I have been asked several times to assume political office in a German city. These were mayoral positions, which in Germany are elected mandates generally for eight years. My activities in the last four years have been marked by political activity, while my first years in Stuttgart were mostly management-oriented. The position of Secretary General of the CEMR

would enable me to combine international activity in the municipal context with a political orientation. Working in a European context is something I am familiar with from my four-year activity at the European University Institute in Florence. Assignments/goals/challenges of CEMR The present and future challenges are, firstly, to be seen in the further positioning of the municipal voice of the CEMR in the European institutional structure. The experience I have gained, inter alia with reconfiguring EU development cooperation, when I contributed some expertise to shaping the decision-making process within the European Commission, would also be useful for the position of Secretary General of the CEMR. A second priority must be to make the complexity of Europe comprehensible for citizens at the local level. Both priorities aim to make the municipal actors and the levels of local actors - cities, Länder associations, national associations, association of European cities (CEMR) and United Cities and Local Governments (UCLG) - into more of a policy sounding board and a political arena for European topics. In order to do justice to the great variety of issues, there must be coordination and work sharing within the CEMR, and likewise between European actors (e.g. Eurocities, CoR ). This prevents fragmentation of the issues and guarantees that the CEMR can focus strongly, as required, on its political priorities. From a host of recommendations, I would like to name one at this point. The CEMR should look out more for local politicians who have the personal qualities to serve as ambassadors of local and regional authorities on specific issues. More of these European ambassadors should be present in legislative bodies, as against members of the executive. The CEMR should also appoint ambassadors for the emerging “macro-regions” (e.g. the Danube Region) and also for energy- and climate-related activities. These ambassadors should serve as contact persons both within the CEMR and in the context of European actors on these issues, and actively share in shaping developments. Relevant findings and the activities of the ambassadors themselves must be communicated more effectively to the actors at the sub-national levels, particularly the local and regional authorities. In view of the global economic and financial crisis, the future of the CEMR will depend on fundraising over and above membership fees. My experience in handling EU funding for the City of Stuttgart itself and for agents in Stuttgart (from the European Structural Funds and Action Programmes) has led not just to awards for exemplary management of EU projects but also to receiving over €60 million in EU funding for Greater Stuttgart If I were appointed, my many personal contacts to the leadership of the OECD, the CLRAE, the CoR, the European Parliament, the General Secretariat of the Council of the European Union, the College and Directorates General of the European Commission would enable me to build on the successful work of the present Secretary General, Mr Jeremy Smith. Stuttgart, le 24 septembre 2009 Madame, Monsieur, Depuis plus de 10 ans, je suis en charge du développement de la montée en puissance d’une politique européenne et internationale de la Ville de Stuttgart au Cabinet de Dr. Wolfgang Schuster. Aujourd’hui, ceci se reflète d’une part, dans les contacts directs établis avec le Secrétaire Général actuel et son Secrétariat (à Bruxelles et à Paris), par ex. réunion du comité directeur du CCRE à Stuttgart en 2007, réunion de la commission franco-allemande à Stuttgart en 2009, et d’autre part, dans les fonctions occupées par Dr. Schuster, maire de Stuttgart, au sein du CCRE. Ceci englobe aussi bien la coordination et le pilotage au sein de l’agglomération de Stuttgart que la participation active aux réseaux et associations européens. J’aimerais apporter au cours des prochaines années ces diverses expériences et compétences dans les trois champs d’activité «Europe», «Jumelages» et «Coopération décentralisée» à la plus grande et la plus importante association de communes d’Europe, le Conseil des communes et Régions d’Europe (CCRE). Me concernant: lors de mes études en sciences politiques et administratives à l’université de Constance, j’ai mis l’accent sur la perspective européenne. Les huit mois passés au service scientifique du Parlement européen m’ont donné l’occasion de découvrir dès mes études le quotidien des institutions européennes. Un séjour de quatre ans à l’Institut universitaire européen de Florence m’a permis d’élargir mes connaissances théoriques et mes expériences dans les relations avec les organes du CdR, du PE, de la Commission, du Conseil tout comme avec le personnel d’encadrement de la Cour de justice des Communautés européennes, la Cour des comptes européenne, les agences (Agence européenne pour l’Environnement à Copenhague, l’Office européen des marques à Alicante, l’Agence européenne d’évaluation des médicaments à Londres, etc.). A Florence, ma mission consistait entre autres à tenir compte des différentes perspectives et cultures et à les utiliser justement comme valeur ajoutée européenne pour le solutionnement de défis donnés et l’atteinte d’objectifs et à procéder à l’arbitrage. Grâce aux activités de projets relevant du domaine de compétence du PDG de Mercedes-Benz, je connais bien les instruments et le raisonnement de l’industrie tout comme les «cultures des organisations internationales (Conseil de l’Europe, OCDE), des autorités et ministères nationaux, des «Länder» et de la science». J’aimerais utiliser et appliquer mes compétences de diplomate et de communicateur, sans cesse développées, en tant que Secrétaire Général du CCRE.

Par le passé, on m’a déjà demandé à plusieurs reprise d’assumer une fonction politique dans une grande ville allemande. Concrètement, il s’agissait de postes de maire, qui, en Allemagne, sont des mandats électifs généralement d’une durée de 8 ans. Après de premières années à Stuttgart plutôt axées sur le management, mes activités de ces quatre dernières années ont été marquées par une activité politique. Le poste de Secrétaire Général du CCRE me permet de combiner l’activité internationale dans le contexte communal et une orientation politique. Missions / Objectifs / Défis du CCRE Les défis actuels et à venir sont d’une part la poursuite du positionnement de la voix communale du CCRE dans la structure des institutions européennes. Les expériences que j’ai acquises, entre autres lors de la réorientation de la coopération au développement de l’UE, lors de laquelle j’ai participé en tant qu’expert au processus de décision politique au sein de la Commission, sont également utiles pour la fonction de Secrétaire Général du CCRE. D’autre part, la traduction de la complexité européenne pour les citoyens au niveau local doit également être considérée comme un axe essentiel. Ces deux axes visent et conduisent à ce que les acteurs communaux tout comme les niveaux des acteurs communaux (villes, associations régionales, associations nationales, association européenne des communes (CCRE) ainsi que l’association mondiale (CGLU)) deviennent davantage l’écho politique et l’arène politique des thèmes européens. Pour répondre à la grande diversité des thèmes, l’harmonisation et la répartition du travail sont tout aussi nécessaires au sein du CCRE qu’entre les acteurs européens (par ex. Eurocities, CdR). Ceci empêche une fragmentation thématique et garantit le nécessaire renforcement de la concentration, au niveau du contenu, sur les axes essentiels du travail politique du CCRE. Parmi les multiples propositions, j’en mentionnerai une à ce stade. Le CCRE devrait essayer à l’avenir de trouver davantage d’élus qui en raison de leur personnalité sont prédestinés à être les ambassadeurs thématiques des collectivités locales et régionales. Ces ambassadrices et ces ambassadeurs européens devraient également être, dans une plus grande mesure, des membres législatifs en complément des membres exécutifs. Concrètement, le CCRE devrait également nommer des ambassadeurs pour lesdites «macro-régions» qui sont en train d’émerger (par ex. la région du Danube) comme pour les activités relatives à l’énergie et à l’environnement. Ces ambassadeurs devraient être les interlocuteurs aussi bien au sein du CCRE que dans la structure des acteurs européens et dans le cercle thématique et participer activement à ces évolutions. Ces résultats, tout comme les ambassadeurs eux-mêmes, doivent être présentés davantage à l’avenir aux acteurs des niveaux sous-nationaux, en particulier aux collectivités communales et régionales. Considérant la crise économique et financière mondiale, l’obtention de subventions en complément des cotisations des membres est indispensable pour l’avenir du CCRE. Mes expériences dans l’utilisation de subventions européennes pour la ville de Stuttgart tout comme des acteurs à Stuttgart (fonds structurel européen, programmes d’action) ont permis d’obtenir non seulement une distinction pour l’exécution exemplaire de projets européens mais aussi plus de 60 millions d’euros de subventions européennes pour l’agglomération de Stuttgart.

Mes nombreux contacts personnels au niveau de la direction de l’OCDE, du CPLRE, du CdR du Parlement européen, avec le secrétariat général du Conseil de l’Union européenne, le Collège ainsi que les Directions générales de la Commission européenne me permettraient d’approfondir en tant que successeur du Secrétaire Général actuel, M.
