Regular Meeting, Monday, November 6, 2017 Loves Park City Hall

Mayor Gregory Jury called the meeting to order at 6:00 p.m. Police Chief Chuck Lynde opened the meeting with an invocation, followed by the Pledge of Allegiance. Present: Mayor Gregory Jury

The Journal of Proceedings for the regular meeting of October 30, 2017, was approved as submitted by the city clerk on a motion by Alderman Little. Second by Alderman Schlensker. Motion carried. 9 Ayes (Aldermen Allton, Warden, Puckett, Little, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Jacobson) Received a notice from Comcast of enhancements to their service, effective December 6, 2017. Placed on file. Alderman Jury presented a proclamation to Britteny Hensely of the Rock River Homeless Coalition, proclaiming November 11-19, 2017 to be “National Hunger and Homelessness Awareness Week” in the City of Loves Park. Britteny Hensely thanked city council for supporting the proclamation. Mayor Jury reported that leaf vacuuming continues on the west side of N. Second Street this week. Mayor Jury announced that the Tribute to Veterans will be held Thursday, November 9, 2017, from 10:00 a.m. to 11:00 a.m. at Loves Park City Hall. Mayor Jury announced that an executive session will be held next week to discuss the Public Safety Review. Alderman Peterson presented the Water Department Bills dated October 30, 2017, in the amount of $23,420.94, and moved that they be paid. Second by Alderman Schlensker. Motion carried. 9 Ayes (Aldermen Allton, Warden, Puckett, Little, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Jacobson) Alderman Peterson presented the General Fund and all other bills dated October 30, 2017, in the amount of $882,717.10, and moved that they be paid. Second by Alderman Schlensker. Alderman Schlensker presented the Water Department Report dated November 1, 2017; presented the Street Department Report dated November 6, 2017, to be placed on file. Alderman Peterson of the Finance and Administration Committee presented the General Fund and all other bills dated November 6, 2017, in the amount of $407,645.50, for consideration at the next city council meeting; presented the minutes from the committee meeting held October 30, 2017, to be placed on file. Alderman Schlensker of the Public Works Committee presented the Water Fund bills dated November 6, 2017, in the amount of $102,269.01, for consideration at the next city council meeting; presented the minutes from the committee meeting held October 30, 2017, to be placed on file. Alderman Frykman of the Community Development Committee presented the minutes from the meeting held October 4, 2017, to be placed on file. Alderman Frykman presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that Final Plat No. 2 of Road Ranger, being a resubdivision of lot 2 or Plat of Road Ranger, in the Northeast quarter of section 4 township 44 North, Range 2 East of the third principal meridian, City of Loves Park, Winnebago County, Illinois, be approved as recommended by the City of Loves Park Community Development Committee. Second by Alderman Warden. Motion carried. 9 Ayes (Aldermen Allton, Warden, Puckett, Little, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Jacobson) RESOLUTION NO. 17-104 Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Street Department Manager is hereby authorized to seek negotiated bids for snow removal services for city-owned properties for the 2017-2018 winter season. Final approval by the Public Works Community and City Council shall be required before bids are accepted. Second by Alderman Pruitt. Motion carried. 9 Ayes (Aldermen Allton, Warden, Puckett, Little, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Jacobson) RESOLUTION NO. 17-105 Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Street Department Manager is authorized to hire seasonal part-time personnel for the purpose of snow removal on public streets in the City of Loves Park. The number of persons to be hired shall be determined on an as-needed basis. Said personnel shall be paid at a wage rate of twenty dollars per hour ($20.00/Hr.). Wages shall be drawn from Account No. 01-11-8090 (Snow Removal). Second by Alderman Allton. Motion carried. 9 Ayes (Aldermen Allton, Warden, Puckett, Little, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Jacobson) RESOLUTION NO. 17-106 Alderman Frykman presented for first reading Agenda items 1-12, from Ordinances First Reading. Street Department Weekly Activity Report

Week of November 6th thru November 13th

Previous week’s activity:

1. Hot mixed concrete repairs on Coronet and Broadcast Pkwy.

2. Backfilled and seeded the remaining concrete repairs.

3. Finished installing brine system.

4. Continued working on trucks.

5. We completed some concrete work at Station #1.

6. Street sweeping with one sweeper. The 2nd sweeper broke and is out for

repairs.

Proposed work:

1. Continue street sweeping.

2. We will be doing one final mowing trip as needed.

3. Start putting remaining snow plows and salt spreaders on the trucks.

4. Continue servicing the trucks for winter.

5. We will be putting up the flags along N2nd for Veterans Day.

6. Thursday Nov 9th we will be setting up the gym at City Hall for the Veterans

ceremony.

All freestanding signs shall not project higher than eight (8) feet above grade level, or above the adjacent roadway as measured from the top of the curb nearest the freestanding sign location, whichever is taller. Commercial lots that have four (4) or more businesses on the same lot, shall be permitted to have a single freestanding sign with a height not to exceed fifteen (15) feet. Add Article VI, Signs, Section 102-284, 2 (a) (6), as follows: 6. A freestanding sign or base shall be enclosed, and pole supports shall not be visible. The material for the sign base shall include a base constructed of brick, stone, or masonry Materials, and be matched in type and color to these materials used on the buildings on the premises if such materials are present. The area of the sign base shall be no less than fifty (50) percent of the width of the sign. Add Article VI, Signs, Section 102-284, 2 (a) (7), as follows: 7. All freestanding business signs shall provide landscaping, which shall include some combination of live planted shrubs and flowers. The landscaped area shall be mounded or elevated, and protected from automobile traffic by curbing or some other effective barrier to the passage of automobiles. The base for the landscaped area shall be masonry materials and/or be matched in type and color to the materials used on the buildings on the premises if such materials are present. a. Electronic graphic display or digital signs shall not exceed a total of 64 square feet, and any off-site advertising is only permitted by special use permit. Add Article VI, Signs, Section 102-284, 2 (a) (9) (b), as follows: b. No more than one electronic graphic display or digital sign is permitted on a zoning lot for a single business use subject to section 2 (a) (10) Add Article VI, Signs, Section 102-284, 2 (a) (10), as follows: 10. Operation of electronic graphic display or digital signs. a. All illumination may consist of full color or monochrome, but shall not be overly vivid. b. The message shall not flash, scroll or scintillate. c. Illumination representing movement or animation shall be prohibited. d. Any message shall be displayed for a minimum of 10 seconds. And, the electronic graphic display or digital sign shall be equipped with photosensitive equipment which automatically adjusts the brightness and contrast of the sign in direct relation to the ambient outdoor illumination, so as not to create a traffic hazard for operation of motor vehicles, or create a nuisance. Add Article VI, Signs, Section 102-284, 2 (a) (10) (e), as follows: e. Electronic graphic display or digital signs shall comply with Section 102-282, (j), (1), (4), (5), & (7) Add Article VI, Signs, Section 102-284, 3, as follows: f. Existing electronic graphic display or digital signs, pre-dating the adoption of this ordinance, shall be permitted to be repaired.

All other provisions of Article VI, Signs shall remain in effect as previously published

The recommendation of the Zoning Board of Appeals on the question of granting this Text Amendment is hereby accepted, adopted and made a part of this Ordinance. This Ordinance shall be in full force and effect from and after its passage, approval, and publication in pamphlet form as provided by law.
