Submissions due May 11, 2018. Provincial Matters The province has released the Sharing Economy Framework and Home Sharing Guide. The framework is a broad plan focused on continuing to collaborate with municipalities, businesses and community groups to identify opportunities and gaps in regulation. The Home Sharing Guide is intended as a policy development tool for municipalities to use when considering whether and how to go about regulating home sharing New guidance on watershed planning to meet the PPS and provincial plans is posted for comment on the Environmental Registry (EBR # 013-1817). Attend a workshop on February 23 (register by February 16, as space for the workshop is limited) or attend a webinar February 21 from 1:30 p.m. to 3:00 p.m. If you have questions, contact [email protected]. Pre-Conference Clinics:These two-hour clinics are available to purchase as part of your Conference experience. These sessions will run concurrently on Sunday, August 19, 2018 from 10:00 am to Noon.
1. Social Media Clinic
This is a hands-on, practical social media training workshop that will be available for delegates attending the 2018 AMO Conference. The focus will be on how to create compelling content, manage the risks, and maximize the rewards. It will also cover developing social media policies and plans that reflect current social media and traditional media environments.
2. Codes of Conduct Clinic
Code of conducts serve a number of purposes. One is to help establish and clearly communicate the sort of behaviors prioritized in your municipal workplace. This 2-hour clinic looks at what your code of conduct must include and what you should have. Bring your current codes to fully participate in this interactive session.

February 9, 2018 I am pleased to announce the release of the final Agricultural System for the Greater Golden Horseshoe (GGH), the first of its kind in North America. This fulfills OMAFRA’s mandate commitment to ensure the sustainability of agriculture by working to consistently map and protect prime agricultural areas and promote the viability of the agri-food sector. The Coordinated Review Advisory Panel, chaired by David Crombie, recommended that OMAFRA work with municipalities and stakeholders to develop an Agricultural System across the GGH to support the viability of Ontario’s agri-food sector and consistently protect farmland. The Agricultural System will provide municipalities with useful tools to help make more informed and consistent decisions regarding agricultural land, local food and economic development. It may also be adopted by municipalities outside of the GGH as a best practice to support the viability of the agri-food sector. With world population projected to reach 9 billion by the year 2050, farmers across this province will be called upon to step up to the challenge of helping feed the world. Protecting farmland is critical to strengthening Ontario’s $37 billion dollar agri-food sector, protecting our environment and maintaining food sustainability. The Agricultural System’s implementation procedures, mapping and web portal have been shaped by the input of nearly 400 stakeholders and groups who attended public open houses and webinars across the GGH in the summer and fall of 2017, in addition to 106 written submissions. I want to thank everyone who took the time to participate in the public consultations on the draft materials and web portal, and who provided written feedback. Your input has been essential to the Agricultural System’s development, particularly with regard to the process of refining the agricultural land base map. OMAFRA is committed to continuing to work closely with municipalities and stakeholders to support the implementation of the Agricultural System and to make continuous improvements to the mapping portal.

Re: Offering School Property to Municipalities
Dear Sir/Madam,
At its regular council meeting of January 15, 2018, Essex Town Council discussed the ongoing issue of school closures throughout Ontario. These school closures in many cases result in properties that are left as vacant and unused for substantial periods of time and this often results in properties that not only become eyesores for the affected communities but as well often have further negative impacts on the social and economic development of that community and its municipality.
Many municipalities might be interested in purchasing these properties for development and sustainment as a hub in their community. However the feasibility of this certainly becomes more daunting and for some municipalities even impossible when municipalities that are interested in purchasing must first (pursuant to current regulations) purchase these properties at fair market value with taxpayer dollars and then may need to spend further taxpayer monies in order to retrofit and/or remediate the building (s) on these properties.
Given the fact that these properties were already originally purchased and developed into schools using taxpayer dollars we ask that consideration be given to the fact that the taxpayers should not again have to purchase these properties at fair market value if the intent
is for the particular Municipality to develop and/or sustain these properties for the betterment of its community.
As a result of the discussion the following resolution was passed by Essex Town Council at its January 15, 2018 regular meeting:

(R18-01-013) That the Town of Essex send a request to the Association of Municipalities of Ontario (AMO), ROMA and all other municipalities in Ontario requesting that when schools boards make decisions to close schools, that they have to offer the building to the local municipality for a dollar.

Council believes that providing the opportunity to purchase the buildings for a dollar would give municipalities a meaningful opportunity to ensure that these properties remain a key hub for social and economic development in their respective communities.

▪ 6th Annual Downtown Midland Road Hockey Game Took place on Friday, February 2nd, 2018 from 4pm to 5pm Midland/Penetang Fire came out to play Midland OSPCA handed out cupcakes in exchange for donations,
the MPL set up a green screen, ShopMidland.com handed out water, Grounded Coffee gave out hot chocolate and Papa’s Pizza donated pizza after the game
The event was a great success and the largest year yet with over 100 people
Marketing was increased which Matt believes made an impact this year (Rogers TV Midland interview, flyers handed out to schools, posters around downtown, social media posts, FB paid ad, etc.)

The Committee received a verbal update from staff regarding the status of collective bargaining and the potential impact of negotiations on the anticipated transitioning deadline.
Staff responded to and provided clarification in response to questions raised by the Committee. Following discussion, staff was directed to prepare the appropriate motion for consideration upon conclusion of the closed meeting session.

6. OCPC Process and Preliminary Response
The Director of Corporate Services spoke to a letter dated December 29, 2017, from the OCPC granting conditional consent to the Board to proceed with plans to disband the Midland Police Service and identifying additional information required to complete the formal consent process. The Director noted that despite various obstacles, the Town is still aggressively working to meet the January 22, 2018 deadline.
7. Facility Issues and By-law Administration Matters The CAO advised that the process of transitioning taxi licensing to the Municipal
Law Enforcement Officer is underway. Additionally, the Town will seek to reclaim the room currently utilized as a gym. Relocation of the telephone system has presented some challenges. Completing
the process may result in the disruption of telephone service on January 19, 2018.
8. Records Transition
The Clerk will be meeting with the appropriate MPS staff representative on January 19, 2018 to discuss the transfer of MPS records files, to receive instruction on Freedom of Information requests, as well as requests for accident reports. The OPP are scheduled to attend the MPS to review the records. The Attorney General’s Office will be taking possession of crown records. The records being retained by the Town will transition once the OPP and the Attorney General have assumed their respective records. The Senior Executive Assistant also provided an update on the transition of the Board’s records to the Town.
9. Asset Inventory and Disposition
A policing inventory has been submitted by the Chief. An inventory of every day assets (i.e. tables, desks, etc.) still needs to be undertaken. The Chief has indicated that he will make arrangements for staff to attend the office to conduct an inventory. The Chief has been advised that there is to be no purchasing or disposing of any assets without first notifying the Town. The Town will be looking to sell any assets not being purchased by the OPP.
10. Budget – Financial Matters
The Director of Finance/Treasurer spoke to the anticipated costs related to severances for uniform and civilian staff. The Treasurer will be presenting complete details regarding associated costs during upcoming budget deliberations.
The budget will be drafted for the Board’s consideration in March.

COMMUNITY INFORMATION MEETING
MHBC Planning and Kaitlin Corporation are hosting a Public Information Meeting to review a revised Concept
Plan for the remainder of the Bayport Village development lands and to provide information regarding proposed
Consent and Zoning By-law Amendment applications for the lands identified in the map below.
At the Information Meeting, you will have the opportunity to review the details of the proposed development
including; the revised Concept Plan, Consent Sketches, Zoning By-law Amendment, and accompanying Plans.
The format of the Meeting will be a drop-in Open House. You will have the opportunity to ask questions related
to the proposed development and provide input in advance of the formal Committee of Adjustment Meeting
(consent) and Council Meeting (Zoning By-law Amendment) that will be held by the Town of Midland in the
future. The Town of Midland will provide notice for these meetings in accordance with the statutory notice
requirements of the Planning Act.
This Meeting is being conducted by the proponent and is not a Town of Midland Meeting or a Meeting of Town
of Midland Council.
