Dear Mayor Mime and Councilors,

Continued sidewalk ABUSE in my neighbourhood is my concern. I live in the“RIDGE” and there are Genni’ s Way and Turnstone Drive. with a sidewalk on oneor the other side. Because this subdivision was designed and built with only anarrow two lane road .There is no “on street” parking. The result of this designerror is that drivers of motor vehicles choose to use the sidewalk as a parking lot.Thus there is a sidewalk that is totally obstructed to pedestrians such as myself.So, imagine: a blind guy or other citizen walking on the sidewak and beingobstructed by a parked vehicle which will be parked for a few minutes through to72 hours. As a pedestrian, the only choice is to use your white cane to move outinto the middle of the two lanes of oncoming vehicular traffic and walk down theroad. So now, approaching vehicles have a narrow road with vehicular clutter andsome blind person or other citizen walking down a road which is curved and hasintersections. These same offending parked cars often park in crosswalks and onsidewalks in the middle of the intersectios of Genni’ s Eay and Turnstone Drive. Atany given time, I have encountered one to eleven obstructing vehicles on thesidewalk. Cars, trucks, vans, trailers, boats, RV’s etc. The situation is unsafe forpedestrians!

I have written letters to you and the RCMP and reported offenders to bylawenforcement many times. Bylaw officers are to be recognized for their fantasticcooperation but they are a limited resource and some real solution is sought?Retrofitted parking is an expensive and unlikely solution? What can be done??????

My only inexpensive solution is having the District of Sechelt make needed bylawamendment s and then erecting twelve (12) to fifteen (15) signs along the sidewalkthat forbid parking on the sidewalk. Such a sign might say:-

“NO PARKING ON SIDEWALK” or, ??

To whom it may concern:

This letter is to bring to your attention the concerns we have regarding the Seaview VillaEstates Development, located at 5520 McCourt Road, and its future development plansby Crown Point Developments.

On August 18st we became aware of pending changes to the undeveloped land when anexcavator began clearing the lot adjacent to our residence. Initially, we thought theproperty was being cleared due to the excessive growth. A posted development planningsign depicted a development that consisted of eight three story apartmenlJcondominiumbuildings.

On August 27, 2015 the developer, Ken Tiderington of Crown Point Developments, helda meeting for the residents to outline his plans and to seek feed back and concerns formthe neighbours. He stated his displeasure at the number of complaints that went to theDistrict rather than through him. After about ten minutes it was readily apparent that anyopposition to his development or way of moving forward was going to be met withcondescending comments and bullying tactics. Further, he had no interest in discussingconcerns from the people present; including the immediate neighbors who would bedirectly affected but the development People at the meeting had valid concerns and weremet with outright hostility. Ultimately, Mr. Tiderington was so displeased with what thecommunity was attempting to discuss with him, that he walked out of his own meeting.

As we felt there was no recourse in discussing our concerns with Mr. Tiderington, we arecontacting the District to bring our concerns forward. These include the land clearing/treeremoval, the dust generated, what we understood as home owners adjacent to thisdevelopment, previously approved development plans, and building heights.

The land clearing - all the vegetation and trees were removed and lot was left withcompletely exposed soil. No attempt was made to provide a visual buffer for surroundingresidents. I am wondering if District of Sechelt ‘Environmental Management andProtection Bylaw No. 484, 2009’ would apply to tree removal on this site. Some treeswere in excess of 30 feet in height. If this or other tree removal provisions apply and ifthere has been violation of those provisions, I would ask that the developer be heldaccountable and make restitution.

Due to the extended dry weather the timing of the clearing was poor. No attempt wasmade by the developer to address dust abatement. Our home, and likely surroundinghomes, were inundated with dust. Dust came through open windows, covered vehicles,our trailer, and the entire house. We had to close up all ventilation in the house to avoidthe mess. All this when the weather was reaching 26 degrees and during Stage 4 waterrestrictions which did not allow for any sort of cleaning up of the resulting mess.

All the immediate neighbours of this proposed development, that we are aware of,purchased or build our homes with the understanding that there was going to be multifamily buildings. We understood it involved a continuation of the existing buildings thatare currently situated at Jasper and McCourt. It involved 8 additional buildings with atotal of 23 additional residences (see attached plans). The building height was approvedat 9.2m, the building design flowed with the lay ofthe land, the roof lies were peakedrather than flat, and the maximum building height was only at the front of the building(south side; north side was ground level). This terraced approach fit in with thesurrounding single family homes, building roof heights, and minimized any impacts tosight-lines of adjoining properties. The original building positions put thought into theimpacts to surrounding homes. It considered height and placement that allowed forgeneral spacing between existing homes and those proposed for construction.

Tn 2009, a subsequent proposal for this development included 4 three story buildings anda four story apartment building adjoining our property. These buildings, at 1 0.5m, wouldhave effectively removed any views the immediate residents had, and replaced them witha wall. This proposal was met with strong opposition from the people of West Sechelt,the West Sechelt Community Association, and ultimately the District. To my knowledge

the development plan was turned down.

Once again we are looking at a development plan that entertains three story buildings. Ican appreciate the need to maximize density for the developer. I can not understand howa plan such as this is entertainable if it is to be implemented at the expense of thesurrounding residents who made their plans based on a completely different approved

building plan. We all-have made investments in our properties, our homes and our lives.This should not be discounted for one developer with an unreasonable plan.

The currently proposed plan, by Crown Point Developments, attempts nothing to fit intothe existing appearance ofthe community of West Sechelt. Three story buildings have noplace in West Sechelt. The density or a lesser amount can be met by this developer wth asignificant less impact to those who have a personal and financial investment in the area.Developers that come late to the game cannot cry foul when they have made no attemptto do their homework, have not engage the community in a respectful and transparentmanner, and assume we will stand idly by and watch it happen.

Dear Elected Mayor and Council,

I am extremely disappointed in the changes put forward in amended bylaw 2 5-266. While thechanges may on the surface appear to be steering the industry towards larger industrial parcels onthe Field Road corridor, it seems quite the opposite to me.

For instance ... the reduction in the setback from parks from 1000 to 500 Meters seems to bedirectly aimed at reducing the distance from Sechelt Inlet Crescent properties to Porpoise BayProvincial Park. Has the small toddler park adjacent to the Onni project been taken intoconsideration?

I question the change to 1 acre minimum size on Industrial Property as well, as that seems to bedirected at allowing a specific business or individual to purchase 2 adjacent lots in this subdivision,remove the lot line and then go ahead with construction.

The definition of residence seems ambiguous at best, and in fact when I brought this up regardingthe neighbour to this Industrial Park (Padgham residence sharing both mine and the Medma lotlines) during the public information sessions hosted by the District ... it was contested by planningstaff.

I am extremely disappointed that out of these 2 information gathering sessions, where virtuallynobody from the community expressed any desire to have this industry located close to theirbusiness or residence, that we now have an amendment to this bylaw to allow exactly that. The factthat people most directly affected by this do not have more weight to their opinion than completelyunaffected people makes it even worse.

The previous council was voted out because of activity like this. If the objective of the publicsessions was to allow for community input, then why is it being disregarded. I have not as of yetheard of any resolution to the problems of the existing facilities here, including odour pollution,water consumption and waste management.

Move the minimum lot size on Industrial property up to 1 hectare. Quit pandering to specificindividuals on this subject matter, and put the ‘not as of yet legal’ grow shows up on Field Roadwhere they are more conforming to the standards of other municipalities, and well away from bothresidential, commercial and tourist activity.

At that time, in the Public Hearing binder, I could not find a copy of the “referral form” (Council resolution copied below) indicating which neighbourhood associations and agencies the District contacted for comment regarding the bylaw amendment. As well, there was no Staff report informing Council of input received and summarizing for Council: a list of respondents to the referral request; a common understanding of the questions and issues; an analytical response to the questions and issues identified by the participants (which would serve to help the public understand the District‘s position on the issues prior to the public hearing and prepare accordingly). When will District Staff prepare an analytical report to the referral responses and make that information available to Council and the public prior to the Public Hearing? Minutes of RC July 8, 2015, page 7. Res. No. 304-07/2015 – Moved/Seconded That the Minutes of the Planning and Community Development Committee Meeting of June 24, 2015 be received; and That the following recommendations be endorsed: That staff be directed to: a. refer the revised bylaw to neighbourhood associations and agencies for their comment b. refer the revised proposed bylaw to a Public Hearing. c. draft the proposed business licencing requirements for medical marihuana production that will reflect Health Canada guidelines and bring the draft forward to Council prior to the Public Hearing for the zoning bylaw amendment. Dear Colleagues; I am sure that all of you have received the Nominating Committee Report and know that I am running for re-election as a Director at Large. There are an unprecedented number of candidates this year which is a good indication of how the reputation of UBCM has increased the interest of Local Government officials in holding a position on the Executive. This is a good thing. UBCM is one of the finest, most representative organizations in this country and I say that from my extensive experience in Local Government as a member of UBCM and of FCM. As an Electoral Area representative since 1988 and as the Chair of the Strathcona Regional District I am well aware of all of the challenges that each of you face in your elected lives. I do not distinguish between rural and urban nor municipal and regional district. Why, you ask? Because we are all in this together! We share issues and concerns, joys and frustrations and common goals. As a 10 year veteran of the UBCM Executive and as the President and Past President from 2000 - 2002, I have visited many of your communities and gotten to know many of you over the years. I hope to have the same fortune with the newly elected who have not yet met me. If you do not know me, please approach me at the convention and introduce yourself. In my time on the Executive, I was a member of the Community Charter Council, looking out for your interests in the formulation of that document. Within it we finally got the Province to acknowledge that we are “an order of Government”. I was part of the original Protocol Agreement with the First Nations Summit and initiated the

first ever Province-wide Community to Community Forum which then led to the foundation for the Regional Community to Community Forums which have proven to be such a part of our lives with First Nations across the province. In my opinion, UBCM is about representing you! It is an incredible advocacy group that is there to bring your concerns to other levels of government: that is what we do and we do it well. During this past year on the Executive as a Director at Large I am just as invigorated by my participation now as I was the last time I was on the Executive. I work well with the members and would like to continue and expand on that collaborative relationship on your behalf. I believe that my experience, opinions and ideas have been well received by other Executive members. Subsequently your acting Corporate Officer cancelled my presentations, after I had been accepted. The District then failed to respond to my written, and filed appeal. I was subsequently provided only seconds of notice to appear as a delegation. This conduct was highly prejudicial to myself. This is not a new issue, and if the District required photos they should have requested them previously. They did not. I raised this issue with current Council in January 2015 after the District public works caused more damage. No one from Council came to look until months later. Myself, and others have created files for our reference and use of these issues. The main issue before Council is the Districts less than adequate drainage, and ditch work conducted by your public works staff. This has been photographed, and submitted. In addition members of council have toured both Norwest Bay Road, and Mclaughan and witnessed some of the damage done by district staff such as the removal of the protective burm in the middle of a rainstorm in January 2015. Note: I have retained contractors to replace the Berm as a temporary measure as the District has failed to conduct the requested, and required work on Norwest bay road, and the secondary work including drainage on Mclaughan road which requires the District to relocate the road, and ditch off my private lands forthwith. The district remains non responsive to my requests for an update. Your focus should be on addressing the drainage failures that cause harm to myself, and others in this area. I am not the only one complaining. I am just the spokesperson. I understand Noel, that you are new to Council. I did not experience drainage issues for the first few years I owned, or lived on this property. The problems are the direct result of the district public works failing to act in accordance with the established precedent of cleaning, and maintaining drainage ditches annually. The precedent was abandoned by your current superintendent Mercer. In addition the ditches

Contingent on feasibility and the availability ofDOS representatives, we suggest that the committee beformed in Fall 2015 with a view to reporting to the DOS and library board in 2016.

We would like to discuss the noxious odour that has been blanketing the East Porpoise Bay area as arest1t of the actions of Salish Soil. We are the car rental agency in Sechelt, our offices are open 7 daysa week, our staff does work outdoors and we are the initial contact to the Sunshine Coast for maytou ists and visitors. Originally the odour seemed to be the worst on Sundays when perhaps not asmary businesses in the area were open for business. Over the last several months we have noticed anincrease in the frequency and the duration of the odour. In fact recently it has been several times aweek. The odour is extremely offensive to the point of being nauseating. During these times we areforced to close up all the doors and windows and encourage staff to work indoors. Of course thiseffects our ability to meet the standards we set for our business and to run things efficiently. Staffcomplains of nausea and headaches when the odour is at its worst. A large part of our business isrenting vehicles to tourists and visitors to the beautiful Sunshine Coast. A lot of hard work and moneyhas gone into the promotion of tourism on the Sunshine Coast by many people. We definitely see theben efits of this investment of money, time and hard work. As a result people are visiting from all overthe world and when they get here they want to travel around and enjoy the beauty and lifestyle thathas been showcased in the beautiful (and expensive) promos they have seen. In order to save timeand money on ferry fees, many of them will rent a car once they arrive on the Coast. We facilitate thisby picking them up at the ferry, the bus and the float plane terminals. They are very excited to visit ourlittle piece of paradise. Then there is this noxious smell. What is that awful smell? Where is it comingfrom? Why do they let that gross smell happen? Is it like that all over the Coast? Can you think of abetter way to turn people off? Tourism is a huge factor in the economy of the Coast. Without tourismthe Coast and many of the residents here would be in dire straights financially. The odour from SalishSoil compounded with the odour from the marijuana grow ops and the biosolids from the sewagetreatment plant confirm the need for an odour bylaw in our community Many of us have worked hardand invested a lot of money into our businesses and the community and it is unfortunate that theDistrict of Sechelt allows these noxious odours to continue and tarnish the economic growth of ourbeautiful community. We do have a special gem here — lets protect it.

I’m writing this letter in an attempt to address our diminishing air quality in Porpoise Bay. The deterioration is as a

direct result of Salish Soils questionable composting practices.It’s gotten so bad that we have begun keeping an air quality log at the service counter. We record the frequency and

severity of the noxious odors. It seems to occur Wednesday, Friday and Sunday as far as our records state so far.

Sometimes for long periods of time, sometimes several times in one day.It’s so intense at times that our workers can’t go out to the yard to work. We have them reporting feeling sick to their

stomach and headaches. Most of the work here at the garden centre occurs outside so this is a huge problem.

The descriptions so far are as follows: From staff-sweaty sour socks-excrement-sour manure-sewage and dirty socks-sour fertilizerFrom customers-sewage/septic-stinky peat-sour smelly socks

This isn’t just an industrial neighbourhood. This is a residential community where there are families with children. I

can’t even Imagine how bad the odor must be closer to the source. I wouldn’t let my child out to play in this.

This is a serious health concern. One business operating improperly should not be allowed to negatively impact

everyone in the surrounding area. It’s absolutely unconscionable.

I’m hoping that there can be a solution to this. Please get back to me with any further steps that I can take to deal

with this oppressive and unrelenting situation.

Direct Disposal operates a recycling facility situated at 5926 Sechelt Inlet Road, approximately 300 meters away from Salish Soils.Twe’lve individuals spend eight hours a day, five days a week working both inside and outside of our semiencIosed plant. Ourmai.tenance workers and drivers are also required to spend time at that site.Over the past five years. the aforementioned employees have been exposed on a regular basis, sometimes once or twice a week, tonoxi ous odors which emanate from Salish Soils’ composting operations. Although they are not unaccustomed to working withmalcdorous materials, even they find the stench produced by Salish Soils to be intolerable. Absenteeism due to illness (headaches,nausea) has been an Issue as a result of this situation. In addition, on two separate occasions, it’s been necessary to shut down theentire recycling operation because the odor was so overwhelming and objectionable.Emjabyees working at our 6041 Sechelt In let Road location have also been impacted and I worry about the increased exposure theseindhdiduals will experience when we move our shop and offices to the same location as our recycling facility in the near future.Reassurances by Salish Soils a couple of years ago that odor problems would be resolved by moving their composting operations into acovered building have not proven true. Nor has their more recent decision not to accept further sewage sludge from the District ofSectaelt’s waste water plant had an ameliorating effect As an experienced operator of an OMAR certified composting facility, I canstatewith confidence that the composting methodology used by Salish Soils is the cause of the odor problem.This untenable situation has been reported to WoksafeBC (along with the submission of at least one claim) the Ministry of theEnvironment, and the District of Sechelt with no effect. I hope that with your respective mandates to protect the environment andpublic health, you can take or recommend actions to remedy this chronic air quality issue In East Porpoise Bay that is seriously

consume is produced by BC farmers. British Columbians can show their appreciation for BC farmers throughout the

week by choosing products that are grown close to home.

“In the past 10 years consumers have increasingly been asking for local, fresh and nutritious food, and BC farmers

are the ones filling this demand. Farmers Appreciation Week is a time when we can show our support for farmers

and thank them for making a difference to our communities, health and well being,” says Georgia Stanley,

BCAFM’s Membership & Communications Manager.

There are around 20,000 farms operating in BC who led the way in the national sales of blueberries, sweet cherries,

raspberries, pears, apricots, Brussel sprouts and rhubarb in 2012. Contributing over $170 million in economic

benefits, farmers’ markets are also key places where the public can connect with local farmers and learn more about

local food.

The BCAFM is a not-for-profit association that represents 125 farmers’ markets across the province and works to

I have quickly reviewed Mr. Mercers list and did not identify events held specifically on private lands such as the SEC lands. Many of the events listed occur on public lands, or spaces. To the District of Sechelt:

I am contacting you on behalf of several different neighbourhoods within the Sechelt district -

Selma Park, West Sechelt, Sechelt village, the Bluff, East and West Porpoise Bay are some -

where too many residents are being affected by after hours noise from the gravel mine site.

We’re looking for support from council to find a solution to a very old problem. A core group

has written a petition to ask for the District of Sechelt and the S.I.B to get involved in being

responsible for maintaining the noise bylaws with respect to the mine’s night noise. In taking

that petition to the public we’ve heard from others that there have already been four previous

efforts to resolve this issue. I’m amazed and disheartened that since 1992 nothing has been done

about this.

A gravel pit operation in the centre of a small town like ours means that residents are affected by

both the noise and dust. We put up with it during the day because Lehigh is a major employer

and people need jobs, obviously, but too many of us are having to take sleeping pills on nights

when the noise from Lehigh invades the quiet hours. It’s extremely difficult to buy into their

advertisement of “working together to build our community” when we have to rely on Oxazepam

or Zopiclone in order to find sleep - being dopey the next day is definitely a hindrance to my

work as a teacher and one who cares for the elderly.

I’ve kept a log of both the night time noise and volume levels since January 2014. I’ve also kept

notes on the contacts and discussions held with various authorities. But even after all the hours

put into this, nothing has changed.

We’ve been told that the District of Sechelt cannot enforce the bylaws on band land, where the

mine is situated, both because we don’t have after-hours bylaw officers and because the RCMP

can’t access band land without permission. A councillor for the SIB tells me that the band does

not police Lehigh, even though the SIB’s own noise curfew is 10:00 PM. So where does that

leave the citizens of Sechelt suffering sleep deprivation because of the night noise? It seems to

us that Lehigh has been given free rein and doesn’t need to consider the neighbours’ needs.

The licence granted to Lehigh Hanson permits their mine operations between 7:00 AM - 11:30

PM. 11:30 PM is already a later hour than necessary for a pit mine situated so close to

residential homes, but noise after that time is both unconscionable and unnecessary. Lehigh has

told the citizens who complain that they shut down their operations by 11:00 every night, but the

evidence proves otherwise.

I hope this information will open the door for further discussion as to how you can help a group

of very concerned Sechelt citizens.

Hello I am a Director with Sunshine Coast Minor Hockey and we are preparing a bid for the 2015.2016 Midget A BC Hockey Championships. These would be held in March of 2016. It would bring 8 teams from all over the province to our coast for an entire week that Spring. For the bid package I would appreciate a letter from the Mayor in support of the bid. How may I best go about this. Our deadline for submission is next Friday. Thanks

Email #4; Human trafficking and sexual exploitation in BC. Dear Burce, Darnelda, Alice, Darren, Doug, Noel, Mike, As parents (of 3 children) we have written 3 emails (with links) to 78 cities and municipalities in BC to raise awareness about human trafficking and sexual exploitation in BC, and to encourage the enforcement of Bill C-36 in your jurisdictions. Thank you for the excellent responses! We have heard from most municipalities, as well as some police departments. We have an ongoing conversation with the RCMP. We have sent material to the Premier and the Attorney General. We consider this issue the most important public safety, health and social justice issue facing our province. It is important to make the connections between pornography, prostitution and trafficking. They are linked in a “toxic mix” that is highly lucrative for organized crime in this province. Organized crime and gangs (ie. Hells Angels) are deeply entrenched in many towns in BC. We are hopeful that human trafficking and sexual exploitation will be addressed as a key topic of discussion at the UBCM in a couple of weeks. Ultimately, we are hopeful for a provincial strategy and then a federal strategy at the FCM (in June 2016). Dear Bill,As you know, we have a broken water main at our main office at 5638 Inlet Avenue. We have had AlHemstreet here to look over the area and prepare an estimate. I understand that the largest expensefor the repair is the excavation and paving. As Community Services is a non-profit organization we relyin part on the donations and generosity of this amazing community. Al has so generously reduced hisrates by more than half and is foregoing his profit as well. We do not know the cost of materials at thispoint until Al starts to excavate, however, he has told us that the materials will be at cost.

I understand that the District has a recycling paving machine and I am hopeful that you will put forth toCouncil that your Public Works Department pave the area for us. Al has given us an estimate of $600,and he will prep the area at no charge.
