Seconded by Alderman HigginbothamThat the Council of the Corporation of the District of Surrey hereby declares that the fire-damagedbuilding located on Lot 7, Section 9, Township 2, New Westminster District Plan 10868 being 5859King George Highway is in so dilapidated and uncleanly a condition as to be offensive to thecommunity. It is hereby ordered that the said fire-damaged building be demolished, foundationremoved or filled in with clean granular material if necessary, and all debris removed from the site bythe owners or agent of the owners within sixty (60) days of service of this order upon them. It is furtherordered that should the owners or agent of the owners fail to comply with the aforesaid order within thesaid period of sixty (60) days, the Permits & License Department by our own workmen or contractors,may enter on the land and demolish the fire-damaged building and remove the debris from the site atthe expense of the owner and the charges for so doing, if unpaid by the owner on the 31st day ofDecember of any year, shall be added to and form part of the taxes payable in respect of that land astaxes in arrears.

WHEREAS many devastating and sometimes prolonged effects result because of head injuries,including problems with memory, impaired judgment, speech and physical problems;

AND WHEREAS the British Columbia Head Injury Association (BCHIA) was established topromote and generally advance the public awareness, knowledge and appreciation of the special needsof the persons suffering head injuries and their families;

AND WHEREAS Brain Injury Awareness Month has been set aside to help BCHIA achieve itsawareness goals and to inform brain injured persons and their families of the assistance and resourcesavailable.

AND WHEREAS the officers of Surrey RCMP Detachment in their onerous burden of ensuringpeace and security and the volunteers of the Surrey Community Crime Prevention Society, in theircontinuing activities and struggles, are striving to create public awareness so that the philosophy ofcommunity involvement in crime prevention will be adopted by all citizens;

AND WHEREAS the essence of crime prevention lies in the fostering of active participation ofmembers of the community;

Design Objectives

(b) The number of mature trees to be retained on the site should be maximized and shown ona tree preservation plan;

(c) The applicant should demonstrate the impact of future road dedication on tree removalalong 128 Street;

(d) A cul-de-sac should be dedicated and constructed at the terminus of 17 Avenue on thesouthwest corner of the site;

(e) A pedestrian walkway should be established along the south property line to provide a linkbetween the residential neighbourhood and the commercial/community centre of Ocean Parkexisting on west side of proposal site and incorporated into the overall design of the proposal,specifically in the landscaping plans.

(f) Provide outdoor amenities which are accessible to the residents in a "defensible"atmosphere and also have the benefit of direct sunlight.

(g) Treatment of the building mass at the north end of the apartment structure shouldrecognize the presence of single-family homes to the north (increased setbacks and/or terracingof building should be considered).

(h) Apartment building masses should be articulated or broken in relatively small componentsto maintain an acceptable scale and to soften the boxiness of the buildings relative to thesurrounding housing types in the neighbourhood (single-family units and townhouses).
