Cosmetic Products Registration in Russia General Cosmetic products are a subject of the State Registration in Russia. The State Registration (SR) confirms that product complies with hygienic rules of the Customs Union of - Russia, Belarus and Kazakhstan. Lead time for issuing an SR registration certificate is about 2 months. The owner and holder of the SR is the manufacturer of the cosmetic product. This document has no limited validity and theoretically it is issued for lifetime. Registration process Sample of the products should be sent to Russia for testing. Process Schedule: 1. Sending samples for testing. 2. Laboratory testing. 3. Issuing the experts conclusion based on the test results. 4. Applying for the SR to the Rospotrebnadzor institution. Note: Samples of the documents needed and sample of SR are attached.

A second document which might be needed is the GOST-R Declaration of Conformity. The GOST-R Declaration of Conformity confirms that product complies with the Russian GOST Standards. The holder of the declaration must be a Russian Company (buyer, distributor etc). The approximate lead time to get the GOST-R Declaration of Conformity is 5 working days. The GOST-R Declaration of Conformity can be issued only after the State Registration (SR) is received. The validity period of the GOST-R Declaration of Conformity is up to 3 years.

The process and procedures may vary for different types of products. To get the exact terms of product certification to Russia, it will be necessary to provide the following information: Product description, Marking label, Product content, Use instructions Photos of the Product HS Code (Harmonized System Code)

Documentation The list of the documents required to confirm safety of the products being produced outside the Customs Union Territory of Russia, Belarus and Kazakhstan: 1. Application form; 2. Copies of the documents describing the production procedures (standards used, specifications, regulations, technological instructions, formulations, information on the composition)

3. Declarations of the manufacturer about the presence of gene-engineering modified organisms, nano-materials, hormones, pesticides;

4. Documents on product application ( use instructions, guidelines, recommendations) approved by the applicant;

5. A copy of the document which certifies safety and quality of investigated samples in accordance with the country legislation in which the state registration is conducted;

6. Copies of labels (packages) of products, assured by the applicant;

7. Originals or copies of documents of the specific activity of biologically active additives to product, assured according to the legislation of the country in which the state registration is conducted;

8. Toxicological characteristics of the products, assured according to the legislation of the country, in which the state registration is applied

9. A copy of the document confirming the free circulation of goods in the territory controlled by the state of the manufacturer (Free Sales Certificate);

10. Protocols of researches (tests), scientific reports, expert judgments; 11. Copies of the documents which confirm the import of the samples to the testing laboratory in Russia. Translation of documents of the manufacturer in foreign languages should be certified in accordance with the legislation of the country, in which the state registration is applied. The authority can request in addition other documents provided by the legislation of the country in which the state registration is applied. It is strongly suggested to apply for assistance to a local Certification Service provider. One address of such an office is included in this document.
