1. CONTEXTO POLÍTICO COMPETITIVIDAD INDUSTRIAL La Comunicación de
la Comisión Europea “For a European Industrial Renaissance”1
subraya la importancia de la industria, que supone un 80% de las
exportaciones de la UE. Sabiendo que las empresas de la UE no
pueden competir en bajos precios y productos de baja calidad,
tienen que centrarse en la innovación, productividad, eficiencia de
recursos y alto valor- añadido. INDUSTRIAS BASADAS EN EL DISEÑO:
RETOS Las industrias basadas en el diseño de la UE, se enfrentan a
los siguientes retos:
Continuar con la globalización y abordar la fragmentación de las
cadenas de valor
Expansión de nuevas tecnologías, incluyendo el digital
Aparición de nuevos modelos de negocio, desdibujando las líneas
entre productos y
servicios
Demanda de productos más sofisticados, personalizados y funcionales
tratando las
necesidades sociales (salud y bienestar)
Productos sostenibles y procesos de producción
Aumento de interacción de los consumidores y su
involucración.
PROMOCIÓN DE LA TRANSFERENCIA TECNOLÓGICA El problema en la UE es
que es líder en investigación y desarrollo, pero muchas veces las
soluciones innovadoras no consiguen llegar al mercado como
consecuencia de los obstáculos en la comercialización y los riesgos
relacionados con la expansión. Por ello, las PYMES necesitan
centrarse en la mejora del mercado para hacer uso de las mejores
tecnologías disponibles gracias a la investigación y desarrollo, y
promover el uso de los aportes no-tecnológicos, relacionados con el
diseño.

2. PROGRAMA COSME
El Programa COSME (2014-2020) es un programa que tiene como
objetivo reforzar la competitividad y la sostenibilidad de las
empresas de la UE, estimular una cultura empresarial y promover la
creación y crecimiento de las PYMES. El Programa va dirigido a las
PYMES, empresas, organizaciones de apoyo a empresas y
administraciones regionales y nacionales. Entre 2014 y 2020 se
destinarán 2300 millones de euros. OBJETIVOS DEL PROGRAMA El
Programa tiene cuatro objetivos fundamentales:
1) Acceso a financiación (60% del presupuesto total)
Instrumentos de capital para PYMES: mecanismo de capital para la
Investigación (H2020) y desarrollo y el mecanismo de capital para
el crecimiento (COSME).
Instrumentos de deuda para PYMES: mecanismo de garantías de
préstamo (COSME).

2) Acceso al mercado (21’5% del presupuesto total)
Acceso al mercado de la UE y fuera de la UE y servicios concretos
para las PYMES. Ejemplos: “Enterprise Europe Network”2. Portales

3) Creación de un mejor marco de condiciones para la competitividad
(11% del
presupuesto total)
Disminuir los obstáculos administrativos, apoyar la regulación
inteligente y las políticas de las PYMES, estimular el desarrollo
de ciertos mercados/sectores. Ejemplos: clusters, industria del
turismo, economía digital, bienes de consumo basados en el diseño,
Proyecto piloto Worth6 (plataforma para unir a PYMES y
diseñadores).

Desarrollar las habilidades y actitudes emprendedoras,
especialmente entre los nuevos empresarios/emprendedores, personas
jóvenes y mujeres, creando programas de mentoring, promocionando
socialmente el emprendimiento: Ejemplos: The European network to
promote women’s entrepreneurship (WES)7, Erasmus para
emprendedores8. BIENES DE CONSUMO BASADOS EN EL DISEÑO:
OBJETIVOS
1. Para reforzar la competitividad y la sostenibilidad de las
empresas europeas hace falta apoyar los proyectos de las PYMES,
implementando nuevos productos, servicios y soluciones:
implementando productos nóveles, servicios o soluciones mediante la
primera aplicación o replicabilidad de las tecnologías y soluciones
creativas; que hayan sido demostrados técnicamente y que dado sus
riesgos en la comercialización necesita incentivos para entrar en
el mercado.
2. Además, se quiere reducir el tiempo que necesitan los productos
y soluciones innovadoras para acceder al mercado.
3. Otro objetivo es evolucionar desde nichos hacia mercados con
volumen. 4. Por otro lado, se pretenden solventar los obstáculos
del mercado relacionados con los
obstáculos para la comercialización, con la extensión de las
dificultades y con la estructura de actividades fragmentadas.
5. El último objetivo es promover la replicabilidad de las
soluciones innovadoras en otros sectores o en otros Estados
miembro.
ÁMBITO DE LOS SECTORES El ámbito de los sectores de la cadena de
valor son: textil, ropa, productos de cuero, calzado, bolsos y
accesorios, productos de deporte, juegos y juguetes, productos de
decoración de interiores (muebles, productos sanitarios, suelo,
paredes, cubiertas de ventanas, mesas, etc. ), lentes, relojes,
joyería, varios productos cosméticos y de belleza… El enfoque es de
CADENA DE VALOR, por lo tanto, no son sólo los productos finales
los que pueden optar a la convocatoria. TEMAS Y PRIORIDADES DE LA
CONVOCATORIA
Catalizar las nuevas aplicaciones tecnológicas con soluciones
creativas que respondan a las necesidades de nuevos
consumidores.
Promover la colaboración inter-sectorial, el uso del diseño y las
soluciones creativas incluyendo el uso de la tecnología
digital.
Implementación innovadora de modelos de negocios.
Responder a las tendencias del mercado de ahora y del futuro, como
por ejemplo la demanda de los productos y servicios customizados y
personalizados, aumento de la

interacción e involucración de los consumidores, demanda de los
procesos y productos sostenibles, etc.

3. CONVOCATORIA COSME :BIENES DE CONSUMO BASADOS EN EL DISEÑO

En la convocatoria anterior, de los 27 proyectos que se presentaron
sólo se financiaron 4, ya que la calidad de las propuestas no era
excelente. Puede ser que la razón sea que las PYMES no están
familiarizadas con los requisitos y procesos de las convocatorias
europeas. Los líderes de los proyectos presentados son de 8 países
diferentes (la mayoría de Italia y de España), involucrando un
total de 71 organizaciones de diferentes países de la UE. Los 4
proyectos que se financiaron son de sectores muy diversos:
Habitat, decoración de interiores (lámparas y sanidad)
Industrias textiles: ecosistemas personalizados para
comercializar
Calzado: calzado para niños y niñas y salud
Mobiliario y los TIC: impresión en 3D
NUEVA CONVOCATORIA: 2015 El presupuesto en esta nueva convocatoria
será de 4 millones de euros y el objetivo es impulsar nuevos
proyectos/servicios que lleven a cabo una cooperación
inter-sectorial. Los proyectos deben poder hacer una demostración
técnica, y la financiación les tiene que suponer un valor añadido
para acceder al mercado. El plazo para presentar el proyecto es el
14 de abril de 2016 (está abierto desde diciembre), y el proyecto
comenzará en enero del 2017 y durará un mínimo de 12 meses y un
máximo de 33. APTITUD Los proyectos tienen que estar inspirados en
el mercado de la eco-innovación, y los proyectos tienen que poder
replicarse. Los actores tienen la opción de presentarse en un
consorcio, lo que puede facilitar el proceso a los socios, pero en
ese caso, el coordinador del consorcio debe ser una PYME.
Presentarse en consorcio o no, no influye en las posibilidades de
ser financiado. Con el presupuesto de 4 millones de euros, se
pretenden co-financiar (50% del presupuesto total) 4-5 proyectos de
entre 800000 y 1 millón de euros, es decir, el proyecto total
tendrá un presupuesto total de alrededor de 1’5 millones de euros.
También existe la posibilidad de presentar proyectos más pequeños.
La convocatoria, por tanto, apoya productos, servicios o soluciones
nóveles, que quieran ser absorbidos por el mercado o que quieran
ser replicados y tienen que estar listos tecnológicamente, NO puede
ser un prototipo.

CRITERIOS DE EVALUACIÓN Y SELECCIÓN En el anexo técnico, se
detallan los 4 criterios considerados:
Relevancia de las acciones (30%)
Hay que detallar claramente en la presentación del proyecto por
qué, y cómo de relevante es el proyecto de acuerdo con la lista de
la sección 2. También hay que describir las políticas de la UE y
prioridades relacionadas con el proyecto. Además, hay que explicar
por qué las soluciones propuestas son innovadoras y/o cómo suponen
un avance tecnológico. Hay que demostrar también que no es un
prototipo, y aclarar los beneficios que supondrá el proyecto.
Calidad de las acciones (20%)
Se evalúa cómo de coherentes y claras son las acciones propuestas
con el objetivo, cómo de coherentes y adecuados son los resultados
esperados con el proyecto presentado y si el plan de trabajo está
claramente presentado en términos de programación, productos
finales y estructura de gestión.
Impacto en el público objetivo (30%)
¿Cómo de importante es el factor de replicabilidad de la solución
durante el proyecto y a corto y medio plazo? ¿Cómo de apropiado es
la evaluación de mercado en el enfoque propuesto para eliminar los
obstáculos identificados para llevar a cabo las soluciones
innovadoras? ¿Cuál es la calidad del plan de negocios en relación a
la explotación planeada y al enfoque del negocio? ¿Cómo de
relevantes son las actividades de difusión que se llevarán a cabo
para conseguir los objetivos de la acción, sobretodo en relación al
impacto multiplicador de las soluciones del proyecto y a la
movilización hacia un mercado más amplio? ¿Cuál es el valor añadido
de la UE en la propuesta, incluyendo la dimensión europea de los
obstáculos de mercado identificados y cómo se afrontarán?
Coste-efectividad (20%)
¿El nivel de esfuerzo es apropiado por paquete de trabajo, por
tarea y por socio considerando las habilidades y las
responsabilidades? ¿Hasta qué punto está justificada la asignación
del presupuesto por categoría de coste? También hay que asegurarse
de que haya recursos para co-financiar el proyecto, justificar cada
categoría de coste en el presupuesto, evitar el descuadre entre el
número total de personas y horas, así como entre el presupuesto y
el plan de trabajo y actividades.

METODOLOGÍA Las propuestas se clasifican de acuerdo con su
puntuación total, pero para poder ser co- financiados, tienen que
conseguir un mínimo del 70% de la puntuación total. Se tiene que
conseguir un mínimo del 50% en cada criterio descrito para asegurar
la calidad del proyecto. CAPACIDAD OPERACIONAL Se tienen que
demostrar las competencias profesionales y la experiencia así como
las calificaciones apropiadas. Para ello, hay que entregar
documentos que lo apoyen: 1) CV o la descripción del perfil de los
responsables principales; 2) Informe de la actividad de las
organizaciones; 3) Listas de proyectos y actividades previas
llevadas a cabo por las organizaciones y relacionadas con esta área
temática; 4) Descripción del equipo técnico, herramientas o
recursos y patentes; 5) Plan de negocio. ANEXO TÉCNICO I Se tiene
que incluir los resultados que se esperan así como los riesgos.
Además, es importante describir claramente los objetivos y cómo se
medirá el progreso. También hay que detallar a quién va dirigido el
proyecto, la metodología, los indicadores, la estructura de
gestión, y si habrá subcontratación, la forma de hacerlo y la
justificación de por qué es necesario subcontratar. ANEXO TÉCNICO

subcontractor, how it will be selected & the scope of the
services, what? (type of services, timespan and costs)

• involving a total number of 71 organisations from across EU

• Good mix of projects offering new ideas, products and solutions
across- sectors proposed by design based industries :
• Habitat, interior decoration, a project focus on wall lamps in
interaction with health aspects;
• Textile industries with an innovative personalised commercial
ecosystem applied;
• Footwear industry, a project on children’s shoes in interaction
with health issues;
• Habitat, interior decoration, furniture and ICT, a project on
design digital printing solutions to make a customised melamine
paper for decorative boards introducing digital tech in a
traditional low-tech SME sector - wood production and
furniture.

• COSME DESIGN CALL is the 1st one targeting SMEs as lead
applicant.
• The relaunching the Call allows : keeping momentum & building
a community of projects & increasing project quality
• Building upon momentum - a community of 4 projects which serves
as benchmarking
• submitting good quality proposals requires time and skills
(expertise)
• The quality and number of proposals is expected to increase by
'learning from experience and building a community of design based
consumer goods projects'.
• Target beneficiaries (SMEs) vrs large size of the project (budget
& partners)
• searching co-financing and building up a solid partnership and
trust amongst partners requires time
• Need of a wider promotion strategy
• Increasing awareness amongst industry stakeholders and key
targeted professional business fairs
