Introductio
This quick reference guide provides basic informaon for state and local libraries about current naonal
projects associated with digital inclusion, digital literacy, and broadband adopon. Each project prole
features a summary followed by project details and reference informaon. Project proles are arranged
in alphabecal order by project funder, then by project name. An overview chart captures the focus
areas for each project to make it easy to nd projects of interest.
This version of the guide is current as of January 2013. The guide will be updated at least semi-annually
to provide the latest informaon on the projects proled as well as any new projects that emerge at the
naonal level. The Chief Ocers of State Libraries Agencies (COSLA) created this guide through its Publ
Access Technology Community, which is generously supported by a grant from the Bill & Melinda Gates

Project Summary:
Building Digital Communies: Pilot is a project in supporng and documenng the work of ten pilot communies tncrease the access and use of digital technologies. This work is based upon Building Digital Communies: A Frame
work for Acon created by IMLS, the University of Washington and the Internaonal City/County Management As-
ociaon (ICMA). In order to further the knowledge base of how communies become more digitally inclusive, we
posng lessons learned and digital inclusion planning resources. Each of the ten pilot communies is represented b
oalion of a library, a local government and a community-based organizaon.

Project Summary:
OCLC is operang a planning program that engages the state library agencies of Illinois, Mississippi and West Virginn an exploraon of state and public library capacity to strengthen and contribute to naonal partnerships that pro
mote broadband adopon. The acvies will allow public and state libraries to (1) understand and inuence public
wareness campaigns for naonal broadband adopon, (2) connect and align their experse and capacity with bro
band adopon iniaves, including resources that may be established by Connect2Compete, and (3) prepare to me

Project Summary:
The IMPACT Survey is an online tool that will make the Opportunity for All survey instrument available to all pubbraries to use for data collecon with their online and public access technology users. The tool will allow librarie
easily link to the online survey, deliver it to their patrons, and immediately download the analyzed results in a varie
of useful reports, presentaons, and handouts. Libraries will also be able to download their full survey results if the
wish to do addional analysis. State libraries will have access to the aggregate data from their states, as well as spe
eports designed for their purposes. This project will fuel enhanced evaluaon and advocacy eorts in public libra
by allowing them an easy to way to nd out how their patrons are using library technology and the impact of that u
on patrons and the community.

aracve and useful formats.

The Naonal Broadband Map (NBM) is a searchable and interacve website that allows users to view broadband avbility across every neighborhood in the United States. The NBM was created by the Naonal Telecommunicaons

ALA will partner with the Harwood Instute for Public Innovaon on the rst phase of a mulphase iniave, ThePromise of Libraries Transforming Communies, which will develop a sustainable naonal plan to advance commun
engagement and innovaon, and transform the role of libraries in their communies. During the grant period, AL
nd the Harwood Instute will develop librarians as conveners and facilitators for their communies and create a p
et of resource components designed to build the pracce of community engagement in library service throughout
he eld. The goal of this rst project phase is to create core communicaon materials for disseminaon to the el
