    ACCREDITATION ANDCERTIFICATION PROGRAMS

    Implementation of a management system thatmeets the requirements of ISO 17021 theinternational standard for bodies performingthird party certification and auditing activities

    Proven experience auditing and certifying safetyand environmental management systems

    Access to competent safety and environmentalsystems auditors that meet the specific COSrequirements for offshore SEMS auditors asprescribed in COS-2-03

    COS accreditation, which includes successfulcompletion of COS office and site witness audits

    To support its mission, the COS has developed aprogram that includes the certification of an Operatorssafety and environmental management system (SEMS)through third party audits. To provide confidence inthe third party auditing process, the program includesaccreditation of organizations (Audit Service Providers)providing certification services.

    The accredited third party auditing process providesmembers with a higher level of confidence onmanaging risk and identifying specific opportunitiesfor improving safety performance. It also providesthe opportunity for regulators to accept the audits asan effective means of complying with regulationsand improving industry performance.

    Meet the specific COS experience, knowledgeand skills requirements for SEMS auditors

    Successfully complete auditor training that meetsthe COS requirements prescribed in COS-2-04

    Experience auditing and working in the oil andgas industry, preferably offshore

    Must work for a COS accredited Audit ServiceProvider

    The Code of Federal Register 30 CFR Part 250 -Oil and Gas and Sulphur Operations in the OuterContinental ShelfSafety and EnvironmentalManagement Systems Final Rule(SEMS) requiredeach operator (a lessee, the owner or holder ofoperating rights, or the designated operator)1 onthe Outer Continental Shelf of the US to developand implement a SEMS plan by 15 November 2011.

    While SEMS clearly states that operators will be heldaccountable for complying with this new regulation,it is understood that operators cannot do this alone.

    Contractors, defined in SEMS as anyone performingwork for the lessee,2 must also be aware of theregulation and be prepared to support operatorsin their efforts.

    The tools listed represent the collective work ofprofessionals from more than 50 companies fromvarious sectors of the oil and gas industry. Beginningin February 2011, with precedent setting cooperationand collaboration, these companies came together toreview the SEMS rule and identify where operators/contractors/facility owners may need to take specificactions and/or supply documents or records insupport of an operators SEMS plan.

However, these requirements do not apply to contractorsproviding domestic services to the lessee or other contractors.Domestic services include janitorial work, food and beverageservice, laundry service, housekeeping, and similar activities.
