Executive Summary The State of Vermont Department of Environmental Conservation’s (VTDEC) has requested a Corrective Action Feasibility Investigation (CAFI) report for the Former A&B Motors property (Site) due to the presence of separate phase gasoline discovered on the groundwater along US Route 106 (South Street). Additionally, groundwater sampling results have indicated that dissolved gasoline compounds and certain dissolved metals, which exceed the Vermont Groundwater Enforcement Standards (VGES), have moved offsite.

• On November 19, 2007 a subsurface, geophysical evaluation was completed at the Site. The survey indicated the possible presence of an underground storage tank (UST) located along the eastern edge of the property and adjacent to South Street.

• On May 23, 2008, a 1,100-gallon gasoline UST was removed from the property located north of the concrete pad (former pump island). The UST was report to be in poor condition with several holes located along the bottom seam of the tank.

• During the same week, Harper Environmental Associates (HEA) installed four additional monitoring wells (MW-7, 8, 9, and 10) along the eastern edge of the property, next to the property boundary with south street. During the well installation, MW-9 and MW-10 registered elevated levels of petroleum vapors in the soil measuring 1,600 and 2,000 parts per million (ppm) respectively.

• Groundwater samples were collected from the all of the active monitoring wells (MW) on June 16, 2008 and analyzed for the presence of volatile organic compounds (VOC), semi-volatile organic compounds (SVOC) and RCRA 8 Metals.

• Phase-separated liquid was present in both MW-9 and 10 during the sampling event; however, the identification of the fuel type was inconclusive.

• SVOCs, lead, and arsenic concentrations were also found above the VGES in MW 7 (Pb), MW-9 (Pb, Naphthalene) and MW 10 (Pb, As, Naphthalene)

• On October 30, 2008, four additional groundwater MWs were installed on the easterly side of VT Route 106. The MWs, MW-12 and MW-13 were positioned to be directly hydraulically downgradient of MW-10 and MW-9, as per the June 2008 Groundwater Gradient Map.

• PID readings were detected in soils from MW-11 and MW-13. The highest PID reading detected was 27 ppm at 10 feet below grade, detected in MW-13.

• Free product was again detected on the groundwater table from MW-9 and MW-10. • During the November 2008 sampling event, VOCs were detected in groundwater

samples from MW-1, 5, 7, 12, and 13, however only the MW-8 value for benzene exceeded the VGES.

• Groundwater from MW-11 and MW-14 contained no detectable level of groundwater contamination.

• Lead was detected in the groundwater samples from MW-11, 12, 13 and 14, above the VGES.

• Arsenic was detected, in the groundwater samples from MW-11 and MW-14, above VGES.

• No semivolatile organic compounds (SVOC) were detected in groundwater from MW-11 through MW-14.

• The surrounding properties are all serviced by the municipal water supply. Based on the findings from the groundwater investigation, soils and groundwater are grossly

contaminated by petroleum hydrocarbons along the A&B Motors and VT Route 106 property boundary.

• Contaminated soils and groundwater along the eastern property line in combination with an southeast/easterly groundwater flow direction has placed the neighboring downgradient, properties at risk due to the offsite migration of the contaminant plume. Kedron Brook is located approximately 500 ft east of the Site.

• The potential sensitive receptors include the Woodstock Elementary School, four residences, subsurface utilities, area water wells and the Kedron Brook.

The short-term goals of the CAFI include the assessment of the potential sensitive receptors identified during this investigation. The longer-term goal of the investigation is the monitoring of the impacted soils and groundwater and the implementation of remedial action to manage the fugitive contaminants in soil and groundwater. We recommend the removal of phase separated product and the removal of petroleum impacted soil along the eastern border of the Site, as well as the continual monitoring of groundwater conditions. The costs for the remediation of the Site are understood to be covered under the Petroleum Cleanup Funds from the VTDEC. 1.0 Introduction The preparation of this Corrective Action Feasibility Investigation (CAFI) has been requested by the VTDEC in a letter dated August 22, 2008. The purpose of the CAFI is to provide an assessment of the potential, sensitive receptors that may be impacted from the loss of gasoline and metals to the subsurface; it’s dissolved components and associated vapors. The CAFI will also provide recommendations for the remediation of soil and groundwater impacted by the gasoline and metals loss from the underground storage tank (UST) and their related piping. Recent activities included the following.

• During October 2008, HEA installed four additional monitoring wells to further define the degree and extent of contamination located downgradient of the Site. This array included a sufficient number of monitoring wells located off site on the easterly side of South Street, and were placed in areas where potential receptors were located.

• The new monitoring wells were sampled for RCRA 8 metals, as well as VOC’s and SVOC’s via EPA Methods 8260, and 8270 respectively.

• A full sensitive receptor survey was conducted to identify additional at-risk receptors based on current information. Underground utilities were also screened for the presence of volatile petroleum vapors.

• Indoor air quality was screened for petroleum vapors at all nearby residences; and Kedron Brook was inspected for seeps, discoloration and odors.

• A CAFI report was prepared including groundwater levels, current and historic analytical data, groundwater contours and contaminant distribution maps, and recommendations for further Site work.

The Site is located in the town of Woodstock, Vermont, in Windsor County and south of the intersection of US Route 4 and Vermont Route 106 (South Street). The immediate area surrounding the Site is comprised of a mixture of commercial and residential properties. General observations of the adjoining properties were performed in conjunction with numerous site visits. The following uses were identified at the adjoining properties. Figure 1 depicts a Site Locus Map indicating the location of the property within the town of Woodstock. Figure 2 depicts a Site Map of the property including all of the major features located in approximation, including buildings, former USTs, property lines and major roads. 1.2 Historical and Current Property Uses William and Jennifer Lamb of Norwich Vermont currently own the property. A three bay, vehicle repair garage, as well as a two-story commercial/residential wood-frame building exists on the property. The property is mostly vacant, with only the northern portion of the ground floor rented to a pottery business. The vehicle bays, other first floor offices and the second floor offices are currently vacant. For approximately 70 years, the Site was used for the operation of a car dealership, auto repair and for the dispensing of gasoline. The size of the Site is approximately 0.70 acres. The Site is relatively flat with a steep slope towards the back of the property, which sharply rises to Linden Hill Road. Refer to Figure 1, Site Location Map, which shows the topographic features of the area based on the USGS Topographic Quadrangle of Woodstock, VT. The coordinates of the Site are: Latitude 43° 37’ 17’’; Longitude 72° 31’ 08’’. No, additional, permitted USTs are believed to be located at the Site. The last known UST, a 1,100-gallon gasoline UST, was removed from the Site on May 26, 2008. Indications of a gasoline release were observed during this UST removal. 1.3 Regulatory History A number of reports, letters and facsimiles were used during the preparation of this CAFI. Griffin International (GI), KAS and Harper Environmental Associates (HEA) completed all of the initial investigation work, and the subsurface interpretations in this CAFI have been developed from this information. The major reports include:

Summary of Past Reports

• During the completion of a Phase I ESA from September 1997, no evidence of registered USTs was determined. Two gasoline USTs were removed, however, no environmental assessment was documented or subsequently reported to the Vermont Department of Environmental Conservation, Waste Management Division, Sites Management Section (VTDEC SMS).

• During the closure of a 500-gallon fuel oil UST in 2002, elevated VOCs were detected in soil samples.

• A 2003 subsurface investigation indicated that no significant soil or groundwater contaminants existed in the three MWs and two soil borings installed at the Site. Minor MTBE levels, a gasoline additive, were detected from one MW although below VT State Standards.

• A continued subsurface investigation was completed in March 2003. Groundwater samples from three MWs were analyzed for VOCs. Only low levels of MTBE were detected from one MW, again below VT State Standards. A closure letter (SMAC, Sites Management Activity Completed) for this Site was requested from the VTDEC.

• On April 2004, the three MWs were abandoned. On April 29, 2004, a SMAC letter from the VTDEC was offered to the property based on a lack of groundwater/soil contamination.

• A geophysical evaluation, under a Brownfield’s grant (Phase II ESA), was completed during November 2007. A”500-gallon UST” was believed located along the property near South Street.

• Nine test pit and shallow soil borings were completed during November 28, 2007. Bedrock was encountered between 4- 6 feet below grade (fbg) near the toe of the west side of the property. Strong petroleum odors were detected in all of the pits except the background pit.

• VOC, PAH and metals exceedances were found in the shallow soil boring samples completed on November 28, 2007. Other media was tested during the completion of the Phase II ESA.

• On May 23, 2008, a 1,100-gallon gasoline UST was removed from the property located north of the concrete pad (former pump island). The UST was report to be in poor condition with several holes located along the bottom seam of the tank.

• Four additional monitoring wells (MW-7, 8, 9,10) were drilled along the eastern edge of the property on May 23, 2008. During the well installation, MW-9 and MW-10 registered elevated levels of petroleum vapors in the soil measuring 1,600 and 2,000 parts per million (ppm) respectively.

• Phase-separated petroleum liquid was present in both MW-9 and 10 during the groundwater sampling event completed on June 16, 2008. SVOCs and lead

concentrations were also found above the VGES in MW-9 and MW-10. Lead concentrations were detected in groundwater from MW-7 above VGES. Arsenic was detected in groundwater from MW-10 above VGES.

1.4 Goals of the Corrective Action Feasibility Investigation The preparation of this Corrective Action Feasibility Investigation (CAFI) was requested by the VTDEC in a letter dated August 22, 2008. The goals of this CAFI include the following tasks:

1. To further delineate the horizontal and vertical extent of the petroleum hydrocarbon and metals impact to soil and groundwater; evaluate the pathways and likely contaminant transport mechanisms; determine the risk to potential sensitive receptors,

2. To prepare a CAFI report, which will include groundwater levels, current and historic analytical data, groundwater contours and contaminant distribution maps, and recommendations for the remediation of soil and groundwater impacted from the petroleum hydrocarbon and metals.

2.0 List of Potential Sensitive Receptors Numerous potential sensitive receptors were identified during the current and previous investigations. The sensitive receptors are listed below with their approximate locations:

• Kedron Brook, located ~500 feet down-gradient (east) of the former USTs; • Utility corridors running in VT Route 106 and along the north and south

portions of the Site; • The Woodstock Inn residences including 24, 26 and 28 South Street, located

down-gradient and side gradient of the property boundary and on the east side of South Street.

• The Shire Town Bed and Breakfast Inn located at 31 South Street and directly south of the property.

• The Woodstock Elementary School, located north of the property; • Two private water wells located NNE and SW of the property (Figure 7).

3.0 Geology and Hydrogeology The Site’s setting, geology, hydrogeology and lithology have been summarized from past and current surface and subsurface investigations. 3.1 Setting and Topography The Site is located ~ 800 feet south of the junction of US Route 4 (to the north) and VT Route 106. Surrounding the Site are commercial businesses and residences. The elevation of the Site is ~ 705 feet above sea level. Please refer to the Site Location section. Physiographically, the Site is located in the western portion of the New England Uplands. The topography of the general area is that of a river valley. The Site is on the western border of a stream cut valley. Kedron Brook, which flows northerly, is located 500 feet east of the

property. The confluence of the Ottauquechee River and Kedron Brook is located approximately 1 mile northeast of the Site. The Site is essentially flat with a slight slope towards VT Route 106. A Vermont Geological Survey Map, titled Surficial Geologic Map of Vermont, Stewart and MacClintock, 1970, mapped the surficial deposits in the area as gravel outwash deposits and recent alluvium, sand and gravel deposits. 3.2 Geology and Hydrogeology The entire region has been glaciated with glacial depositional sequences and glacial remnants throughout the Upland. The bedrock beneath the Site was mapped as weathered schist or phyllite. Numerous bedding planes and fractures were observed in exposed bedrock. The depth to bedrock, taken from onsite test pits, is approximately 4-6 fbg adjacent to the steep incline along the western boundary and deeper as one moves east. A silty sand and silty clay unit exists above the bedrock, ranging from 4 to at least 14 feet thick (across Route 106), as indicated from recent well logs. Based on the recent borings from the HEA investigation, the deepest boring was completed to 15 fbg (MW 14). The soils were likely deposited by the Kedron Brook during higher stages, and by glacial outwash. An unconfined groundwater system is located between 5 to 6 fbg. The groundwater is moving in an east/southeast direction towards Kedron Brook. The groundwater gradient is moderate at approximately .021 ft/ft. The Site is only partially paved and receives a large amount of surface infiltration during rain events. An unpaved area in the center of the property was observed to be “ponded” with water 24 hours after a rainfall. This creates a mound of infiltrating surface water, which can introduce additional gasoline hydrocarbons into the aqueous phase; and mobilize the dissolved plume and push dissolved components downgradient. 3.3 Groundwater Gradient Depth to groundwater was gauged on two occasions during November 2008. Groundwater elevations were calculated and are listed in Table 1. Groundwater elevations were on average higher during the November 2008 sampling event than during the June 2008 sampling event. Groundwater Contour Maps, Figure 3A and 3B, were generated based on the two sets of November 2008 groundwater elevation data. The groundwater gradient at the Site is relatively flat to moderate, ranging from 0.021- feet/foot from the center of the property towards Vail Field (MW-2 to MW-14), to 0.011-feet/foot from the easterly property line towards Vail Field (MW-9 to MW-14). The variance is likely due to the ability of rainfall to pond in the unpaved parking lot. Rainfall that ponds in the parking area can provide hydraulic head in the source area and dilute and transport the petroleum hydrocarbon contaminants. Although no testing was performed by HEA as to the potential for vertical transport of LNAPL’s into bedrock, there is a potential risk from vertical solute transport.

4.0 Soil and Groundwater Data 4.1 Monitoring Well Installation- October 2008 During the June 2008 groundwater sampling event conducted by HEA at the Site, multiple groundwater exceedances were detected in MWs installed along the Site’s easterly property boundary with VT Route 106. Groundwater flow direction, as determined during the June 2008, groundwater sampling event, indicated that groundwater contamination may have migrated off-site in an easterly direction under VT Route 106. On October 30, 2008, four groundwater MWs were installed on the easterly side of Route 106. The location of the MWs can be seen on the attached Figure 2. The MWs, MW-12 and MW-13 were positioned to be directly hydraulically downgradient of the onsite MWs MW-10 and MW-9, based on the June 2008 groundwater flow directon. The MWs were installed by T+K Drilling of Troy, NH. Drill logs for the four MWs are attached to this report. All four MWs were installed to a depth of 14 -15 feet below grade. Each MW was constructed using 10 feet of 2-inch screen and the remainder with blank. Groundwater was detected in all four MWs ranging in depth from 5.39’ to 6.83’ feet below grade. All soils from each of the off site borings were screened using a PID. PID readings were detected in soils from MW-11 and MW-13. The highest PID reading detected was 27 ppm at 10 feet below grade during the installation of MW-13. The MWs, MW-11 through MW-14 were purged and bailed by HEA on November 14, 2008. Depth to water and groundwater elevation data from the November 14, 2008, gauging event are provided in Table 1. All wells were found to be functioning properly. The wellheads from MW-11 through MW-14 were surveyed into the existing MW network. 4.2 Groundwater Results On November 26, 2008, HEA conducted groundwater sampling at the Site. The MW-1, 2, 5, 6, 7, and 8 were sampled for VOCs and analyzed using EPA Method 8260B. The MWs, MW-11, 12, 13, and 14, were sampled for VOCs, SVOCs and metals and were analyzed using EPA Method 8260B, EPA Method 8270, and EPA Method 6010/200.7 respectively. Groundwater samples were analyzed by Phoenix Environmental Laboratories, Inc. A summary of the June and November 2008 groundwater sampling results is provided as Table 2, 3, and 4. The complete November 2008 laboratory report is attached to this report. The descriptive summary of the November 2008 groundwater sampling results is provided below:

• Free product was detected on the groundwater table from MW-9 and MW-10, consequently no groundwater samples were collected.

• Groundwater VOC contamination was detected in groundwater samples from MW-1, 5, 7, 12, and 13, however no values exceeded the VGES except for a benzene exceedance in MW 8.

• Of the newly installed MWs, MW-12 and MW-13 contained VOC contamination below VGES, and groundwater from MW-11 and MW-14 contained no detectable level of groundwater contamination.

• No VOC contamination was detected in groundwater from MW-2, 6, 11, and 14. • Lead was detected in the groundwater samples from MW-11, 12, 13, and 14, above the

VGES. • Arsenic was detected in the groundwater samples from MW-11 and MW-14, above VT

VGES. • No semivolatile contamination (SVOCs) was detected in groundwater from MW-11

through MW-14. 4.3 Mass Loading of Contaminated Media The following section estimates the amount of petroleum hydrocarbons, which currently exist as phase-separated fuel oil and gasoline mix or LNAPL (light non-aqueous phase liquid); as dissolved-phase constituents in the groundwater system; and as adsorbed phase constituents in the soils. Certain assumptions have been made to aid in the “real world” estimate of the mass loading at this Site.

4.3.1 Phase-separated LNAPL Loading LNAPL has been continuously measured in MWs 9 and 10. It is believed that the fluctuation of the groundwater from surface infiltration has caused the increase and decrease of measurable free product. It is probable that an approximate area of ~500 ft² has an average of ~ 2 inches (0.0104 ft) of separate phase LNAPL. This approximate area was calculated from Figure 4, BTEX Isocontour Map. Using a porosity of 0.42 – 0.46 for clay - silt soils and an average free product density of 0.778 grams per milliliter, the mass loading of LNAPL would calculate to be in the range of 87.7 to 96.1 gallons; or 583 - 639 pounds of hydrocarbons. Full calculations are provided in Table 6. 4.3.2 Dissolved Phase Loading When dealing with petroleum hydrocarbon releases to the subsurface, the dissolved phase is typically the most extensively impacted and can be caused by relatively small amounts of contamination. Dissolved phase in groundwater is usually the smallest percentage (2%) of the total mass loading of contaminants. Using Figure 4, four areas were calculated for the 20, 60, 300 ppb, and free product contours of hydrocarbon impact. All areas of dissolved BTEX concentrations equaled approximately 2.53 pounds. Full calculations are provided in Table 5. 4.3.3 Adsorbed Phase Loading The majority of the gasoline loss can be found partitioned or adsorbed to the soils. In this case, the sandy silts and silty clays at the groundwater/soil interface have adsorbed a significant amount of gasoline (approximately .15 gal/ft3). Using the free product zone from Figure 4 (Area #1), and the average groundwater elevation fluctuation of 1.19 feet, the volume of the smear zone was approximated. Using an estimated~0.15 gallons of free product per cubic foot of smear zone soil, the quantity of soil contamination was estimated. Approximately 85.9 gallons of free product was estimated to be adsorbed to the soil within the smear zone. Full calculations are provided in Table 7.

4.3.4 Total Mass Loading The total calculations for the mass loading of hydrocarbons in the phase-separated LNAPL, dissolved and adsorbed phases are summarized below (Tables 5, 6 and 7). 5.0 Site Conceptual Model Multiple sources of soil and groundwater contamination have been identified at the Site. These sources include historic gasoline, fuel oil, and waste oil LUSTs. The piping and/or dispenser pumps associated with these USTs may have also contributed to the release of petroleum hydrocarbons. The dry well, connected to the floor drain, located in the west bay of the auto repair garage, is also a potential source of groundwater and soil contamination. Daily operation of the auto repair business for decades and improper waste management may have been another source of impact to soil and groundwater contamination. A total of 174+ gallons of petroleum hydrocarbons was estimated as being present in the subsurface, from the eastern edge of the property to a position under VT Route 106. Groundwater exceedance form arsenic and lead, which may be associated with waste oil and leaded gasoline releases, have been measured offsite and downgradient of VT Route 106. A geophysical survey indicated a possible UST existing in the southeast portion of the site (Figure 6). Depth to water has been encountered from 4.5 fbg (Vail Field) to ~6.5 fbg under the eastern edge of the Site. The groundwater gradient at the Site is relatively flat to moderate, ranging from 0.021 feet/foot from the center of the property towards Vail Field, to 0.011 feet/foot side gradient from the northern portion of the property towards the southeast. 5.1 Fate and Transport Discussion From a review of the subsurface evaluation data, the analytical results and the site-specific conditions, i.e. the geology and hydrogeology, it is apparent that the gasoline hydrocarbons and some metals (arsenic and lead), have been transported laterally by advection and dispersion through porous soils a distance of at least 120 feet downgradient from the east edge of the property. Phase-separated product encountered at the site, which is believed to be a mixture of gasoline and fuel oil, was analyzed at the analytical laboratory using a petroleum hydrocarbon chromatograph resulting in a C9 to C18 carbon range. The results indicate the presence of the upper end of the gasoline range, and could include diesel fuel/heating oil, heavy fuel oils and

lubricating oil. This was also identified in HEA’s Groundwater Monitoring Results report dated July 23, 2008. 5.2 Potential Receptor Impact

5.2.1 Kedron Brook: located ~500 feet down-gradient (east) of the former USTs; we Inspected the brook several times and did not find evidence of impact by

petroleum hydrocarbons. Impact from metals may be possible. We will recommend sampling the brook for metals.

5.2.2 Utility corridors running in VT Route 106 and along the north and south and south portions of the site. We check for vapors in the sewer covers and met with the water supply company (Woodstock Aqueduct). No vapors were detected during these inspections. We will recommend screening again during the spring of 2009.

5.2.3 The Woodstock Inn residences including 24, 26 and 28 South Street, located down-gradient of the property boundary and on the east side of South Street. We inspected the basements of 24 and 26 South Street during the fall of 2008. We will recommend screening the homes again during the spring, including 28 South Street.

5.2.4 The Woodstock Elementary School, located north of the property, appears to be far enough upgradient from the Site and should be removed as a potential receptor.

5.2.5 Thirty-one South Street: The Shire Town Bed and Breakfast Inn was screened for vapors in the basement and first floor of the building and no PID readings were detected.

5.2.6 Two private water wells located NNE and SW of the property (Figure 7): these wells are of a significant distance away from the site and are cased into bedrock. These conditions would remove them as potential receptors.

6.0 Conclusions

• Phase separated product was gauged on groundwater in MW-9 and MW-10 over several months. Approximately 0.4 feet of phase separated product was gauged in MW-10 and 0.01 feet in MW-9 during June 2008. The nature of the phase-separated product from MW-10 was not a perfect match with any of the petroleum standards, but contained a hydrocarbon distribution in the C9 to C18 range. Petroleum hydrocarbons from the C9 to C18 range would include diesel, heating oil, kerosene, and the upper end of the gasoline range (See Figure 5).

• The detection of free product in MW-9 and MW-10 may be a result of the gasoline UST

closed on May 23, 2008, or due to former line/dispenser releases from the piping associated with the former pump island dispensers, and former USTs.

• Dissolved petroleum hydrocarbons and dissolved metals (lead and arsenic) in

groundwater above the VGES have migrated offsite and downgradient of VT Route 106.

• The full extent of petroleum hydrocarbons and dissolved metals in groundwater needs further offsite delineation. There is a continued risk of impact to underground utilities and offsite properties by phase separated product and dissolved petroleum compounds and metals in groundwater given the continual recharge of the loss area by rainfall.

• Current data from the utilities screening do not indicate the transport of petroleum

hydrocarbon compounds along the utility lines.

• A potential metal object was plotted in the southeast corner of the property during a GPR survey of the site. This could be an abandoned UST.

• The hydraulic lift located within the former A&B garage building was removed during

the summer of 2008. Fluids were drained out of the cylinder and liquids were pumped out of the concrete enclosure.

• No impact to any of the sensitive receptors including downgradient residences listed

in this report has been observed at this time.

• Based on the location of the potential sensitive receptors, the soil contamination, groundwater contamination, phase separated product, and the direction of groundwater flow, remedial action is recommended.

7.0 Recommendations

We recommend the excavation of contaminated soils in the vicinity of the former gasoline UST closed on May 23, 2008, the former pump island, MW-9, MW-10, and the other adjacent petroleum impacted areas. Soil excavation will extend to the water table. During the proposed soil excavation activities, the southeast portion of the property showing the potential metal object in the subsurface will be investigated. After the excavation activities have been completed and the area has been backfilled, we recommend replacing all MWs that were damaged during the excavation activities with 4-inch MWs at the same locations. Four-inch MWs will allow for the future removal of free product, if necessary. We also recommend the further investigation of the offsite plume by installing 2-inch MWs behind 26 South Street and further downgradient in Vail Field. We also recommend the additional inspection and screening of the surrounding residences, and the water line and storm drain running along South Street/RT 106 to determine the possibility of free product and dissolved contaminants migrating into these residences and utilities, given that the water table will be rising over the next few months.
