Message

o one can ever have a stake in his chosen mission unless he has in some ways contributedto its body of knowledge and enriched it with refinements in theory and practice. Anorganization emerges successful as such because its officers and members manage to add,

year after year, a wealth of knowledge to its mission-vision. As a consequence, an organizationdoes not only pass the tests for survival but it also sustains its existence with pride as a respectedinstitution.

After 60 years, the Philippine Cancer Society has grown from an organization into an institutionand finds its strength in its voluntary nature as a non-profit, non-stock institution. It is thereforeregrettable that two of the Society’s best leaders in Board Chairman Dr. Roberto Paterno andCouncil of Advisers member Imelda Cojuangco passed away in 2016.

Despite this, here now comes an opportune time for us to support the government in craftinga comprehensive and sustainable National Cancer Control Program. The PCS advocates forprevention and early detection, a multidisciplinary approach to treatment, and, hospice andpalliative care to alleviate the burden of cancer in the country.

The PCS now faces the future for the succeeding generations of cancer fighters with its presentwork. We are now laying the groundwork that will guide the Society’s programs and projects toshape the future of potential and current cancer victims.

If only for all this, the Philippine Cancer Society will have realized its reason for existence andcontinued presence.

016 was again another banner year for the Philippine Cancer Society as the premier anti-

cancer institution in the country continues to make its presence felt in most public fora

that need our expertise, resources and life-saving resolve.

Stakeholders and decision-makers in the fight against cancer, including Congress, national

government agencies, the corporate sector, media networks, the academic and medical community,

other NGOs and, most importantly, the entire Filipino nation now look up to the Society as the

hub of cancer information and assistance.

Nowadays, more Filipinos are health-conscious as they troop to medical facilities at the first

sign of cancer symptoms. While the numbers are still rising in cancer incidence and deaths as

recorded in our PCS-Manila Cancer Registry, it is also undoubtable that our countrymen now have

the will to fight the disease. With our Patient Navigation Program, PhilHealth’s catastrophic

diseases benefit packages, social welfare programs of generous individuals and institutions and

the HMO sector, even the disadvantaged sector of our society may now have the tools to battle

this ugly disease.

On our prevention efforts, we still maintain that cancers associated with smoking, liver cancer

and cervical cancer can be prevented. Others can be cured successfully, if detected early. We have

also been espousing in recent years a healthy lifestyle to fight not only cancer but other non-

communicable diseases as well, like diabetes, hypertension and stroke.

As a famous philosopher once said, “forewarned is forearmed.”

ast year, after a year of meticulous deliberation and evaluation, the Philippine Cancer

Society received its renewed “Seal of Good Housekeeping” from the Philippine Council for

NGO Cerification (PCNC) and, subsequently, the grant of the Bureau of Internal Revenue

(BIR) of our Registration as a Donee Institution from 2016 to 2021.

These have twin impacts on the Society as a non-stock, non-profit organization with a noble

mission yet dependent on the kind generosity of much-valued donors and patrons. First, both the

PCNC and the BIR found the PCS as a trusted practitioner of good governance, accountability and

transparency in its fiduciary capacity as fund managers for cancer programs and projects. This

is based on the five-year period preceding the PCNC-BIR validation.

Secondly, from 2016 to 2021, our charitable donors and benefactors, both current and potential,

are assured that the PCS will continue to indulge in cancer prevention and control programs that

will directly benefit the intended target publics with funds spent prudently and efficiently to as

many recipients as possible.

The trust and confidence of our esteemed contributors can only be matched by our passionate

and steadfast determination to achieve our mission, goals and objectives for the next half-decade

and in more years to come. Our sincere appreciation, gratitude and salute go to all of you.

Chairman of the Board Roberto M. Paterno, Ph.D. is a consultant at the Manila Electric Company. He is alsotreasurer of the Manila Chamber Orchestra Foundation, independent director of Concrete Aggregates, Corp. aswell as a Fellow of the Institute of Corporate Directors.

Vice Chairman is Mr. Antonio Ma. Guerrero who is director emeritus of Energizer Philippines and held variouspositions as board chairman of Philippine Aerosol Container Corp. and Energizer Philippines; managing directorof Eveready Singapore; president of Union Carbide Indonesia; area manager of Union Carbide Eastern Hongkong,and; gen. manager of the consumer products division of Union Carbide Phils. He is currently chairman andpresident of Everest Academy.

Corazon A. Ngelangel, M.D. is president and concurrently the head of the medical oncology sections of UP-Philippine General Hospital and Jose Reyes Memorial Medical Center. She is also director of the Asian Hospitaland Medical Center’s Asian Cancer Institute. A professior at the UP-College of Medicine, Dr. Ngelangel is pastpresident of Philippine Society of Medical Oncologists and currently the Philippine representative to the AsiaBreast Cancer Cooperative Group. She is a recent awardee of the Philippine College of Physician’s (PCP) MostDistinguished Physician Award as well as PCP Exemplar in Healthcare Advocacy.

Vice President Atty. Enrique D. Perez was a former general counsel, corporate secretary, senior EVP and CEOof the Philippine Long Distance Telephone Co. A De Witt Fellow and Fullbright scholar of the University ofMichigan Law School, he was honored by the Legal Management Council of the Phils. with its OutstandingLeadership and Distinguished Achievement in the Field of Management award. He is currently Vice President forInternal Affairs of Diabetes Center Phils.

Jose S. Sandejas, Ph.D., who is PCSI’s treasurer, is also chairman and president of Professional Managers, Inc.;and chairman of the following institutions: Diversified Holdings, Ostrea Mineral Laboratories, PAREF SchoolFoundation, MFI Foundation and St. Scholastica College. He is also director or trustee of Marubeni Research andScholarship Foundation, East West Bank, Environmental Science for Social Change Foundation, PhilippineInstitute for Pure and Applied Chemistry, Alliance for the Family Foundation and member of the UAP School ofEngineering Development Board.

Mr. Peña also held various government positions such as Undersecretary of the Departmentof Transportation and Communications and chairman of the Commission on Information and CommunicationsTechnology (CICT). He is also former Senior Private Sector Adviser for the E-Governance for Efficiency andEffectiveness - a CIDA funded project of Bearing Point from 2007 -2008. He is a Fellow of the Institute ofCorporate Directors.

Ms. Emily Altomonte-Abrera, chair emeritus of McCann WorldGroup Phils., who is also board chairman ofthe Cultural Center of the Philippines and Children’s Hour Phils. She is also president of the Foundation forCommunicatin Initiatives.

Dr. Angela U. Crisostomo is chairperson of the Department of Radiology of the San Beda College of Medicineas well as consultant on breast care clinics and mammography units of Makati Medical Center, National Kidneyand Transplant Institute and Cardinal Santos Medical Center. She is presently president of the Diagnostic BreastImaging Society of the Philippines, the Faculty Association of San Beda College and a former consultant on BreastImaging in Malaysia. Dr. Cristal-Luna is president-elect of the Cancer Congress of the Asian Clinical OncologySociety (ACOS).

Gloria Cristal-Luna, M.D., is the current section chief of medical oncology of the National Kidney andTransplant Institute. An active member of the American Society of Clinical Oncology, Dr. Luna is also a certifiedmember of both the Europran Society of Medical Oncology and the Asian Clinical Oncology Society. She iscurrently the president of the Molecular Oncology Society of the Philippines. She was editor of the PhilippineHandbook of Clinical Oncology.

Mr. Francisco C. Eizmendi, Jr., former president of manufacturing giant San Miguel Corporation, is alsochairman of Dearborn Motors Company and president of the Institute for Solidarity in Asia. Eizmendi isindependent director of Rizal Commercial Banking Corp., Sun Life Grepa Financial and Makati Finance. He is alsoa Fellow and former president of the Institute of Corporate Directors.

Jaime Galvez-Tan, M.D. served as Secretary of the Department of Health and is now a professor at the UP-College of Medicine and chairman of Health Futures Foundation, Inc. Dr. Galvez-Tan was a former chairman ofthe National Institute of Health and regional adviser for UNICEF.

Cecilia Lladines-Llave, M.D. is the director of the Cervical Cancer Prevention Network and president of thePhilippine Society of Cervical Pathology and Colposcopy. She was formerly chairman of the UP-PGH CancerInstitute and immediate president of the Society of Gynecologic Oncologists of the Philippines.

Conrado Llanes-Lorenzo, Jr., M.D. is past president of the PCS and former chancellor of the UP-Manila. Dr.Lorenzo is a consultant of the Obstetrics and Gynecology department of the Makati Medical Center. Dr. Lorenzowas also past president of the Philippine Center for Population and Development.

Alberto B. Roxas, M.D. is a practicing surgeon at UP-PGH, Manila Doctors Hospital and the AFP MedicalCenter. Dr. Roxas is also chairman of the Technical Committee on Medical Education of Commission on HigherEducation (CHED) and chairs the ethics committee of the Philippine College of Surgeons. He was former dean ofthe UP College of Medicine.

Kelly S. Salvador, M.D. is general manager of Springfield Breast Care Center and serves as trustee of Kytheand Hospice Philippines. He is also president of Windsor International Maritime Clinic, CEO of Ace Asia MedicalGateway Corp. and Corporate Secretary of SHIP, Inc.

Corporate Secretary and Executive Director Rachael Marie B. Rosario, M.D. was the 2011 Global CancerAmbassador of the Philippines to the American Cancer Society. She is an associate clinical professor of the UP-PGH as well as medical consultant of the Supportive, Hospice and Palliative Care Section of the Department ofFamily and Community Medicine of the same medical facility. PCS - Manila Cancer Registry

he PCS-Manila Cancer Registry (MCR) is a population-based cancer registry that covers the

cities of Manila, Pasay, Caloocan and Quezon City. It works closely with the Department

of Health’s Rizal Cancer Registry andTthe DOST-Philippine Council for Research

Health and Development in collaborative

efforts for baseline data on incidence and

mortality of cancer cases.

The areas covered by the two registries

are used for the publication of the Philippine

Cancer Facts and Estimates every five years.

This manual is the country’s basis for the

Philippine burden on cancer.

Program planners and stakeholders on

cancer prevention and control use the PCS-

MCR publications in crafting their respective

plans against cancer.

These registries also submit data to the

World Health Organization’s International

Agency for Research on Cancer (WHO-IARC)

for inclusion in the publication Cancer

Incidence in Five Continents after passing

stringent standards on data quality and

validity.

This international effort presents its

information based on about 12 million

cancer cases from 300 population areas in

60 countries around the world that

represents about 11% of the total global population.

The latest statistics in the Philippine

Cancer Facts and Estimates list breast, lung,

colon/rectum, liver, cervix uteri, prostate,

leukemia, thyroid, stomach and ovary as

the top ten cancers and covering about 73%

of all cancers combined.

Cancers associated with smoking, liver

cancer and cervical cancer are preventable.

Most other cancers can be cured, if detected

early.

Even medical missions or cancerscreening activities hold cancer informationsessions to reinforce the importance ofregular screenings.

In 2016, more than 30education and informationactivities were held.

Regular corporate venuesinclude the Land Bank of thePhilippines, Social SecuritySystem, the GMA and UNTVmedia networks, and others.

Special events are also targetted to educate the publicon cancer information. These include the celebration ofNational Cancer Consciousness Week in January, WorldCancer Day in February and during cancer awarenessmonths; the Avon Pink Day lecture series for breast cancer;radio and TV guestings; corporate health seminars; campustours and school affairs; trade fairs and exhibits; andothers.

The PCS FB page also posts advertorials,graphic warnings, illustrations and picture-based reminders on advocacies like healthylifestyle, anti-smoking and cancer prevention.

It also has a Donate button to directprospective donors on how to make a donationto the PCS programs and projects.

Recently, the DLSU Organization Communi-cations students developed the CervivorFacebook page titled “For Her Only” which tar-gets young campus students on how to preventand early detect cervical cancer.

he Philippine Cancer Society

ventured into another

pioneering project last yearTwith the launching of its Mobile Clinic

that offers Acetic Acid Wash (AAW)

with Cryotherapy treatment and

Clinical Breast Examination (CBE).

The CBE and AAW are the

primary early screening procedures

for breast cancer and cervical cancer,

respectively, recommended by the

World Health Organization (WHO)

for low-resourced settings like the

Philippines.

Patients that undergo CBE with positive

findings are further evaluated at the PCS

Clinic or enrolled under the Society’s Patient

Navigation Program (PNaP). Likewise, pre-

cancerous lesions found during AAW are

treated with cryotherapy. Positive findings

for cervical cancer are also referred to the

PCS’ Patient Navigation Program for further

evaluation and treatment.

The Mobile Clinic was made possible

through the generous efforts of Victory Liner and the Best Dressed Women of the Philippines

(BDWP) which also provides for the operations and maintenance of the Clinic.

With the program’s mission of“breaking barriers to health care”, thePatient Navigators empower patientsand their families to have access tomedical and psycho-social care.

The PCS’ Patient NavigationProgram has two main services andaccess sites. The central PCS-PNAPcaters to various types of cancers while

the other services focused on the treatment ofearly stage breast cancer patients.

The latter program called Breast CancerMedicine Access Program (BCMAP) is apartnership between PCS and the Department ofHealth.

Partner hospitals include the UP-PhilippineGeneral Hospital, Jose Reyes Memorial MedicalCenter, East Avenue Medical Center, RizalMedical Center, Amang Rodriguez MemorialMedical Center, Bicol Regional Teaching andTraining Hospital and the Davao RegionalHospital in Tagum City

BCMAP has enrolled about 4,000 breastcancer patients since it started in late 2011.About 62% of these patients have completedtheir chemotherapy. The Central PCS PNAP hasenrolled about 800 patients.

Top five cancer cases being assisted arebreast, colorectal, cervical, ovarian andlymphomas. These cases comprised of about80% of the total patients being “navigated” byPCS. Overall, about 3,360 cancer patients havebeen assisted by the Philippine Cancer SocietyPatient Navigation Program since its launch in2010.

he PCS free Consultation and Referral

Clinic is open every Wednesdays, from

8:00 to 10:00 a.m. with a volunteerTmedical specialist endorsing patients with

suspicious findings to PCS partner diagnostic

centers (digital mammography, biopsy,

colonoscopy, etc.) for further evaluation.

The PCS mobile screening for breast, cervical

and prostate cancers in low-resource settings

also produced candidates for Patient Navigation

Program. Other enrollees come from referrals

of partner hospitals, cancer centers, oncologists

and local government units.

The PCS also holds specialized training

seminars for health workers and medical

professionals on hospice and palliative care.

The PCS also sits as member of the

Technical Working Group (TWG) that

recommends to appropriate government

agencies (DOH, Dangerous Drugs Board,

Philippine Drug Enforcement Agency, etc.)

on the supply, distribution and disposition

of pain medicine for hospice and palliative

care.

The PCS takes an active role in the DOH

Hospice and Palliative Program where the

Executive Director represents the Society in the

Technical Working Group with other co-officers

of the National Hospice and Palliative Care

Council of the Philippines.

The Patient Services Unit also provides

cancer screening and diagnostic tests for

communities and workplaces where patients

with suspicious or positive findings are enrolled

into the Patient Navigation Program.

country’s creme de la creme as the event doesnot only promise beauty and elegance butrather benevolent and compassionate soulswho are mindful of the noble cause of this anti-cancer institution.

A major portion of the funds raised by theBDWP go directly to patients’ assistance throughthe Society’s Patient Navigation Program, fortheir treatment and other medical needs.

The BDWP also helps in the operations of theCancer Screening Bus which provides cervicaland breast cancer checkups with cryotherapyfacility.
