The Corporate Business Plan is a single document that aims to bring together the community’s aspirations, the Council’s vision and direction, and provision of services. It outlines a delivery plan for the next four years. The document is based on the five aspirations: Community, Economy, Infrastructure, Environment and Leadership developed in the City’s Strategic Community Plan which was completed in 2015.
The plan highlights Council’s commitment to meet the needs of the community while also making progress in the planning of our City. The Corporate Business Plan is to be reviewed and updated each year; this allows us to be agile and alter our strategy to meet the demands of an evolving external environment. The Council and community will receive half yearly updates on our performance against the Corporate Business Plan.
This plan needs to be read in conjunction with the Community Strategic Plan, Council’s Growth Plan and the Long Term Financial Plan.
Kalgoorlie-Boulder is a great regional municipality with lots to offer our community. Together with the support from the Community, the Councillors and our dedicated staff, I look forward to implementing the Corporate Business Plan to bring long-term opportunities for the City of Kalgoorlie-Boulder.

The City of Kalgoorlie-Boulder’s Corporate Business Plan is a four year plan that outlines what we will focus on to ensure that the community’s vision for the City is brought to life. The plan outlines how the Council will meet the most important local needs and outlines broad strategies to deliver quality outcomes for the community.
The Corporate Business Plan is based on the five aspirations of the community as outlined in the Strategic Community Plan. The development of the Strategic Community Plan was undertaken and adopted in 2015 as a result of numerous community workshops and responses to surveys. These five aspirations are:
• Community - Enhance the quality of life and encourage City wide community development opportunities
• Economy - Boost opportunities for economic development and tourism
• Infrastructure - Enhance the built environment and provide quality infrastructure
• Environment - Protect and where possible, enhance the natural environment
• Leadership - Ensure the City maintains strong civic leadership
The Corporate Business Plan integrates all the various plans and strategies we have such as the Growing Kalgoorlie-Boulder Plan and the Youth Strategic Plan into one document. The Corporate Business Plan is to be reported on half yearly. Each year, the Plan will be reviewed and updated, which will allow the City to be agile and respond to external issues, whilst also ensuring that it captures new goals and objectives as specific strategies are updated.
Introduction
Our City of Kalgoorlie-BoulderThe City of Kalgoorlie-Boulder was formed in 1989 after it was decided that the two separate Shires were to amalgamate. It is located in the heart of the Goldfields-Esperance Region of Western Australia (WA), approximately 600kms east of Perth.
The City of Kalgoorlie-Boulder is WA’s largest inland city and Australia’s largest outback city responsible for an area of 95,575km2. The town site of Kalgoorlie-Boulder is 70 km2 which is made up of both residential, commercial and industrial businesses.

The City includes the suburbs of Kalgoorlie, Boulder, Hannans, Karlkurla, Lamington, Piccadilly, Williamstown, South Kalgoorlie, Somerville, West Kalgoorlie, Victory Heights, Broadwood and South Boulder.
The remaining land is utilised for primarily mining and agricultural purposes. The mining industry is the largest sector in Kalgoorlie-Boulder and is pivotal to its financial sustainability. Our lands are rich in minerals, especially gold, nickel and lithium.
As per the 2016 Census, Kalgoorlie-Boulder has a population of 32,638. The population is a young demographic with an influx of young adults into the mining industry with the median population age of 31 years.
The City is a family friendly City. As per the 2016 Census, 71% of residents identified that they were living in a family unit. Of the families in Kalgoorlie-Boulder, 19% had two persons in the family unit, 14.9% had three persons in their family unit, 19.8% had four persons in their family unit and 17.5% advised there was five persons or more in their family unit.
The City of Kalgoorlie-Boulder has a culturally diverse population, with residents originating from across the country and from overseas, attracted to the lustre of the gold and commodities industries. Kalgoorlie-Boulder is considered to be culturally diverse with 26% of the population identified as being born overseas and 6.9% of the population identify themselves as Aboriginal or Torres Strait heritage (ABS 2016).

Kalgoorlie-Boulder is a major contributor to the WA economy with a Gross Regional Product (GRP) estimated at $7.9 billion in 2015-2016, representing 3.2% of WA’s Gross State Product (GSP) of $248.6 billion.
Kalgoorlie-Boulder is rich in two of Australia’s most dominant resource commodities, gold and nickel. Over recent years, there has also been a significant exploration program and investment into mining another commodity, lithium. Increase in global demands for lithium can be explained by an increase in global production of Lithium ion batteries used in devices such as smart phones, laptops, cars and power systems.
Mining accounts for approximately 57% of the total output within Kalgoorlie-Boulder’s economy with around 27% of the workforce employed in the industry. Other commodities of interest and economic value also include uranium and iron ore.
Kalgoorlie-Boulder has built on its strengths in the mining sector enabling the emergence of a number of other significant industries.
The manufacturing services industry is a key supplier to the mining industry and has become the second largest sector in terms of economic output.
Education is also a substantial sector in Kalgoorlie-Boulder including Curtin University’s Western Australian School of Mines (WASM) and a TAFE campus. This sector is a key contributor to the economy and the community.
Other industries which have also become important contributors to Kalgoorlie-Boulder include tourism, creative industries and population based services such as retail, professional, health and social support services, all of which provide significant economic and social contributions.
The City of Kalgoorlie-Boulder strives to address both economic and societal factors that drive socio-economic development. It cannot drive major initiatives on its own and has created a sphere of influence through effective advocacy, governance, network and partnership to ensure there are sustainable and positives outcomes for our City and its community for many generations to come.

In 2010, the Minister for Local Government introduced a requirement under S5.56 of the Local Government Act 1995 for Local Governments to plan for the future. This requirement was the catalyst for the Integrated Planning and Reporting Framework. Figure 3 depicts the components that make up the City of Kalgoorlie-Boulder’s Integrated Planning and Reporting framework. It explains the relationships between each of the plans and provides the community and all our stakeholders with a sense of direction and what we are striving to achieve.
The intent of the Integrated Planning and Reporting framework is to ensure that priorities and services provided by the City of Kalgoorlie-Boulder are aligned with the community’s needs and aspirations.
The City of Kalgoorlie-Boulder’s Strategic Community Plan 2015-2025 is the document that outlines the long term strategic direction the City of Kalgoorlie-Boulder is aiming towards. It details the community’s needs and aspirations and the strategies that Council are planning to implement in order to achieve the desired outcomes. This is a 10 year plan that undergoes a minor review every 2 years and a major review which involves community consultation every 4 years.
The City of Kalgoorlie-Boulder’s Corporate Business Plan is the detailed implementation outline for services, key projects, capital investment and advocacy over the proceeding four years. This document feeds into the annual budget. This plan outlines the projects and services that will assist the City to deliver on the Community’s needs and aspirations.
Introduction to the Integrated Planning Framework
The Long Term Financial Plan (LTFP) is a pivotal document that assists in the prioritisation of projects to further secure financial sustainability. The document is a ten year financial forecast that incorporates expected income and accounts for operational and capital expenditure items outlined within the Corporate Business Plan. To complement the Strategic Community Plan, and the Corporate Business Plan, informing strategies exist including the Long Term Financial Plan. These include strategies and plans for a specific area. Some of the informing strategies that the City has created include:
• Asset Management Plan - The City of Kalgoorlie-Boulder owns a large and diverse portfolio of assets that are critical to the delivery of services to the community. This plan helps to prepare and prioritise maintenance costs, renewal and replacements of existing assets and the acquisition of new assets.
• Growing Kalgoorlie-Boulder Plan - This is a partnership with key local, regional and State Government stakeholders with industry and the broader community. The plan was started with community consultation in 2016 and launched early 2017. The objective of the plan is to help set initiatives to ensure the future growth and prosperity of Kalgoorlie-Boulder.
• Town Planning Scheme - Provides guidelines for the
coordination of public and private development, the conservation of community resources and covers other matters with the aim to improve the living standards, welfare and quality of life within the City of Kalgoorlie-Boulder.
• Business Plans - Plans for our commercial enterprises including the Goldfields Arts Centre, Goldfields Oasis Recreation Centre, Kalgoorlie Golf Course and the Kalgoorlie Airport are currently in place.
All of these documents provide information for the Annual Budget which is the output based on the projected costing of year one of the Corporate Business Plan. The Annual budget is reviewed at various times of the year. The budget creation process is continuously improved to strengthen the relationship and integration between all the plans.

The Corporate Business Plan is broken down into five aspirations.
As per the Strategic Community Plan, each aspiration is broken down into Guiding Principles, which are further divided into Strategic Initiatives.
The Guiding Principles provide the Kalgoorlie-Boulder community with a vision for 2025 and define the steps the community needs to take in partnership to create the vision.
The Strategic Initiatives have originated from the Strategic Community Plan. The aim of each Strategic Initiative is to narrow the focus of the listed Guiding Principle.
To help understand how we are bringing to life the Strategic Initiatives, we have listed details of the relevant plans, projects and services that inform them.
Financial Forecast
A financial forecast has been provided to assist in understanding how funds are allocated between the many functions of the City of Kalgoorlie-Boulder.
This information is integrated with the 2017/2018 Annual Budget and the Long Term Financial Plan. For more information on our financial forecast including a Forecast Statement of Comprehensive Income and a Forecast Statement of Cash flows, please refer to the Long Term Financial Plan 2017 to 2027.

Strategic ProjectsGrowing Kalgoorlie-Boulder Partnership InitiativeThe Growing Kalgoorlie-Boulder Plan is a socio-economic development strategy that is focused on developing partnerships between the private and public sectors. The aim of the partnership is to prioritise and implement initiatives for Kalgoorlie-Boulder to respond innovatively to barriers to economic growth; and translate visions and aspirations into potential investment, jobs and greater quality of life.The Growing Kalgoorlie-Boulder Partnership Initiative has created a long term plan which acts as a guide for decision making in order to create sustainable growth and prosperity for Kalgoorlie-Boulder’s future. The City has a leading role in many of the initiatives and it was important that this was integrated into the Corporate Business Plan 2017-2021
Kalgoorlie CBD Economic TransformationThe City of Kalgoorlie-Boulder is currently reviewing Kalgoorlie’s CBD and its role in growing both the daytime and night time economy, and supporting a vibrant, liveable and sustainable community.
Key focus areas stimulating trade, improving safety and creating usable and accessible spaces in the areas of food, retail, commercial, residential, arts, cultural and youth activities.
The City will play a strategic role in driving this change, by stimulating development and investment opportunities and delivering significant infrastructure improvements linked to the overall transformation process.
Goldfields War MuseumThis project forms part of the City’s Adaptive Reuse Policy, where the Boulder Town Hall, east wing will be restored and function as the Goldfields War Museum. The Boulder Town Hall forms part of the Burt Street Heritage Precinct from the Boulder Town Hall to Loopline Railway Museum.
State Emergency Service BuildingThis project involves the construction of new facilities for the State Emergency Service (SES). It consists of an office, administration block and a vehicle shed which stores the mobile units, vehicles and incorporates a parking bay for the Department of Fire and Emergency Services Incident Control vehicle.
Bike Plan DevelopmentThis project aims to create an active corridor between Hannans through to Boulder. As the population has grown, so have residential developments. The newer suburbs have been developed with a network of shared paths, however, the older suburbs along the north-south axis contains the vast majority of important retail, employment and educational land uses. The streets in this area were developed many decades ago and generally contain no dedicated cycling infrastructure – cyclists, if they choose to ride, are left to choose between mixed traffic riding or slow, narrow footpath riding under constant threat from vehicles entering and exiting crossovers.
Kalgoorlie Golf Club HouseThe City is committed to developing a permanent Club House at the Kalgoorlie Golf Course. We will continue to look for financially viable options to ensure that this multi-purpose community asset is successful. This is seen as an important capital investment not only for the community utilisation but also to ensure the City of Kalgoorlie-Boulder is well positioned to reap the rewards of economic prosperity brought by the tourism industry.
