EXPERIENCE

LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS Board Liaison – 2007 to Present Represents the Board of County Commissioners (BOCC) at many levels, addressing the public, working with committees, meeting with local, state and federal representatives and elected officials. Established and maintains relationships and communications between all levels of government, the Tribe and the community. Orchestrates, coordinates, and advises the BOCC on selected tasks and projects. Oversees the development of policies and procedures submitted to BOCC for approval. Provides support and advice to the BOCC and works with other elected officials and executive staff as a member of the executive management team. Worked to reactivate the Law & Justice Committee, formalized the Public Defender Program, helped establish the Transportation Strategy Council, and the Flood Authority. Track ongoing projects and legislation, respond to citizen concerns and complaints, and serve as the Board’s Public Information Officer. WEST OLYMPIA BUSINESS ASSOCIATION (WOBA) Executive Director – 2005 to 2007 Managed day-to-day operations of the Association. Answered to an 11-member Board of Directors. Promoted membership, budget development, and financial record keeping. Coordinated meetings, represented the Association in the community, and served as a liaison to local and state government. Successfully opened the communication link between business and government. TUMWATER AREA CHAMBER OF COMMERCE Executive Director – 2003 to 2007 Managed day-to-day operations of the Chamber, planned and organized programs and networking opportunities for members and the business community. Maintained awareness of governmental programs, tax initiatives and activities affecting business. Developed a positive link between government and business, conducted legislative forums and a variety of other programs to keep members informed. Promoted membership; worked with the media, and the board of directors. Hired, trained and supervised employees and volunteers. Prepared budgets, answered to a 17-member Board of Directors, served as a liaison to Chamber committees, local government and businesses. Wrote several white papers, newsletter articles, and letters to the editor and others. GOVERNMENT BUILDING OWNERS & LESSORS ASSOCIATION (GBOLA) Executive Director – 1998 to 2007 Managed day-to-day operations of the Association. Answered to a 12-member Board of Directors. Promoted membership, budget development, and financial record keeping, coordinated meetings, represented the Association throughout the State of Washington, and served as a liaison to local and state government. Worked with lobbyist on legislative issues and worked with a diverse board of directors including Regular Members (i.e., property and building owners, managers and developers), and Associate Members (i.e., contractors, locksmiths, architects, property managers, landscapers, janitors, et. al.). Developed and maintained a website to help keep members informed across-the-state of issues and training affecting their industry.

TOBECK EVENT PLANNING Owner/Consultant – 1990 to Present Planned, organized and coordinated all aspects of special events (i.e., air shows, conferences, seminars, meetings, community forums, neighborhood focus groups, service programs, reunions, dinners, tours, and parties). Contracted with government and private sector to do recording services and prepared transcripts of meetings. Wrote and edited newsletter articles for private industry. Conducted seminars on writing business and query letters, time and stress management, strategic planning, and other topics as requested. TUMWATER SCHOOL DISTRICT Board Member – 1988 to 2005 Responsible for meeting the educational needs of students, communicating practices and needs to the general public, legislature and media. Also responsible for evaluating, making recommendations, and determining appropriate action on all aspects of school district operations, (i.e., strategic planning, curriculum, transportation, food service, facilities development, construction, the annual budget, levy and bonding elections, hiring and evaluating the superintendent, appointing personnel, determining salary schedules, adopting regulations, and handling legal actions). Testified before the State Board of Education regarding K-12 education and the New Market Vocational Skills Center. Participated on a variety of state and local educational panels, and served terms as both President and Vice-President. Also served on numerous committees. (This was an elected position.) SOUTH PUGET SOUND AIR SHOW Executive Director – 1994 to 1999 Established the non-profit corporation. Wrote articles of incorporation, bylaws, and established board of directors. Responsible for overall planning and organization of regional air show; public relations; recruitment and supervision of 200+ volunteers; budget development and fund raising. Selected professional acts; developed marketing strategies; worked with media, FAA, Department of Defense, Port of Olympia, local government, and police and fire personnel to ensure smooth operation and successful air show. (This was a volunteer position.) SOUTH PUGET SOUND COMMUNITY COLLEGE LEISURE EDUCATION INSTRUCTOR – 1998 THURSTON REGIONAL PLANNING COUNCIL (TRPC) Recording Secretary – 1997 to 1999 Record and prepare official minutes for the TRPC. Coordinate meeting schedules/agendas, work with a diverse group of individuals (politicians, professional and non-professionals) perform secretarial and other duties, as requested. WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION (WSSDA) Board and Association Member – 1998 to 2005 Member of Board of Directors 2000-2003 represented Region 5 (Thurston, Mason, Lewis, Pacific, and Grays Harbor Counties). Maintained open communication with members regarding educational issues. Planned, coordinated and conducted semi-annual regional meetings throughout Region 5. Served as a member and vice-chair of WSSDA Finance Committee. THURSTON COUNTY SCHOOL DIRECTORS ASSOCIATION Past President, Secretary, and Association Member – 1988 to 2005 Conducted meetings, set agendas, scheduled guest speakers, prepared and distributed minutes, represented the Association at a variety of functions.

CITY OF OLYMPIA Personnel Assistant, Legal and Administrative Secretary – 1972 to 1987 Developed and implemented policies/procedures; interviewed, hired and counseled personnel. Administered exams, conducted salary and benefit surveys, training seminars; planned and scheduled guest speakers for special meetings. Established programs, served on boards/committees, and coordinated social activities. Provided secretarial and research services for the city attorney, worked in the finance department and staffed the Law Enforcement Officer & Fire Fighter (LEOFF) Disability Board. Planned and coordinated two Washington State LEOFF Pension Conferences, one in Kennewick and the other in Port Angeles. Worked with all LEOFF employees, coordinated benefits, paid medical bills, resolved billing disputes between medical facilities, medicare, clients, and the City’s insurance agent.
