AbstractThis document contains reports of local dissemination and outreach activities for the pre-pilot period of the CARER+ project. Partners carrying out piloting actions prepared press and local dissemination action plans and carried them out in order to prepare the scene for the press conferences to take place after the pilots and in connection with policy visits. Full report on all press events will be provided at the end of the project.

|| Executive summaryThis document contains the activities and evidences as well as impact figures of local

piloting partners’ efforts in reaching out to local stakeholders via media and press. The local action plans for this task have been created in the project’s online Dissemination Graph provided by EDEN including guidance for planning,g monitoring and reporting activities. Methodological support was was on the Dissemination Plan and included press guide.

Local partners’ efforts were supported early on by EDEN who provided the co-designed press releases for the major milestones of the projects. These press releases fromed the cornerstones of pre-pilot local dissemination and press activities for partners who adopted, localized and used these tools for their own purposes in order to promote CARER+ activities. Due to the various situations of care workers involved in the piloting in these countries, local communication strategies varies from carefully prepared personal stakeholder meetings supported by press materials, to use of social online media to reach out to press.

In this first period of activities, partners focused on preparing the scene and informing stakeholders and press. This period will be followed by press conferences and events related to pilots and policy visits, culminating in the international conferencea at the end of the project.

The Framework of activities summarizes the main communication vision of the press activities including goals and target groups, project outcomes addressed and the communication means used. This is followed y the detailed table of activities, evidences and impact figures arranged according to type of action and location. The impact of press results is detailed in this section as well. Press releases and localised press releases are followed by the impact report categorized according to the fours piloting countries.

|| Framework of local activities

These activities completed in the first half of the project with regard to a) national press; b) local dissemination and outreach activities aim at reaching local and national target groups of the project to inform, raise awareness and involve social care stakeholders in project activities.

The local dissemination activities were orgamnised by piloting partners (P1-IPERIA, P5-IRS, P10-EOS, P11-LIKTA, P14-LSA) and focused mainly on the preparational period of local piloting. These activities includes distribution of printed materials in key places, participation in radio programmes, articles in local and national press, participation in local and national conferences and reaching out to local stakeholders via personal meetings and exchange of information.

Goals and target groups

The first 18 months of the local dissemination activities focused on information delivery and persuasion to participate in the programme:

for Target group 1 (Institutions, organisations and individuals who are directly involved in adult care – Care workers & Care givers) in this case partners informed them about the vision and the actual piloting activities of the project.

for Target group 2 (Local/ regional/ national/ international policy-makers -– Social Care GOs and NGOs) partners showed them new ways of approaching social care provision integrated with vocational further education: in this case the partners focused on what makes CARER+ different from other projects and why do the partners’ target group benefit from CARER+

for Target Group 3 (Certification/Accreditation Authorities, VET and cVET providers, Trainers, facilitatorsin) case the partners involved them in CARER+ Piloting activities (training for trainers,) to support change of perception in terms of vocational further education with blended learning and workplace learning approach.

Press activitiesBased on the Press Guide provided in D7.2 Dissemination Plan, partners collaborated and prepared several press activities supported by coordinated press releases and local events in the first 18 months of the project. According to the CARER+ Press Guide, the "five W" rule - for press releases were followed in these cases, answering the basic questions: Who? What? Where? When? Why?. These included the basic information and the key elements with focus on:

3 co-designed press releases have been issues in the course of the project up to now, each of them adapted later to local needs. Newsletters were often trasnalted and circulated to press contacts as the project progressed, thus adopting stakeholder communication to press communication as well.

Co-designed press releases

Co-designed press releases aimed at strengthening efforts of coordinated information delivery in different countries related to the core messages and activities of the project. The information provided was co-created related to the milestones of the project. Piloting partners used these releases to design, create and publish individual press releases tailored to local needs.

Building Bridges in Social Care: European Project CARER+ Launched to Support Care-workers to use ICT

1 October 2012, Paris/Brussels

An interdisciplinary and international team of 14 institutions launched the Carer+ project earlier this year for care-workers all around Europe. The project identifies and enhances ICT competences of care-workers who support elderly persons at home - anticipating a new and vital role for care workers. Introducing new, easy-to-use internet-based technology tools for elderly, in the next 2 years scientific research, a competence framework, curriculum and training tools in theory and practice, training for trainers and policy exchange visits as well as an open online learning space and community for care-workers will be put in place to realise the challenging aims of the project.

In today’s social care systems in most European countries, it is possible to receive the care needed at home, especially if one suffers from multiple chronic illnesses. Europe battles with an aging society and with the financial crisis holding a firm grip on European economy, it becomes increasingly crucial

to take a close look on social care systems in place. For many elderly citizens the transition to a life in need of care is accompanied by lack of qualified caregivers, an absence of basic services such as transportation, no access to appropriate housing, and loneliness. Recent research has shown that a growing number of older people can be encouraged to use online services, and that modern ICTs and AAL (Ambient Assisted Living) technologies can radically change their lives. The key mediator between technology and ever-day life of elderly people are the domiciliary care-workers.

CARER+ is there to care for care-workers. It will create a unique a list of ICT knowledge and skill-based competences for domiciliary care workers with related certification process for digital competences of care-workers. Based on this framework and non-formal hard and soft skills, a special learning environment and resources will be put in place and disseminated. To make sure, the CARER+ framework works in real-life conditions, the project will pilot its framework and methodology in 5 countries with 500 care-workers. Following the lessons learned during the pilot phase, a complete set of guidelines will be developed to ensure transferability for all areas of the field. News and updates on project events and activities will be continuously shared on the web, on social online platforms and at events.

Construim noi oportunități în asistența socială: Proiectul Carer+ „Îmbătrânim frumos în comunitate și la domiciliu: dezvoltarea competențelor digitale ale lucrătorilor de îngrijire pentru a îmbunătăți calitatea vieții persoanelor vârstnice”.Proiectul European Carer+ a fost lansat pentru a sprijini lucrătorii de îngrijire la domiciliu să utilizeze Tehnologia Informațiilor și Comunicațiilor (TIC). 13 Decembrie 2012, Timișoara/România O echipă internațională interdisciplinară formată din 14 instituții, a lansat la începutul acestui an proiectul Carer+, proiect care este destinat lucrătorilor de îngrijire la domiciliu din întreaga Europă. Proiectul identifică și consolidează competențele TIC ale lucrătorilor de îngrijire care oferă sprijin la domiciliu pentru persoanele vârstnice, anticipând un rol nou și vital pentru munca de îngrijire la domiciliu. Pentru realizarea obiectivelor provocatoare ale proiectului vor fi introduse instrumente tehnologice noi și ușor de utilizat de către persoanele vârstnice - bazate pe utilizarea internetului, va fi dezvoltat: un cadru de competențe, un curriculum și instrumente de formare profesională care vizează atât partea teoretică cât și cea practică în ceea ce privește utilizarea noilor tehnologii, un curs de formare pentru formatori, precum și un spațiu deschis de învățare online dar și a unei comunități destinate lucrătorilor de îngrijire. De asemenea, vor fi realizate vizite de studiu ce au drept scop influențarea politicilor în domeniu și preluarea de bune practici între țările membre ale consorțiului. În sistemele de asistență socială existente în prezent în majoritatea țărilor Europene, este posibil ca persoanele vârstnice să primească îngrijirea necesară la domiciliu, în special cei care suferă de boli cronice multiple. Europa se luptă cu o societate care îmbătrânește și cu o criza financiară care deține un control ferm asupra economiei europene, devenind din ce in ce mai esențial să se acorde o atenție deosebită sistemelor publice de asistență socială. Pentru multe persoane vârstnice tranziția către o viață în care au nevoie de îngrijire asistată la domiciliu este însoțită de lipsa de personal calificat în domeniul îngrijirii, absența unor servicii de bază precum transportul, inexistența unui spațiu de locuit adecvat și singurătatea. Cercetările au arătat că un număr tot mai mare de persoane în vârstă pot fi încurajate să folosească servicii online, și că tehnologiile moderne și cele de autonomie asistată la domiciliu pot să le schimbe radical viața și pot avea un impact pozitiv asupra calității vieții, autonomiei și siguranței acestora. Mediatorul cheie între tehnologie și viața de zi cu zi a persoanelor vârstnice este lucrătorul de îngrijire la domiciliu. Proiectul Carer+ își dorește să sprijine lucrătorii de îngrijire la domiciliu. Se va crea o listă unică de cunoștințe și aptitudini în domeniul Tehnologiei Informației și Comunicațiilor ținând cont de competențele digitale necesare lucrătorilor de îngrijire la domiciliu precum și realizarea unui proces de recunoaștere a acestor competențe. În acest context, un mediu de învățare special și resurse noi vor fi puse în aplicare și diseminate. Pentru a verifica dacă acest concept funcționează în condiții reale, proiectul va pilota cadrul său de desfășurare și metodologia în 5 țări cu un număr de 250 de lucrători de îngrijire. Ca urmare a experienței dobândite în timpul fazei pilot, un set complet de linii directoare vor fi elaborate în vederea garantării transferabilității acestora în toate domeniile de îngrijire. Știri și noutăți cu privire la evenimentele și activitățile proiectului vor fi partajate în mod continuu pe web, pe platformele sociale online și la evenimente. Fundația EOS România (www.eos.ro) face parte din consorțiul Carer+, aducându-și contribuția în proiect în cadrul mai multor pachete de lucru, dar cu precădere în cel cu privire la metodologie și pilotarea activităților de training. Un număr de 50 de lucrători de îngrijire, cu precădere din zona de Vest a țării vor fi implicați la nivel național în activitățile de training și pilotare precum și beneficiarii acestora, persoane vârstnice peste 65+ de ani.

Proiectul se va derula cu sprijinul celor 3 organizații partenere din Regiunea de Vest: Serviciul de Ajutor Maltez Timișoara (http://www.maltez.ro), Federația Caritas (http://www.federatia-caritas.ro/) și Asociația de Caritate Blythswood Filiala Banat( http://www.blythswood.ro/ro). Cele trei organizații oferă servicii profesionale de îngrijire la domiciliu pentru persoanele vârstnice și vor sprijini partenerul național pe toată durata implementării acestui proiect realizând contactul cu îngrijitorii la domiciliu și în consecință cu persoanele vârstnice care beneficiază de serviciile oferite de acești actori locali și regionali. 1. Presentazione generale del progetto

Il progetto CARER+, della durata di 36 mesi, cofinanziato nell’ambito del Programma Quadro per la Competitività e l’Innovazione – Programma di Sostegno alle Politiche per le TIC, ha preso avvio il 1° aprile 2012 ed è sostenuto da un partenariato internazionale composto da 13 organizzazioni. L’obiettivo del progetto è lo sviluppo e la valorizzazione del ruolo delle lavoratrici di cura (“badanti”) attraverso la messa a disposizione di strumenti informatici innovativi per l’apprendimento.

Il punto di forza di CARER+ consiste nel suo centro di attenzione costituito dalla stimolazione di processi di apprendimento intergenerazionale: le persone anziane assistite dalle lavoratrici di cura, infatti, intervengono direttamente e significativamente nel processo formativo delle lavoratrici, beneficiando così anch’esse delle opportunità offerte dalle tecnologie digitali. Risultati attesi: migliore qualità del lavoro e maggiore soddisfazione delle lavoratrici di cura, migliore qualità di vita degli anziani assistiti grazie al superamento dell’isolamento attraverso il ricorso attivo a Internet, sistemi di social networking, apprendimento collaborativo. Strumenti come smartphone, tablet e altre tecnologie mobili saranno resi disponibili per la sperimentazione del progetto grazie al supporto finanziario del Programma.

Nell’ambito del progetto, l’IRS è responsabile dell’azione di sperimentazione del sistema in Italia.

2. La sperimentazione del sistema CARER+ in Italia

La sperimentazione del sistema di apprendimento generazionale progettato in CARER+ avrà avvio in aprile 2013 in Italia, Francia, Romania, Svezia e Lettonia e si svolgerà nel corso di 6 mesi, prolungabili per ulteriori 90 giorni su richiesta dei soggetti coinvolti.

2.1. Protagonisti della sperimentazioneI protagonisti della sperimentazione saranno 50 anziani assistiti a domicilio. Gli anziani effettueranno la sperimentazione in coppia con le persone che li assistono abitualmente nella loro abitazione (assistenti familiari o caregiver informali).Secondo le indicazioni del progetto, le coppie di soggetti da coinvolgere dovranno essere composte come segue: 40 coppie anziano/assistente familiare

un programma formativo propedeutico per le 40 assistenti familiari, consistente in 40 ore di formazione in presenza e 160 ore di formazione a distanza fruibili attraverso attrezzature rese disponibili dall’IRS;

una serie di incontri formativi di capacity building per facilitatori (operatori, assistenti sociali) per introdurli all’uso degli strumenti e applicazioni oggetto della sperimentazione;

un programma di utilizzo sperimentale, da parte degli anziani coinvolti, di varie attrezzature digitali smart (collegate alla rete Internet) e applicazioni informatiche studiate per gli anziani (vd. punto 2.3). Il programma di sperimentazione sarà condiviso con l’assistente familiare preventivamente formata. L’IRS garantirà il supporto tecnico per l‘installazione delle attrezzature nelle abitazioni dei soggetti e l’assistenza tecnica, telefonica e in situ, da parte di un tecnico informatico.

2.3. Attrezzature Le attrezzature da testare durante la sperimentazione del programma saranno le seguenti:

Li1Il Li1 è uno strumento di comunicazione progettato per offrire agli anziani e alle loro assistenti familiari o caregiver informali un insieme di servizi per migliorare la qualità di vita, migliorare l’efficacia dell’assistenza, prevenire e individuare eventuali rischi per la salute. Grazie a strumenti di connettività e comunicazione integrati, il Li1 combina diverse funzioni e servizi, fra i quali: relazioni sociali: chiamate telefoniche facilitate con RFID, ricezione di messaggi con

funzionalità “text to speech” integrata e segnalazione luminosa ogni qualvolta si riceve un nuovo messaggio.

2) WebnapperonIl Webnapperon è una piattaforma digitale per l’inclusione sociale degli anziani. Attraverso l’uso di tecnologie digitali permette il collegamento a social network, aiuta l’anziano a mantenere i contatti con la sua rete sociale personale (famiglia, amici) e ad accedere all’informazione in forma digitale. Il terminale Webnapperon, collegato a Internet, può operare attraverso un touchscreen o con un lettore RFID. Comprende anche una funzione text-to-speech per i non vedenti. Fra le funzioni del Webnapperon: Servizi informativi in orari predeterminati o a richiesta

Open Call for Interest for the Carer+ Stakeholders

The Carer+ project (http://www.carerplusproject.eu/) aims to identify new competences of care-workers to support older persons in the home - anticipating a new and vital role for care workers. To achieve this, the partners develop a set of learning paths and educational resources for mobile and work based learning that responds to major challenges to care-workers professionalization: isolation, access to technology, flexibility of study modes, lack of support and motivation, formal accreditation, recognition of prior experience, and scalability. To help achieve this, the Carer+ partnership is issuing a ‘call for interest’ to stakeholders and users in the field to participate in the evaluation processes of the project.

Stakeholders and users can join the project activities by:

Today, it is possible for almost everyone to receive the care they need at home, even if they suffer from multiple chronic illnesses. Yet we find that frail older people still move to assisted living facilities or nursing homes. For many, that transition is driven by a lack of qualified caregivers, an absence of basic services such as transportation, no access to appropriate housing, and loneliness. Recent research has shown that a large segment of the growing number of older people in Europe can be encouraged to use online services and those modern ICTs (Information and Communication Technologies) and AAL (Ambient Assisted Living) technologies can radically improve their quality of life by supporting ageing well in the community and at home. But a key factor that determines how well these ICT-based services work when integrated into older people’s lives is the level of available human resources in the domiciliary care working sector and the set of ICT competences they possess. Major differences exist amongst European countries with respect to the role of care workers and their ability to act as mediators or facilitators for the diffusion of ICT tools and services among older people. In most countries, there is little evidence of care-related ICT use among care workers, and only in a few countries is there evidence that care workers play a significant role in domiciliary long term care and are actively involved in ICT projects. The development and uptake of ICT services via support of the carer is still limited and to a large extent their value remains unrecognized by care workers.Carer+, co-financed by the European Union, aims to support the development of digital competences and digitally-supported professional skills for care workers, with a particular focus on applying these skills and competences to enhance the quality of care provided for care recipients. The primary target groups addressed are the relevant actors of social care sector. Problēma ir tā, ka nav pamatojuma un vispārīga atzinuma par aprūpētāju lomu IKT izmantošanai aprūpes darbā. Projektu ‘’carer+’’ līdzfinansē Eiropas Savienība ar mērķi sniegt atbalstu digitālo prasmju attīstībai aprūpes sektorā. Primārā mērķu grupa ir darbinieki sociālās aprūpes nozarē. About CARER+The purpose of the CARER+ project is to link together and build on a range of activities around Europe aimed at significantly improving the lives of older people in their homes and local communities using new ICT (Information and Communication Technologies) and AAL (Ambient Assisted Living) technologies to improve the quality of their life. The project also promotes the key role of professional social carers now emerging, through the development of digital competencies. CARER+ Pilot Testing ProgrammePilot testing the new technologies and approaches is a key element of the project including the detailed assessment of the Li1 and Webnapperon devices - supported by Internet Tablets and other Smart Networked Objects - tested on 500 users selected from five countries: France, Italy, Latvia, Romania and Spain. In the pilot phase 200 carers will be involved in a training programme lasting 200 hours as part of a Continuous Professional Development Programme (CPD) and a further 50 informal care givers will participate via an Adult Learning Programme. At the same time, 250 care recipients will be equipped with Li1, Webnapperon or other Smart Networked Objects. The pilot phase starts in September 2013 with the 200 hours (4 months) training for the carers. The CARER+ e-learning platform provides learning materials for carers in each country supported by 5 mentors in every country. The training will be followed by a 6 months home care service provision period. In this phase, carers will develop their individual caring practices by using the applied ICT tools. The pilot process will be monitored, evaluated and researched continuously.Piloting Partners in CARER+The Pilot exercise will be implemented at 10 sites:

A propos de CARER+Le projet CARER+ a pour objectif d’identifier les compétences nécessaires pour maintenir les personnes âgées à domicile, par le développement notamment de parcours d’apprentissage et d’outils technologiques numériques permettant d’une part d’apporter une réponse à l’isolement des personnes âgées mais aussi des outils pour les accompagner dans leur perte d’autonomie, et d’autre part, de former les salariés facilitant l’accès de ces personnes âgées aux nouvelles technologiesA travers l’expérimentation proposée et par l’acquisition de compétences numériques dans un cadre de professionnalisation, les ADV vont pouvoir améliorer la qualité de leur métier en apportant une dimension d’accompagnement et de facilitation sociale par l’utilisation des TIC. Cela participe au renforcement de leur employabilité et de leur propre inclusion sociale.

Le programme d’essai pilote CARER+L’un des éléments clé du projet est d’expérimenter de nouvelles approches et technologies. Les partenaires pilotes examinent ainsi de manière détaillée le Li1 et le Webnapperon, mais aussi des tablettes tactiles et d’autres objets intelligents. 500 personnes sélectionnées dans 5 pays : la France, l’Italie, la Lettonie, la Roumanie et l’Espagne participent au pilote. 200 assistants de vie suivent un programme de formation de 200 heures dans le cadre de la formation professionnelle continue et 50 aidants familiaux participent via un programme d’apprentissage pour adultes. Dans le même temps, 250 personnes âgées, bénéficiaires de soins, sont équipées avec le Li1, le Webnapperon ainsi que d’autres objets numériques intelligents. La phase de pilotage débute en septembre 2013 avec 200 heures (4 mois) de formation pour les assistants de vie. La plateforme CARER+ d’apprentissage en ligne fournit des supports d’apprentissage pour les assistants de vie dans chaque pays. Dans chaque pays, cinq mentors, coordonnés par un « super-formateur », accompagnent les activités d’apprentissage. La formation est suivie de 6 mois d’expérimentation sur le terrain. Durant cette phase, les assistants de vie développent leur pratique professionnelle individuelle en faisant usage d’outils numériques. Projekta ‘’carer+’’ mērķis ir uzlabot senioru aktīvu novecošanos dzīvesvietā, apzinot kādas jaunas prasmes nepieciešamas aprūpētājiem saistībā ar digitālajām tehnoloģijām. Digitālo tehnoloģiju izmantošanai aprūpes darbā tiek paredzēta jauna un vitāli svarīga loma. Par pilotfāziPilotfāzes laikā veiktā iekārtu testēšana ir centrālais projekta notikums, kurā detalizēti tiks pētīta digitālo tehnoloģiju sasaiste ar aprūpes darbu. Kopumā projektā paredzēts izmantot trīs veida iekārtas- planšetdatorus, Li1 un Webnapperon. Pavisam pilotfāzē piedalās 500 dalībnieki no piecām dažādām Eiropas valstīm: Francijas, Itālijas, Latvijas, Rumānijas un Spānijas. Latvijā kopumā tiks iesaistīti 100 dalībnieku, no kuriem 40 būs Latvijas Samariešu apvienības mājas neatliekamā aprūpes dienesta darbinieku, 40 viņu klienti un 10 pāri neformālie aprūpes veicēji kopā ar aprūpes saņēmējiem. Aprūpētāji tiks iesaistīti 200 stundu garā profesionālās tālākizglītības programmā, kā arī 10 neformālie aprūpes sniedzēji tiks iesaistīti pieaugušo apmācības programmā. Pilotfāzes laikā Latvijas dalībnieki tiks aprīkoti ar planšetdatoriem un 3G interneta pieslēgumu. Apmācību nodrošināšanai projekta ietvaros tiks izveidota speciāla e-vide, kuru mentora pakļautībā esošie dalībnieki izmantos savu digitālo zināšanu pilnveidošanai. Dalībnieku apmācības sākas 2013. gada septembrī, un ilgst līdz 2014. gada jūlijam. Digitālo tehnoloģiju izmantošanas ietekme uz aprūpes darbu tiks nepārtraukti monitorēta un pētīta. Presentazione generale del progetto

Il progetto CARER+ è sostenuto da un partenariato internazionale composto da 13 organizzazioni. L’obiettivo del progetto è lo sviluppo e la valorizzazione del ruolo delle lavoratrici di cura (“badanti”) attraverso la messa a disposizione di strumenti informatici innovativi per l’apprendimento. Il punto di forza di CARER+ consiste nel suo centro di attenzione costituito dalla stimolazione di processi di apprendimento intergenerazionale: le persone anziane assistite dalle lavoratrici di cura, infatti, intervengono direttamente e significativamente nel processo formativo delle lavoratrici, beneficiando così anch’esse delle opportunità offerte dalle tecnologie digitali. Risultati attesi: migliore qualità del lavoro e maggiore soddisfazione delle lavoratrici di cura, migliore qualità di vita degli anziani assistiti grazie al superamento dell’isolamento attraverso il ricorso attivo a Internet, sistemi di social networking, apprendimento collaborativo. Strumenti come smartphone, tablet e altre tecnologie mobili saranno resi disponibili per la sperimentazione del progetto grazie al supporto finanziario del Programma.

Nell’ambito del progetto, l’IRS è responsabile dell’azione di sperimentazione del sistema in Italia.

La sperimentazione del sistema CARER+ in Italia

La sperimentazione del sistema di apprendimento generazionale progettato in CARER+ avrà avvio in 2013 in Italia e si svolgerà nel corso di 6 mesi, prolungabili per ulteriori 90 giorni su richiesta delle persone coinvolti. I protagonisti della sperimentazione saranno 50 anziani assistiti a domicilio. Gli anziani effettueranno la sperimentazione in coppia con le persone che li assistono abitualmente nella loro abitazione (assistenti familiari o caregiver informali). La sperimentazione di CARER+ consterà di : un sondaggio relativo alle competenze informatiche/digitali delle 40 assistenti familiari

coinvolte nell’iniziativa;

un programma formativo propedeutico per le 40 assistenti familiari, consistente in 40 ore di formazione in presenza e 160 ore di formazione a distanza fruibili attraverso attrezzature rese disponibili dall’IRS;

una serie di incontri formativi di capacity building per facilitatori (operatori, assistenti sociali) per introdurli all’uso degli strumenti e applicazioni oggetto della sperimentazione;

un programma di utilizzo sperimentale, da parte degli anziani coinvolti, di varie attrezzature digitali smart (collegate alla rete Internet) e applicazioni informatiche studiate per gli anziani (vd. punto 2.3). Il programma di sperimentazione sarà condiviso con l’assistente familiare preventivamente formata. L’IRS garantirà il supporto tecnico per l‘installazione delle attrezzature nelle abitazioni dei soggetti e l’assistenza tecnica, telefonica e in situ, da parte di un tecnico informatico. Press release: Open Call for Pilots

The CARER+ Consortium, coordinated by IPERIA (France), is inviting organisations to join an Open Pilot experience. It is an open possibility for home care service providers or other organisations dealing with home care workers or older people to take part in a piloting experience of using the CARER+ methodology and learning materials.

Organisations joining the pilot will receive access to the key outputs of the project including the competence framework, learning resources, and other tools of the Virtual Learning Environment. Pilot organisations will also receive methodological support from the Consortium and will be invited to present their experience at the CARER+ final conference.

A Handbook of Piloting Procedures is available to provide practical guidance to the piloting exercise that can be used by staff and organisations. The Handbook introduces the pilot in the context of the project, describes the original piloting scenarios, and presents in details: the range of activities, the administrative procedures and the required templates.

BACKGROUND INFORMATION

The projectCARER+ project was initiated in order to link together and improve those attempts that focus on the improving the ageing process of older people at home and in the community by using modern Information and Communication Technologies (ICT) to improve the quality of their life. Though, today it is possible for almost everyone to receive the care they need at home, even if they suffer from multiple chronic illnesses, yet we find that frail older people still move to assisted living facilities or nursing homes. For many older people, this transition is driven by a lack of qualified caregivers, an absence of basic services such as transportation, no access to appropriate housing and loneliness.

The CARER+ project is based on the extensive international collaboration of organisations from Europe which redound with their knowledge in social services, ICT technologies, adult education, evaluation, as well as with their professional networks and practical field experiences.

The implementation of ICT tools into home care services is a core principle of the information society and ageing strategies of the European Commission. CARER+ project is supported by the European Commission and is for the purpose of research and not for profit. The project team has identified common and specific digital competences of care workers and care recipients, and designed learning architecture and resources beforehand.

New skills and solutionsWe aim to help care workers by defining the new skills of the care worker - skills that can give care workers a new and vital role as a ‘Carer+’. Care workers have many challenges in their profession: little formal accreditation or recognition of prior experience, limited access to technology, lack of chances to continue studying, etc. All of these challenges need to be recognised and solutions found. What if care givers had a better idea of how to solve their challenges? What if, through the use of today’s technology, care workers had flexible options to continue their training, the possibility for their profession to be formally recognised, opportunities to connect with other care workers and more?Benefits for care workersCare workers in the CARER+ project will have free access to modern ICT tools; they can freely attend the training and they can apply and try their new skills their home care practice. The first part of the project -the so-called pilot phase- requires carers to participate in a training of partly face-to-face learning partly distance learning. This training will develop the care worker’s digital competencies and help establish new working practices. Care workers will then provide 6 months home care service to older people by using the device they received and give feedback on their experiences. Participation of care-workersThe participation in CARER+ project is completely free. Participants are not and cannot be charged by any fee. In top of their trainings, carers are requested to take part in research activities by answering questionnaires and participating in group interviews related to their experiences of the trainings.After the initial pilot phase carers will take part in the research phase. This will involve collecting information from carers by using individual or group interviews (focus groups) or filling out questionnaires. These research activities will help investigators of the project learn about the

impacts and the effectiveness of the project and benefits that can possibly be provided to the care worker.

Competence-based blended learning for carersThe CARER+ training is based on a previous identification of digital competences and a scaffolding of the learning architecture and resources. The project partners have produced a Digital Competence Framework organised according to: 3 Competence Domains; 11 Competence Areas; 41 Competences and 2 Application Levels.The foundational area of competences includes the common digital competences, the day-to-day area of competences contains the specific competences of care recipients and the vocational area of competences gathers the specific competences of care workers. You may see the framework in a wiki published online here.Utilising the Digital Competence Framework, King’s College London and University of Macerata, Italy have designed and developed the learning pathways and related learning materials:

The pilotsThe project pilots implement and validate the learning architecture, pathways and resources produced. The piloting partners will carry out the training through specific ICT tools. The pilots will involve the two main publics of the project: care workers and care recipients. Organisations joining the open call will receive detailed information on the procedures and tools upon application. A Piloting Handbook was put in place for smooth support.

As part of the pilots, a blended (ICT supported learning mixed with face-to-face trainings) learning programme was developed. The programme comprises a total of five courses: two core compulsory courses that must studied one after the other; followed by three electives in areas of professionalization and the provision of social care interventions. The programme is designed to work in a blended setting with all activities supported by a virtual learning environment and an online, social network community. Each of the individual courses is approximately 35 hours in

total and designed to run over a period of eight weeks with short, small group, weekly face-2-face sessions with a mentor. Assessment is via portfolio submission and multiple choice questionnaire completion.

The five courses cover the following areas:

Course 1: This course covers foundational digital competence and is designed to lead the participants from a novice or beginner state to one where they are confident in both the use of mobile Internet devices, basic applications, security, privacy and digital content.

Course 2 is the second core course and situates the care worker as a designer of care interventions to develop capability to build and test solutions to identified problems.

Course 3 focuses on the professional development activity of the participants to enhance their competences in the areas of planning, reporting, communicating and networking and professional profile building.

Course 4 focuses on promoting independent and assisted living. It is orientated towards designing and implementing social care interventions with ICT to support and promote independent living for care recipientsCourse 5 focuses on ensuring that participants will be able to design and implement ICT based interventions with care recipients.

The equipment The project identifies digital tablet as the more appropriate device to introduce new technology to seniors and care workers because of its easy use and its intuitive interface that people at every age can handle and especially older people suffering from disabilities. Besides as a light tool the tablet is adapted to frail people. Tablets equipped with a 3G connection also permit a wireless access to the Internet in every area developing a wireless broadband. Digital tablets are also a less intimidating tool than computers.

The applications available for tablets are numerous and are constantly expanding. They offer diverse services, which may be used to pursue CARER+ pilot’s objectives including social integration, life improvement of both participants and professionalization of care workers. Through the Internet applications thus provide access to services like e-mail accounts, social networks, learning platforms or communication tools (Skype, chats, forums…).

The Virtual Learning EnvironmentThe design of the learning programme is sensitive to the learner journey to ensure a coherent path from participant entry, study progress through to the exit. These three elements have been scaffolded by:

• An entry profiling tool to baseline participant skills and knowledge and to assess their readiness to study and attitudes to ICT use;• Micro-certification delivered through a badging system that rewards skills acquisition and promotes positive learning behaviours and community activity in the VLE; • A specific course on professionalization that supports personal development planning and enhancement of the individual’s professional status and social capital.Finally, an important element of sustainability has been built in to the programme through a ‘train the trainers’ pathway that offers advanced participants an opportunity to become mentors for the programme.

The participants will learn in the framework of a Virtual Learning Environment (VLE) consisting of three tools: a social network, a learning platform and a competency wiki. The social network will integrate or give access to the learning platform and the competency wiki. In each piloting country participants shall access these tools developed in their national language.

Local Reports on Press Activities ‘ Impact

RomaniaEOS – Educating for An Open Society is aiming to reach all the press activities that

initially were planned for the current reporting period. This occurred due to the fact that piloting activities were a little bit delayed given the exit from the project of UBIQUIET Company after they were declared bankrupt. Submission and approval of the new amendment took a while and at national level the partners had some concerns related to continuity and achievement of the project goals and outcomes. They expressed these concerns to national partner in Romania and good motivation had to be offered in order to convince them to continue to support the project.

In this situation, EOS considered pertinent to wait a period with the launching of the press conference and other important press activities (press releases, TV and radio appearances) until the piloting process started to be developed at his full capacity, and all national partners organizations and beneficiaries will be involved in the training activities and will take advantage of the activities developed within the Carer+ project.

But, EOS foundation posted online along this period, different articles and news related to the Carer+ project activities and of course things about piloting process. They were posted on the official organization website (www.eos.ro), Facebook page (EOS Romania) and also on the partner’s organizations websites. Links of these posts were saved in the Dissemination graph developed on WP7 – Dissemination.

All the newsletters appeared were translated and sent to all stakeholders listed in the Stakeholders analysis.

RED CROSS CARERS JOINING TO THE CARER+ PILOT EXERCISE

The event took place in Lupeni, Hunedoara County in 18.02.201 and over 20 Red Cross volunteers/ future trainees of the CARER+ project attended it and received materials and information about piloting and had the opportunity to ask questions and receive detailed answers.

Highlighted stakeholders participatingThe event was also attended by one of the national partner organization “Master business Centre” which coordinates the piloting activities in Deva region – Hunedoara County. They offered support to the national coordinator of the CARER+ project in organizing the event and also in offering the necessary information related to the pilots.

Representatives from the Red Cross management were also presented to the event and shared with the carers different experiences related to the use of the technology in the home care provision.

Input and Outcomes

Ever since the beginning of the Carer+ project, the Hunedoara Branch of the Romanian Red Cross has shown a great deal of interest towards the project’s activities, especially the training and the piloting phase.

Most of the staff of the Hunedoara County Red Cross Branch has information about tele-assistance and how it should be provided, but unfortunately, so far, they have lacked the technical infrastructure to provide it properly. The volunteers of the Hunedoara County Red Cross provide homecare services for the seniors and are interested in participating in the project, in order to improve their skills, know-how and to learn how to use the tele-assistance devices.

Problems regarding eligibility criteria were discussed in order to select the eligible candidates from the volunteers who expressed their interest to take part in the Piloting activities.

Also, during this event were presented and the online platforms especially Moodle and Community platform that will be used during the whole piloting process and how the learning architecture it looks. The participants had a lot of questions regarding the training materials and the way training will be delivered but also were interested in the equipment’s and technology used in the piloting process.

Feedback about the new technologies as Internet tablets with NFC readers and tags was offered and the organizers explained to the carers which are the benefits brought by this new technologies in the elder’s life.

They were really cooperative and eager to start the training. The most important outcome of this event was the recruitment of a number of almost 20 formal carers that are already now involved in the piloting exercise.

IPERIA l’Institut press activities have not reached yet their full results. Considering the recent structuring of a Communication department within the association, relations with the press are not yet at their full capacity. Also, taking into account the bankruptcy of UBIQUIET and the postponing of the pilot, IPERIA considered it would be more coherent to wait for the pilot to start to go to the press with interesting stories. Nevertheless, the institute has been active and has, for example, produced a press release for the launch of the pilot. This PR has been disseminated by our partner in Poitiers, where the first training session took place, to the local press.

Also, IPERIA’s participation to the Silver Economy Expo in December 2013 resulted in an article in the newsletter1 disseminated by the organisers of the conference to 3000 persons. Following the publication of this newsletter and IPERIA’s participation to different conferences and workshops (careNET project final conference, DISCOVER project workshop), the association has been contacted by several press organs in preparation for a full case for Cnikel2 or for articles for Actualités sociales hebdomadaires3 or the Parliament Magazine4

among others.

LSA and LIKTA collaborate and share the task for press and communication efforts in Latvia. Before the piloting activities, the Latvian partners focused on reaching out to the press via press releases and involving stakeholders. The organisation involved local NGOs in order to reach a higher number of press contacts and uses mainly electronic formats and direct mailing tools focusing on social online media on the pre-pilot period.

The event was a face-to-face meeting to plan the future activities concerning the pilot with special reference to the possible identification of new pilot sites and facilitators in addition to those already identified.

Input and Outcomes

The meeting aimed at updating the regional stakeholder on the progress of CARER+ within a wider design of the Regional Social Welfare Services for providing innovative training opportunities to support home care workers’ professionalism. The objective of the meeting was to explore the possibility of broadening the piloting area by adding other pilot sites in the region in addition to those already identified.

The project website had already been presented to the stakeholder and during the March meeting a short preview of the basic course module in Italian was showed.

Conclusions and plan for press conferences for pilotingLocal partners have been fairly active in press and media coverage activities for CARER+ mainly with thegoal if reaching out to stakeholders in the pre-pilot period. It is expected the the press conference will be giving more incentive to spread informations and news about the project as the pilots proceed.

Additionally to the rescheduled press activities, due to the extended evaluation time for the Amendedment submitted, the new partner (INICIATIVAS INNOVADORAS) was not able to start it’s press activities in time. As soon as the activities pick up its momentum, II will start it’s dissemination actions.
