014 The CPOA and CMD held their Monthly Board Meeting on Friday, 18 July. Please click here for a copy of the July Board Package.

The CMD Board started with an Executive Session to receive legal advice from General Counsel. Upon completion of the Executive Session the CMD Board joined the CPOA Board to open the joint monthly public meeting.

After opening the public meeting(s); and approving the agenda, June payables, and regular meeting minutes; Zehren Associates (original Athletic Center architects) presented two concepts for possible Athletic Center addition/alternation. Upon completion of the presentation, the Board(s) opened the floor to Public Input. Ms. Angela Overy stated any option contemplated for the Athletic Center should consider operation & maintenance costs. Ms. Lois Bruce expressed a preference for having Cardio/Weights/etc. all in one space and that any kids space be downstairs. In addition, Ms. Bruce suggested developing a long range plan on all requirements/priorities before deciding/spending on one particular project. Mr. Rick Smith mentioned that kids may want their own space/room. Ms. Deb Brady suggested a climbing wall may be a bit too much at this time. Mr. Harry Lederman opined he was uncomfortable with the concept of constructing a project to support real estate sales, suggesting that real estate brokers contribute part of their commission to the project. Mr. Lederman also queried about the cost-to-benefit for the number of expected users. Mr. David Staat suggested the Design Review Board should provide input as part of this process. In addition to Public Input regarding the Athletic Center, Mr. Lederman expressed that he thought the Staff Survey of CPOA Board Alignment was inappropriate and should not be part of the board package, while Mr. Staat stated all parties should be engaged in the spirit of transparency towards the improvement/growth of the community.

Following Public Input, the CPOA Board opened board discussion to consider the Zehren Athletic Center addition/alteration concepts. After discussion, the Board directed Staff to compile a rough order of magnitude estimate for a new Athletic Center, potential locations, and disposition of existing Athletic Center for board consideration versus adding/altering the existing Athletic Center.

The CMD/CPOA Boards discussed the draft agenda for the 29 July Joint Work Session (to include governance/structure, roles & responsibilities, and strategic priorities/goals). In addition, the Boards reviewed/discussed General Manager Objectives.

The CMD Board passes passed an Amended/Restated Public Records Policy Resolution.

The CPOA Board approved a $10,000 contribution to the Castle Peak Senior Care Community Capital Fund Drive and requested Staff disseminate information on how property owners can contribute. The Board also authorized the Marketing Manager (in consultation with the General Manager) discretionary spending not to exceed $5K (in any given month) in the event of a time sensitive marketing opportunity. The Board denied a Real Estate Broker request for access to the Community mailing list. The Board approved approximately $3,200 for sod & rain gutter repairs as well as ratified a 1 year commercial lease agreement (for $40,000 with a mutual renewal option) with Slifer, Smith & Frampton Real Estate for the main floor of the “General Store,” which includes a lounge/porch area for community members to relax and enjoy coffee & the views. In addition, the Board ratified an Interruptible Water Service Agreement with the Upper Eagle Regional Water Authority to provide supplemental water service to the Short Course. Lastly, the Board reviewed/discussed the Staff Survey pertaining to Board Alignment, to identify potential team building, educational, and training opportunities to improve the overall effectiveness of the organization.

The next joint meeting of the CPOA and CMD is scheduled for Friday, 15 August, 8:30 a.m. All property owners are most welcome. For those unable to attend, a teleconference line is available to listen to the meeting. To access the meeting teleconference please dial 1-805-309-2350, when prompted, enter access code 325-6129. If you have questions regarding the board meetings, please contact Mrs. Elizabeth Avilés, Executive Coordinator, at 970-569-6267 or [email protected]

014 Speed Tables

By now you may have noticed that “Speed Tables” have been placed on Fenno Drive above the Trailhead as well as on Cordillera Way by Andorra. These “Speed Tables” are part of a program in response to feedback from property owners and radar speed data concerning vehicular traffic traveling at excessive speeds within the community.

Each summer Public Safety and CMD Staff receive complaints from Cordillera Property Owners about the speeds that vehicles travel on Cordillera Roads. A review of the data from the radar speed signs shows that on average, 85% of vehicles on Fenno Drive travel an average speed of 36 mph – 11 mph above Fenno’s 25 mph speed limit. On Cordillera Way, 85% of the vehicles average 38 mph – 8 mph above the posted 30 mph speed limit. Radar data also indicates vehicular speeds of up to 60 mph are not uncommon on Fenno or Cordillera Way. In addition, there are some areas of Cordillera, such as Summit Trail above Settlers Loop, where excessive speeds result in complaints of drivers traveling in the wrong lane.

One of the criteria used to set speed limits is “Line of Sight” – the distance a driver must view in order to safely enter a road for the posted speed limit. The intersections between Fenno Drive/Cordillera Way and their secondary roads are designed to provide for safe pedestrian & vehicular traffic recognition and merging at the posted speed limits. Traveling above the posted speed limits poses significant risks to pedestrians and vehicular traffic.

The “Speed Tables” placed on CMD roads are engineered to slow traffic to 25 mph. While vehicles must slow down to travel the tables at 25 mph these tables are not as abrupt as speed bumps placed on other roads. These tables are made of rubber and will be removed in the winter for snow removal.

Healthy Forest Project UpdatesLoggers are slowly removing the large piles of logs located above Black Bear that were cut last year. This clear cut was the last large concentration of dead lodge pole pine trees in Cordillera. The trees were cut in order to address the fire hazards associated with dying lodge pole pine. Studies have shown that after the dead trees fall to the ground fire behavior is intense and erratic.

At the Summit there will be a small wildfire mitigation and forest health project behind Kimberwick. In this steep ravine there are approximately 7 acres of very dense forest with a large amount of dead and down material. This area of forest will be thinned and the dead and down material will be removed. In addition to reducing the fire hazards we hope that the remaining trees will become healthier.

Questions? If you have any questions regarding speed tables or healthy forest initiatives, please contact Mr. Bob Egizi, Public Safety Director, at [email protected] or 970/569-6261.

Cordillera Valley Club

The 2014 Annual Meeting of the CVC Property Owners Association was held on Thursday, 3 July at 3pm in the Fireplace Room of the CVC Clubhouse. It was well-attended with about 50 homeowners in attendance (representing 22 different properties). In addition, 13 proxies were returned, so a quorum was easily achieved.

The membership received two special presentations: one from Ms. Alison Perry of the Cordillera Metro District and one from Mr. Eric Lovgren of Eagle County Community Development’s Wildfire Mitigation Team. Alison discussed the joint marketing efforts of the Cordillera Property Owners Association together with Cordillera Metro District (with participation from CVC POA) to more effectively position Cordillera and market the Cordillera brand. Websites the marketing team has created include cordilleraliving.com, which is more focused on the lifestyle that Cordillera affords, and cordilleracommunity.com, which is a broker/real estate website. Other efforts include social media marketing through a large number of sites, print advertising, public relations and video productions.

Eric Lovgren then addressed the membership regarding the ever-present dangers of wildfires. Eric explained that being a prepared homeowner means that a plan for evacuation is in place, that a safe, defensible space around each residence is maintained, and that certain types of construction materials can reduce the risk or event prevent a wildfire from destroying a home. Homeowners can contact Eric to make an appointment with him to meet at your residence for an assessment and suggestions to reduce risk by calling 970/328-8747 or emailing him at [email protected].

Dan McNeill presented the financial reports and 2014 Operating Budget to the membership, highlighting the fact that Net Income last year was $244,430.70, primarily due to RETA Income of $204,100. Savings of about $42,777 in operating expenses were also garnered last year. Dan explained that capital reserves are currently being spent on garden/monument bed upgrades, a long term landscaping master plan, restoration of the old water tank road and revegetation around the new water tank. Phase I of the Recreational Trail was completed last year; Phase II is pending for construction this year.

Bob Engleby and Kent Myers were re-elected to the Board of Directors. The Annual Meeting lasted about two hours with lively discussion from the homeowners present.

Colorado Cycling: From the Coors Classic to the US Pro Challenge | Panel

Each year thousands of cyclists hit Colorado’s terrain to be tested on legendary climbs in the mountains or ride leisurely through the plains and valleys. Join former professional cyclist Michael Carter, five-time Paralympic cycling national champion Jonathan Copsey and Ride the Rockies Tour Director Chandler Smith in the lead up to the USA Pro Challenge to hear about how multi-day racing has gone from the legendary Coors Classic and Red Zinger to the now premiere and iconic USA Pro Challenge. Carter, Copsey and Smith will share stories about racing around the world, and detail what everyone should look forward to when the USA Pro Challenge comes through town this August.
