WHAT IS THE SELECTION PROCESS FOR THIS POSITION?
The selection process is designed to assess your skills, knowledge and experience for the
position. This will be undertaken online and accordingly it is important for you to please use
Chrome, Firefox, Safari, Internet Explorer 8 or newer to complete the tests. Please do not
use your mobile phone
The following process is planned:
1. Applicants will be directed to an online platform where they will be asked to complete
an application form and upload a resume.
2. Applicants will be asked to answer 4 questions in response to the requirements of the
role.
3. Applicants will then be required to undertake a Universal Cognitive Aptitude Test and
Employee Personality Profile.
Both tests are undertaken online as part of the application process so please allow enough time to complete them.
4. Shortlisted applicants will be invited to attend a face to face interview with the
selection panel.
5. Following the interview process, preferred candidates may be required to undergo
further testing.
6. Reference checking will be undertaken at the completion of all assessment to validate the preferred applicant’s claims for the position.

Position Objective:
Ensure Acts, Regulations, Local Laws and Council policies administered by the Town relating to environmental and public health, compliance generally, development, town planning, building, private swimming pools, and general local government law enforcement are efficiently and effectively administered in a fair, objective, equitable and transparent manner.
Stakeholder Engagement:
The position works collaboratively with all staff.
Externally it liaises with ratepayers; members of the general public, developers and builders, Council solicitors, local community and business groups, government bodies, other Councils in the delivery health and compliance services.

Key Responsibilities
In the context of the position and the Town’s vision and values:
Supervise an efficient Health and Compliance Services team which provides a responsible, balanced and courteous customer focused in all activities, ensuring an effective, harmonious and efficient work environment whilst at the same time provide a high standard of service to all stakeholders.
Oversee and monitor the provision of a number of regulatory and community safety programs
Establish and maintain sound and cooperative working arrangements with the Town and parties undertaking construction activities to ensure that it is carried out in a manner which minimizes neighborhood disturbance, maintains public safety and protects the environment and public infrastructure.
Provide guidance, advice and information to Town staff and the public, concerning legislation enforced by the Health & Compliance Services team.
Investigate and attend to complaints, including after-hours complaints, as required and assist/mentor officers in the investigation of sensitive/difficult/complex issues and complaints.
Review, develop and update procedures and work practices to improve the efficiency and effectiveness of service delivery, including setting performance objectives and monitor outcomes.
Prepare reports for the Council's consideration, attend Committee and council meetings as required, implement Council resolutions and report to Manager on progress of actions as required.
In all actions, be accountable and employ ethical decision making and good governance in line with Town of Cambridge Code of Conduct, values, policies, procedures and broader aspirations.
Be engaged in sustainability initiatives and proactively suggest ways to improve recycling, energy and water consumption in Town operations and how Cambridge can maintain its natural environment in line with Town policy and the Strategic Community Plan.
Take reasonable care to ensure your own safety and health and that of others, comply with instructions given for the safety of yourself and others and co-operate with management in its fulfilment of its legislative obligations, in line with Town policy.
Selection Criteria
The following selection criteria are identified as being required to achieve the outcomes in the context of this position. Applicants will need to provide evidence of their capacity to transfer their knowledge and skills to achieving the outcomes of this position.
1. Previous experience in a senior or supervisory role involved in leading compliance related activities in local government or similar setting, is highly desirable.
2. Demonstrated working knowledge of local government responsibilities as it relates to environmental, and public health, community safety, town planning, building and local law compliance.
3. Well-demonstrated people leadership abilities and management of a team to achieve high productivity and deliver services in line with organisational values, standards and policies.
4. Excellent interpersonal and communication skills that are adaptable to a range of different environments and audiences.
5. Demonstrated ability to interpret and apply relevant legislation and practices including a sound knowledge of court procedures.
6. Tertiary qualifications under the Public Health Act 2016 in environmental health acceptable to the Chief Health Officer of the Department of Health, is essential.
7. Authorisation as an Authorised Person and Inspector under the Environmental Protection Act 1986 is essential.
8. “C” Class Drivers’ licence and current national police clearance is essential.

GUIDELINES ON THE DESIGNATION OF AUTHORISED OFFICERS
1. Objective
1.1 To provide enforcement agencies with guidance on the designation of authorised officers as per Part 2, Division 4, section 29 of the Public Health Act 2016 (the Act).
2. Guidelines
2.1 The Chief Health Officer may issue guidelines in relation to the appropriate qualifications and experience for a person or class of persons to be designated as authorised officers under the Act. The following guidelines are provided.
2.2 An enforcement agency may designate a person or, as the case requires, the persons within a class as authorised officers, for the purposes of the Act—
I. if the person or persons within that class hold a qualification approved by the Chief Health Officer under section 18 of the Act; or
II. if the person or persons within that class have previously been approved by the Executive Director, Public Health to be appointed as an environmental health officer, under the Health Act 1911; or
III. if the person or persons within that class hold qualifications and experience approved by the Western Australian Environmental Health Officers Professional Review Board.
2.3 For the purposes of the Health (Asbestos) Regulations 1992 only, an enforcement agency may designate a person to be an authorised officer if the person has previously been authorised in writing by the Executive Director, Public Health to be appointed as an authorised person under those Regulations.
2.4 In accordance with section 25(2) of the Act, these guidelines do not apply to the designation of public health officials, whether individually or as a class; or appointed environmental health officers, whether individually or as a class.
3. Accountability
3.1 Each enforcement agency must prepare and maintain a list of authorised officers designated by the agency.
3.2 Maintenance of lists of authorised officers and compliance with designation guidelines may form part of the annual reporting requirements to the Chief Health Officer of the Department of Health.
