AFP Forensics is recruiting for multiple Executive Level/Coordinator roles across the business area. The Executive Level positions in Forensics are critical for the delivery of operational outcomes, providing personal, technical and organisational leadership across a number of capability areas and teams. The Forensic Coordinator roles are Canberra-based, however, consideration may be given to viable alternative arrangements subject to AFP operational requirements.

We are advertising for the following Forensic Coordinator positions: Coordinator Biometrics; Coordinator Capability and Enabling; Coordinator Crime Scenes; Coordinator Criminalistics; Coordinator Digital Forensics; and Coordinator Forensic Operations and Engagement.

Each role requires different specialist skills and knowledge due to the capability they lead, as outlined below.

Coordinator Digital Forensics: Responsible for the delivery of digital forensics and audio/visual capabilities (ACT and regionally-based teams).

Coordinator Crime Scenes: Responsible for the delivery of crimes scenes, national forensic rapid laboratory, imagery and geomatics and forensic drug intelligence capabilities (ACT and regionally-based teams).

Coordinator Forensic Operations and Engagement: Responsible for the delivery of weapons technical intelligence, forensic intelligence, international engagement and forensic operations centre (incl. search precinct and forensic exhibit registry) capabilities.

Coordinator Capability and Enabling: Responsible for the delivery of training; quality; laboratory management; logistics; and strategy, performance and innovation capabilities.

Coordinator Biometrics: Responsible for the delivery of biology, fingerprints and facial identification capabilities.

Coordinator Chemical Criminalistics: Responsible for the delivery of chemical criminalistics, document sciences and firearms identification and armoury capabilities.

As an Executive Level AFP appointee you will ensure the achievement of outcomes are in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments.

Appointees at the Executive Level work under the strategic direction of the senior executive and are responsible for the leadership and management of a number of teams to deliver outcomes.

Appointees at this level require in depth knowledge and understanding of the AFP business and the impact of roles and functions undertaken in relation to the organisation’s reputation to effectively manage operations.

As Australia’s national policing agency, the AFP is a key member of the Australian law enforcement and national security community, leading policing efforts to keep Australians and Australian interests safe. The AFP also provides policing services for the Australian Capital Territory and Australian external territories and protects Australia high office holders, foreign dignitaries, Australian Government infrastructure and designated airports. The AFP works closely with international partners to disrupt crime overseas and support global security and regional stability.

THE ROLE

FORENSICS COORDINATOR

The Chief Forensic Scientist portfolio is a fully integrated forensic capability that proactively supports the AFP’s broad policing remit and evolves specialist and technical capabilities to achieve outcomes towards the AFP’s vision of ‘Policing for a Safer Australia’. Forensics capabilities are deployed in support of all phases of law enforcement operations through prevention, disruption, investigation and prosecution. AFP Forensics also contributes to offshore operational outcomes and international capacity building and seeks to strengthen relationships with domestic and international organisations, including academia. Its activities are accredited to the ISO17025 standard through the National Association of Testing Authorities (NATA). The successful applicant will be responsible for leading and managing specific capabilities to contribute to the operational activities of the AFP by ensuring that the operational and business area outputs are achieved in accordance with the requirements for:

1) Accreditation under the ISO17025 standard for a forensic environment and the Forensics quality system requirements;

2) the AFP values and; 3) the AFP Governance Framework.

Forensics Coordinators are executive level appointees within the Forensics portfolio. Forensics Coordinators are expected to work collaboratively and flexibly as a member of the Forensics executive leadership team and will be required to demonstrate leadership to portfolio-wide initiatives. Appointees provide strong leadership to:

achieve operational impact; lead with authority, innovation and technical credibility across the AFP and external

networks to advance forensic science and technical capabilities; promote cultural and organisational health by further evolving our inclusive, diverse and

safe workplace; provide strategic direction to the Forensics portfolio drawing on expertise and broad

strategic awareness;

provide technical and strategic advice to the AFP Senior Executive Staff (SES) and government;

build and sustain internal and external networks and collaborative working relationships; ensure resources are effectively directed to achieve priority outcomes, mitigate risks and

comply with governance frameworks; represent the AFP at specialist fora and demonstrate national and international leadership

and strong partnerships on AFP priorities; and build the AFP’s next generation of forensic specialists by guiding, mentoring and developing

team leaders and team members.

Essential Requirements

Demonstrate the core elements of the AFP Leadership Philosophy; Proven ability to lead and manage forensic and/or technical teams to deliver and evolve

specialist capabilities with impact; Formal qualifications and contemporary experience and knowledge in a relevant

science/forensic/technical discipline; Demonstrate an ability to interpret and manage complex issues as they pertain to forensic

science in a rapidly changing and complex law enforcement environment; Proven ability to work collaboratively to achieve outcomes; and A NV2 security clearance or ability to obtain one.

The AFP Corporate Plan is a legislative requirement under the Public Governance, Performance and Accountability Act 2013. It sets out the AFP’s purpose, priorities, environmental context, the activities it undertakes, how performance is measured and the management approach to risk.

Community Policing in the ACT is delivered by the AFP in accordance with the Purchase Agreement, Policing Arrangement and Ministerial Direction. These documents set out the contractual

arrangements between the Commonwealth and ACT Government; detail the outcomes, outputs, performance measures, targets and facilities to be provided; as well as provision of general directions to ACT Policing through the Minister for Police and Emergency Services.

FORENSICS COORDINATOR PROCESSThe Forensics Executive Level recruitment process will be broken down into the following selection gateways:

1) Application (applicant response (two page pitch) and CV)2) Formal Interview (including request for referee reports)

APPLICATION PROCESSThe following steps in the application process must be completed prior to submitting your application online through MyCareer.

1. Applicant Response (two page pitch)

Please ensure that you don’t identify yourself in your two page pitch. Further information is outlined above on Blind (de-identified) applications.

The applicant response will be assessed against the role requirements and the Executive Level selection criteria (1-6).

Ensure your pitch is written with examples of your ability to demonstrate capability at the Executive Level work level standards. All applicants must address the additional sixth criterion in their applicant response. The sixth criterion relates directly to technical expertise and knowledge as it applies to the role or roles you are applying for; you must consider the following capabilities and behaviours that underpin this criterion:

Criterion Six: Demonstrated contemporary, relevant and appropriate experience and knowledge for the role.

Demonstrates knowledge and experience in the required field. Demonstrates ability and experience to work in the nominated field at the

leadership/management level.

The expected capabilities and behaviours for criteria one to five can be found in the Executive Level work level standards.

2. Curriculum Vitae (CV)

The curriculum vitae will assess you against selection criteria one and six. Applicants must use the provided CV template and include examples from your roles over the past 10 years.

You will need to indicate on the CV template which position/s you are applying for and describe your contemporary technical and leadership experience and formal qualifications. Application tips from the Panel

The panel is only able to consider the evidence they receive from candidates. With regard to the applicant response (two page pitch), candidates are encouraged to give consideration to the following tips from the panel.

Seek out a suitable colleague to obtain advice on writing a successful pitch and also to review and provide feedback on your application prior to submitting.

Ensure your pitch clearly demonstrates, by the use of examples, your leadership capability and achievements/aspirations.

Do not rely or assume that having performed an Executive Level role on higher duties is sufficient to demonstrate your ability, or result in a successful application.

FORMAL INTERVIEW A formal interview will be conducted with applicants who meet the required benchmark in their applicant response (two page pitch) and CV.

Using the selection criteria as a guide, you may be asked a range of questions to demonstrate your skills and abilities - including leadership, technical skills and knowledge. These could include behavioural based scenario questions and a written component.

As the interview will be assessing applicants for various Forensics Coordinator roles, interview questions for selection criterion 6: Technical Skills and Knowledge will be different depending on the role applicants are applying for. In the case that applicants are applying for more than one position, they will be asked additional questions to cover the technical skills and knowledge for each role.

You can prepare for the interview by:

reviewing your responses to the selection criteria, picking a few additional examples to use in the interview; and

participating in a mock interview using the selection criteria to think of possible questions.

COMPLETED REFEREE REPORTSAs part of the formal interview process, candidates may be asked to provide completed referee reports from nominated referees.

Further information on the requirement for referee reports will be provided to applicants who reach this stage of the process.

FEEDBACKFeedback for this process will be provided to applicants as follows:

Application – all unsuccessful applicants will receive summarised written feedback regarding their applicant response (two page pitch) and CV once shortlisting for progression to interview has been completed. Successful applicants who progress to interview will not receive feedback on their applicant response or CV. All applicants will be provided with their de-identified pitch and CV as soon as practicable after shortlisting has been completed.

Formal Interview – successful and unsuccessful applicants will receive their individual assessment and also verbal and/or written feedback from a Selection Advisory Committee (SAC) member at the end of the recruitment process, if requested.

Note – the end of the recruitment process is when the delegate has approved the SAC report, all applicants who have progressed to interview will be advised when this occurs.
