Coordination

IntroductionthCoordination Division was established on 20 September, 2011. The Directorate of National

and International Liaison and Technical Assistance (NILTA) and Department of Training were placed under its administrative control.

The work undertaken by both the departments during the reported period is listed in subsequent paragraphs.

Directorate of National and International Liaison and Technical Assistance (NILTA)

Objectives

i. Bilateral and multilateral agreements/contracts and of scientific and technical cooperation with national, regional and international research centers for financial / technical assistance, training and procurement.

ii. Promotion of scientific & technical liaison and cooperation within National Agricultural Research System i.e. with provincial departments, universities, NGOs, and business as well as farming communities in the areas of mutual interest.

iii. Monitoring/evaluation and follow up of agreements/ MoU projects. iv. To arrange, maintain and update in consultation with the technical divisions the

agriculture profile of friendly countries and regional forums to promote mutual cooperation, sharing of knowledge and experience and explore areas and opportunities for further cooperation in the field of agricultural research.

Work Done

a. National/International Liaison:

i. Eight were signed at national and international level (list attached-A).ii. Thirteen are under process (list attached-B).iii. Ten proposals/briefs prepared for joint research and forwarded to the concerned

ministries.iv. Four follow up action on meetings of Joint Working Group were under taken.v. Three follow up actions on Inter Ministerial Meeting were under taken. vi. Four new project proposals for Italy, Iran and France were prepared for joint

research and forwarded to concerned ministries during the report period.vii. Seventy six Agriculture Profile of different countries was also prepared and

submitted for briefing to concerned officials in the Ministries.viii.The cases of annual subscription fee for RASC, APAARI and IIBC are under

process for payment to continue collaboration with Pakistan.ix. Meetings in the EAD, Ministry of Foreign Affairs and Board of

Investment were attended and inputs provided.X. Research proposal for Chinese Agriculture Experts on Prevention and Treatment of

Animal Epidemics, Crop Disease and Pest Control in Pakistan was sent to China for consideration.

B. Detail of Seminars & Workshops held during 2011-12

i. First Meeting of Regional Advisory Committee of Cereal System Research in South Asia, at NARC, Pakistan.

ii. World Food Day. iii. UNIDO/RENPAP Workshop on Ecotoxicological Implications of Pesticide

Residues in Ecosystem.iv. National Workshop on Pakistan National Range Land Policy.v. International Conference on Biotechnology under SAARC.vi. Training workshop for the Veterinarians in the SAARC countries.vii. Four member team of Brazilian Cooperation Agency (ABC) visited PARC on 11-

12 October, 2011 and held meeting with PARC authorities. Agreed minutes were signed in different fields of technical cooperation between both the countries.

c. NILTA arranged the following visits of delegations

i. Five (3+2) cases of Indian participants of the Regional Advisory Committee Meeting of Cereal Systems Research and two Indian participants for the Workshop on Range Land Policy at NARC have been processed for the clearance of Ministry of Interior and other agencies.

ii. Visits of Iranian, Brazilian and Nepalian delegations were organized and conducted. Post visit reports of these visits were sent to concerned department for follow-up.

iii. Post visit reports obtained from Dr. Muhammad Sharif, Member (SSD), Dr. Ali Dr. Shoukat

A l i , P S O ( N I G A B ) Dr. Javed Mirza and Mr. Anjum Shahzad, SSO were sent to concerned Ministry.

iv. Visits of international delegation from Iran, Brazil, Chinese, UNEP Mission, IFPRI and Nepal were organized and work plan developed for future collaboration.

e. Record and Reporting

i. Record/correspondence with national/international organization/institutions/ and countries were organized and maintained in both hard & soft copies.

ii. Maintained upto-date record and complete data of 64 national, 22 international and 13 agreements with various institutes, universities, NGO's, countries

and organizations. iii. Record of 86 and 13 Agreements with international institutions,

organizations and friendly countries was maintained.

d. Delegation constituted and processed for going abroad

i. Delegation of Pakistani Joint Working Group (JWG) was constituted and processed for the approval of competent authority. The JWG delegationvisited Italy, Nepal, Iran, Turkey and SAARC member countries.

Objectives

i. Preparation of training programmes for training (short-term & long-term) within the country and abroad of employees of the council.

ii. Processing of all cases for award of fellowship sponsored by friendly countries under bilateral agreements and other world agencies.

iii. Organizing of training in Pakistan of fresh scientists, engineers and staff etc. for basic and/or orientation courses and imparting practical training in selected areas.

iv. Evolve & implement a mechanism to monitor progress of scientists, engineers etc. on training in Pakistan and abroad.

v. Initialization of proposals for suitable placement of the officers on completion/ return from training abroad.

vi. To identify training rules and preparation of annual training programme, training brochure and budget.

vii. Preparation of computerized record/ data base of inland & foreign training and visits of employees and administrative arrangements for employees proceeding on training.

Work Done

i. About eighteen scientists were given the opportunity for local degree programs in the national universities. Detail at Annex-I.

ii. Seven scientists were sent abroad for Ph.D and post doctoral programs during reported period. Detail of training at Annex- II.

iii. About thirty scientists availed short term training from abroad in different disciplines during the reported period. Detail at Annex-III.

iv. Fifty seven scientists/ staff were trained in local institutions in different disciplines. Detail of training at Annex- IV.

v. Ninety one scientists participated in the international workshops, conferences, meetings and seminars on different themes and disciplines. Detail at Annex-V.
