Abstract This deliverable defines the overall strategy, timetable and procedures for eCoMove dissemination activities. It will be the reference for all dissemination activities and procedures to be developed during the project lifetime, and will be updated annually to reflect new opportunities for communication. It also defines the various target groups to be reached and the various communications channels used to reach them.

1. Introduction 1.1. Purpose of this document
1.1.1. Communication & dissemination
“Participants in projects funded under the EU Seventh Framework Programme (FP7) are required to use and disseminate the results generated by the project (“foreground”)”.1
Indeed, not only are communication & dissemination activities crucial in raising awareness and understanding of the project’s exploitable results, but effective dissemination may help participants in the subsequent market exploitation.
To maximise the impact of R&D generated by the project, and ensure that its results are effectively and widely disseminated in order to raise awareness, understanding and support from the different target groups of this project, there is a need to have a clear and common understanding of the messages and tools at the disposal of the stakeholders involved.
This document sets forth the strategies, processes and channels (e.g. press releases, conferences, scientific publications, exhibitions, workshops, newsletters, website, etc.) to be used to achieve successful dissemination and reach the largest possible audience.
In addition, this document sets out the internal procedures to be followed by eCoMove partners to ensure the consistency and coordination of external communication generated throughout all project activities.
This Communication & Dissemination Plan will be updated annually (in M15 and M27) to reflect new opportunities for communication.
1.1.2. Dissemination & use
While the Communication & Dissemination Plan defines the overall planning, procedures and strategy for dissemination activities, the Plan for using and disseminating Knowledge (“Dissemination & Use Plan”), on the other hand, will identify the partners’ intentions for the exploitation and implementation of their achievements in the project.
A first version of the Dissemination & Use Plan will be released in M12, with updates in M24 and at the end of the project.
1.2. Intended audience of this document
This Communication & Dissemination Plan is aimed at the following audiences and respectively at the fulfilment of the following objectives:
European Commission: to communicate the project strategy and planned activities;
Consortium partners: to coordinate and harmonise their individual dissemination activities and align these with the IP ones;

2. Roles and responsibilities 2.1. Overall structure
The coordination of the dissemination and exploitation activities is centralised in SP1 (IP Coordination & Dissemination). The IP Coordinator ERTICO – ITS Europe is the leader of that sub-project and has appointed Julie Castermans as eCoMove Dissemination Manager (eDM).
2.2. Dissemination Manager
All eCoMove communication and dissemination activities will be coordinated and monitored by the eDM, who is in charge of the following tasks:

Moreover, the Dissemination Manager is also responsible for:
keeping track and reporting back to EC on dissemination activities;
ensuring proper use of public dissemination materials and respect of partners’ IPRs confidentiality;
ensuring consistency of published content
securing optimum use of the project dissemination resources
2.3. Consortium partners
Although the dissemination activities are centralised at IP level, the partners are requested to actively contribute by:

Identifying and informing the consortium about dissemination opportunities (e.g. events, press articles, etc.);
Contributing content to e.g. publications, website, newsletters, etc;
Submitting technical papers and presenting the project results at relevant conferences and congresses;
Ensuring liaison with related initiatives and appropriate standardisation bodies;
Suggesting stakeholders to be invited to the eCoMove Forum;
Helping to promote and organise eCoMove events;
Contributing to establish international cooperation, in particular with the EU-METI (Japan) and EU-US DoT task forces;
Sharing existing communications resources & skills within their organisation.

3. Conditions for dissemination 3.1. Dissemination approval procedures
To enable the Dissemination Manager to fulfil one’s responsibilities, consortium partners should inform at an early stage about any eCoMove-related dissemination activity undertaken, and seek prior approval at least for:
Production of newsletters, brochures, flyers, posters
Submission of papers or articles in scientific, technical or general publications,
Presentations at external (not organised by eCoMove) workshops, conferences and other events
Press releases and interviews
Creation of eCoMove-related content for external public webpages
Exhibition stands and demonstrations
The procedure and request form in relation are included in the deliverable D1.1 Quality plan.
3.1.1. Travelling outside Europe
Any partner willing to disseminate eCoMove results at any conference or workshop outside of Europe must have prior approval from the EC project officer so that associated costs are eligible for funding.
In such instance, partners should contact the IP Coordinator and/or eDM with details of the dissemination opportunity in relation with its strategic interest for eCoMove in order to seek approval from EC.
3.2. Intellectual property management
“Dissemination activities shall be compatible with the protection of intellectual property rights, confidentiality obligations and the legitimate interests of the owner(s) of the foreground”. IPR, use and dissemination issues are ruled in FP7 Model Grant Agreement, Annex II General Conditions, Part C INTELLECTUAL PROPERTY RIGHTS, USE AND DISSEMINATION.
The Consortium Agreement is a very important document when it comes to ownership and sharing of Knowledge or project result, as it sets out or further defines how the consortium agree on the use and dissemination of the project results.
The background2 that is brought into the project will always remain the property of the partner in question. Those partners making available pre-existing know-how during the course of the project will specify any conditions for access thereto in the Consortium Agreement.
“Sideground”, as opposed to Background or Foreground, refers to the information and IP rights that participants acquire or develop in parallel over the course of the project. It may

be useful to stipulate in the CA how any sideground will be managed to avoid any future conflicts.
In the case of the foreground, i.e. the project results and any IPR that can be attached to them, typically it is owned by the participant that carried out the work from which it resulted. Nevertheless, it is the project team’s intention that the knowledge created in developing the core technology designs, specifications and reference platforms will be open, to encourage their widespread uptake and development into real products.
3.2.1. Dissemination levels
The dissemination level convention applied for FP7 projects is the following:
PU = Public
PP = Restricted to other programme participants (including the Commission Services)
RE = Restricted to a group specified by the consortium (including the Commission Services)
CO = Confidential, only for members of the consortium (including the Commission Services)
eCoMove documentation shall be disseminated accordingly. 3.3. Disclaimer
Any publicity concerning the project must specify that it reflects only the author’s view, exempting the Community from any liability.
In addition, all publications or any other dissemination relating to foreground must include the following statement acknowledging the financial support of the European Community:
“eCoMove is an EC co-funded Integrated Project under the 7th RTD Framework Programme, Information Society and Media Directorate-General (FP7-ICT-2009-4) – grant agreement n°247978.”
3.3.1. Logos use policy
Any publication or material prepared by consortium members must display the project logo and EU emblem.
If that is on behalf of eCoMove and in the framework of their assigned tasks in the project (e.g. invitation to a workshop), partners may not single out their own organisation logo in addition, unless they also include the other consortium partner logos3.
3.4. Copyrights
The illustrations and graphics produced in the framework of the project are property of the consortium and may not be used by external parties without prior approval by the eDM and should clearly acknowledge eCoMove as the source.

4. Communication strategy 4.1. Objectives of communication & dissemination
The aims of the eCoMove dissemination activities are to:
Create awareness and understanding about the project and its specification area of work;
Facilitate the exchange of information, optimise the potential impact and liaise with similar initiatives to increase the visibility of the project;
Promote the project results and communicate the societal impact and benefits to the different target groups;
Encourage exploitation and eventual market potential of these findings;
Communicate how the project results can be exploited to advantage by other research undertakings and initiatives closely related to eCoMove;
Communicate an integrated and consistent image of eCoMove both externally and internally:
o providing and promoting the use of an eCoMove identity that should be used by all partners and that is easily identifiable;
o channelling SP dissemination activities through a central IP communication outlet, thus creating synergies and unified content;
Encourage collaboration and participation of partners in external communication throughout the lifetime of the project and beyond.
4.2. Key aspects
4.2.1. Creating a clear, persuasive and consistent message
It is crucial to identify a number of clear, concise, understandable and persuasive messages to communicate the project results to a wide audience beyond the project consortium. These messages must be centred on the user and focus on positive achievements, innovation and the benefits they bring.
This should be a joint creative effort from various stakeholders in activities across the project, and include simple graphic images suitable for a wide range of uses.
The eDM provides general guidelines about the project identity to be used by all partners, as well as common dissemination material, i.e. website, brochures, newsletters, presentation templates, etc, to ensure consistency of messages and style.
The Dissemination Manager will centralise the press relations and act as focal point for the press, while a list of spokespersons shall be established from within the consortium, to react on questions related to particular aspects of the project.
“This requires clear agreement and careful coordination among all parties who may act as spokespersons or information sources for a particular project or network.”4

4.2.2. Target audience
Once the message is created, it needs tailoring to the intended audience while selecting the appropriate channels of communication for each target group. “The intended market for the project outcomes will tend to dictate the channels used. For example, the general public may expect web-searchable information, while the private business sector may expect access to R&D outputs via academic journals, professional networks (including brokers) or trade association events and publications.”5
eCoMove will target three main audience groups:
Research and industry :
o Experts working in the field;
o Senior personnel from industry, who can choose to exploit specific results when defining company strategies, hence bring new business development opportunities;
Public authorities:
o Regulatory bodies, which can prioritise certain deployments through their policy instruments;
Users:
o Private car and professional drivers
o Logistics planners
o Road operators
Some of the stakeholders and future users are already represented in the consortium. Others, interested and involved in the project from its early stages but not signatories to the final contract, are members of the so-called “Advisory Council” of eCoMove; they represent the views of stakeholder groups lacking in the Consortium.
Finally a User Forum has been established to invite other targeted stakeholders to engage in an open dialogue with the consortium about the project development and findings.
Consortium partners, Advisory Council and eCoMove Forum are three examples of channels used for dissemination, as explained more in detail in chapter 6.

5. eCoMove identity/brand guidelines Before any communication can be properly executed, a visual identity needs to be developed to reflect the eCoMove vision and key concepts, which will be used in all communication channels and materials produced according to the needs of the project (see next chapter).
5.1. Logo
A logo creates an easily recognisable “identity” and helps to improve the overall visibility of a project. It should be used prominently in all dissemination tools and printed materials.
The eCoMove logo is supplied in a number of different versions to be used across different media as required:

Partners should always use the original artwork files supplied and may not under any circumstance redraw, recreate or recolor the logo.
They should also avoid to distort or stretch the logo, and to use the logo on similar colours.

Note that the eCoMove logo should in general be accompanied by the EU logo (and a statement & disclaimer - see section 3.3).

6. Communication channels Different communication channels or tools shall be used to ensure a broad dissemination of project results to the different stakeholders and the general public.

6.1. Projectplace
The elements of eCoMove visual identity (e.g. logos and graphics) as well as all dissemination materials produced for consortium partners’ use only shall be made available via the partners-only online collaboration tool Projectplace, under SP1/WP1.2 Dissemination documents.
A distinction is made between the “public” website and the restricted workspace that is Projectplace, which should thus not be referred to as “website” in any communication in order to avoid confusion.
6.2. eCoMove website
Nowadays the internet is the most important communication media and a general information website is thus the primary channel for raising awareness and should become the main gateway for up-to-date information about eCoMove events, progress and results.
The eCoMove website is structured into the following different sections:
About eCoMove:
o Short and comprehensive overview of the project’s vision, objectives and expected results;
o Short description of the technologies used and the applications developed in the project;

Targeted at all audience groups, including the general public, the eCoMove website is written in English and in an accessible wording for non-expert readers.
It shall be regularly updated with news items about IP and SP activities; partners shall bring news about their work progress to the eDM who is responsible for maintaining the website.
In addition, the website will also be the main access point for Forum members, who will be able to register through the website sign-up tool7.
The website address will be advertised on all eCoMove dissemination material and registered with appropriate search engines.

Finally, this main access point of information on the project will remain accessible beyond the term of the project for exploitation purposes (three-year is the average based on previous EC projects experience).
6.2.1. Website statistics
Website statistics will be reported on a yearly basis about the number of visits,, the type of visitors (e.g. classifications per countries) and their interest, i.e. the most visited pages and downloaded files. In addition, the activities generated by search engines can be identified.
The statistics can be used to show the evolution of the website use over the months and provide information for the European Commission in order to judge the impact of the dissemination through that tool.
6.3. Promotional materials
Materials created to be circulated and used by all eCoMove partners to present and promote the project achievements, include:
6.3.1. Brochure
A flagship brochure has been produced to be distributed at external meetings and events and to influential readers, e.g. European policy-makers, national and local authorities, businesses interested in the functionalities, industrial end-users, media representatives, etc.
The brochure explains and illustrates the key concepts and foreseen results of the project, making use of illustrations to present them in a simple and visual way; emphasising the innovations and expected positive impacts, as well as the strengths of the consortium.
A shorter and simpler presentation leaflet has been released as first edition of the project brochure in Month 03. The updated version is scheduled for Month 16 and will be reissued towards the end of the project, once the validation results are known. The electronic files of these brochures are also available for download on the public website.
Another possibility, remaining budget allowing, could be to publish in addition, as separate brochure or book8, any of the key deliverables of the project.
6.3.2. Project presentation
A project presentation will be prepared for free use by all partners in their dissemination activities, e.g. when participating in events where they are presenting eCoMove.
This “presentation” includes a fact sheet summarising the project vision, objectives and expected results, but also general presentation slides to be updated regularly with latest results and developments.
The latter will be available through Projectplace as it is only meant for internal use by partners, to help them prepare their presentations at external events and conferences (which presentations are then made available for download on the public website).

6.3.3. Press releases
See section 6.4 on Media.
6.3.4. Video
Promotional videos are very efficient dissemination tools as they can be widely disseminated through popular media such as the internet and television, and thus potentially reach the general public, which target audience it should be primarily aimed at.
A suitable financial package shall be dedicated to contract a professional filming company to develop a high-quality video, including animations to explain in a dynamic and clear way how eCoMove applications function and footage showing trials and demonstrations at development centres and on-road test sites.
The video will be released for the final event and will be widely disseminated to broadcast and online mass media such as YouTube, Dailymotion, Athena Web, the EC’s online science film library, etc. The DM will also seek the support from Partners’ and EC PR channels to do that.
6.3.5. Others
Ad hoc posters, flyers, stickers, magnets or flags will be created on a per need basis for use at relevant conferences, exhibitions and demonstrations.
6.4. Media
The press is a crucial tool to relay information about eCoMove to a wide range of stakeholders, from the experts/engineers, strategic/political target groups to the wider public.
T he project will make as much use as possible of mass broadcast media TV and radio, focusing on specific and well chosen media opportunities.
6.4.1. Press conferences
Press conferences will be organised at key milestones or in conjunction with important eCoMove or other European events that can focus the attention of the media: e.g. during eCoMove demonstration events, where journalists can see and experience the project results at first hand.
Interview opportunities shall be arranged with personalities or spokespersons from the consortium partners. Press kits shall be distributed including the related press release, copies of the presentation slides, all relevant background material from information specific to the event to previous publications, e.g. brochures, factsheet, standard presentation, as well as suitable illustrations and graphics.
The ERTICO – ITS Europe Communication Department will work together with press officers from partner companies to distribute this information to their network of relevant local press contacts and provide journalists follow-up in their own languages.

6.4.2. Press releases
At key project developments or in conjunction with important eCoMove or other European events that can focus the attention of the media, ERTICO – ITS Europe will disseminate press releases to a selected list of journalist from various sectors: the technical trade press, science and research magazines and daily newspapers.
All partners are encouraged to distribute this information to their network of relevant local press contacts, providing translations when necessary.
Should a partner wish to issue a press release regarding eCoMove, whether in English or otherwise, they should contact the eDM prior for approval to ensure consistency and brand identity, as well as to maximise impact.
A press release template is included as Annex 2 of this deliverable, accompanied by a general press dossier.
6.4.3. Press articles
The contribution of articles and papers9 to technical trade press, science and research magazines is another effective means of dissemination. All participants will be encouraged to undertake such activities as their schedule and interests permit, provided that their communication is approved before its publication by the eCoMove Dissemination Manager.
The eDM shall also look in the editorial calendar of magazines as e.g. Traffic Technology International, ITS International, Thinking Highways, Eurotransport, Transport Business International, etc, for opportunities to publicise eCoMove results at key milestones.
A press review including copies of main articles published about the project will be regularly updated on the website media section and reported back to the EC in progress reports.
All partners should inform the eDM about any such article which they either have been asked to contribute to or spotted in the press.
6.5. Liaison activities
According to an analysis by the European Commission’s IPR Helpdesk, personal contacts and presentations are ranking top of the list of most popular channels used for the dissemination of project results10. Meeting and talking remains a crucial way to share and exchange professional experiences and keep informed about latest research developments.
6.5.1. Presentations at external conferences and events
Conferences and workshops are great networking opportunities for experts to share knowledge.

Next to events organised by the project itself consortium members are encouraged to participate in external events that are relevant to the aims and intended results of the project.
The eDM shall monitor and coordinate the submission of papers and presentations at important and relevant congresses and events, e.g. in the context of -dedicated special sessions at European or World ITS congresses. In addition, any presentation related to eCoMove at such events should be approved beforehand (see chapter 3 – Conditions for dissemination).
A calendar of relevant events will be maintained in the present document (see Annex 1). It will also be published on the eCoMove public website, as will the related papers & presentations subsequently to the event.
6.5.1.1. Demonstrations
Demonstrations (live and/or on simulators) shall also be organised in the context of such events, when opportunity, timing for partners and maturity of developed systems allow.
Specifically eCoMove will demonstrate one of its developed applications at the Vienna ITS World Congress in 2012 as part of a planned joint EU-US sustainability demonstration.
The EU-US demo is intended to show that the trans-Atlantic cooperation is working and that the developments on one side are interoperable with those of the other side. This will especially hold for the communication if messages sent by the infrastructure and/or vehicle are understood by receivers from both sides. It will also highlight that each side is developing applications based on such V2I /I2V communication that reflect the specific policies and requirements of both continents.
The current draft proposal is that a message sent by the infrastructure containing traffic light information (e.g. “current phase” and “time to signal change”) could be used by the US application “Smart Start-Stop Assistant”, and the same message could be used by the EU application "ecoApproach Advice" developed in eCoMove.
Moreover eCoMove also intends to take advantage of ITS Vienna dissemination opportunity with static demonstrators and simulators in the exhibition area, where some games, eco-driving competition could be developed and feedback could be received on the ecoHMI messages/language. Indeed the final day of the Vienna World Congress is going to be dedicated to the general public and is expected to attract young people11. The exhibition activities will be designed accordingly to make the most of this opportunity to raise public awareness.
6.5.2. Stakeholders workshops
eCoMove will organise workshops at key milestones such as user needs, architecture and validation results. All interested stakeholders will be invited to join in those workshops to

review project findings and key outputs, and will form part of the eCoMove Forum to be launched at the beginning of the project, with the first Stakeholders workshop.
Membership of the Forum and attendance to the workshops are free of charge, though participants will be responsible for their own travel, accommodation and other costs for attending workshops.
These Forum workshops will be used to disseminate project knowledge and gather opinions and comments on the eCoMove project to ensure that the final results meet stakeholders’ needs.
6.5.2.1. eCoMove Forum and Advisory Council
Although the eCoMove partnership includes 32 organisations, all sectors are not represented and some partners had to withdraw from the project at proposal or contract negotiation stage.
This is why an Advisory Council of leading stakeholder groups or organisations has been established to represent the views of industry, infrastructure operators, users or administrations, and especially those that were not able to be present in the project as a participant.
Advisory Council members will be asked to provide advices to the project, participating to dedicated workshops or working groups where their expertise is needed. In addition, Council members will be invited to some project technical meetings and consulted on certain public deliverables at different stages of their elaboration.
Advisory Council members will de facto be members of the eCoMove Forum that has been established around the eCoMove project to engage in an open dialogue with external stakeholders (not represented in the consortium and Advisory Council) and get their feedback at strategic phases of the project.
The Forum will be open for all interested parties to join and enter in discussion with the consortium about the project development and findings, in order to ensure the widest possible consensus on the proposed solutions and to facilitate their market take-up. The Forum will also be a meeting point for related initiatives to promote their concept and create synergies.
Any interested party will be able to register via the eCoMove website to receive invitation to the Forum events.

The first12 workshop was on use cases and was held in Munich on 15 September 2010. The purpose of the workshop was to bring together all relevant stakeholders to present and discuss the use cases being prepared at the time, in order to get feedback and ensure consensus on the outcomes.
During parallel sessions, the application sub-projects presented some of their use cases, to which the audience reacted with comments and questions. Participants also had the opportunity to provide input on missing use cases, and were asked to prioritise the presented use cases based on relevance for the driver and expected influence on the reduction of fuel consumption and CO2 emissions.
Around 50 people participated, 20% of whom more or less were not project partners, though the invitation had been circulated to the ERTICO partnership and iMobility Network, as well as to other relevant research projects, and forwarded by the partnership to their own stakeholders and contacts. To activate registration through the website and encourage more participation at the next activity of the Forum, the eDM will send personal invitations to all identified stakeholders to sign in to the eCoMove Forum, and will ask the partnership help to identify more contacts. Separate registration forms will also be printed to accompany the brochures distributed at relevant congresses & workshops.
6.5.2.3. Stakeholder Workshop – second public workshop
The second workshop of the eCoMove Forum is scheduled to be organised towards the end of 2011 (or early 2012), the purpose of which being to present to external stakeholders the preliminary results of the ecoHMI Task Force but also eCoMove architecture and validation baseline.
Another activity of the Forum could be to organise a concertation meeting with other European energy efficiency initiatives on the theme of e.g. eco-terminology.
6.5.3. Contribution to standards
The project is committed to be compliant with the latest standardisation developments and to contribute to the future developments in the standardisation bodies.
Not only will the project assess how current ITS platform developments can be used for eCoMove deployment, but the other way around, the outcomes of the eCoMove project can be fed back into the standards.
The eCoMove project extends on the results from CVIS, SAFESPOT and COOPERS projects, and aims at interoperability of cooperative communication systems developed in different R&D projects and specified by various standardisation bodies. The ITS communications architecture (ETSI EN 302 665), the standardised message for exchanging data between vehicles Cooperative Awareness Message or CAM (ETSI TS 102 637-2) and the standardised short-range event message Decentralised Environmental Notification Message or DENM (ETSI TS 102 637-3) are used as a 12 It is actually the second so-called “stakeholder” workshop but the first one that was open to members of the eCoMove Forum. basis for eCoMove core technologies and applications and project partners are actively involved in ETSI ITS WG113 to refine the CAM standard in relation with eCoMove ecoMessages.
eCoMove results will be promoted towards standardisation by appropriate bodies such as CEN, ETSI and ISO. Indeed, the project consortium includes several participants active in communications and application standardisation in these bodies.

6.5.4. International cooperation
Some eCoMove consortium partners are already participating in activities such as the EU-Japan task force working with a Japanese Ministry of Economy, Trade and Industry (METI) team to harmonise ITS environmental and energy impacts assessment methodologies and the EU-US Department of Transport (DoT) Science & Technology Implementation Agreement, which is embodied in the “EU-US Task Force for Technology Roadmap”.
The EC-METI Task Force, which was appointed by the European Commission (DG INFSO) in 2008 under the aegis of the “Intelligent Car Initiative”, is now merged into the ECOSTAND trilateral task force uniting bilateral EU-Japan and EU-US cooperation towards standardisation of evaluation methodologies of ITS impact on CO2 emissions.
eCoMove has already contributed to this cooperation by participating in the EC-METI workshops organised in Amsterdam in March 2010 and in Tokyo in October 2010; and more recently, in the ECOSTAND ITS energy Symposium in Vienna in June 2011 (which is the continuation of the discussions started in Amsterdam and Tokyo).
eCoMove is one of the reference European projects (and applications) selected to cover the main topics related to the development of the above-mentioned common methodology.
Some eCoMove partners are also involved in ECOSTAND and shall continue representing the project in the next ITS Energy Symposia, as they also are in the COMeSafety2 project that supports the EU-US Task Force activities on cooperative systems.
The EU-US Task Force comprises an American and a European working group. The European group is made up of representatives of the main current and recent projects in the domain of cooperative systems. As such eCoMove has been invited to participate. The European group meets around 3-4 times per year, while the full EU-US group meets on average twice – once during the World ITS Congress, and once during the Transportation Research Board meetings in Washington. The last TRB meeting took place in January 2011.
eCoMove has already contributed a draft for the sustainability application “the energy-efficient intersection”, taken as the basis for a jointly agreed definition as well as the joint demonstration proposal at the 2012 ITS World Congress (see section 6.5.1.1.).

Finally it is to be noted that the ITS World Congresses represent international cooperation opportunities in itself, where eCoMove is already and will continue taking the lead in organising special sessions to share results with US and Japanese counterparts.
6.6. Test sites
Where possible and appropriate, publicity will be sought for the trials, with press and media coverage and invitations to demonstrations for local and national stakeholders, and possibly the general public, to view and try out the systems on test. The test sites will thus also become a tool for dissemination and raising public awareness.
In addition, test sites feature participation of local road authorities and operators, system integrators, suppliers, vehicle manufacturers, and service providers. As these are the key decision-makers for future deployment and commercialisation of the project results, these trials have an important significance even if only a few vehicles are tested together with a limited portion of the local infrastructure. As such, the test sites can be regarded as pre-commercial partnerships.
6.7. Final Showcase event
A showcase event is foreseen towards the end of the project at one of its test sites. It will feature live demonstrations of trial vehicles and equipped traffic management infrastructure in a number of scenarios based on the applications developed in the project. There will also be an accompanying exhibition and conference to present and discuss the results of eCoMove.
The main goal of this event is to increase the awareness of eCoMove innovative technologies and to demonstrate how these can contribute to transport sector emissions reduction and fuel efficiency. Through this major event, the consortium partners expect to trigger media attention to the results of the project and contribute to the preparation of the market and future demand for this kind of technology.
The event will include the following features:
workshop on the themes of ITS for energy efficiency, with presentation of the principal results of the eCoMove project;
accompanying exhibition on the conference themes, e.g. with simulators and roadside equipment by eCoMove partners;
a press conference and dedicated demonstrations for the press

The event is foreseen to take place in March 2013 and Munich test site is currently the recommended location for the event because of its central geographical location, the strong support from local stakeholders and the need to extend the number of cooperative champion-cities in Europe.
The consortium partners have also acknowledged the importance to:
1. demonstrate interoperability between all makes of vehicles and different road side units within eCoMove, but also between eCoMove and other projects (e.g. CVIS, DRIVE C2X, FREILOT, simTD, SPITS, etc);
2. show a clear link to the standardisation work;
The consortium intends to apply the lessons learned from the Cooperative Mobility Showcase in Amsterdam in 2010.
The preparation work has started with discussions to decide the applications to be showcased before collecting related requirements. Contacts have also been taken with the InteractIVe project to check the feasibility of fulfilling the EC requirement of a joint event. In any case, a joint organisation (which doesn’t necessarily imply joint demonstration and thus interoperability) with another initiative, European or national, would be beneficial for either parties as it would minimise logistics efforts while maximising publicity.

2012 NEARCTIS 5th Workshop As part of its dissemination activities, the NEARCTIS Network of Excellence organises and sponsors workshops and training schools on traffic modeling and traffic management with emphasis on cooperative and GNSS systems. The main objectives of these activities are two-fold: to inform about and to address specific problems that traffic management-related projects are dealing with and explore possible solutions the cooperative systems may offer at the technological and methodological level.

About the eCoMove Project
Integrated Green-Mobility Solutions eCoMove applications eCoMove is developing applications & services that can help commercial and private car drivers, freight and road operators save fuel, unnecessary kilometres driven and manage traffic more efficiently:
eco-pre-Trip Planning advising optimal departure time and greenest route, in combination with energy-relevant information about vehicle functions, for least impact journey;
ecoSmartDriving “virtual coach” providing dynamic green driving and routing guidance as well as on trip tips to tune vehicle functions for minimum fuel use, but also ecoPostTrip personalised recommendations based on driving record for eco-driving optimisation;
ecoMonitoring information derived from vehicles' post trip eco record is distributed in a fully anonymous way to the traffic control centre, to identify energy blackspots;
Dynamic ecoDriver Coaching for commercial vehicle drivers including training and incentive scheme;
ecoTour Planning for logistics companies to define eco-efficient tours considering drivers’ eco-performance, vehicle payload and road infrastructure status;
Truck ecoNavigation calculating the most fuel efficient route based on truck-specific attributes and traffic state information;
ecoAdaptive Balancing & Control strategies for energy-optimised traffic distribution at network and local levels, e.g. traffic signal optimisation (green waves);
ecoAdaptive Traveller Support to drivers by sending information on traffic state, route recommendations and speed profile data needed by on-board assistance systems;
ecoMotorway Management measures for energy-optimised flow management on the interurban network coupled with ramp metering and merging assistance at individual vehicle level.
When combined, these mainly independent but interacting applications have the potential to deliver up to 20% overall reduction in fuel consumption and CO2 emissions.

Fig 1: The eCoMove vision is that of the “perfect eco-driver” travelling through the “perfectly eco-managed” road network. The eCoMove concept rests on the idea that, for a given trip by a particular driver in a particular vehicle, there is a minimum energy consumption that could be achieved by the perfect eco-driver travelling through the perfectly eco-managed road network. eCoMove will tackle the three main causes of avoidable energy use by road vehicles: • Inefficient trip planning & route choice; • Inefficient driving performance; • Inefficient traffic management & control. To reduce these inefficiencies means finding solutions that help drivers to achieve the lowest possible fuel consumption for a given journey, and at the same time enabling the traffic system to balance vehicle movements so that energy consumption is as low as possible for a given demand. To achieve this, eCoMove uses Information and Communication Technologies (ICT) targeted at reducing the environmental impact of road transport or so called green ITS (Intelligent Transport Systems). More specifically, eCoMove innovations are enabled by the use of cooperative systems, i.e. the exchange of information between vehicles (V2V) and between vehicles and traffic infrastructure (V2I). This constant communication and swapping of real time information — such as vehicle fuel consumption, speed, destination, traffic signal phase data, etc — between driver, vehicle and traffic system allows them to improve their overall energy performance. Ensuring Data Privacy and Security The data collected from individual vehicles do not need to be personalised and where detailed driver behaviour data need to be stored and analysed, they shall indeed be anonymised. As a general principle throughout the project, only the minimum data will be collected and communicated, which are necessary to enable the application. Issues of data privacy and data security will be analysed during the requirements definition and validation phases. In addition, a methodology for ensuring personal data

security and privacy protection will be embedded in the high-level architecture and data management processes. Proving the concept The project will verify and validate the developed technologies and applications at field trials in Berlin, Düsseldorf, Helmond, Munich and on French motorways. On top of that, a simulation environment will be set up as a full evaluation of cooperative traffic management strategies requires a high penetration of equipped vehicles, which cannot be achieved in eCoMove. In addition, an impact assessment of eCoMove solutions on driver behaviour, mobility, traffic efficiency and environmental issues will be carried out. User acceptance, cost-benefit ratios, deployment barriers and requirements will also be investigated. Stakeholders The eCoMove project brings together a multi-disciplinary team to develop the necessary new tools to support energy-efficient driving based on cooperative traffic control and infrastructure.
