Welcome! Welcome to the 58th Annual Cooperative Conference for School Administrators. This year’s conference focuses on leading to succeed. As we work toward improving educational opportunities for ALL students across our state, your leadership is key. Being a leader requires vision, communication and perseverance. It also requires recognizing the leadership potential of those around you and encouraging them to reach that potential. Leadership can be challenging, but the rewards are great.

As we look forward to a new school year, we are confdent that you will beneft from the keynote speakers and breakout presentations we have planned for you. Most importantly, we know you will beneft from being together. We encourage you to use your time at the conference to learn from each other, to share struggles and successes, and to use the insights you gain to build your own leadership capacity. Governor Michael L. Parson • July 29 • 1:30 p.m.

Michael L. Parson was sworn in as Missouri’s 57th Governor on June 1, 2018. He came into the role of governor with a longtime commitment to serving others and more than 30 years of experience in public service. Governor Parson previously served as the 47th Lieutenant Governor of Missouri beginning in 2017 and also served in the Missouri Senate, House of Representatives and as sheriff of Polk County. He is a U.S. Army veteran.

Governor Parson was raised on a farm in Hickory County and graduated from Wheatland High School in Wheatland, Missouri. He is a small business owner and third generation farmer who currently owns a cow and calf operation near Bolivar. Governor Parson and his wife Teresa have two grown children and fve grandchildren.

State Board of Education President Charlie Shields • July 29 Luncheon Remarks

Charlie Shields was appointed to the State Board of Education in August 2012. He is president and chief executive offcer of Truman Medical Centers (TMC). Shields joined TMC in July 2010, after serving 20 years in the Missouri General Assembly as part of the House of Representatives, a member of the Senate and as Senate President Pro Tem. He earned his bachelor's degree in marketing and his master's degree in business administration from the University of Missouri.

Commissioner of Education Margie Vandeven • July 30 General Session Remarks

Margie Vandeven is passionate about ensuring that each child has the opportunity to graduate prepared for success. She has more than 27 years of student-centered service in education, including her time in Missouri's top educational post. She is a teacher who has provided education leadership in the classroom, school, state and national roles assumed throughout her career. She served as commissioner of elementary and secondary education from 2015-2017 and was reappointed by the State Board of Education in January 2019. As commissioner, Dr. Vandeven works collaboratively with a diverse group of stakeholders to improve educational opportunities for more than 918,000 Missouri students.

This session will identify ways in which state and local governments, educational institutions, training providers, and the private sector can work collaboratively to develop a successful 21st century workforce for Missouri and improve our state's economy. DESE will discuss programming that offers guidance and support for Missouri's schools to enable them to provide pre-K through postsecondary career-connected learning opportunities for every student.

How will you collect the evidence necessary to show student achievement and growth? Ozark Schools is on a journey to build dashboards and a scorecard to measure what matters. While not yet perfected, we'll share our journey toward a systemic solution using impactful data to ensure that each student learns.

Success often depends on putting the right people in the right places and taking a different approach to professional development. When teachers and staff create professional development, they have ownership of the process. In this session, learn how a team of teachers, tech staff and administrators worked with stakeholders to develop a successful plan of action for schools in the Richland R-I School District.

What does it take to create a district focus on continuous improvement, regardless of status, and to shift from a collection of buildings with a central administration to a district system of education? What is DESE providing to all school districts to support this change? Three superintendents will provide details of their districts’ journey toward excellence, their efforts to help DESE identify and put in place the supports needed for success in Missouri districts and local education agencies, and resulting data.

Successful leaders ensure every school has great teachers, but it is becoming more challenging. Do you struggle to recruit quality teachers, especially in certain content areas or because of your geographic location? Do you wish you had more ethnically diverse teachers or male teachers? Do you have teacher retention issues? This session will provide examples from districts around the state that have developed programs to “grow their own” teachers. Come hear strategies and examples of success.

Introductory training on the Sunshine Law will provide you with the basics of what you need to know about public records and public meetings. This valuable information will be helpful to you in advising both your school board and your staff on this important law. You will learn many practical tips to assist you in your role as a school administrator.

• How Trauma-Informed Schools Help Every Student Succeed

Promoting trauma-sensitive school approaches has the greatest potential for a positive effect on all students. A trauma-informed school promotes healthy, resilient educators and learners capable of disrupting the cycle of trauma in their lives and communities and creating outcomes that are more equitable. This session will address updates in the Missouri Model for Trauma-Informed Schools to include the Missouri Model Guidance Document, a new parent toolkit, and best practices.

• Increasing Experienced, Qualifed and Effective Teachers

Excellent educators are experienced, qualifed and effective. Successful leaders ensure every student has access to these kinds of teachers. Missouri equity labs have been exploring strategies to make this happen. Data will be shared from equity labs held this year as well as research on the impact of the initial equity labs discussed by the author of the study. Strategies from districts across the state that are working toward ensuring equitable access to excellent educators will be shared.

In this session, school leaders will be updated on the state of MOCAP and how they can provide greater access to help students succeed in school and life. Included in the presentation will be an overview of enrollment process, district responsibilities for the Missouri Course Access and Virtual School Program, and current and anticipated course offerings.

• Missouri’s Leadership Development System (MLDS) – Professional Learning for Principals, from Aspiring to Retiring

Session presented in Leeward 74/75 • 2:10-3:00 p.m. and 3:10-4:00 p.m.

From serving just over 150 principals two years ago to engaging more than 1,100 in 2018-19, Missouri's approach to leadership development is unique. Meaningful and relevant learning is the hallmark of this system, but don’t take our word for it. Come see what MLDS learning looks like in Missouri school districts – not from a DESE perspective, but from PK-12 practitioners and central offce personnel who recognize the value of continuous professional learning.

DESE will present plans for the 2019 APR and will discuss the development of MSIP 6. Leaders will learn how the MSIP 6 development and pilot process will unfold over the next year, as well as learn about upcoming changes in reporting.

Teachers must be able to effectively teach computer science as well as clearly communicate the value of computer science for student learning. Through computer science, students learn the knowledge and skills they need to become ready for success. Receive the latest information pertaining to the computer science standards, granting of credit and opportunities for computer science training for teachers.

This session will address the myriad of school safety resources available to Missouri schools through the Missouri School Boards’ Association (MSBA) Center for Education Safety. Best practices will be identifed along with actual implementation and utilization of the resources by Southern Boone County R-1 School District.

• Understanding the Missouri Assessment Program (MAP)

In this session, you will hear the latest about Grade-Level and End-of-Course tests that make up the Missouri Assessment Program. Learn about the continuing rollout of new tests and the tools that are available for instructional support.

Major General Donna W. Martin • July 30 General Session Remarks

Major General Donna W. Martin is the Commanding General of the U.S. Army Maneuver Support Center of Excellence and Ft. Leonard Wood. In this capacity, she oversees the development of capable and adaptive leaders and warriors.

She has served in the Army for 30 years and took command of Ft. Leonard Wood in August 2018. Previously, she served as the chief of military police and commandant of the Military Police School at Ft. Leonard Wood, where she oversaw the training and development of military police soldiers and leaders.
