Cooper’s Alley is a public space designed to be accessible to and used by the Chattanooga community. HOURS OF OPERATION Including set-up and breakdown, the event must be held between 7:00 am and 11:00 pm, Monday through Sunday.

ALCOHOL Alcohol and beer are governed by the State of Tennessee and the City of Chattanooga.

Licensed Caterer? Utilizing a licensed caterer as bar vendors allows you to bypass thethe below permits regarding liquor and beer. Multiple businesses along Cooper’s Alley holdcatering licenses including Bantam + Biddy, Unknown Caller, and The Mad Priest. See below for contact info.

Beer? If your event will serve beer, call 423-643-5156 for a City of Chattanooga Special EventBeer Permit. The application fee is $250 and requires attending a Beer Board Meeting which areheld the 1st & 3rd Thursday of each month. Applications are due 10 days before the meeting.

Liquor? If your event will serve liquor, then call 423-634-6434 for a State of Tennessee AlcoholicBeverage Commission Special Occasion License. The license is $100 per day. Applications mustbe received at least 14 days before the event.

INSURANCE Event Host is required to provide a copy of insurance listing RiverCity, 850 Market Street Chattanooga, TN 37402 as an additional insured with a General Liability coverage of at least $1,000,000 if event size permits. If alcohol is being served, Event Host is required to provide a copy of insurance listing RiverCity, 850 Market Street Chattanooga, TN 37402 as an additional insured with liquor liability coverage of at least $1,000,000. For events less than 150 attendees that do not serve alcohol, RiverCity will cover Licensee under their insurance policy. Please see chart below for more information.

ELECTRICITY There are two locations to access electricity along the alley that will be available for Event Hosts. Event Hosts are responsible for any additional electrical needs.

SECURITY Security is required if there will be 150+ individuals in attendance. If this security service is needed, Global Security Group is recommended and can be reached at 423-504-1362 or via email at [email protected].

RESTROOMS There are no available restrooms in Cooper’s Alley. Event Host is responsible for providing portable toilets for their event according to the guidelines below. If events require outside services such as portable toilets, Event Host must coordinate location with RiverCity and such services will be paid for by the Event Host, unless other arrangements are made with Manager. If a portable toilet rental is needed, Pit Stop Portables or The Bolles Company, Inc., are recommended and range from $75 to $100 a day.

FOOD & CATERINGAll vendors and caterers are required to list RiverCity as an additionally insured on their insurance. Caterers will be allowed but must be approved by RiverCity at least 30 days prior to the Event. Caterers must adhere to ALL rules and Regulations outlined in this document or otherwise by RiverCity and provide services including Insurance. Licensed Caterers in Cooper’s Alley include Bantam & Biddy, Unknown Caller, and The Mad Priest.

SANITATION PLAN • Recycling and Trash receptacles are required at all events. Licensee is responsible for creating a waste disposal and recycling plan for their event. The City of Chattanooga’s Public Works provides recycling receptacles at no charge and trash can rental at $25/each. Event Host can download and complete form here at least 30 days prior to event and submit to [email protected]. For questions, call (423) 643-6845.

• Licensee is responsible for all trash and recycling removal from alleyway at end of event. Failure to do so could result in a penalty charge of $100.

General Recommendations

- One receptacle per food vendor onsite.

- Ensure enough receptacles to cover the crowd in attendance, potentially one can per 50 attendees. If you don’t have someone dedicated to servicing the cans during the event, more are recommended.

STREET PARKING RESERVATIONLicensee can reserve street parking spots through Chattanooga Parking Authority at $15 per space per day if needed for load-in or for reserved parking. DAY OF EVENT: BARREL SET-UP REQUIREMENTSPrior to event start time, licensee must set up River City Company’s barrels signifying event closure. Two barrels and one sign stored at the entrance will need to be placed as shown in the photos here at the alley entrance at 7th Street. You can access these in the alleyway, the code to unlock them is 8282. Barrels should be returned back to the corner, locking them back together when the event is over. Penalty fee of $150 will be charged if not returned properly.

CANCELLATION/REFUNDSThe reservation fee is nonrefundable in the event of cancellations. In the event of inclement weather, RiverCity reserves the right to cancel an event if weather conditions threaten the safety of event attendees. Every effort will be made to reschedule the event at a time to suit the Event Host, but if no date is agreed upon, the fees charged will be 100% refundable if canceled by RiverCity. RiverCity will not be held accountable for any of Event Host’s additional expenses caused by a cancellation under such circumstances. If Event Host decides to reschedule the event, RiverCity will consider such rescheduling as a cancellation. If Event Host does not comply with the policies outlined herein and such non-compliance results in cancellation of the event by the Event Host, no fees shall be refundable.

ADDITIONAL USE REGULATIONS • The alley cannot be closed to the general public at any time during events. Pedestrians will be allowed access to the space.

• Any vehicle in the alley is prohibited unless cleared in writing with RiverCity.

• All banners must comply with the City of Chattanooga sign ordinance and must be approved in writing in advance by RiverCity. Banners must be removed immediately after events.

• RiverCity may withhold its approval of any event proposed by Event Host for any reason, at the

discretion of the Cooper’s Alley Advisory Committee.

• Event Host shall have the use of the alley only for the purposes specified in contract.

• Event Host is required to be responsible for the conduct of their guests and any third party which Event Host hires to perform catering, entertainment, or any other event function.

• If ANY damage occurs anywhere in Cooper’s Alley due to Event Host, the Event Host’s event or anything associated with Event Host’s event will be responsible for the cost of all necessary repairs.

• Glass products, with the exception of serving pieces, are prohibited in the alley.

• Event Host agrees to comply with any and all laws, statutes, ordinances, rules, orders, regulations, and requirements of federal, state and local governments, and all of their departments or bureaus, applicable to Event Host’s use of the alley.

• Events may be stopped or canceled by RiverCity if the provisions of this policy are not followed by the person(s) responsible for the event.

• No chalk or other materials should be used on the sculpture or alley walls that would alter its appearance.

• No suspended flames (orbs, chandeliers, etc), no glitter or confetti, no Chinese lanterns to be released, all candles must be contained.

EVENT HOST CHECKLIST

Step One: Complete online reservation form (and pay fee if applicable) *include link once website is finalized*

Step Two: Sign physical agreement with River City Company

Step Three: Provide copy of insurance listing River City Company, 850 Market Street Chattanooga, TN 37402 as an additional insured (see p.3)

Step Four: If serving alcohol, hire a licensed caterer or secure required permits through the City and the State, providing a copy of permits to River City Company (p.2). River City Company must be added as additional insured (p.3).

Step Five: Schedule a walk through with River City Company at least 30 days prior to event date

Step Six: Secure restroom access from neighboring business or rent portable toilets (p.3)

Step Seven: Finalize sanitation plan and any coordination required with Public Works (p.4)

Step Eight: Book security (p.3)

Step Nine: Day of Event- set up barrels (p.4)

POST EVENT CHECKLIST Step One: Clean up the event space. All areas need to be returned the way they were found to avoid any additional fees.

Step Two: Barrels and signage should be returned back to the corner, locking them back together when the event is over. Penalty fee of $100 will be charged if not returned properly.

Step Three: Complete and return your Post Event Report of Results.
