I. BACKGROUND INFORMATION

1. Article 22, paragraph 7, of the Convention states: "The United Nations, its specializedagencies and any State member thereof or observers thereto not Party to the Convention may berepresented at sessions of the Conference of the Parties as observers. Any body or agency,whether national or international, governmental or non-governmental, which is qualified inmatters covered by the Convention, and which has informed the Permanent Secretariat of itswish to be represented at a session of the Conference of the Parties as an observer, may be soadmitted unless at least one third of the Parties present object." Rules 6 and 7 of the rules ofprocedure (decision 1/COP.1, as contained in ICCD/COP(1)/11/Add.1) contain provisions tosimilar effect. Furthermore, decision 26/COP.1 contains provisions on accrediting non-governmental and intergovernmental organizations to the first and subsequent sessions of theCOP.

II. INTRODUCTION

2. Assuming accreditation by the COP at its seventh session of the organizations referred toin annex I, annex III contains the updated list of national, international, governmental orintergovernmental organizations accredited to the COP.

3. Furthermore, assuming accreditation by the COP at its seventh session of theorganizations referred to in annex II, annex IV contains the updated list of non-governmentalorganizations accredited to the COP.

III. RECOMMENDATION

4. In accordance with the provisions mentioned above, the secretariat recommends that theCOP at its seventh session accredits as observers the national, international, governmental orintergovernmental organizations listed in annex I and the non-governmental organizations listedin annex II.
