    The main business of the conven-ion is debate and action on proposedmendments to the Council 28 Con-

    titution and resolutions setting outother goals and objectives.

    This convention, more than adozen resolutions and proposedonstitutional amendments will come

    before you.

    The rst step is for the proposedmendments and resolutions to goefore committees of delegates.

    Committee members will listeno arguments for and against each

    mendment and then craft recom-mendations that will go to the fullonvention.

    Delegates on Saturday and Sun-day will have the opportunity todebate each recommendation on theonvention oor.

    Biennial Convention

    Our featured speakers at tonights Convention Banquet 2011 are U.S. Cogressman Jay Inslee and Oregon AFSCME Council 75 Executive Director KeAllen. The social hour and banquet begins at 6:30 p.m. in Ballroom 100 B-C the Spokane Convention Center.

    Inslee, who represents the 1st Congressional District, is a candidate forgovernor who graciously agreed to address convention delegates as you cosider the important choice of who our next governor should be. The other vited candidate, Attorney General Rob McKenna, declined to attend becauof travel commitments.

    Also speaking is Ken Allen, a longtime friend of the Federation whoserves on the AFSCME Executive Board alongside WFSE/AFSCME ExecuDirector Greg Devereux.

    The banquet will include many other special presentations, including tawarding of the 2011 WFSE/AFSCME Medal of Valor Award.U.S. Rep. Jay Inslee

    Delegates must present boththeir badge and photo ID in orderto vote. Council 28 Ofcers to beelected (two-year terms) are Presi-dent, Vice President,Secretary and Treasurer.

    Congressman Jay Inslee, aDemocratic candidate for gover-nor, told WFSE/AFSCME Con-vention delegates Friday nighthat state employees are a bul-

    wark against attacks on the mid-dle class and collective bargainingis a basic right of democracy.

    Inslee said as governor heddefend collective bargaining and

    public services.He said we shouldnt elect can-

    didates who paint state employeess sort of the piata of our state,nslee said.

    He referred to his experienceworking bulldozers and jack-

    hammers as he worked his waythrough school.

    If anybody tries to takeaway your collective bargainingrights, theyre going to have togo through my bulldozer, Insleesaid.

    banks. Its inspired by the

    The two Constitution and Bylaws Committees on Fridayconsidered what recommendations to make to the fullconvention on the proposed constitutional amendments.

    The respective Constitution and Bylaws Committee will

    Mary Donnelly, the longtime exec-utive assistant who retired in Augustafter 38 years working for WFSE/AF-

    SCME, was honored at the Conven-tion banquet Friday night.The Federation has been my

    home for a long time, she said.The thing that really warms

    my heart tonight as I look out at thisaudience and see so many new faces,people who are stepping up, peoplewho are taking an active role in thisunion, which is what we need to keepmoving forward and I wish you allthe best.

    Medal of Valor AwardStatewide Parks Local 1466 mem-

    bers Tor Bjorklund and Dean Lambertreceived the unions Medal of ValorAward at Friday nights banquet. Theywere honored for the quick action andbravery during a deadly gang-relatedgunfght at Lake Sammamish StatePark in July 2010. Without their ac-tions under fre, there could have beenmore victims.

    Oregon AFSCME Council 75 Executive Direc-tor Ken Allen said all members in the NorthwestRegion must band together in the battle againstattacks on public services.

    We cant allow Wisconsin to happen here inOregon, Washington and Alaska...., Allen toldConvention delegates at Fridays banquet.

    Delegates get down to business

    The 44th Biennial Conventionof the Washington Federation ofState Employees got off to a rousingstart Saturday with action on nineconstitutional amendments andresolutions, nominations for Federationofcers, speeches from four of the mostrespected labor leaders in the nation,awards of recognition and a rally innearby Medical Lake centering onprotecting safety in the face of budget

    cuts at Eastern State Hospital andLakeland Village.

    Some 413 delegates and 15alternates from 41 locals debated morethan half the measures before them inthis convention.

    Delegates adopted the followingamendments to the WFSE/AFSCMEConstitution:ConstitutionalAmendment3(Representation)ConstitutionalAmendment12

    (Allowing Non-State EmployeeMembers).

    Delegates also adopted oneresolution:

    Resolution3(PsychiatricandForensic Patients Assaulting Care

    Givers).

    Delegates rejected (did not adopt)four other proposed constitutionalamendments (1, 2, 4 and 11) and tworesolutions (1 and 4).

    Delegates today consider vemore proposed constitutionalamendments and one resolution.
