01. RESOLUTION - Approving the acceptance of the Victims of Crime Act

(VOCA) grant by the Hunterdon County Prosecutor’s Office in the total project amount of $309,638.00 (federal grant funds: $239,032; County matching funds: $70,606) for the period of July 1, 2019 through June 30, 2020 and authorizing the Freeholder Director to sign the grant award documents.

02. RESOLUTION - Authorizing the Hunterdon County Board of Elections to submit a Help America Vote Act (HAVA) grant application on behalf of the Borough of Frenchtown, in the amount of $30,500.00, to the New Jersey Division of Elections for ADA ramp improvements.

03. RESOLUTION - Approving the acceptance of a grant award from Hunterdon Healthcare in the amount of $53,590.00, to administer services through Visiting Health and Supportive Services, for the period of July 1, 2019 to December 31, 2019 and authorizing the Freeholder Director to sign the grant award documents.

PROCLAMATION

WHEREAS, Jack Murry, Boy Scouts of America, Troop 108, attained the designation of "Eagle Scout," Scouting's highest award; and WHEREAS, Jack Murry has been an active scout demonstrating outstanding leadership and has contributed many service hours during his years of scouting; and

WHEREAS, Jack Murry’s Eagle Scout project involved both the planning and construction of a veterans memorial consisting of an ornate stone and plaque which was placed beneath a red maple tree at Franklin Township School; and

WHEREAS, Jack Murry’s veterans memorial will rightfully pay tribute to all veterans that have served in defense of our freedom and ensure that current and future generations of area residents understand of their selfless sacrifice and service to this great Nation; and NOW, THEREFORE, BE IT RESOLVED, that the Hunterdon County Board of Chosen Freeholders extends to Jack Murry individually, collectively, and with great pride, their sincere congratulations for achieving this highest of scouting awards which symbolizes the American Ideal of good citizenship; and BE IT FURTHER RESOLVED, the Board wishes Jack Murry much success in all his future endeavors.

WHEREAS, Thomas Obiedzinski, Boy Scouts of America, Troop 108, attained the designation of "Eagle Scout," Scouting's highest award; and WHEREAS, Thomas Obiedzinski has been an active scout demonstrating outstanding leadership and has contributed many service hours during his years of scouting; and

WHEREAS, Thomas Obiedzinski’s Eagle Scout project involved planning and installing a new hiking and horseback riding trail at the Horseshoe Bend Park in Kingwood Township; and

WHEREAS, Austin Tarby, Boy Scouts of America, Troop 108, attained the designation of "Eagle Scout," Scouting's highest award; and WHEREAS, Austin Tarby has been an active scout demonstrating outstanding leadership and has contributed many service hours during his years of scouting; and

WHEREAS, Austin Tarby’s Eagle Scout project involved replacing an old walkway and installing a decorative garden near the entrance to the Quakertown Firehouse; and

WHEREAS, Austin Tarby’s contribution to the Quakertown Firehouse will enhance the overall facade of the building and safety of the walkway which is utilized by its members and guests alike; and WHEREAS, Austin Tarby’s fundraising efforts for his above mentioned Eagle Scout project were so successful that he was able to provide a generous donation to the Quakertown Fire Department as well; and NOW, THEREFORE, BE IT RESOLVED, that the Hunterdon County Board of Chosen Freeholders extends to Austin Tarby individually, collectively, and with great pride, their sincere congratulations for achieving this highest of scouting awards which symbolizes the American Ideal of good citizenship; and BE IT FURTHER RESOLVED, the Board wishes Austin Tarby much success in all his future endeavors.

PROCLAMATION

WHEREAS, Christopher Serrao, a seventh grader at Readington Middle School, recently won the 2019 Scripps National Spelling Bee that was held at the Gaylord National Resort Convention Center in National Harbor, Maryland; and WHEREAS, Christopher Serrao was one of eight students to be crowned a champion in a unprecedent ending in the history of the National Spelling Bee; and

WHEREAS, Christopher Serrao has competed in three spelling bee competitions and qualified for the national competition after a victory at a local competition sponsored by Discover Lehigh Valley; and

WHEREAS, Christopher Serrao, known as speller 427, at the national competition was victorious with the word “cernuous” and handled his win with grace and humility; and NOW, THEREFORE, BE IT RESOLVED, that the Hunterdon County Board of Chosen Freeholders extends to Christopher Serrao individually, collectively, and with great pride, their sincere congratulations for achieving the title of National Spelling Bee champion and for representing the County of Hunterdon and his fellow peers with great distinction; and BE IT FURTHER RESOLVED, the Board wishes Christopher Serrao much success in all his future endeavors.

RESOLUTION

Authorizing Participation with the 2020 Hunterdon County Complete Count Committee

WHEREAS, the U.S. Census Bureau is required by the Constitution to conduct a count of the population and provides a historic opportunity to play an active role in American democracy; and WHEREAS, the Census count requires extensive work, and the Census Bureau required partners at the state and local level to insure a complete and accurate count; and WHEREAS, Hunterdon County is committed to ensuring every resident is counted; and WHEREAS, federal and state funding is allocated to communities, and decisions are made on matters of national and local importance based, in part, on census data and housing; and WHEREAS, Census data helps determine how many seats each state will have in the U.S. House of Representatives and is necessary for the accurate and fair re-districting of state legislative seats, county and city councils and voting districts; and WHEREAS, the information from the 2020 Census and American Community Survey are vital tools for economic development and increased employment; and WHEREAS, the information collected by the census is confidential and protected by law; and WHEREAS, a united voice from business, government, community-based and faith-based organizations, educators, media and others will enable 2020 Census message to reach more of our citizens; and WHEREAS, the Hunterdon County Complete Count Committee will bring together a cross section of community members who will utilize their local knowledge and expertise to reach out to all persons of our community; NOW THEREFORE, BE IT RESOLVED that Hunterdon County is committed to partnering with the U.S. Census Bureau and the State of New Jersey by providing a representative to the Hunterdon County Complete Count Committee and will:

1. Support the goals and ideals for the 2020 Census and will disseminate 2020 Census information. 2. Encourage all County residents to participate in events and initiatives that will raise the overall awareness of

the 2020 Census and increase participation. 3. Provide Census advocates to speak to County and Community Organizations. 4. Support census takers as they help our County complete an accurate account. 5. Strive to achieve a complete and accurate count of all persons within our borders. RESOLUTION

Chapter 159-2019-006 WHEREAS, N.J.S.A. 40A:4-87 provides that the Director of the Division of Local Government Services may approve the insertion of any special item of revenue in the budget of any county or municipality when such item shall have been made available by law and the amount thereof was not determined at the time of the adoption of the budget, and WHEREAS, said Director may also approve the insertion of an item of appropriation for an equal amount, and WHEREAS, the County of Hunterdon has received notice of an award of $71,010 from North Jersey Transportation Planning Authority and wishes to amend its 2019 Budget to include this amount as revenue. NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Hunterdon hereby requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue in the 2019 Budget in the sum of $71,010 which is now available as a revenue under the caption of:

Bid #2019-07 RESOLUTION Accounts: #C-04-55-1703-121 & C-04-55-1801-130 WHEREAS, bids were received, opened and read in public on Thursday, June 13, 2019, for the paining of various Hunterdon County bridges; and WHEREAS, seven (7) bidders submitted proposals; and WHEREAS, upon the recommendations of Thomas Mathews, County Engineer and Raymond E. Rule, Jr., Purchasing Agent, it was determined that the bid as submitted by the lowest responsible bidder meets the intent and requirements of the County specifications. COUNTY OF HUNTERDON NOTICE OF ONLINE AUCTION FOR EQUIPMENT

WHEREAS, pursuant to N.J.S.A. 40A:12-13, the County of Hunterdon desires to hold an auction for the sale of equipment, as set forth in the attached Schedule A, which equipment is no longer needed for public use and is therefore deemed surplus; NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Hunterdon that the Clerk of the Board shall be authorized to arrange for the sale of the said equipment at a public auction, the sale to be made to the highest bidder present at the auction for each item upon the following terms and conditions: A. The surplus sale will be conducted through an online service known as Municibid

and can be accessed at https://municibid.com/nj/njinfo/ on July 22, 2019. The auction items can be reached by doing a search for the keyword “County of Hunterdon”.

B. No warranty shall be given, either expressed or implied, by the County as to said

equipment and all is "as is". C. The bidders acknowledge receipt of notice that some items are not presently

functioning or not in working condition. D. All sales shall be final. E. Property shall be removed within seven (7) days of sale and remain at the sole risk

of the buyer. F. Municibid will collect all proceeds from the winning bidder, including the “Buyer’s

Premium” via credit card, certified check, money order, or wire transfer. These are the only means of payment by the bidder.

BE IT FURTHER RESOLVED, that said public sale of equipment items will be held for twelve (12) days starting July 22, 2019 through August 2, 2019. The Clerk of the Board shall advertise this Resolution and Notice of Items (Exhibit A), in the Hunterdon County Democrat in the issue of July 11, 2019. HUNTERDON COUNTY DIVISION OF PARKS & RECREATION 2019-2020 CONTROLLED HUNTING PROGRAM REGULATIONS

PERMIT INFORMATION Hunting permits are sold to walk-in applicants on a first-come, first-served basis. Mail-in applications are also

accepted, but will not be processed until after all walk-ins are completed on the first day of permit sales for each respective season. Because of this, mail-in applicants have a reduced chance of getting a permit. On the first day of permit sales, only Hunterdon County residents may purchase a permit. On the second day, and any day thereafter, all others can purchase a permit. To be fair, only one permit, per season, per person on line! Permit applications and maps of hunting areas are available at the Park Office. IMPORTANT REGULATIONS All state hunting regulations, licensing requirements, and permit requirements are in effect on Hunterdon County Park lands open to hunting. Hunters are responsible for obtaining and learning state regulations and county park regulations.

• In all seasons and for each permit, every hunter, (including alternates) must harvest an antlerless deer on the property the permit is valid for, before they can take an antlered deer. (With the exception of the six day firearm season.)

• Transferable permits. Each permit sold will be transferable to a maximum of two alternate hunters. Each hunter is allowed to be an alternate on a maximum of two (2) permits per season. Each alternate hunter must provide their personal information in designated section on application and sign the original application before it is processed by this Division. Alternates need not be present in line, however, the

person purchasing the permit must have a copy of the “alternate(s)” current hunting license only one hunter may utilize the permit at any given time, and must be in possession of the original permit while hunting. Failure to do so will result in a summons, voided permit and removal from the program. Permits sold to Hunterdon County Residents on “residents only” sale days may only be transferred to other Hunterdon County Residents.

• Hunters who posses permits for both the Fall and Permit bow seasons for the same park, may “bank” their doe for the permit bow season. In order to “bank” your doe, you must harvest two or more does in the fall bow season. You must indicate this on your survey for the permit bow season. Surveys will be cross referenced.

• The use and/or construction of permanent tree stands is prohibited. Hunters found using a permanent tree stand will be subject to prosecution whether they built it or not. Portable tree stands are allowed, but are used and left unattended at the user’s risk. Permit holder’s name or Parks Division permit number must be securely affixed to stand in an obvious location. Unidentified stands will be confiscated! No more than Two (2) tree stands/ground blinds may be put up at a time for each issued permit. Tree stands and steps must be removed within 3 weeks of the expiration of your permit (Hunters who fail to remove their tree stand within the three week period may receive a summons and be disqualified from the hunting program for 2 years)

• Trail cameras must be marked and identified with your current permit number. Any camera without a valid permit number will be removed and confiscated.

• Possession of a permit to hunt on county parkland does not give hunters permission to cross private property, roads or railroad right-of-ways. Hunters are responsible for knowing park boundaries and safety zones.

• As indicated on the permit form, one copy of your county park-hunting permit must be kept in your hunting license holder, and one copy must be prominently displayed in your vehicle windshield.

• Hunters in the Controlled Hunting Program who receive a summons for any violation committed on park lands, will have their park hunting privileges revoked for 2 years and will not be able to purchase a permit. Privileges will be permanently revoked for a second offense.

• Hunters should be aware that non-hunting visitors are allowed on park lands open to hunting and must be treated courteously. Non-hunting visitors are encouraged to wear blaze orange or confine visits to Sundays.

• During the six day firearm season; and from Jan.4 thru Feb. 8, 2020, hunters who possess a Park shotgun permit may elect to use either a shotgun or muzzleloader to hunt with; in accordance with NJ Fish and Wildlife season dates and laws. A valid NJ Rifle and Muzzleloader permit are required to hunt with a muzzleloader.

• Baiting on Park Property is legal but not encouraged. All types of feeders are prohibited and will be confiscated.

Coin Toss on County Road 519 at the

intersection (three corners) of County Road 519 and Bridge Street Milford, NJ.

Donations will be collected on County Road 519 before the traffic light (post office side)

and after the traffic light (gas station / church side).

We will have

2 safety cones on either side, as well as safety vests. There will be two volunteers on each side

rotating in two hour shifts. We will have a sign announcing the Rams as well.

Saturday, August 17th from 8 AM - 2 PM.

Raindate is Sunday, August 18th from 8AM - 2 PM.
