This Site Handbook has but one purpose; to help you. I hope you will find it useful.

This handbook cannot contain all of the information applicable to working on the Royal International Air Tattoo (RIAT) 2018 Site but it will, together with a face-to-face briefing on arrival, serve as your Site Induction and aide-memoir.

The RIAT Site is a dynamic environment with some rather unique features they include but are not limited to:• RAF Guards – some of whom are armed• MoD Police – all of whom are armed• USAF Guards – some of whom are armed• Taxiing aircraft – some of which cannot be photographed • Jet Wash• Propellers / Rotors• Noise• The consequences of Foreign Object Damage• The preparation, for deployment, of explosive ordinance

HEALTH AND SAFETY POLICY STATEMENT OF INTENT BY THE CHIEF EXECUTIVE

I am totally committed to ensuring that RAFCTE is a progressive and pro-active organisation which cares for the wellbeing of every employee and all those who may be involved in, or affected by, any of our operations, and where everyone plays their part. I embrace an open and fair safety culture, and encourage everyone to report Health and Safety issues so that we can learn from their experience.

My Health and Safety Policy is based on 4 ‘Core Principles’:• Health and Safety at Work (HSW) is a responsibility shared by all em-

ployees• People safety is our highest priority• Health and Safety can, and will, be effectively managed• Every work related injury and illness can, and should, be prevented

As an organisation, RAFCTE will comply with its statutory duty to ensure, so far as is reasonably practicable, the health, safety, and welfare at work of all its employees, the general public, visitors, contractors and any other persons who may be affected by our undertakings. Everybody is to play their part by: • Complying with the HSW Act (1974) and all RAFCTE safety standards• Taking reasonable care for the health and safety of themselves and of

others who may be affected by what they do, or do not do, and to work with them to ensure that their safety duties are also met

• Using given safety measures and provisions, and not intentionally or recklessly interfere or misuse anything provided in the interests of health, safety or welfare

• Promoting working conditions which will ensure, so far as is reason-ably practicable, a healthy and safe working environment. This is to be achieved through a systematic process of hazard identification, risk assessment and the implementation and use of control measures

• Monitoring and reviewing our systems periodically, making any changes needed to ensure continuous improvement of standards

Health and Safety is to be an enabling part of every aspect of RAFCTE business and is to be managed with the same determination that is shown in delivering other key objectives of the Company. I will exercise my HSW responsibilities through the Company Executives who are to apply my HSW Policy in their areas of responsibility through their chains of command. The responsibilities,

organisation and arrangements for HSW are contained in the RAFCTE Health and Safety Manual. All employees are to be aware of and comply with its contents, and are to bring it to the attention of anybody else as required, to ensure its full communication.

When you first arrive at the Air Tattoo you will be searched - you are strongly advised to factor this important process into your journey every time you come to the Site. Please bring your photo ID eg driving licence, passport, identity card. If you forget to bring Photo ID you will not get onto the Site. On the first occasion you arrive on Site, if we are expecting you then, we will issue you with a RIAT 18 Photo ID for your use throughout the event.

Parking at on Bay 29 (Showground Reception) is limited and should only be used when we are having a problem sorting out some aspect of your arrival. Our aim is to, get you through the vehicle search and pass issuing processes as quickly as possible.

We have set aside vast areas of parking beyond Bay 29 where you can meet-up with your ‘on-site’ contacts.

Some of you (Exhibitors & Traders for example) will be given a Welcome Pack when you check in at Staff Reception – this will contain details of your Pitch (if relevant) and vehicle passes.

1. Arrangements can be made to work outside the published hours only with the prior agreement of Head of Department or the Ground Ops Manager

2. We will aim to be off-site by 14:00!!

You will be advised by your RIAT POC/manager where to park. Access for set-up and unloading will be as good as we can make it. Please note during the event parking is restricted to Green Cone Road Car Parks unless prior arrangements have been made.

All Car Parking areas are unsupervised and as such you are advised that vehicles are parked at your own risk and that RAFCTE does not accept any liability for damage to or theft from vehicles whilst using the Car Parking areas.

You will be advised by your RIAT POC/manager what Personal Protective (Safety) Equipment you need at RIAT but as a minimum while working during the Build Phase, Load-In, Load-Out, Aircraft Departures, and Take-Down you will need to wear Hi-Viz and stout footwear

WHAT TO WEAR

SECURITY

Officers from Gloucestershire Constabulary and the MoD Police will be on duty within the showground during public days. RIAT Security Force (RIAT SF) personnel will be on duty throughout your stay at Fairford. The RIAT SF operates from Showground Security Control and can be contacted, on a 24 hourly basis, for all routine and non-emergency matters via Ext 5155.

You must wear your RIAT 2018 pass at all times whilst on-site. All vehicle passes must be displayed prominently in the windscreen of vehicles and are to show the appropriate contact details of the vehicle owner/user.

Should you lose any RIAT 2018 passes, please report this to Showground Reception.

PASSES

All personnel are urged to play their part in ensuring the security of the event by:• Remaining vigilant throughout their stay at Fairford and reporting

anything which appears to be suspicious, no matter how innocuous that it may seem

• Prior to the public days, or on those areas of the site which are not open to the public, challenging any person not wearing a RIAT 2018 pass

• Familiarising themselves with the actions to be taken in the event of any emergency situation

• Ensuring that their personal bags are labelled with their name, company and contact details

SUSPICIOUS OBJECTS

Please remain alert to the possibility of explosive devices being introduced to any area of RAF Fairford and in particular, the Showground.

An object which has been left unattended and which is not readily identifiable might be considered suspicious; you should apply the HOT protocol in order to direct your subsequent actions:

HIDDEN - Is it obviously hidden, has someone deliberately concealed it from immediate view?OBVIOUS – Is it obviously out of place and out of context for its environment, can you see wires, batteries, circuitry, tape etc?TYPICAL – Is it typical of items that you might expect to find in the location

If after applying the HOT protocol, you believe the item to be suspicious:• Do not touch it• If you have a radio or mobile phone contact your Site Manager or

Supervisor (do not use a radio within 25 metres or mobile phone within 15 metres of the suspicious object). Alternatively, contact the Emergency Services by dialling 999 or via the Site Office

• Without causing unnecessary alarm, begin to move people away from the immediate area and prevent anyone from approaching the item

• Await the arrival of a RIAT SF Incident Officer or police officer

DEALING WITH A MAJOR INCIDENT

In the event of a major incident you should await directions from your immediate Site Manager or Supervisor unless it is unsafe to remain where you are.

If you are at RAF Fairford and hear a ‘RAPID ASSEMBLY’ broadcast this means that, if it is safe to do so, you should return to your normal RIAT place of work and await further instructions.

In the event of a Major Incident during the event, we may call upon you to assist the police, RIAT SF and other emergency services staff. If you are willing to help you will be given specific instructions at the time.

The RIAT Showground is a massive construction site during build-up/dismantle, with many significant hazards that can cause you harm – not the least of which are vehicles and aeroplanes. It is essential for your own safety, and that of others too, that you seek to identify and avoid hazards, and that you do not enter any area that you do not need to be in. Remember that some structures may be incomplete and not suitable for entry. If you do have to visit other areas, please don’t just walk onto the site - make sure you contact the local manager or the Site Office on 01285 713300 Ext 5111 before proceeding.

To ensure the safety of individuals working on the site we need your help and over the next few pages we set out as much information as is practicable to enable us all to work together safely.

THE BUILD PHASE (18 June 07:00 to 9 July 22:00) - GATE G IS OPEN

From start work on Monday 18 June to cease work on the evening on Monday 9 July you will be working on a construction site with all of the attendant risks associated with construction activity. It is a potentially hazardous area and therefore YOU MUST:• Enter RAF Fairford via Gate G• Undergo Security Checks on Bay 29 (Showground Reception)• Book-in at the Site Office on Bay 31 (Site Office)• Enter the Site

The only way we will know if you are on the site is if you tell us. So please only access the Site via Gate G/Bay29/Bay 31. When you leave, do the same process in reverse ensuring that you book out at the Site Office.

On the first occasion you arrive here you will be briefed, thereafter we will ensure you are made aware of any changes to the brief if you are effected by them. You need to have with you the Personal Protective Equipment (PPE) that corresponds to your method statement / risk assessment. As a minimum you’ll need stout footwear and Hi-Vis.

The site is designed to support the CDM Regs (2015) concept of discrete construction spaces within a large site. Wider site security will be provided by RIAT. This then allows each construction space to be managed by a Prime Contractor who will establish their own clearly defied CDM Cordon. You must respect this cordon.

THE SHOWGROUND SITE

LOAD–IN (10 July 06:00 to 12 July 22:00) GATE G IS OPEN

From 06:00 on Tuesday 10 July to cease work on Thursday 12 July we will be loading into the event. The vast majority of the kit being brought into the event is at some point going to come into contact with the Southern Taxiway.

AIRCRAFT ARRIVALS (10 July 08:00 to 12 July 18:00)

You should note that from 08:00 on Tuesday morning the Airfield will be open for aircraft arrivals and they will be using the Southern Taxiway which is where the vast majority of the 150 aircraft on Static Display will be parked.

Aircraft, in every situation, have priority over all other Site users. The aircraft will in almost every circumstance impact upon your time at the event.

If you see this in your windscreen or rear view mirror, you are probably in the wrong place!!

The road system around the Site, the Green Cone Road (GCR), will change from Tuesday morning. Many routes will be temporarily removed. As Aircraft are parked the GCR will be re-installed to facilitate your movement.

THE SHOW (13 July 07:30 to 15 July 19:30)

The RIAT showground is a Vehicle Free Environment. The public will be on the showground from 07:30 on Friday 13, Saturday 14 and Sunday 15 July.

Experience has shown over the last four shows all members of the public have vacated the showground by 20:00 each evening there-by enabling us to re-instate the GCR system within the ‘public space’ to support Maintenance, Replenishment, Re-Stocking and Repositioning (MRRR).

The trigger to commence MRRR is a tannoy broadcast from the Show Operations Centre declaring the Showground to be clear of the public. This system works even on Sunday by letting the public get away from Fairford before we start moving kit out of the event, it speeds up the overall exit phase.

LOAD-OUT (15 July 20:15 to 16 July 17:00)

Almost everyone wishes to be off site as quickly as possible therefore when the Show Operations Centre declares the Showground to be clear of the public on Sunday evening the Load-Out begins. Again roads and footpaths will be re-installed. Routes to Gate G will be briefed beforehand.

We will provide storage space such that kit can be re-positioned south of the Southern Taxiway on Sunday evening for onward transit off-site later in the week. The objective on Sunday evening is to get the Southern Taxiway ready for aircraft departures at 08:00 Monday morning.

AIRCRAFT DEPARTURES (16 July 08:00 to 17:00)

Monday is the most challenging day of the event. The desire to get off site must be tempered with the need to support aircraft departures. As previously stated Aircraft in every situation have priority over all other Site users. Once the aircraft have gone then the site will be reconfigured to allow rapid egress of equipment but not until. Access on this day is through prior arrangement only.

It should be noted on Monday 16 July the site closes at 17:00.

TAKE-DOWN (17 July 07:00 to 27 July 14:00)

This phase of the event is again managed through CDM Regs (2015) concept of discrete constriction spaces within a large site. The take-down will adhere to the same principles as the build so should you wish to come on to the Site during this phase you must book-in at the Site office.

THE SHOWGROUND ZONES

The RIAT Site for 2018 will incorporate discrete Showground Zones. The zones correspond to the colour codes on the public maps used by customers at the event. They are:

Green Zone West from the Viewing Village (or Bay 44) to P&V WestBlue Zone West of the Red Service Station as far as the Viewing Village Red Zone East from the Red Service Station to the end of the crowd lineYellow Zone Park and View East and the Coach Park

These are large areas of real estate and do not cover every location but for the vast majority of situations they work. To aid your arrival we have included within this booklet a variation of the showground map used by the visitors to the show.

AIRCRAFT INTAKES

I know it was a few years ago now but in 2006 a mechanic was standing next to a short-haul airliner and was sucked into the engine of it and killed. A spokesman for the Federal Aviation Authority stated that, “the aircraft was preparing to take off when a maintenance-related engine run-up of the right-hand engine was carried out and someone on the ground was sucked into the engine”. A brief statement but it leaves no area for confusion – Aircraft Engines can kill.

We are not going to show you the aftermath but the picture below gives you an idea of the size of some aircraft engines relative to an adult.

CABLE CLEARANCE (STRIKE TO GROUND)

Damage to underground electrical/comms cables can cause major issues and in the case of electrical cables fatal or severe injuries.

Before you ‘strike to ground ‘please check with The Site Office (01285 713300 ext 5111) that the area you are working on has been cleared.
