Introduction:
Due to melt of snow and extended monsoon season in July 2010 become reason for worst flooding in history of 100 years it was first time for province
KP and entire country to have experience to cope with volume of water which they never assumed, consistent heavy rain brought flood and
devastation in province and other provinces as well rivers surge and overflow which comprehensively causes widely damage to the structures and
social and economic life across country. The affected area is vast, with flood-affected populations spread from the Chinese border to the mouth of the
Indus River. The number of people directly affected by the floods has been estimated in excess of 20 million. Of these, an estimated 7 million people
remained in need of emergency humanitarian assistance as of late October 2010. The NDMA reports the death toll at 1,802, with 2,994 confirmed as
injured. A total of 1.9 million houses have either been damaged or destroyed, with the greatest impact in Sindh (1,114,629) and Punjab (509,814).1
Aims/objective(s):
The basic aim/objective of the contingency plan is to ensure the safety of life, dignity of all humans especially the vulnerable women and children in
emergency and put in place a well designed, applicable and well coordinated mechanism to timely reach people in need in our operational areas. The
plan also fixes up necessary roles and responsibilities of all internal pillars to be focused, well reactive and integrate all efforts in an effective manner
to provide a speedy immediate/relief services without external support. One of the objectives of this plan could be to make sure the willingness andthe availability of a few most essential and basic items for distributing among the flood affectees as per international humanitarian binding and
standards.
PDMA KP Contingency Plan:
This Contingency Plan is an effort by the Provincial Government of Khyber Pakhtunkhwa to remain prepared for any such event in Monsoon 2014 and
respond in the best2possible and coordinated manner. The Contingency Plan has been prepared after various consultations with Provincial
Departments, NDMA, Federal Agencies, Army Corps of Engineers/ 11 Corps, District Administrations, PRCS, Humanitarian Community including DRR
Forum and NHN. The Contingency Plan has been designed for three different scenarios extreme and the medium and low or likely scenario, keeping in
view the PMD recent weather forecast and due to the fact that PDMA making efforts to start with pre positioning of stocks and resources to be ready
for pre-monsoon spells as well.

Implementing Strategy:
Village Mian Essa is comparatively calm and peace full area then other areas of KP, KDF currently experiencing implementation of small projects and
has some past experience working with these communities in 2010 emergency response. KDF has quite energetic and committed members who truly
believe in volunteerism and geared up with passion for development of village. Most of these members are trained and have practical working
experience in emergency response in partnership with different organizations e.g. KDF and others.
11.Safe places in village:
This is the responsibility of overall CBO to identify safe areas in villages or nearby and ensure information regarding safe places to community
members even before any unlikely situation. The identification must be done through proper analysis utilization of different tools and techniques that
will help in further safety and security of IDPs in case of emergency.

Local early warning committee will be contacted to assist in activation of siren and for information dissemination for rapid response to situation at the
discretion of the Emergency Committee team leader and/or the President. Otherwise on-site emergency response personnel will respond to the
incident.

The evacuation committee will be responsible to guide affected or likely affected community members toward safe place via already identified saferoutes in villages. Signs will be placed where needed at the site to specify safety requirements, mark restricted areas and exit routes, describe areas
containing first aid equipment, and identify locations for emergency and safety equipment.

Another joint responsibility of IDP committee and evacuation committee to ensure safe and sound shifting of affected communities to the identified
safest place and make sure to clean and clear area where people and livestock will temporary reside. Safety and security of vulnerable people e.g.
elders, people with disability, children, women and sick people during travel shifting to safe area and stay in camp until ba ck to their home.

Conclus
ion:
There is no forecast regarding floods in district or province due to changes in weather pattern and winter season. Although, it is dependent on the
mercy of nature, however, every possible human preparation is essential to cope-up with the foreseen situation. The preparedness and readiness
need integrated approach and prepositioning of essential items/NFIs for providing speedy relief efforts in the disaster prone areas.
