The disease can spread from person to person through small droplets from the nose or mouth which are spread when a person with COVID-19 coughs or exhales, or by touching objects and surfaces recently exposed to Coronavirus. To date, there is no vaccine and no specific antiviral medicine to prevent or treat COVID-2019. Though China is still by far the most affected country, there are now over 1,300,000 confirmed cases all over the World in 209 countries and territories with more than 72,000 deaths reported to WHO. As for Jordan, within the past days confirmed patients with positive Corona Virus test has increased and it is expected to escalade within the upcoming weeks, the recovered case also has increased and higher numbers have left hospitals and quarantine sites, 7 fatalities till today that is according the Ministry of Health and its official site. The Government of Jordan activated the Law of defense throughout Jordan when the number of positive cases reached above 30 cases. INTRODUCTION

COVID-19 is the infectious disease caused by the novel Coronavirus that was discovered after the outbreak began in Wuhan, People’s Republic of China, in December 2019. The disease can spread from person to person through small droplets from the nose or mouth which are spread when a person with COVID-19 coughs or exhales, or by touching objects and surfaces recently exposed to Coronavirus.

To date, there is no vaccine and no specific antiviral medicine to prevent or treat COVID-2019. Though China is still by far the most affected country, there are now over 1,300,000 confirmed cases all over the World in 209 countries and territories with more than 72,000 deaths reported to WHO.

As for Jordan, within the past days confirmed patients with positive Corona Virus test has increased and it is expected to escalade within the upcoming weeks, the recovered case also has increased and higher numbers have left hospitals and quarantine sites, 7 fatalities till today that is according the Ministry of Health and its official site. The Government of Jordan activated the Law of defense throughout Jordan when the number of positive cases reached above 30 cases.

Following are the main precautions measures the government of Jordan announced in different phases dealing with the Coronavirus:

The Jordanian government took proactive measures to prevent the epidemic from reaching its territory from the moment it was announced that it spread outside China and recording deaths in various countries of the world.

Despite all the efforts made by the Jordanian government, this did not prevent the disease from reaching the lands of the Kingdom, where most of the recorded infected cases were in Jordan, it is for Jordanians who returned from abroad a few days before the government announced the suspension of flights and the closure of land, sea and air outlets. These measures included the following:

February 24: Jordan temporarily denies entry to people from China, South Korea, Italy and Iran. Every person entering Jordanian border crossings and Jordanian airports was examined, with mandatory checks (Temperature checks); And a 14-days quarantine for anyone with a positive test result.

March 10: The Government of Jordan announced a group of Decisions, as following: 1. Close sea crossing with Egypt. 2. Close north crossing boarders 3. Close king Hussein bridge on the boarded between west bank and Jordan. 4. Stop local and international conferences in Jordan till further notice. 5. Stopping travel to and from Lebanon and Syria completely 6. people from France, Germany and Spain are not allowed to enter Jordan. 7. Jordanians are not allowed to travel to France, Spain and Germany 8. Reducing air traffic with Egypt 50% 9. Stopping passengers’ movement with Iraq by land and accreditation Baghdad

international airport and Erbil airport only for traveling.

March 14: The Prime Minister Dr. Omar Al-Razzaz announced a set of new measures and decisions taken by the government to deal with the emerging Corona virus in light of the rapid global developments and with the aim of protecting the homeland and citizens, the following are the procedures:

1. The Education Sector: • Suspending the time of educational institutions (kindergarten, nurseries,

schools, universities, colleges, institutions, institutions and rebellions) • The directors of education organize the working hours of the Ministry of

Education according to what is issued by a teacher. • The Ministry of Education will start implementing the distance education

plan through the Ministry's e-learning site as of next week, and the national TV channels from this week.

2. The Travel procedures: • In addition to what was previously announced regarding the suspension

of flights to and from some countries as of Monday, March 16, 2020, all flights to and from the Kingdom will suspended from Tuesday, March 17, 2020 until further notice, excluding commercial freight traffic.

• Accordingly, all border crossings of the land and sea kingdom and airports are closed to passenger traffic and directing Jordanians abroad to remain in their places.

• Jordanians who are in neighboring countries and forced to return, can enter through the land and maritime border crossings.

3. Public events, religious rituals, and tourism: • Stop all public events and gatherings, and directing citizens not to

gather in social events, including mafiapute and solace. • Emphasizing the importance of citizens' commitment as much as

possible to stay in their homes and avoid leaving unless necessary. • Under the guidance of the Fatwa Council and the Council of Churches,

stopping prayer in all the kingdom’s mosques and churches, as a precautionary and preventive measure, with a commitment to raising the call to prayer in his time, and broadcasting a unified Friday sermon via television stations.

• Stop visiting hospitals and prisons starting from Sunday until another notice. Close the ancient tourist sites for a week, to implement sterilization campaigns in these sites.

• Suspending sporting events, closing cinemas, swimming pools, sports clubs and youth centers, until further notice.

• Preventing the supply and services of water pipes and smoking in cafes and restaurants. And authorizing the responsible official authorities to close any café or restaurant that does not comply with these instructions.

• Cafes and restaurants are required to maintain distances between places, according to the instructions of the Ministry of Health in this regard.

4. Organizing work in the public and private sectors: • Work continues in ministries, government departments, public and

official institutions. • For those working in the private sector, it will be funded in cooperation

with the Chambers of Industry and Commerce and the entities with brands.

5. Crisis follow-up procedures: • The Crisis Cell operates around the clock to follow developments

related to dealing with the emerging corona virus, and the following teams for any emerges:

o Health Care Team. o A team to organize and monitor borders, crossings and airports

affairs. o A social protection team. o Strategic inventory team (medicine and food). o Media follow-up team.

• These procedures are reviewed periodically to decide whether to extend, stop them, or adopt additional new procedures according to it.

March 16: The Jordanian government imposed a package of measures that included compulsory quarantine for all arrivals to the kingdom.

March 17: The Jordanian government announced several additional precautions after increasing the number of confirmed cases as follows:

• Activate the Law of Defense • Suspending the work of all official institutions and departments except for the vital

sectors determined by the Prime Minister. • Preventing people from leaving the house, except in cases of extreme necessity. • Preventing the private sector from opening, except for the health sector and the vital

sectors identified by the Prime Minister. • The government prevented the gathering of more than 10 people, prevented

movement between governorates, and suspended medical operations and reviews and visits to patients except in emergencies and emergency operations.

• Stop printing paper newspapers, as they contribute to the transmission of infection, and the suspension of the work of mass transportation and transportation.

• Maintaining the work of pharmacies, supply centers, bakeries, foodstuffs, medicine, water, fuel, electricity, and supply chains.

• Close malls and commercial centers and allow only the opening of supply centers and pharmacies in them.

• The Jordanian government has established Governmental quarantines for people coming from the land border crossing.

QUARANTINE AND ISOLATION INFECTED WITH THE DISEASE: During the first weeks of the coronavirus spread in Jordan, the Jordanian authorities announced that all suspected cases would be isolated in five-star hotels across the country at government expense. On March 18, the Minister of Tourism and Antiquities, Majd Shweikeh, announced that 1,900 people had come to Jordan during the past week and had been quarantined in the Dead Sea resorts, while 3,000 people had been quarantined in the capital's resorts and hotels. the Minister of Tourism and Antiquities confirmed after visiting the stone sites that Private passenger transport companies will provide services to citizens during the quarantine period. The Minister also stressed that there are 11,000 vacant hotel suites ready to receive more citizens for quarantine if the need arises. All measures have been taken to facilitate the stay of the quarantined and to ensure their safety and the safety of other citizens, including preventing foreign visits to them.

As of March 24, isolated individuals totaled 5,050 people, most of whom are in government-rented hotels that have been turned into quarantine facilities. Most of these people were placed in quarantine upon arrival in Jordan from abroad, waiting for the incubation period of the virus and the development of symptoms. The total number of hotels rented on March 24 is 34 (23 in Amman, 10 in the Dead Sea Region, 1 in Aqaba).

fatalities as for the 215 recovered this leads to 169 active cases. - The following table shows the number of coronavirus infections as announced by the

completely isolate Irbid Governorate from the rest of the kingdom's governorates, and to isolate villages and regions within the governorate.

In addition, from the first moment, the announcement about the province’s isolation prevented citizens from entering or leaving it and the army and security forces deployed on all the entrances and exits of the province to implement the decision,

Also allowed people living in the province to spend their needs on foot and by individually and without the use of any means of transportation for only eight hours a day (10:00 Am to 18:00 Pm); and this decision was also circulated to the rest of the provinces, and pharmacies and mini-market were allowed to carry out their activities.

COORDINATION With the pandemic of COVID-19 outbreak of the Coronavirus Caritas Jordan did the following

1. Coordination with Caritas Internationalis with John Coughlin (CI Focal Person for the COVID-19) to include updates into CI COVID-19 platform on Baobab.

2. Attend meetings with different sectors and stakeholders (WHO, UNHCR, Unicef…) for the harmonization among NGO to cope with the current situation

a. Health working group where discussions on: i. Readiness and plans on how to combat the virus where shared. ii. share the readiness and contingency plans of NGOs

b. Attending education working groups: i. E-Learning situation and delivery of service

c. Basic needs working i. Cash Task force to discuss the modality response and plans on level

of assistance on emergency cash 3. Discussions with the National Anti – Pandemic committee are on regular basis as of

the start of the outbreak. 4. All the publications of the ministry of health have been shared with Caritas Jordan

and spread in all our centres. 5. Coordination with Caritas Jordan Partners (Caritas Denmark, C. Germany, CRS, C.

Austria. C. Switzerland, CAFOD, C. Australia) 6. Forming COVID-19 Emergency focal team contact

SERVICE ORIENTATION DURING COVID-19 CRISES

Health Services • Emergency Health Services: During COVID-19 lockdown in CJ health clinics, CJ

provides On-line Emergency/ Life saving referral services for emergency cases from different nationalities; Refugees, Migrants and Vulnerable Jordanians through distributing the service-line in each area into CJ web-pages to receive the emergency cases were our referral focal person will answer the calls, determine the needs and referred the lifesaving cases upon certain criteria either to Caritas medical committee or to the UNHCR referral hub for approval.

• Health Awareness Promotion: Short videos, health awareness text-messages, and SMS links posted on daily basis through Caritas web-pages and social media, as part of the National Health Campaign to fight COVID-19 Spread in Jordan in cooperation with with the Royal Health Awareness Society, MoH and UNICEF.

• GP and Specialist Consultations: CJ Health centers will be able to provide On-line GP consultations to the Caritas target groups through a clear time schedule with the service-line to be consulted by `CJ GPs and specialists’ (Gynaecologist, Paediatrician and Internist) in chronic, acute, Emergency condition in addition to the mother and child health services.

• Chronic Medication Distribution: The aim is to deliver the chronic medication for the pre-selected patients form different nationalities of Refugees, Migrants and vulnerable Jordanians through and appropriate most convenient channels (Home Delivery) to the vulnerable categories of chronic patients to sustain their immunity and fight their chronic disease.

• Tele - Medicine Services: This service is altered during the COVID-19 crises, aiming to provide information and help the beneficiaries through CJ pharmacists and nutritionists by using on-line service to provide information on the medicine prescription or advices for chronic patients and natal and neo-born health service.

Food & Basic Needs • Emergency Cash Assistance: The goal is to financially support the most affected

Refugees, Migrants and vulnerable Jordanians who are struggling to cover their immediate basic needs due to the depletion of their resources, as most of them are employed in the informal economy or on an hourly or seasonal basis. Caritas Jordan along with its partners considered different available modalities to ensure the good practice, risk management during the lock-down situation, and Home Cash-delivery by specialized logistic company would be the appropriate option with taking into consideration the data sharing and safe-guarding policies in place.

• Food Items Distribution: As part of the Church campaign, which joined Caritas Jordan and other church institutions and stakeholders towards people in needs during this

unexpected conditions. the goal is to secure the most affected people in the parishes and local communities with the essentials food items and preventing them from shortages of food supply at their homes, as the Government imposed movement restrictions, and the families faced several difficulties in mobility, access to the local market (small grocery, supermarkets) to buy food items, and health conditions which burdened their ability to carry out the purchased items, Caritas cooperated with the local parishes (Catholic and Non-Catholic Parishes) and with the Community Based Organizations –CBOs all over Jordan to be as a gathering points, which Caritas can deliver the food aids for the pre-selected target group, and the targeted people will come and receive the food package in assistance with CJ volunteers.

Counseling and protection • Social and legal awareness promotion: Caritas Jordan/ Counseling Unit launched a

counseling support campaign to give support and consultation during the Covid–19 crisis. The campaign includes (10) different counseling messages and information reflected within a daily post as to give positive ideas on how we could over- go certain misleading or tough moments during quarantine and corona times. Counseling awareness info. Short videos, posted through Caritas web-pages and social media, as part of CJ responding to increase the social awareness to fight COVID-19 Spread in Jordan.

• Psychosocial Support: During COVID-19 lockdown, CJ provides On-line psychosocial support services for whoever request it from different nationalities; Refugees, Migrants and Vulnerable Jordanians through posting contact information:(WhatsApp number + E-mail) into CJ web-pages to receive the written and recorded messages, while CJ phycologists reply and answer questions in cooperation with Jordan Psychosocial Association.

• Protection Referral Services: CJ Counseling unit will be able to receive the On-line psychological needs from different target groups and the referral focal person will refer the cases into other Organizations, institutions according to the required needs and available services, the Counseling unit reviewed the network of referral service map and cooperated with them during this emergency situation, which include; Mental health service, legal affairs, Family protection and S-GBVs.

• Counseling and Self- Care services for staff: Caritas Jordan/ Counseling Unit and Social Committee started a counseling and self-care initiative to help decrease the tense

and burnout of Caritas staff during covid19 crisis. A counseling number was shared within Caritas staff to receive any needed psychosocial support to be handled by Counseling unit. A WhatsApp group was created joining Caritas staff, where everyone can share the employees’ talents during quarantine. A competition was set to include categories of talents; poetry, food recipes, photograph, hand-crafts, singing, and drawing. Each week, the committee chooses best 7 talents according to each category. The idea of this group is to create a kind of social support and contact while trying to spread positivity and creativity.

recommendations 3. Field coordination with the health team operating through our Health Centres 4. Updating Caritas Jordan Contingency plan 5. Continues communication with Caritas Jordan’s Partners, Caritas Internationalis

and all governmental bodies. 6. Ensuring the safety of our operating field team through continuous communication 7. Ensuring medical, Health and sanitations materials are available, delivered and

used in the most appropriate way. 8. Identifying field staff and preparing the rotation and roaster mechanisms. 9. Receiving analysing and sharing daily reports from our operating team.

EXPECTED BUDGET An Emergency Budget Plan of CJ Contingency Plan for (3) months’ period have been set-up, in cooperation with CI & Caritas Partners, and would be part of CJ-EA32/2019 as an Earmark of Emergency response of Covid-19, Please find it as an annex.

HUMAN STORY Caritas Jordan is trying to sense the needs of the people during the Covid-19 crisis, as part of its role to focus on what the people are going through during this difficult times.

“With Caritas help, I was able to have a normal delivery and “Mohammad” is now in my arms”. Says Hiba to Caritas staff over phone. Hiba AlHariri is a 30-year old Syrian women, married to Amajd, 34 years old and they have 3 children; Bayan, 3y, Fedaa, 1y and Mohammad, 29 days.

Hiba’s family arrived to Jordan from Daraa’, Syria, eight years ago. They live in Irbid City, North of Jordan, in a small rented house along with Amjad’s brother and wife. “It is always a challenge to manage life basic needs, and my husband doesn’t work. We depend mainly on food items voucher with a small amount of money”. Says Hiba. “I was pregnant and on the day of March 26, 2020, I started feeling some contractions and since it is my third pregnancy I knew I need to go to hospital for delivery. Explains Hiba. It was difficult to move around because of corona virus restrictions and lockdown in the city; I was unable to find any help.”

Caritas Jordan since day one of Covid19 restrictions, lockdown and curfew procedures by the government, made sure to prepare an emergency plan including a ready on-line team with emergency numbers disseminated on all Caritas social media accounts, personal messages and website to continue providing needed health care assistance to anyone in need. “I heard from my neighbors that Caritas Jordan is still providing help in this time, so I looked for the numbers and called Caritas clinic located in Irbid.” Says Hiba.

Hiba with the help of Caritas was sent on March 27, to the Rosary Sisters Hospital in Irbid where she gave birth to a baby boy. “I can’t express to you how I feel in this moment, I am holding “Mohammad” in my hands and he is doing great. You changed my and saved my life! thank you”.

Caritas Jordan during lockdown for 1 month now, has continued to provide emergency referral for life saving cases, health awareness promotion and chronic disease medication distribution all over Jordan.
