DUTIES OF CLASS STEWARDS

To be on the ground early. Livestock Stewards at 8.30am – to assist in unloading and at 4pm to assist in reloading.To see that each Exhibit is placed in the proper Class after having affixed a card thereon, marking the number named in the Catalogue of Entries.To be with the Judges the whole time of examination and on no account to communicate to the Judges the names of the Exhibitors.To point out to the Judges all the Exhibits in the Class under examination.All Exhibits in one Class shall, for the convenience of Judges, be placed in close proximity to each other.To take down the decisions of the Judges and when finished, hand the same to the Secretary and conduct the Judge to the Press room should he/she care to express his/her views on the quality of stock placed before him/her.To distribute Prize Cards after decision, writing thereon the owner’s name and class number. This is important.

OBJECTIVES OF THE NORTHERN A & P ASSOCIATION

1. To host an annual A & P Show giving the rural, lifestyle and urban communities the opportunity to compete or show their stock or produce against other competitors in the same field.

2. To provide a common link between town and country and to enhance this relationship wherever possible.

3. To encourage variety and the best cultivation methods in greenfeed. An annual competition is run with this purpose in mind.

4. To encourage the quality production of hay and silage. An annual competition is run with this purpose in mind.

5. To encourage and enhance the breeding standards of all livestock. Several annual competitions are held with this purpose in mind.

6. To maintain our grounds and buildings to the highest standard possible allowing the wider community access to an excellent range of facilities.

7. To always be looking to improve our facilities and looking towards the future with short, mid and long term objectives in mind.

8. To recognise the efforts of those before us and maintain the proud tradition of the Northern A&P Association.

9. Any other object that the General Committee may consider from time to time to be appropriate.

4. No stock or implements exhibited can be removed from the Ground until approx 3.30pm on the day of the Show, without a special order from the President or Vice-Presidents. The door of the Produce Shed will be opened at approx 3.30pm, and exhibitors will be required to produce their entry fee receipts before they can uplift their exhibits. Exhibits must be picked up by 4.00pm.

5. The Committee will not, under any circumstance, hold themselves responsible for loss, damage or misdelivery of any Stock, Implements or other exhibits of any description exhibited at the Show. Entrants for any events, classes or competitions who exhibit, compete or participate therein, do so entirely at their own risk in every respect and neither the Association nor any members, officer, agent or employee thereof shall be in any way responsible for any loss, injury, damage or casually whatsoever thereby resulting directly or indirectly either to the entrant or to his or her exhibits.

6. All persons entering the grounds must comply with the Health, Safety and Employment Act 1992 and subsequent amendments.

7. In all classes where Three Prizes have been awarded, the Judges are directed to ‘commend’, or ‘highly commend’ the other exhibits worthy of these distinctions. If in the opinion of the Judge the exhibits do not warrant a First Prize, the Judge shall use his/her discretion as to the awards made.

8. PRIZES will be allocated as indicated in each class.

9. Prize winners in the Horse, Cattle and other Lead Stock Classes must parade or be liable to forfeit prize money.

10. Points shall count as follows: Champion 2; Reserve Champion 1; First Prize 5; Second 4; Third 3; Highly Commended 2; and Commended 1.

12. In all entries of Live Stock the breeder’s name, if known, MUST BE MENTIONED. If omitted, the words, “Breeder Unknown” will be inserted, and in all entries, or Horse and Pure Bred Cattle No. in Stud Book, the names of the sire and dam, if known, also sex and colour, and all ages must be given with exception of aged beasts, for insertion in the catalogue. Competitors in the Jersey Section must state on entry form the ear tattoo.

13. Anyone who breeds Registered Bulls or Rams for sale shall be deemed a Stud Breeder of that particular breed.

14. Exhibitors will be required to state, as accurately as possible, at the time of entry, the date of Birth of all Stock in Classes where the Age is specified.

15. All horses and ponies entered in competitive classes or ring events or parading (whether by invitation or by entry) must be entered in the name of the bona fide owner. All animals must be named at time of entry.

16. Judges of stock in arriving at their decisions are directed not to give undue weight to high conditions (except in the Classes for Prime Stock), but to award the Prizes to the animals in Class, which they consider best represent the particular breed or description intended to be encouraged. The Judges are directed to pass over all those whose want of condition betokens weakness of constitution, however great their merit may be in all other respects. Where there are, in any Class, animals of different ages, the Judges are requested to take such difference into consideration in awarding the Prize: and, also in the case of females, as to whether in our or giving milk, so that want of condition from either of these causes may not militate against the animal possessing the greatest merit: but any animal which in the opinion of the judges, is

barren – if not proved to the contrary- shall not be eligible to take a Prize, except in the Prime Stock Classes. No prize will be awarded or paid by the Association unless the exhibits qualify for same in the presence of the Judges.

17. Extra stock, not eligible under any of the enumerated classes, may be exhibited by paying the same Entrance Fees that are charged in similar classes.

18. RAS Resolution (Complaints) Process – the full process can be found on the RAS website www.ras.org.nz . The principle behind the process is to deal with the matter as it comes to hand and in most cases it should be dealt with directly by the show. If the matter is in regards to an RAS official, the show may request the assistance of RAS Head Office as to how to deal with this in an appropriate manner.

19. Northern A&P Association supports the RAS Yellow Card system. A Yellow Card will be issued, in cases of offences in respect of abuse of animals or inappropriate behaviour as per the RAS Constitution and the RAS Rules & Regulations/Bylaws including the Equestrian Rulebook, the RAS affiliated Show/Event/registered Measuring Stand and their grounds and their duly appointed delegates may deliver to the Person Responsible a Yellow Warning Card (either immediately or within 10 days of the show) which suspends any penalty until possible new offences. Full wording of the ‘Yellow Card’ system is available to view on the RAS website – www.ras.org.nz

20. Attendants in charge of Stock are admitted free, on production of pass, and are subject to the order of the Stewards.

21. All persons admitted into the Show shall be subject to the rules and orders of the Committee, and admittance may be refused to any person who has not paid the correct fee or who does not hold a pass admitting him.

22. Competitors are all expected to observe good manners and etiquette. Unnecessary rudeness may result in a competitor being disqualified from ensuing classes.

23. In classes where measurement is specified all riders/handlers of Horses/Ponies will carry a current, original RAS Certificate and present it on request. Failure to present it will mean elimination from the Show. Equally the name of the entered exhibit must be the same as on the RAS Certificate. Any name discrepancy will mean elimination and confiscation of the RAS Certificate.

24. Correct Number Breastplates must be displayed for each entry in the class, as applicable.

25. Any unruly horse or pony may be asked to leave the ring and/or grounds at the discretion of the Judge or Member in Charge.

26. Novice Section – Conditions:a. A Novice is a Horse or Pony that has yet to win 6 firsts in conformation classes at any A& P Show, at

the time of the Show.b. Once a horse or pony has had 6 wins it is not eligible for the novice classes.c. Novice in Paced and Mannered classes is a horse or pony that has not won more than 6 firsts.d. Novices may enter Open Classes.e. Novice champions are not eligible for Open Championships, unless they have won their Open class,

nor are they eligible for Supreme Award. Championship award does not count as a win.f. If a novice entry has gained more than 6 wins by the day of the Show, the competitor

must advise the Secretary’s office and may change to an Open Class, or, if no class remains to enter, a refund will be actioned at such time as the Show Committee decides.

27. Rider/handler age and eligibility within the equestrian section is determined as per the 1 August i.e.

Riders/handlers who are of age for any division/section on the 1 August complete the show year/season in that division/section.

28. Pedigree of all Thoroughbred Horses must be deposited with the Secretary at the time of making entry. Any horse entered in the New Zealand Stud Book shall be deemed as a thoroughbred.

29. All stallions and colts (with the exception of Miniature hoses and foals) must be shown in a bit. A steward will order any stallion/colt considered out of control or to be causing undue disquiet to other horses from the ring without recourse from the stallion/colt’s owner/exhibitor/competitor.

30. It is compulsory for all stallion and colts, except foals, to wear two (2) official “S” identification badges, one attached to each side of their bridle, at all Shows/Events at all times. The rider/handler must also wear two (2) RAS official armbands (one on each arm) when in the ring. ‘S’ badges to be purchased from RAS Head Office or ESNZ; armbands from RAS Head Office. Handlers and riders of stallions/colts must wear an approved Hi Viz vest at Shows/Events when outside the showing ring. Vests can be purchased from RAS Head Office.

31. Stallions and colts can only be tied to a truck or float if they are under constant supervision or are tied within an approved solid framed portable yard (see 32) that is attached to the outside of the truck or float. Otherwise they must be confined in yards as provided by Northern A&P Association or within their floats or trucks.

32. Forbidden Substance - The Rules of the Royal A&P Society New Zealand in regard to Forbidden Substances apply. Competitors are advised that tests for forbidden substances may be carried out during the Show/Event and that testing of all animals is at the person responsible’s risk. Forbidden Substance - Any substance capable of affecting the speed, stamina, courage or conduct of a horse, pony, donkey or mule by its action upon the central or peripheral nervous system or the cardio-vascular, respiratory, alimentary, digestive, muscoskeletal or urogenital systems.

33. It shall be an offence to carry any electronic device in the Show Ring, which may give outside assistance to the competitor.

34. Penning other than fixed permanent instalments provided by the Northern A&P Association or approved by the RAS as below are banned and this includes but is not restricted to tape, strings, ropes, chains. The RAS shall from time to time endorse temporary pen systems that meet an agreed safety requirement, the nature of and the description of these pens (if any) will be published on the RAS website.

35. If any entry in the Horse or Pony Section is scratched on veterinary advice a refund of two-thirds of the entry fee will be made providing advice of the scratching is given to the Secretary of the Association prior to the judging of the class for which the scratching is made and the veterinary certificate is produced. If a horse or a pony is scratched on veterinary advice after entries have closed, the exhibitor may substitute another animal in the same category by presenting the veterinary certificate to the Secretary of the Show.

36. From 1 August 2017, all equestrian riders, including harness drivers must wear approved safety helmets. The standards can be found at the following link - http://www.nzequestrian.org.nz/esnz/resources/health-safety/helmet-tagging/

37. Cattle – All cattle must be TB and Brucellosis free as per the current Animal Health Board rules and must comply with the NAIT regulations.

38. One man must be in attendance with each lot of Horned Cattle.

39. District Classes are open to competitors living within the following boundary – The northern boundary is the

South Branch of the Kowai River from the Coast to its headwaters, then in a line to the headwaters of the Garry River. Follow it down to the bridge and west on Ashley Gorge Road to Rakahuri Road. Along Rakahuri Road, across the Ashley River and along Bowicks Road. Follow Ashley Road and Tippings Road to State Highway 72. West along State Highway 72 to Poyntz Road and take Poyntz straight to the Waimakariri River. East along the north bank of the Waimakariri River to its mouth and follow the Coast north to the mouth of the Kowai River.

40. Sheep – That all natural classes:a. The sheep must be close machine shorn.b. The wools must not be trimmed in any way since shearing except crutching or dagging.c. There must not be any colouring, oiling, or locking, except autumn dipping.d. The sheep have not been housed, rugged or covered at any time or in any way. This rule will be

strictly enforced. The judges will be instructed not to award prizes to sheep which they consider unfairly shorn, or excessively trimmed or coloured; also to disqualify sheep on which any adhesive substance, string or other material has been used for the purpose of concealing any defect in the fleece or the form of the sheep.

41. Sheep- Brucellosis Ovis: All rams entered to be tested free or from an accredited flock. Entrants must produce a certificate of testing or accreditation certificate to this effect when called upon to do so by the official appointed by the Association.

42. Dogs – All dogs entered must have been dosed for hydatids by either the Droncit or Arecoline Hydrobromide method, within 6 weeks of the date of the Show and entrants must produce a certificate to this effect when called upon to do so by the official appointed by the Association.

43. Arrears – No person who is in arrears with regard to entry fees, subscriptions or any other Show/Event charge is eligible to compete at any affiliated Show/Event. Proof of payment will be required before any restriction is lifted.
