RAM UNIVERSAL GRAVONICS

Executive Summary

An abundance of empirical and scientific evidence now proves beyond a reasonable doubt − during the latter half of the twentieth century, a deeply secret group within the United States government reverse-engineered an extraterrestrial spacecraft. In 2003, the U.S. Central Intelligence Agency, which had (along with many sitting U.S. Presidents) largely been denied access to this secret program, received an extensively well-researched and prepared document titled “SUPREME COSMIC SECRET” (SCS) written solely for the CIA’s internal review. This document detailed and evidenced the science of this formerly super secret program. The Agency exhaustively analyzed the facts and science in the SCS Report and found it was accurate, truthful, and correct in its science and engineering findings. As a result, the CIA now sanctions the group responsible for creating the SCS document – RAM Gravonics, LLC. – in its developmental effort to replicate this technology.

The group that originally replicated the extraterrestrial craft has been known by various names – Majic, MJ-12, and Majestic 12. Its members gave their creation a name: The Alien Reproduction Vehicle, or “ARV.” The Majic program had been paid for with “deep black” funds acquired from Majic’s global narcotics operations, in excess of an estimated $100 billion dollars.

From mid-2004 to 2009, the CIA covertly authorized, supported, and sanctioned a comprehensive effort by RAM Gravonics to organize a science team and develop a plan to once again reverse engineer this extraordinary transport technology. Success in developing it would revolutionize our civilization. Its effects would be well beyond the meaning of the word Promethean. (See SCS REPORT – Section A-32)


The RAM GRAVONICS Science TEAM is a mini-Manhattan Project type effort comprised of a carefully chosen, multi-disciplinary, group of American scientists and entrepreneurial-minded business leaders. This group has developed a CIA-sanctioned dual-track plan to acquire the technology. The first track is by near-term experimental development efforts. The second is through development of a film “Disclosure” to be shown to the President and the public regarding the truth about the abnormally secret reality of this technology, its off-world original creators, and its incredible (and easy to predict) Utopian effects on our entire civilization. This technology can end justifications for war and create a permanent condition of world peace for millennia to come. However, this inevitable portent is not well-received within the power circles of the world.

Patents have been strategically filed on the UNIVERSAL GRAVONICS geometrical designs and engineering in such an unprecedented legal way that they cannot be seized by the U.S. Department of Justice or the Department of Defense. They are viewed by a team of esteemed legal and IP counsels as the trump card in the anticipated commercial rights negotiations with Majic and a U.S. military space command group. This legal battle is expected to precede or follow the release of the Disclosure film, now titled “POTUS BRIEFING – EYES ONLY,” per the enclosed pre-production film’s business plan.

This program is not for the faint of heart, those easily intimidated by mega-league political power and money, or are not deeply concerned with providing an inordinately prosperous and peaceful future of our energy-troubled world. A world which our visitors from afar, quite apparently, want to survive.

Dr. Puthoff is a theoretical and experimental physicist. He is a graduate of Stanford University in 1967 and has published over forty technical papers in the areas of electron-beam devices, lasers, and quantum zero-point-energy effects, and has patents issued in the laser communications, and energy fields. Dr. Puthoff has worked at NSA and CIA. He coined the term “Remote Viewing” to describe the project he initiated and directed at Stanford Research Institute which conducted experiments involving the use of psychic


abilities for intelligence gathering purposes. He has been credited with being the originator of the zero-point and Polarized Vacuum theory to explain gravity and inertia beyond GR.

Dr. Uhlig is the former ten year Director of Research and Development at Hercules Aerospace in Magma Utah where he developed and pioneered the use of carbon fiber in lightweight, high strength aerospace applications. 5) DR. CHRISTOPHER (KIT) GREEN

Reporting to the Director of the Central Intelligence Agency, Dr. Green was the Senior Division Analyst with the Office of Scientific and Weapons Intelligence. In this role he had multi-disciplinary research and management experience in medicine, comparative biology, bioengineering, animal and human psychology, endocrinology, and the Life Sciences. His special areas of management included the direction of research at doctoral-level and physician scientist in the above areas as well as participation as senior analyst. His medical specialty is forensic medicine and toxicology, and his doctoral research work in neurophysiology concerned human biochemical functioning of the brain, He maintains an active interest in cardiovascular physiology and sports medicine.

Dr. Green was an analyst with the Life Sciences Division, Chief of Biomedical Sciences Branch/LSD, and Deputy Division Chief. He became a Senior Division Analyst with the newly formed Office of Scientific and Weapons Intelligence in 1978. He is the author of over 50 peer reviewed technical publications. Titles are available to persons with appropriate clearances upon request. He was chosen to be the Chief Medical Test Officer of RAM GRAVONICS due the anticipation of dangerous x-ray, gamma rays, microwaves and Infra red radiation being logically manifested by the VHV atmospheric ionization expected to be produced during the testing of the WildCat XTR – 1 experimental rig design. These potentially very injurious physics phenomena are a well documented common occurrence in extremely close encounters by humans with UFOs.

6) ALAN HOLT

Alan Holt is project manager for NASA’s International Space Station. He is the NASA officer who makes the decision of what flies on the Space Shuttles. A physicist and aerospace engineer, his work previously centered on the development of the astronaut and flight


controller programs associated with Spacelab. He is also engaged in theoretical research into advanced propulsion for spacecraft, and has long been involved in an unofficial NASA UFO study group called project VISIT.

7) DR. BRUCE MACCABEE

Dr. Maccabee studied physics at Worchester Polytechnic Institute in Worchester, Mass (BS in physics) and then at the American University, Washington D.C. (M.S. and PhD in physics). In 1972 he commenced his long career at the Navy Surface Warfare Center, presently headquartered in Dalgren, Virginia. He has worked on optical data processing, generation of underwater sound with lasers, and various aspects of the Strategic Defense Initiative (SDI) and Ballistic Missile Defense (BMD) using high power lasers. Dr. Maccabee has been active in UFO research since the late 1960 when he joined the National Investigations Committee on Aerial Phenomena (NICAP) and was active in research and investigation for NICAP until its demise in 1980. He became a member of MUFON in 1975 and was subsequently appointed to the position of State Director for Maryland, a position he still holds. He was instrumental in establishing the Fund for UFO Research in 1979, and was the chairman for 13 years. He presently serves on the National Board of the Fund. He is considered by his UFO research peers to be one of if not the world’s foremost authority on UFO photographs and other visual motion media.

8) DR. RONALD PANDOLFI

Dr. Pandolfi is reportedly the Deputy Director of the Central Intelligence Agency’s Directorate of Science and Technology specializing in the development of unconventional and innovative aeronautical platforms. He is the former Deputy Director of International Affairs for the Office of the Director of National Intelligence (ODNI) and the formational Director of the DoD’s MASINT Intelligence group. He actively monitors UFO related news and events. He has been the Agency’s point man in sanctioning and supporting the development of the RAM GRAVONICS Program for the past five years.

9) BRAD SORENSEN

Mr. Sorensen is a leading industrial designer. His portfolio includes the F117-A stealth fighter project, the stealth bomber, the Mazda RX7 automobile, and numerous other patented high tech designs. Brad was the first of a number of credible eyewitnesses to operating ARV vehicles in a secret display he was invited to attend by Lockheed Skunk Works Design Chiefs Kelly Johnson and Ben Rich in a USAF facility in the late 1980s.

10) DR. JOHN ALEXANDER

For more than a decade Dr. John Alexander has been a leading advocate for the development of non-lethal weapons. He entered the US Army as a private in 1956 and by the time he retired in 1986 he was a colonel of Infantry. During his varied career, he held many key positions in special operations, intelligence, as well as research and development. From 1966 through early 1969 he commanded Special Forces “A” Teams in Vietnam and Thailand.

Dr. Alexander organized and chaired the five major conferences on non-lethal weapons, served as a US delegate to four NATO studies on the topic, and was a member of the first Council of Foreign Relations study that led to the creation of the Joint Non-Lethal Weapons Directorate. Currently he is executive vice president of LEADS Inc., and serves as a consultant to US Special Operations Command. For ten years Dr. Alexander was the director of the National Institute of Discovery Science (NIDS) in Las Vegas, Nevada. He has authored two successful books, Future War and Winning the War. In the latter he claims that the free energy of anti-gravity could make it impossible for the Middle East to fund terrorism and would make the conditions for permanent world peace feasible.

11) STANTON T. FRIEDMAN

Stanton Friedman received BSc and MSc degrees in physics from the University of Chicago in 1955 and 1056. He was employed for 14 years for such companies as GE, GM, Westinghouse, TRW Systems, Aerojet General Nucleonics, and McDonnell Douglas on such advanced classified and eventually canceled projects as, nuclear aircraft, fission and fusion rockets, and nuclear power plants for space applications.

Since 1967 he has lectured on the topic “Flying Saucers ARE real” at more than 600 colleges and over 100 professional groups in 50 states, 9 provinces, and 13 other countries. He has published more than 80 UFO papers and appeared on hundreds of radio andTV programs. He is the original civilian investigator of the Roswell Incident and co-authored “Crash at Corona”: The Definitive Study of the Roswell Incident.” TOP SECRET/MAJIC, his explosive book about the Majestic 12 group established in 1947 to deal with the crashed saucers, was published in 1996 and is in its 6 th printing. Stanton was presented with a Lifetime Achievement Award in September 2002, by UFO Magazine of the UK. A documentary “Stanton T. Friedman IS Real” was broadcast in Canada in 2002.

He has provided written testimony to Congressional Hearings, appeared twice at the UN, and has been a pioneer in many aspects of Ufology including Roswell, Majestic 12; analysis of the Delphos, Kansas physical trace case; crashed saucers; and flying saucer technology.

Stanton Friedman takes a clear cut unambiguous stand that some UFOs are alien spacecraft, that the subject of flying saucers represents a Cosmic Watergate, and that we

16) DR. JOHN BRANDENBURG

Summary

John E. Brandenburg is a plasma physicist at Orbital Technologies in Madison Wisconsin, working on plasma confinement for fusion, space plasma technologies and space propulsion. He also performed research on Fusion Propulsion and Kaluza-Klein theory of Field Unification for purpose of space propulsion. He also performed an architecture study for a Human Mars Mission using solar electric propulsion. Before coming to ORBITEC he was performing research on air plasmas and plasma propulsion at Florida Space Institute.

He is a pioneer in creating electrodeless atmospheric pressure plasmas in air using microwaves. Before this he was at The Aerospace Corporation, where one of his duties was as principle investigator on the MET (Microwave Electro-Thermal propulsion project. Before coming to Aerospace Corporation Dr. Brandenburg was a researcher at Research Support Instruments (RSI) where he specialized in making controlled laboratory plasmas for surface sterilization, fusion research and the MET thruster. He also worked as an independent consultant on Space Missile Defense, Directed Energy Weapons, and space rocket plume phenomenology, and also at Mission Research Corporation and Sandia National Laboratories on plasma for controlled fusion and similar topics.

Dr. Brandenburg was born in Rochester, Minnesota but grew up in Medford Oregon. He obtained a BA in physics from Southern Oregon University in Ashland Oregon. He obtained his MS in Applied Science at University of California at Davis in 1977 and his PhD in theoretical Plasma Physics at the UC Davis extension campus at Lawrence Livermore National Laboratory in Livermore California in 1981. The title of his thesis was “A Theoretical Model of a Reversed Field Ion Layer Made of Monenergetic Ions” and dealt with the magnetic confinement of plasmas for controlled nuclear fusion. Inspired by the Apollo Missions to chose a career in Physics he has always been an avid fan of space exploration and science fiction.


He is the author of “Dead Mars, Dying Earth” (1966) with Monica Rix Paxson, which dealt with the problems of energy and global warming from a comparative planetary science (Earth-Mars) perspective and has been published in the USA, Great Britain, Germany and Japan. This book was the winner of the Silver Medal in the Ben Franklin awards for books on science and environment. He has written two science fiction novels “Morningstar Pass: The Collapse of the UFO Cover up” and its recently released “prequel” “Asteroid 20-2012 Sepulveda” both dealing with the problems of initial contact between humanity and extraterrestrial intelligence and the development of the human race into a space faring civilization, He has dedicated his career to problems of space, energy and national defense.

POTUS Briefing -- Eyes Only™ is the history of exotic non-terrestrial visitations, technologies, and evidence of collusion in a monumental cover-up of this history. The science and scientists behind the technologies, their efforts at reverse engineering, as well as the impact of the public release of these technologies will be included. We will examine the effect upon time, the environment, the military and our social and political structures. In the search for truth, we shall leave no stone unturned.

POTUS Briefing -- Eyes Only™ also delves into the source of these technologies and will suggest solutions and approaches for making public our relations with exo-biological organisms. There will be a study of their attitudes towards us, their diversity, and both the resultant benefits and challenges to be faced as a result of future interaction.

It is our intention to bring to the world the full facts surrounding the potential world-changing technology that lies at the root of our narrative. A by-product of this revelation will be to spur development of this technology for immediate commercial use.

Yes, extraterrestrial technology not only is real but can rapidly green our planet, change the socio-economic fabric of our civilization, and even change the role of the human race in our galaxy and beyond. But it comes with profound cautions.


This story is bigger than Al Gore’s An Inconvenient Truth global warming story which grossed hundreds of millions of dollars. This film differs from a typical narrative or documentary format in that it is more akin to a corporate document or PSA --- a declaration of didactic information. We felt it wise to choose a commercial director, with a penchant for creative direction and the facile ability to work efficiently and quickly within a creative environment.

EVIDENCE

During the development process of POTUS Briefing -- Eyes Only™, we intend to quantify the information surrounding the subject matter. We will document our evidence and present it in an engaging and clear factual manner. This will include established data as well as current reports.

HD3D

Because of the very enormity of what we intend to communicate through our work regarding the physics of time and space, we feel the only effective format is HD3D. The uniqueness of the subject matter filmed in a unique format will be a plus to marketing. There are roughly 1000 3-D capable theaters in the USA.

Considering that we will want to do a commercial theatrical release and DVDs as a sales tool, we will alternately make selections from the stereoscopic photography to use in a 2-D format for 4k scan 35mm output.

DEVELOPMENT PROCESS

We will shoot a 20 minute POTUS BRIEF / PSA media for distribution to the President through valid channels during the development process, this will serve many facets. It will be a ‘test’ of our production values, as well as a piece to show the President, so that we may include his response in the body of our commercial work, as well as a follow-on trailer for the concomitant release of our film. Naturally, during development, other line item needs arise in our operations budget. These items fall under the category of pay-or-play contracts or gap financing contracts and bonds. We will need to consider these as ancillary budget line items, triggered by criterion established to show complicity with our time line.


During this time we will determine by whom and how the narration will be integrated and will solidify our arrangements with all below-the-line crew.

Story boards and illustration ‘flat-work’ (for animation development) will be created to examine our ‘look’. It is from these elements - the script and the story boards - that we will cut together a working animatic of our film’s plan in execution, to give a visual mise en scène. This will further refine both impact and import of our endeavor as well as providing a living and moving document that will be our ongoing agreement regarding the creative process as evinced by the team’s keen mind and creativity.


CREATIVE

POTUS Briefing -- Eyes Only™ is the gripping chronicle of a story that leverages tangible rather than fictional consequences to rivet the audience.

We are aware that certain germane and hard-hitting evidence will be released to us during the process of our investigation.

The following creative brief is broken into subjects of interest. As we develop the story line, more information will certainly come to the forefront. The outline below is not meant to be in anyway the absolute ‘contract’ of where we intend to go but largely indicates our focus at this time and roughly anticipates the flow of the story.

It is our intention to lay the facts out in a kinetic line of causality for maximum impact upon the viewer.

A BRIEF HISTORY OF EXOTIC TECHNOLOGIES

Perhaps only the harnessing of fire has had as profound an impact on the course of human progress as the technologies POTUS Briefing -- Eyes Only™ is preparing to bring to the public. In one form or other, this technology has been popping up and then pushed back into obscurity for at least a century and perhaps, since the dawn of civilization.

Conventional science follows a lineage starting with Copernicus, and moving later to Newton, Faraday, Tesla and on to Thomas Townsend Brown. But the real leap forward began in the 1930’s, when an object that crashed near Kiev was recovered and reversed from first principles. It was an ongoing investigation throughout WWII that became involved with the Nazi “Bell” project and afterwards as Operation Paperclip scientists from the Nazi Wunderwaffen were brought into the United States.

The annals of the paranormal include Edward Leedskalnin’s Coral Castle, a Florida structure single-handedly (and secretly) built out of huge blocks of limestone with the aid of a curious, primitively-constructed wheel of magnets, which has an odd congruence to geometry passed down by the Freemasons.

The ancients of Sumer, Egypt and Mesoamerica built pyramids and temples out of massive blocks of stone quarried in huge quantity then placed with precision many miles away. Calculations of the labor and time required to accomplish these feats without modern technology exceed the realm of possibility and border on the ridiculous.

What we consider to be reaching into the future for the next generation of technology actually might be reaching back to the earliest days of human civilization.


The Production will build from the curious occurrences around the time of Roswell and continue through the strange and byzantine world of PSYOPS & HUMINT disinformation ploys. It will look into the war of intelligence operatives attempting to obfuscate and keep the public ‘safe’ from too much knowledge and the scope and magnitude of that enormous challenge. In fact, keeping this very knowledge from the Oval Office itself!

Such disinfo tricks will be coupled to various secret alphabet agencies such as the notorious Majik 12, also known as MJ-12, MAJI-MOC, ROYAL-MOC, and MAJESTIC / MAJIC Ops - MOC – SOG. Other clandestine and surreptitiously empowered groups and agencies such as the CIA, DIA, NSC and DARPA as well as the NSA, the FBI, and even the prominent Council on Foreign Relations will be documented. This all-too-real covert power structure overshadows Hollywood fare such as “The Bourne Ultimatum’ and ‘Men In Black.’

Scientists, who have worked in these deep black boxes, as well as special field operations personnel, will be interviewed and deposed for this production.

The disinformation campaigns surrounding this technology have masked the apparent truths of this technology. POTUS Briefing -- Eyes Only™ will present a factual record that cannot easily be written off by the ‘boy-who-cried-wolf’ tactics or the appeal to authority measures of the past nor will we undermine our fact-finding mission by opening ourselves to attack and ridicule.

HISTORY OF ARV TECHNOLOGY

In the mid 1920's, scientist T. Townsend Brown disclosed that electric charge and gravitational mass are coupled. He had found that when a capacitor is charged to a high voltage, it has a tendency to move toward its positive pole. His findings, which became known as the Biefeld-Brown effect, were opposed by conventional-minded physicists of his time.

About 1953, Brown conducted a demonstration for military top brass (known as The Pearl Harbor Demonstration). He flew a pair of 3-foot diameter discs around a 50-foot course tethered to a central pole. Energized with 150,000 volts and emitting ions from their leading edge, they attained speeds of several hundred miles per hour. His results were immediately classified.

Hermann Oberth, an Operation Paperclip scientist, who worked in the US with Wernher von Braun, the Army Ballistic Missile Agency and NASA, in 1954 stated: “It is my thesis that flying saucers are real and that they are space ships from another solar system. They are flying by the means of artificial fields of gravity… They produce high-tension electric charges in order to push the air out of their paths, so it does not start glowing, and strong magnetic fields to influence the ionized air at higher altitudes. First, this would explain their luminosity… Secondly, it would explain the noiselessness of UFO flight…”

Project Winterhaven followed The Pearl Harbor Demonstration. Brown submitted a proposal to the Pentagon for the development of a Mach 3 disc-shaped electrogravitic fighter craft, which was essentially a large-scale version of his tethered test discs. Drawings of its basic


design are shown in one of his patents. Nothing, apparently, came of this. At least, nothing came of this that might be seen to benefit national defense or exploration. In 1954 a trade press magazine, ‘The Aviation Report’, predicted that:

“……this century will be divided into two parts – almost to the day. The first half belonged to the Wright Brothers who foresaw nearly all the basic issues in which gravity was the bitter foe. In part of the second half, gravity will be the great provider. Electrical energy, rather irrelevant for propulsion in the first half becomes a kind of catalyst to motion in the second half of the century.” (Aviation Report, 7 September 1954).

A month later, the editors at The Aviation Report were suddenly more cautious, but no less optimistic:

“… progress has been slow. But indications are now that the Pentagon is ready to sponsor a range of devices to help further knowledge.”... Tentative targets now being set anticipate that the first disk should be complete before1960 and it would take the whole of the ‘sixties to develop it properly, even though some combat things might be available ten years from now.” (Aviation Report, 12 October 1954)

The following year, in the December 9th issue of The Aviation Report, many of the major defense and technology companies were cited as either having research projects or activities in this new field:

“Companies studying the implications of gravitics are said, in a new statement, to include Glenn Martin, Convair, Sperry-Rand, and Sikorsky, Bell, Lear Inc. and Clark Electronics. Other companies who have previously evinced interest include Lockheed, Douglas and Hiller.” (Aviation Report, 9 December 1955). Also mentioned elsewhere in the report as firms with active research in electro-gravitics: AT&T, General Electric, as well as Curtiss-Wright, Boeing and North American.

Around the same time period, the British company, Gravity Rand, also saw the excitement, issuing a report that noted: “Already companies are specializing in evolution of particular components of an electrogravitics disk.”

In 1956, another British research company, Aviation Studies (International) Ltd. published a classified report on electrogravitics systems examining various aspects of gravity control. They summarized the pioneering work of Townsend Brown and then described the use of electrogravitics thrust as follows:

“The essence of electrogravitics thrust is the use of a very strong positive charge on one side of the vehicle and a negative on the other. The core of the motor is a condenser and the ability of the condenser to hold its charge (the K-number) is the yardstick of performance. With air as 1, current dielectrical materials can yield 6 and use of barium


aluminate can raise this considerably, barium titanium oxide (a baked ceramic) can offer 6,000 and there is a promise of 30,000, which would be sufficient for supersonic speed.”

In one of their conclusions, based on Brown’s work, they suggested that:

“Electrostatic energy sufficient to produce a Mach 3 fighter is possible with megavolt energies and a k of over 10,000.”

Another report by Gravity Rand, Ltd. in 1956, agreed with this assessment and stated:

“To assert electrogravitics is nonsense is as unreal as to say it is practically extant. Management should be careful of men in their employ with a closed mind or even partially closed mind on the subject.”

A theory of gravity's cause described as the “TAU” or Zero Time Spatial Torque Electrograviton Vortex is now considered the front runner by many of the physicists and scientists involved in the RAM GRAVONICS program.

Why has it taken until the 21st century for anyone to look closely at what might have come from these significant breakthroughs of 50 years ago?

We know why: Because the origin of this understanding of electrogravitics is a significant and a closely kept secret.

The US not only has operational antigravity propulsion devices, but we have had them for many, many years. They have been developed through the study, in part, of extraterrestrial vehicles during the past 100 years.


Research was done regarding the impact on society should the world learn about UFO’s by the Brookings Institute and the study was submitted to the House of Representatives in 1961.

The report focused on the emotional responses of cultures from around the world in the suppositional event of contact with extraterrestrial life forms. The report stated that there was every reason to believe that if there was disclosure, two events might come to pass: One, that chaos would descend and our species would devolve into anarchistic chaos; or Two, that it could possibly bring our species closer together as never before seen.

It would appear in light of the growing body of evidence that summation ‘One’, was the safest appraisal for world leaders seeking global security and this engendered a reign of secrecy regarding our dealings with other species in these matters.

It would also appear that an ongoing desensitization of the public – a conditioning process – was initiated by an increasing flood of fictional and non-fictional information regarding the subject gradually presented to the public. It appears probable that the powers behind this embargo of extraterrestrial information may today be more inclined to examine the second proposition

REVERSE ENGINEERING SCIENCE and SCIENTISTS

Modern Stochastic Electrodynamic (SED) physics theory indicates that gravity and inertia are a result of matter interacting with the zero-point radiation of the vacuum. This implies that, since gravity, inertia, and zero-point energy are all aspects of the same physical phenomenon, an electrodynamic circuit that can control gravity will also allow the energy of the zero-point to be tapped.

In other words, once you have antigravity, you also have “free” zero-point energy (ZPE). We can examine how it was reverse engineered or replicated from crashed ET UFO technology, and define with motion graphic animation the ET Technology’s electrical field functions in a 3-D superimposition illustrating two gravitational physics theories of Spatial Torque Vortex and Zero Point Polarized Vacuum. The physics community recognizes the existence of zero-point energy. Experiments, such as those involving the Casimir effect, demonstrate the physical nature and power of zero-point energy. The problem is - and has been for 50 years - not merely to prove that zero-point energy exists but rather to develop practical technologies that can tap this energy in a practical and economic manner.

The respected physicists who are members of the RAM Project team and presenting scientists in POTUS Briefing -- Eyes Only™ are at the forefront of


the theoretical work being performed in this area, and have filed patents that apply the latest understanding of gravity and zero-point theory.

The RAM Project has agreed to cooperate with producers of POTUS Briefing -- Eyes Only and demonstrate a prototype model of an Electro-dynamic Vortex Circuit (EVC)-powered widget (the RAM R-XT-1) to be included in the documentary film.

The RAM R-XT-1, a remote controlled prototype that is the world’s first self-contained electrogravitically propelled craft, able to maneuver in all three axes with no moving thrusters, has already been built and tested.

CONSEQUENCES

In these segments we will examine the consequences and impact of the truths imparted to the world through our film.

“…predicting the future due to the introduction of a new technology is not a simple problem and usually will have a large degree of uncertainty. The emphasis will be to predict how a society would absorb a very unusual exotic technology and to estimate what are the impacts of that technology in both a regional and global sense?”

At the heart of a black hole the gravity is so immense that time seems to stop. This is just one example of how gravity, inertia, light, and time cooperate with matter to form the space-time fabric of the universe.

According to the science of GEM (Gravity / Electro Magnetics), as we negate gravity and take flight, we also introduce variables related to time. Introduced variables can be manipulated, so with the development of anti-grav propulsion, we may possibly open the door to time travel. We not only open the door, but we may be able to waltz right in and pointedly examine all the ‘sticky-bits’ regarding paradoxes.

Public and secret military research into the interplay between electromagnetism and propellant-less flight has a history of flaring up, showing promise, and then disappearing. This is because the technology is secretly in development with the tacit cooperation of ET species and the research is well beyond the primitive levels of terrestrial discoveries. There are counterclaims that this is because breakthroughs cannot be duplicated so the line of inquiry is shelved.

One conclusion that we can draw about our species throughout our history, is that we desire to label and understand our environment, not only for the purpose of adroit communication, but in the sense of the ancient shaman and tribal clerics:

We label a thing to rob it of its ‘magic’- to move it from the realm of the uncertain ‘enemy’ to the realm of the quantifiable and the banal, to assuage the natural human fear of the unknown or inexplicable.

This instinct has led us to the ‘Scientific Method’, and there have been some wonderful advances credited to this thought process: housing, communication, medicine, and physics come immediately to mind. However, advances bring unintended consequences. Some good examples of this would be tobacco promotion, benzene toxicity, Milltown™, the introduction of invasive organisms to ‘solve’ perceived pest problems, to name a few. It is apparent that we often leave safety in the dust in lieu of curiosity and pursuit of comfort and profit. What is surprising is not how much we can learn from our mistakes, but how little of that knowledge we actually apply. If wisdom could be counted as the feeling application of knowledge, then it is that kind of wisdom we will diligently and liberally apply to pursuing our examination of the overall impact our film will engender.

As soon as we wrench the developed solutions to fuel-less energy and propellant-less flight from the wardens of secrecy, we hit the cusp of the most significant change in technology in the history of the world. This will catapult us forward in every aspect on the order of 10,000 times more rapidly than the transition from the renaissance to the era of enlightenment. It would allow mankind’s intellect to come to full blossom!

‘An Inconvenient Truth’ finally forced the public to pay heed to the warnings previously bandied about by the outlying members of our society, but it required a popular film to bring this outlying cultural meme to the center. Society abhors a vacuum, and we subconsciously begin to digest and accept truth even without tacit complicity. Eventually the meme surfaces, we get a blockbuster like ‘An Inconvenient Truth’. We are at that point now with POTUS Briefing -- Eyes Only™. Homo-sapiens are going to change, again, as a result of new technology. Everything will change…

How can we intuit the most useful and responsible applications of this change which will holistically benefit mankind? Do we pursue an open-handed approach or do we micro-manage, responding to impact studies warning of our undisciplined, reflexive nature that has an observably difficult time in adapting? Our collective wisdom and dexterity in this matter is paramount.

Can we cognate and digest the scope of this change and make beneficial use of it as a species? Will we even understand the opportunities that stand before us?

Yes, we can. Yes, we will.

In fact, we must! Change is the only constant. If we don’t accept change, and change responsibly before change becomes necessary, then our species has no future…

Ultimately, we will adapt because there has been an upsurge in the one concomitant necessity for our success --- the development of a consciousness that is improving the health and adaptability of our civilization, both mentally and spiritually. For those who are agnostic or atheist we shall relegate the word ‘spirit’ to that rising consciousness, that sense of identification with the passion and ambition of our species in the most positive sense.


It is this very missing part of our development that colors our every other choice or action. We are at an unprecedented period of communication and development in the single-most needed area for our success.

This is that time. We are at the junction of now and forever.


THE TECHNOLOGICAL CONSEQUENCES OF ARV

Brad Sorensen, a key contributor to the RAM efforts to reverse engineer ET technology, visited “The Big Hangar” during an air show at Norton Air Force Base on November 12, 1988, where he witnessed “Alien Reproduction Vehicles,” or ARVs, that were fully operational and hovering.

“There were three flying saucers floating off the floor—no cables suspended from the ceiling holding them up, no landing gear underneath—just floating, hovering above the floor.”

He reported that there were 3 examples of spacecraft. They were all bell-shaped and of apparently identical proportions. There was an exhibit with a videotape, showing the smallest of the three vehicles performing out in the desert; presumably over a dry lakebed (some place like Area 51).

“ It showed this vehicle making three little quick, hopping motions; then [it] accelerated straight up and out of sight, completely disappearing from view in just a couple of seconds—no sound, no sonic boom—nothing.”

Application of Antigravity and zero point energy, or TAU Zero Time Spatial Torque Vortex theory, will lead to major breakthroughs in transportation technologies both earth-side and in outer space. The implications are that we have the potential for human exploration of our solar system and beyond, if we have the will, within our lifetimes.

It also means that the majority of 20th century space technology will be obsolete and in fact already is.

The zero-point or vacuum state energy source is seen as a totally non-polluting energy source, which has the potential to replace all the fossil fuels on this planet. It also will provide the energy needed for long range space flights. This means that fuel cells and solar cells in common use today for space flight energy applications will only be needed until we transition to these new energy technologies.

Based on an analysis of trends in antigravity research over the last half-century and the information provided by numerous witnesses, it appears that there is both good and bad news.

The good news is that it appears that we humans (at least within certain covert projects) have already developed the theories of antigravity and additionally have developed working spacecraft based on these principles.

The bad news is that these technologies have been developed for at least several decades at the public’s expense and that the public has been deprived of these technologies, while continuing to waste resources using less efficient and pollution- enhancing technologies. Because of this, there is precious little experimental data confirming these theories as real and workable, despite an ever-growing body of reputable sources including deposable professional witnesses with impeccable character and track-records.


As the reality of this knowledge begins to be understood and slowly sinks in, there will be an outcry among space scientists, not on the inside, for release of these technologies so as to allow all of us to explore space. There will be major changes in the way that NASA does its business, though predicting these changes will be very difficult.

Not only has space exploration in the public sector suffered, but our planet’s environment has suffered, many would say irreparably.

Thus, as this knowledge begins to spread there will be an outcry among all concerned citizens on this planet for release of these technologies to allow all of us to reduce and ultimately eliminate global warming and the environmental pollution that so threatens our way of life.

These technologies will not only affect space travel technologies, but will also have a profound effect on transportation and energy production on the earth’s surface.

THE RACE FOR SPACE AND TIME

It is no great secret that India, China, the UK, France, Russia and Brazil all have robust R&D research budgets in relation to anti-grav tech. The drop-dead seriousness of this competition is quite real. It is clear that no technological race in history has been as impressive as the one we are in right now. Past breakthroughs, such as Fermi’s demonstration of heat generated by uranium, pales in comparison with the seriousness of this competition. It is imperative that whoever succeeds in this race be the ones who have demonstrated, on the balance, the most dedication to humanitarian and ethical behavior in the past. The military and security impact of this technology in the wrong hands is dire. It is certain that the country or body politic that controls this technology will have hegemony over the world’s economies and militaries.

THE TIME PARADOX IMPACT

The impact of developing and releasing a technology that, by its very nature, bends the space-time continuum creates a whole new paradigm with potential challenges including some far from the obvious.

The first and most well-known is the grandfather-paradox – the concept of time travel wherein a person goes back in time and kills his grandfather. Does that time traveler still exist? Paradoxes such as this bring on a whole subset of other such conundrums.

One immediate assumption of time travel is the positive view that we could visit deceased loved ones or be mentored by luminaries of our past.

A more negative and sinister context would be that of changing the past to change the present and future. What if one was to assassinate a person in the past? Would that act affect our current timeline? If so, wouldn’t there be a rush of people to the same point in time trying to elicit any number of possible outcomes along the same lines? The world population of the 1940’s, for example, would quadruple over night as millions of people


winked in and out of existence trying their hand at restructuring time to suit their own purposes. How can or do we control such activity?

The future becomes even more problematical and complex, especially due to our obsession with our own personal point in the space-time continuum.

Perhaps I would want to go and see the wonders at the end of time; perhaps I would want to see my great-great-great grandchildren. These are all possibilities.

Again, on the ‘con’ side, there would be opportunists looking to take advantage of the situation. What if one could go forward and view tomorrow’s stock market or horse race results? The rush to create a material wealth would so confuse our temporal ‘now’ that chaos would reign supreme.

Markets would cease to exist if one could simply look into the future and see the outcome of tomorrow’s closing bell. The only way to maintain a semblance of balance would be if the same principles of survival through merit, currently the basis of our economy, could be maintained. This same ethical principle would hold true in the arenas of politics, gambling, etc. In fact, any event determined through causality, either as random chance or through democratic process would be at risk unless we could find a workable solution to this paradox, before the problem exists.

Another consideration is the apparent truth that all actions taken birth a specific tributary time-line, like a new thread introduced into the weaving of a piece of textile. This, in turn, radiates outward an infinite number of causalities manifesting as ‘real,’ i.e. taking place in a time-space-matter environment that we recognize or can quantify.

Some researcher’s today claim contact has already been made with advanced humans from future alternate time lines. If true, this demonstrates the complexity within a myriad of possibilities.

On the level of astrophysics, one supposition holds that any manipulation of time might engender a ceasing of all existence. A suggested ‘canary-in-the-coal-mine’ approach postulates: If the causality of time were irreparably damaged in some basic physical manner, you would not now be reading this document as all relevant energy that defines ‘you’ or ‘I’ would have ceased to exist.

Another line of thought in a more pragmatic physical sense is if every action has a reaction that can be measured in time and the only relevant time is the observable now, is it possible that all times exist laterally rather than in a linear fashion? If this non-linearity were the case, the human need to digest its observation of time as a series of ‘events’ would exclude the observable fact of dynamic conservation relative to the observable fact of apparent change. In other words, Rome would exist now, but we wouldn’t see it because the energy that ‘is’ Rome would have changed into something else that ‘we’ see in our ‘now’ as immutable and fixed, when in fact it is infinitely more insubstantial than we can perceive with our naked senses. The possibilities can boggle the mind!


At the beginning of time manipulation, we will find ourselves delighted with our new capacities. But soon the vulnerabilities will begin to appear in the form of new warfare technologies, economic crises, social problems and ultimately, the challenge of facing a new frontier of both thought and action. We will have to master the sins that feed upon the human soul. How we predict and manage the changes of time displacement will determine the positive or negative effects on our future.

Is it possible that the future is an observable and immutable fact? Should such be true as reported from many witnesses of statements purportedly made by extraterrestrials in reported close encounters with humans: "our time is different from yours," "we can control time," "all time is the same," or "past, present and future is one"? If this is true, than the past, present, and future are the same. It could mean that the apparent flow of time and its events are a preordained reality deigned by a Supreme Creator and great playwright. Logically, therefore, so-called "free will" would not exist -- except as a wishful religious, philosophical, and politically needed idea to rule the masses.

THE MACRO-ECONOMIC IMPACT

The live-grenade, hot-potato issue of this project is of course, oil. Oil and fossil fuels will dwindle in need and import almost overnight. This will substantially change the fortunes of those that have been the producers of the world’s needs, luxuries and utilities. In good conscience, we cannot displace the whole of their infrastructure, the jobs of those who have spent their lives dedicated to the energy and transportation industries as they are now.

It is estimated that energy represents 80% of the Gross Domestic Product (GDP), and distribution represents an additional 17%. If one were to remove 97% of the cost to manufacture goods as represented in the GDP, overnight wealth for the masses would become a possible reality. Hunger would disappear! Maslow’s hierarchy of need would become skewed within five generations. In an energy-dynamic model, the entropy of human existence would be greatly alleviated, if not completely eradicated, by the influx of basic support energy and nourishment. We should consider that our opportunities for the Utopian ideals we desire are now with reach.

If energy is free, the need for taxation on the basis of energy consumption by the government would also be greatly reduced. Further tax reduction could be achieved by an affluent society now in a position to care for itself.

As an indicator of how we should appropriately handle the macro-economic impact of this new technology, we should look at the consequences of bringing huge swathes of soldiers home after WWII. If every returning GI had attempted to enter the workforce at one time, the economy would have been greatly traumatized. So we created the GI Bill, which allowed for GI’s to create new businesses (thus creating new jobs), further educate themselves (spreading the capability of those entering the job market over a wider area), and staged the re-entry into the marketplace in natural tiers as dictated by the GAO’s ability to process all the GI Bill claims. In fact, those that went back to college and obtained advanced degrees helped this nation stay ahead in terms of creating new technologies that, in turn, helped produce new products which improved the GDP for several decades. This was an effective logistics plan for the challenge of managing a foreseen economic event.


We could have time - possibly several years at the minimum – to responsibly absorb new technology should we be lucky enough to employ some of this in the very near future. With forethought and planning, we might have the leisure to release portions of both the technology and information to the public over a slightly longer period.

Retooling old factories, re-directing work forces to this retooling, while providing a hands-on approach of education to service employees, is only one aspect of the new technology’s impact. We offer an opportunity to also re-dedicate entire work forces to segments of service that are suffering or that will suffer as the result of new industries.

A vacuum of workers in the new technology should absorb the glut of trained and experienced personnel who will be simultaneously entering the market.

In any event, contracts and the consolidation of power to release the technology under a single entity would be the wisest choice to protect our economy from a crash as well as removing the human lust for power from the equation as much as possible.

It would be both an important and desirable task to cede portions of ownership to the biggest power players in order to earn their respect and cooperation.

In the end, the opportunity of the new technology will balance with the need.

THE SOCIOLOGICAL IMPACT

Popular films, ranging from ‘Forbidden Planet’ to ‘Star Wars,’ have been an advance propaganda machine creating an effective ‘slow-reveal’ or the metered release of information on extraterrestrials to the public. In the 1950’s, we had movies about deadly dangerous aliens, replaced in the 70’s by friendly aliens in our living rooms with our children. There has been an apparent shift of emphasis in the effort to reveal in an appropriate manner the truth of extraterrestrial visitation.

With entire generations conditioned to the concept of life outside the Earth, now is the time to reveal the truths that have been simultaneously concealed yet disclosed through clever propaganda during the past sixty years.

No change can take place within the human species without some quantity of resistance. This is a given, but studies indicate that humans bond together and transit change more quickly in direct ratio to the reception of truth being presented.

THE MILITARY IMPACT

As traditional borders are seen as non-functioning and outmoded geo-centric perceptions, there will be a need for new direction of military might.


Nothing could be more dangerous than disbanding an entire planet’s military structure and leaving it open to the population. The potential for havoc is great, as was seen in Iraq following the second Gulf War.

Power is the opium that ends with the atrocities of war. We need to be doubly sure that this revealed technological boon to mankind is used in military functions to quell disruption and allow for the flourishing of each individual group’s right to their beliefs and to be honored in the democratic process.

Human rights and equanimity become even more vital in the face of Earth being observed by a variety of technologically superior species.

THE ENVIRONMENTAL IMPACT

We face the extinction of our species as well as numerable other species as the result of lack of information and the inflexibility to accept or make changes in our actions before the actions have become necessary.

One potential and beneficial use of fallow military assets and displaced workforces is to redirect their efforts towards the healing of our planet’s environment.

Zero-point energy technology is the scientific term for “free energy” that uses no fuel of any kind, whether chemical or nuclear in nature, during the energy production process. This makes zero-point energy the only truly unlimited, renewable energy source known to man.

With the replacement of fossil and nuclear fuels, the first-cause impact on the environment will be profound. Petroleum will be directed to the many and varied uses other than fuels, greatly relieving the air pollution problem.

The second and third causes, which refer to the replacement of energy needs in manufacturing and the concurrent re-addressing of plastics manufacture and replacement of needs in rubber (who needs tires when all transportation floats?) will further save our environment.

REGULATION AND GLOBALIZATION

The release of Zero-point technology may well produce the apparent need for planetary unification under a single political mindset, if only to create an executive ability to present a unified front and direct representation of our needs as a species to the other sentient beings of the universe.

Underlying themes to human socialization revolve around food, work, procreation, and entertainment. Politics, procreation and religion are often the subject of discourse while consuming that other universally unifying force --- food.

A good analogy for this ergonomic human social principle can be seen in the area of food. ‘Slow Food,’ a growing movement to preserve both the quality and ethnic heritage of food service, while locally impacting in an appropriate manner the production of food, as a good observation of how we might restructure political thought to limit resistance to universal mandates governing technology and its use.

By having a greater government, or ‘world-federation,’ that would oversee all logistics and executive needs regarding the planet as a whole we could secure the unified front necessary for extraterrestrial contact. By relegating geographical political ‘turfs’ to 100 miles or less, we would give effective representation to the world’s population as a whole, thus reducing the tensions and frustrations that result in conflict and violence.

With Mr. Clark, Mr. Novel’s responsibilities include the supervision of strategic legal and political plans for both civil and criminal cases, as well as the collection, analysis, and verification of data from public, private, and secure sources. High-profile cases to which Mr. Novel contributed directly were Mr. Ramsey’s investigation into the trial of former Iraqi dictator Saddam Hussein and Mr. Ramsey’s investigation into the actions taken by the FBI and the Bureau of Alcohol, Tobacco, and Firearms during the final hours of the Branch Davidians standoff in Waco Texas in 1993. Mr. Novel’s investigations provided the core forensic backbone of William Gazeki’s authoritative documentary of that event – “Waco: The Rules of Engagement”.

In 1984, Mr. Novel served as a Private Investigator working with Howard Weitzman and Donald Re in their successful defense of automaker John Z. DeLorean against cocaine trafficking charges.

As a professional investigator with an aptitude for collecting information from secure institutions such as governments and their security services, when Mr. Novel’s personal interest turned to UFO’s 5 years ago, he was able to glean enough credible information and documentation to justify the formation of RAM Technologies, LLC. JIM MARRSWriter / Researcher

…is a native of Fort Worth, Texas, and earned a Bachelor of Arts degree in journalism from the University of North Texas in 1966 and attended Graduate School at Texas Tech in Lubbock. Beginning in 1968 he served as police reporter and general assignments reporter covering stories locally, in Europe and the Middle East for the Fort Worth Star-Telegram. He then served with a Fourth Army intelligence unit during the Vietnam War. After his service, Mr. Marrs became military and aerospace writer for the newspaper and an

investigative reporter. Since 1980, Mr. Marrs has been a free-lance writer, author and public relations consultant.

In 1989, his book, Crossfire: The Plot That Killed Kennedy, was published to critical acclaim and reached the New York Times Paperback Non-Fiction Best Seller list in mid-February 1992. Beginning in 1992, Mr. Marrs spent three years researching and completing a non-fiction book on a top-secret government program involving the psychic phenomenon known as remote viewing only to have it mysteriously canceled as it was going to press in the summer of 1995. Within two months, the story of military-developed remote viewing broke nationally in the Washington Post after the CIA revealed the program but put their own spin on psychic studies. … was born in Brooklyn, New York, studied at Alfred University and Oxford University, was a finalist for a Rhodes scholarship, and completed his graduate work in history at the University of Rochester. In 2000, he published UFOs and the National Security State: An Unclassified History, 1941-1973 (republished in 2002 with the subtitle Chronology of a Cover-Up, 1941-1973). This 500-page history provides clear detail on the major UFO cases of the early Cold War era, the attitudes and policies toward UFOs by the military and intelligence community, and the fascinating development of the citizen movements to end UFO secrecy.

In 2009, Mr. Dolan completed Volume Two of his historical study, subtitled The Cover-Up Exposed, 1973-1991, and is now at work on the final volume of his historical trilogy.

Mr. Dolan has also published articles and spoken at conferences around the world. Among his main themes are the destruction of our political liberties as a result of the UFO cover-up. In context, that is significantly higher than the approval rating of our President and just 10 points less than the popularity of sugarless gum among ADA Dentists. For good measure, 1 out of 10 Canadians (that’s about 3 million of them) report that they’ve witnessed UFOs.

Multiple Points of Light

Lest we forget, clean cheap energy is a topical subject in the midst of a global recession exacerbated by spiking energy costs. A cursory review of the technologies identified as ‘alien’ indicates that they all run autonomously converting cosmic (or Zero-point, for lack of a better term) energies directly into tangible energy – electricity - without combustion, radiation, or booster generation.

Market Timing

The timing of this project is propitious as well. A review of the patents related to this technology shows that all of them are numbered in the high 6-million and low 7-million range. Risks

Motion picture investment entails a high degree of risk. Recoupment of the investment and additional profits are largely a function of the film’s public appeal. The extent to which the picture will appeal to the public is largely dependent upon unpredictable critical reviews and public taste.

Abstract

The article discusses the effects of a paradigm change in physics, into society, more precisely the correlation between electromagnetism and gravitation leading to the partial or full control of gravitation and inertia. Initially, it analyses the technical and economical viability of a gravitational motor showing its potential as primary energy source for the next decades or centuries. This leads to a description of the probable long term effects of this growth in energy availability and the drive toward space exploration and colonization. Finally it probes into the risks and vulnerabilities to which our society will be exposed, and the challenges it may face.

1. Introduction

Recent studies indicate the possibility of control of gravitational force by means of unifying it with electromagnetism. Preliminary tests have confirmed this new theory so far, but it is still far away of being ultimately confirmed or rejected.

The control of another of the five basic forces of the universe would certainly change the world we live in as much as the control of electromagnetism has changed it. The number of technical and business opportunities that this new discovery will open, if confirmed, is enormous.

The scope of this article is not to address every single possibility open with this new advance, but to focus upon the long-term effects of the introduction of an application which would have a vital impact, a gravitational motor or generator, capable of tapping energy directly from a gravitational field like the one generated by Earth itself. This energy would be a new source and apparently infinite at this point of our physical knowledge.

We do not claim to understand where this energy comes from, but only that it can be gathered somehow. In this way we are much in the same situation of ancient societies which did gathered eolic, hydraulic and even fossil energy much before they understood how it was formed or worked.


2. The main hypothesis

This work has a main hypothesis which is not completely proofed at this point, but which has been preliminarily confirmed so far. This hypothesis is that there is the possibility of controlling the gravitational force upon a body by using electromagnetic radiation either in form of an ELF (Extremely Low Frequency) wave or a UV (Ultraviolet) light.

De Aquino (2000:1) has shown that an ELF wave can control gravity upon a body and therefore has deducted (DeAquino, 2000:2) that a gravitational motor is possible to build. Hardeman (2001) has applied this concept to luminescent materials using a very simple experiment that confirmed De Aquino’s finds. De Aquino (2001) has then proposed a new version of his gravitational motor using luminescent materials.

Hardeman (2001) has linked this discovery with Puthoff’s(1989) work on treating gravitation and inertia as zero-point fields, which is one of the many advances in understanding what inertia and gravitation are, as well as their relation to vacuum (Millis, 1998 and Wesson, 2000).

This mounting evidence that gravitation and electromagnetism can be correlated and thus controlled had convinced NASA to establish its BPP program (Breakthrough propulsion physics) in1996,that is, three years before DeAquino established a correlation between then.

This is an extraordinary advance in our understanding of the universe, but as any such advance it requires extraordinary evidence. That is why many authors are being careful and sceptical about these claims. They would represent truly a new chapter in physics, and therefore in the history of mankind.

By controlling the weight upon a body, even if partially and temporarily, it is possible to create a pendulum that will generate a motion and therefore kinetic energy. This motor is not perpetual since the elements in it will decay and lose performance, but it is tapping some energy source previously untapped: the gravitational field of Earth.

This motor, if made real, will constitute a violation of the conservation of energy principle. At the present time, we don’t know how this is possible, but further research may find the explanation. It is important to remember that most energy sources were explored without a complete explanation for them, until late XIX century. Egyptians and Sumerians used hydraulic energy without even guessing it ultimately came from the fusion reactions within the sun by means of the radiation evaporating water and them producing rains in the mountains were the river sources were located. Many wrong theories were proposed for centuries before understanding the true nature of this energy. However, ignoring its nature didn’t prevent its use.

According to the terminology established by Martino (1972), we are only at the second step (laboratory feasibility) of a five step process in the development of a breakthrough until it reaches widespread adoption.


We are assuming in this paper that the main hypothesis is true and that such a motor can be built, and will work as predicted. If this hypothesis proves false, then most of the work will fall apart.

3. Economical viability study

Aquino (2001) has demonstrated the possibility of creating a gravitational motor using a Aquino-Hardeman photo-gravitational effect discovered by Hardeman (2000) based on UV radiation.

The photo-gravitational motor using UV light is much simpler to build and will probably cost a lot less to assemble than and ELF counterpart, also it will be much easier and safer to operate. But since it’s based in OLED’s (Organic Light Emission Diodes) it will have a shorter life. Recent predictions indicate that OLED’s have a working lifetime of 35,500 h or around four years.

Aquino’s calculations point to a power of 7HP or 5. 219 kW. Along its lifetime of around four years this would generate 667 GJ or 185,310 kWh. Let’s make the price of construction of the photo-gravitational motor a variable (Cpgm) since it will certainly fall as both, the experience in building it, as well as the scale of production grows. The unitary cost of energy will therefore be Cpgm. /185,310 Kwh

Let’s compare that with the current cost of energy produced by the various methods, as shown in table 1 below.

Comparing with the lowest and higher costs on Table 1, we will find that the cost per kWh has to be between US $0.004 and US $0.08 for the Photo-gravitational motor to be within today’s range of viability. That will mean that its cost (Cpgm) has to fall within the range of US $14,824.80 to US $741.24 to be another viable option with the strong advantage of not being depletable (as we currently understand the phenomenon).

Let’s call these limits as Cpgm-high (US $14,824.80) and Cpgm-low (US $741.24). Above Cpgm-high it will not be cost effective today, and below Cpgm-low it will become the best option at this point of technological development. In this last case it is reasonable to expect that it will become the standard in a few decades time.

The case for the motor proposed based on ELF waves (De Aquino, 2000:2) is different since the elements would decay in a much longer time, more comparable to the lifetime of a conventional electrical motor. Such motors can last decades if well maintained, but maintenance has a cost in itself . A reasonable estimate would be that it would last for around ten years without maintenance and then it would cost one tenth of its original value per year to maintain. This is a rough guess that will enable us to evaluate the price of producing energy with such a motor.

The above estimate would create a cost of one tenth of the original motor price per year. De Aquino (2000:2) has estimated the power of such motor in 216 HP or 161 kW. In one year it would produce 1,4 Million KWh. Thus the cost of energy would be (Celfm/14 million KWh), that is, already diving the cost of the motor by ten.

Using the same data from table 1 we will find the new limits Celfm-high (US $1,120,000) Celfm-low

(US $56,000).

It’s relatively easy to foresee a mass-produced gravitational motor costing much less than Celfm-low. These values would be even more generous if we assumed a depreciation below 10% of the original cost per year, but this number is already good enough to prove the economical viability of such a motor if constructed.

4. The energy curves

Butler (1980) has shown that the growth of human population is directly correlated to energy available to human society. The Graphic I below divides human history in three parts, each directly related to a new energy source. The first curve represents the population expansion following the control of fire in the Paleolithic. The second curve is linked to the tapping of solar energy through the development of agriculture. The last part is associated with the introduction of fossil fuels in recent past.

This means that the introduction of a new and vast energy source would generate a new curve in the graphic above. In fact, the introduction of nuclear energy whether from fission or fusion would have a similar effect only to a lesser degree. We can roughly estimate a population growth by a factor of 102 in a few centuries.

Part of this energy can be used to improve the living standard in our planet. It has been shown (Hatcher,1998), that the HDI (Human Development Index) is correlated by a factor of 0, 75 to the Energy consumption per capita, as shown in Graphic II. The most developed societies on Earth have a consumption level around 200 GJ per capita per year.

The United Nations (UN/DESA, 1998) has estimated that human population on Earth will be around 11 billion people by mid 2050. This estimate doesn’t suppose an energy-induced growth but rather other trend methods. To supply such population with 200 GJ per capita would require 2,200 EJ (Exajoules or 1021J), which means a growth by a factor of 6 from today’s installed capacity of around 363 EJ. In the later part of the XX century we have doubled our capacity each thirty years which would lead us to only 1,600 EJ. This means that, not only mankind is energy dependant, but also it is starving on energy.

In these considerations we are not even taking into account the fact that our current sources of energy are either reaching its potential limit (hydroelectric) or are heavily pollutant (thermal). This could lead to our energy capacity growing much slower than the projected rate of doubling each thirty years.

5. Vulnerabilities

The human control of gravitation and possibly inertia will incur in a series of vulnerabilities for the whole humankind. We cannot at this time foresee all of them, but we can look at some of the most probable or the more hazardous ones.


a. Political-military risks

We have to acknowledge that human warfare has been more damaging as more energy became available to humans. With the advent of a limitless supply of energy warfare can become forbiddingly destructive. The capacity to throw an asteroid against Earth is ultimately the ability to destroy Earth civilization in one act. If gravitation control technology becomes available it has to be very strictly controlled, much more than today’s weapons of mass destruction.

Past experience has shown that human civilizations refrained themselves of using “too destructive” technologies against their counterparts. That has been the case of machine gun. This same experience shows that eventually the temptation of its use for gaining a temporary, yet “crucial” advantage proved too high to avoid. The history of machine gun being used purely in colonial wars during XIX century, but eventually becoming widespread in Europe during WWI is a good reference as to how this can evolve (Keegan, 1998, Kennedy, 1989 and Roberts, 1993).

The same can be said from the use of firearms within medieval Japan. During the Edo period they were state-controlled and limited in numbers to avoid the destruction of the feudal system as was occurring in Europe. Japan saved the “code of Bushido,” the martial arts, and feudalism, and also retarded its development both technological, political, social and economical. Eventually it was forced to a band on these politics as the neo-colonialism of XIX century forced it to change (Keegan, 1998 and Kennedy, 1989).

b. Socio -Economic Risks

As in any other techno-economical paradigm change some sectors of the economy will be reduced and other will grow. Other sectors will appear for the first time and others will disappear forever. This will cause great unemployment at first because whole sectors will enter a structural crisis. Only after some time, will new business and jobs appear reducing the crisis and the societal stress.

The advance of technology usually makes lots of knowledge obsolete bringing the “destruction” of intellectual capital. Many people find their knowledge and expertise suddenly obsolete and no longer desired. This is the main cause of the structural crisis following a technological breakthrough.

The change in value of intellectual capital brings about the change in value of many companies and also shocks into monopolistic economies. Many arab nations which economies are based on oil as an energy source may find themselves threatened by the breakthrough in energy development. The same will happen with states like Texas in US.

Particularly good as example is Brazilian history which can be regarded as a succession of monopolistic cycles until late XIX century. These cycles are: Pau-Brasil (redwood), sugar and gold. During each cycle the country prospered only to see the economy implode after the cycle faded. In the US, for comparison, the Virginian tobacco allowed a more balanced economy to grow not relying only in one product for too long.


Also, the increase in energy availability may cause a disproportionate increase in supply in relation to demand generating a “post-scarcity society” as described by Giddens (1991). This will generate the effect of many items today perceived as “valuable” becoming nothing more than commodities. This has happened in the past with at least two items: salt and sugar.

Salt was very valuable in the Roman empire, and the salt mines of Sicily were regarded as one of the powerhouses of Roman economy. People were paid in salt, hence the name salarium. Sugar was a highly prized item in XVI and XVII century, it was the main product of South America and the reason why Brazil was colonized and fought over during the Thirty-years war. Both items are now reduced to mere commodities as they are now produced much beyond the needs of human population. Other items could be cited here as spices and coal.

This “post-scarcity economy” will make the drive towards a service-based economy even stronger as services based in human relations such as tourism, art and entertainment, will always be limited by the human availability. The higher the living standard of a society, the more expensive these services will be and the more prized also.

Eventually, human population will rise again bringing scarcity to some items again and rebalancing the economy. Other items may be included in our economy coming from space itself. We can forecast the introduction of new zero-gravity products built in deep space such as pharmaceuticals and other biotechnological products.

6. Conclusions

The introduction of gravitational control will open a new chapter in human history. It will open new possibilities and opportunities and expose humankind to new challenges and threats.

In the beginning we will find delighted with our new capacities, but soon the vulnerabilities presented before will begin to appear in form of new warfare technologies, economic crisis, social problems and ultimately the challenge of facing a new frontier.

Today we all live in a new age. The early 21st Century already has presented the United States with many daunting challenges, not the least of which is the dangerous deterioration of our environment. But there are also with exciting new opportunities. It is a time of change and one such change must be the official position toward Unidentified Flying Objects or UFOs.

Even before the turn of the 20th century authorities became aware of an extraterrestrial presence on our planet. Published news reports in Texas in the year 1897 reported the crash of a large silver cigar-shaped object and that the pilot’s remains showed he was not an inhabitant of this world.

Yet cutting edge physicists have continued to demonstrate that gravity and inertia are a result of matter interacting with the ground state of energy found everywhere, even in the vacuum of space. This quantum energy, the most basic found in any physical system, has been termed zero-point energy. Scientists reason that, since gravity, inertia, and zero-point energy are all aspects of the same physical phenomenon, an electro-dynamic device that can control gravity can also produce limitless energy. In other words, once you have antigravity, you also have clean “free” ground-state energy. It is this link between free non-polluting energy and antigravity that is primarily responsible for the decades-long embargo on antigravity research.

This technology involves a high-voltage vortex electro-dynamic energy system manipulating ground-state energy for power and propulsion. For propulsion purposes this energy can produce movement by the action and

Such energy and propulsion technology has been tightly controlled by a handful of men with no Constitutional authority from within the National Security Council since passage of the National Security Act of 1947. This group, whether using the actual title or not, variously has been referred to as Majic-12, Majestic 12 or simply MJ-12. These men were composed of persons with high-level military and corporate connections. Over time and for security and deniability purposes even the President was excluded from the knowledge held by this group.

This secrecy was not confined to government employees and the news media but included a conscious effort to ridicule anyone who would speak opening of this incredible secret. Individual lives and even entire families have been destroyed because of this policy.

Part 1) A Brief Case for the History of UFO visitations

21st century humanity likes to think of itself as the sole master of its fate. But an objective review of ancient history provides a strong case that mankind has never been alone.

Ancient artwork provides compelling evidence. All around the world are ancient rock and cave paintings that depict beings that look remarkably like space travelers. Some of them – as in the French cave known as Pech Merle – portray objects that look exactly like flying saucers, moving about among the local wildlife. The Pech Merle paintings date from 17,000 to 19,000 years ago.

Even more convincing are the cave paintings of Kimberley, Australia. Painted by the native aborigines roughly 5,000 years ago, they depict entities called the Wandjina, or “sky beings.” These beings were part of the aborigine legend of “Dream Time,” the beginning of creation. They had great powers over nature, and one of them was connected to the Milky Way. These mysterious god-like beings surely do not resemble the aborigines who painted them. More than anything else, they appear like modern depictions of alien “grays” with hairless, oversized heads, large black eyes, no ears, and no mouth. What prompted the ancient aborigines to create images like these?

Supporting the messages of this primordial artwork are ancient human myths. With astonishing consistency, they describe ancient gods and goddesses: how they battled each other, interacted with

humans, interbred with “the daughters of men,” and even at times used technology and equipment. In the near east, the ancient Hebrews had their versions of these stories, and before them the Egyptians and the earlier Sumerians. So did the Central Eurasians, the Chinese, the Western Europeans, the South Americans, the aforementioned Aborigines, and even such remote tribes as the Dogon of Western Africa. All cultures had legends of interaction with gods from the sky who altered the primitives of Earth.

Modern science only now is able to substantiate these ancient legends. Geneticists currently are discussing the mysterious sudden enlargement of the human cranium and brain associated with the introduction of the microcephalin DistaL-Less (DLL) gene in the northern Eurasian population, which took place roughly 35,000 to 60,000 years ago. original human microcephalin gene was non-DLL.) The interesting aspect of this development is that it does not appear to be a spontaneous mutation or something that occurred via genetic drift. Instead, the change seems to have come from a source outside of homo sapiens sapiens. Answering the question of “Who’s your daddy?” becomes especially intriguing, as studies have already eliminated the only other known contender, homo neanderthalis – the famed “Neanderthal Man.” In other words, it is scientifically plausible that humanity has been modified by an extraterrestrial – or at least hitherto unknown – species. The genetic argument dovetails startlingly well with the ancient myths, and is now being studied by responsible academics.1

If other beings have “tweaked” human DNA, we need to consider that the ancient myths are more than just imaginative stories. Consider the early Sanskrit texts – thousands of years old – which describe flying machines of the gods. These shining “vimanas” were described very much like machines. Each one was said to be made from 16 kinds of metal, and had 31 parts – including a photographing mirror underneath. Perhaps such a level of detail came from actual observation, a possibility dismissed by most current scholars.

Stories from our early modern history also need to be reconsidered. One case, from Southern Russia on August 15, 1663, provides astonishing detail. The event was described by a baffled cleric, asking for guidance from his local bishop. He described how residents of the small village of Roboziero encountered a low-flying, highly maneuverable ball of fire – over 100 feet in diameter – that repeatedly passed over town. On its second pass, it hovered low above the people for over 90 minutes. Two rays extended downward, burning several residents and terrifying the entire town before it departed to the west. Obviously, no action could possibly be taken on the matter, and the letter was found in a Russian monastery of St. Cyril in the early 19 th century.

Another well-documented event closer to our time, which has been called “the smoking gun” of the UFO issue, involved a metallic flying object, a crash and the burial of its non-human pilot which occurred in rural Texas in 1897, six years before the Wright Brothers flew the first-recorded heavier-than-air craft at Kitty Hawk, NJ. This event took place on April 17, 1897, in the small town of Aurora, Texas, located about 20 miles northwest of Fort Worth. It was recorded in the local news media at the time. The Dallas Morning News stated, “…while [the pilot’s] remains are badly disfigured, enough of the original has been picked up to show that he was not an inhabitant of this world.”

It is solely through longstanding prejudices, much of it initiated by government-sponsored disinformation, that mainstream scholars have ignored the likelihood that humanity has been the object of very long-term interaction between species.

Despite the intriguing nature of the early UFO evidence, precious little can be considered concrete – excepting the genetic argument. But the dramatic transformation of human technology during the 20th century has enabled us to make more complete and accurate records of anomalous phenomena. It is also evident that sightings and encounters of what we now call UFOs spiked dramatically upward with the advent of World War II. This should not be surprising. If there have been one or more species monitoring Earth over time, our rapid technological development would naturally be of great interest to them, especially once we attained power over the atom.

It is during the 1940s and 1950s that the historical record becomes very clear on this matter. The declassified records of the various military and intelligence groups show that the phenomenon was being taken most seriously by authorities, as sightings were being reported in great numbers by civilians and military personnel around the world. The reported crashes of extraterrestrial craft at Roswell and Corona, New Mexico, as well as elsewhere (Kingman, Arizona; Spitsbergen, Norway; Las Vegas, Nevada; etc.) all occurred soon after the end of WWII. The evidence is strong that other crashes and recoveries occurred during subsequent decades. This is when U.S. military groups reportedly recovered technology that was not manufactured by human hands. It is reasonable to suppose that the new technologies made available to humans in the earlier retrievals were instrumental in making these later recoveries possible.2

Part 3) The Creation of MJ-12

The recovery of such exotic technology posed a dilemma for President Harry S Truman: would he tell the world about it? His first instinct might very well have been to make a public announcement. However, this could have created a potentially disastrous result. After all, less than 10 years before the Roswell incident, Orson Welles had panicked America with his War of the Worlds radio broadcast. And in the late 1940s, the U.S. was fearful of sharing its atomic technology with the Soviet Union, or even with the United Nations. It was a major political issue at the time. It is understandable that President Truman and his advisors would be hesitant in making public something as momentous as advanced off-world technology, at least not without a maximum amount of study and preparation beforehand.

Logic dictates that the President would organize an elite team, composed of high-level military officers as well as experts in science, propulsion, sociology, and finance, and charge them with getting to the bottom of the matter. The responsibilities would be manifold: moving the

technology to private industry, forecasting the level of public panic in the wake of disclosure, managing the major media and academia to ensure secrecy from the scrutiny of hostile nations, and certainly finding out everything possible about these other beings.

All available evidence points to exactly this turn of events. Over the years, the secrecy of this program – initially Majic, then Magic and Majestic-12, now commonly referred to as MJ-12 – has been matched only by the covert funding that has poured into it. In fact, the recovery of extraterrestrial (ET) hardware is one of the great instigators of the modern “black budget.” By its very nature, it created an “end-run” around traditional American constitutional governance, since even elected representatives could not be trusted to maintain secrecy over such an awesome reality. Funding needed to be secret and derived

from unreported or extra-governmental sources.

Part 4) Replicating the Technology.

Recovering ET technology is one thing; replicating it is quite another. Understanding how “flying saucers” operated meant moving away from the physics of the internal combustion or jet engines, and into the physics of sub-atomic field propulsion. Understanding and exploiting this physics became of paramount importance. Lead players in this development were the Office of Naval Research and Lockheed’s Skunkworks Division.

The evidence makes it clear that success was achieved no later than 1966. In July of that year, the pilot of a twin engine C-47 “Skytrain” transport aircraft of the USAF photographed a reddish object over the Rocky Mountains, about 25 miles southwest of Provo, Utah. This is very close to the U.S. Army’s Dugway Proving Ground, where experimental flight testing of the Alien Reproduction Vehicles (ARV) reportedly was conducted. The enclosed photograph depicts an object identical in shape to one videotaped inside Nevada’s Nellis Test Range in late 1994, subsequently leaked to the television show Hardcopy.

Analyses of the latter object was made possible by inclusion of various measurement data on the video itself, enabling calculation of the object’s size, speed, and direction.3 Within a few minutes of recorded video, the Nellis object moved in all directions at speeds ranging from a mere 15 mph to as high as 500 mph – including an apparent right angle turn at 140 mph.

Part 5: RAM and The Energy Revolution

The implications of ARV technology are world-changing, much more so than even most long-time students of the subject realize. For one thing, it means overturning our modern petroleum-based economy.

Modern Stochastic electro-dynamic (SED) physics theory indicates that gravity and inertia are a result of matter interacting with the sub-atomic “Zero-Point” radiation of the vacuum. It has been estimated by scientists that there exists enough potential sub-atomic energy with the space of an empty coffee cup to boil the oceans of the Earth. Even in the non-classified world, major papers on this subject have been published in important scientific journals.

It becomes evident that UFOs use propellant-less propulsion systems based on sub-atomic gravitational field control and gravity-nullification principles.

Since gravity, inertia, and time are all aspects of the same physical zero-point energy phenomenon, an electro-dynamic circuit conceivably can be developed to control gravity --- and possibly even time.

This is exactly what the RAM4 Team has postulated and is actively developing. The RAM Science Team of Rauscher, Froning, Tombe, and Novel contend that gravity/inertia causation is in a Zero Time (or TAU), concealing endless spatial torque fields of electron-like coil-beaded particles. These radiate a repulsive force that we term gravity.

Once anti-gravity is controlled, enormous electrical power generation may be realized, bring humankind startlingly close to “free energy.” The cost of generating nearly unlimited and unimaginable amounts of energy would drop nearly to zero.

The implications of this would transform practically every aspect of human society. One of the less appreciated – but more immediate – effects would be in the realm of macro-economics. Throughout human history, the vast majority of the cost of any product has come from the energy needed to produce and transport it. Current estimates are that this number may run in excess of 95 percent. Thus, introduction of this component of ARV technology would certainly prompt a radical devaluation of the cost of nearly all products on the planet.

Such a development would pose a severe challenge to the current global structure of wealth and power, in which a tiny portion of individuals control an exorbitant portion of global wealth. According to statistics from the World Institute for Development Economics Research, the top 10 percent of the world’s adults control more than 85 percent of global household wealth.

With certain variations, this has been the breakdown of wealth throughout most of human history. The advent of virtually free energy would pose a challenge to that structure – perhaps a long overdue one, at least in the opinion of nearly everyone except those currently at the top. This group, however, has been in the best position to globally manipulate the political, economic, and cultural systems for their own benefit.

What happens in a world of virtually free energy? A world in which, for all intents and purposes, everyone becomes rich overnight? Throughout history, humanity has been dominated by the sources of energy at its disposal. Just as in prior ages when new forms of energy were made available, so too in this instance we can expect an unprecedented rise in human productive output, combined with equally unprecedented leaps in creative invention – since the energy to develop and implement production innovations will shrink to virtual nothingness.

The long-term effects would be to usher the human race into a new Utopian era, very possibly one beyond our wildest dreams. A restoration of the global ecosystem to something approaching a pristine state would be achievable. As one analyst appropriately put the matter, “a cleaner environment, renewable resources, and an end to the worries about food and energy shortages cannot be anything but good.”5

It is also worth considering how ARV/RAM technology could change the role played by national militaries of the world. Throughout human history, military power has been used to achieve dominance over valuable natural resources, but a world of virtually free energy would render this motivation obsolete.

In a world where all needs are truly and easily met, there would be no need -- at least in anything approaching the current levels -- of military appropriations for standing armies, navies and air/space forces. That is not to say that the militaries would then melt away, but their primary justification would be gone.

Such are some broad outlines. In all likelihood, however, predicting the nature of such a new world, in all of its implications and manifestations, is impossible.

Part 6: The Time Revolution

There is another element to the application of ARV/RAM technology, of even greater revolutionary impact than free energy -- if such can be imagined. This involves the “Time Paradox.”

UFOs have often been seen to appear and disappear, as if they entered and left our dimension of reality. Witnesses have also often remarked on how time seemed to pass differently while they are near the energy field of a UFO. Often time seemed to “slow down,” or even stop. The experience is always a confusing one for the participant. Somehow, in some way that has eluded conventional science, the operation of UFOs has involved a distortion of time.

This is a crucial part of the UFO mystery, and by extension the ARV/RAM technology. For the past century, physics has understood that time and space are a continuum – hence, the expression “space-time fabric.” In addition, this space-time is intimately connected to gravity. Time is part of gravity, and one of its primary effects. Gravity, in fact, is hidden in “zero time,” or “no time.”

Understanding the nature of UFO propulsion means understanding gravity, which means understanding time. Time is not what our common sense tells us it is: the proverbial straight


line running from beginning to end. Not at all. It is a mass of seething energy running in uncountable directions creating multiple dimensions or time lines. It is something that can be manipulated. Remote viewing experiments within the U.S. Army showed that these dimensions can by accessed by the human mind. This means that there is a way to “see” outside our normal time stream. In other words, view past or even future events.

The implications are world-changing. Regardless whether or not physical “time travel,” as envisaged by countless science fiction writers, is possible, it can be hypothesize that any ability to determine the “stream” of time would have profound consequences for humanity.

Consider the devastating effect such a transformation would have on Wall Street and other financial institutions. The concept of risk is absolutely central to financial investment. Without risk, there would be no need for speculation, hence no stock market. Or, to put the matter another way: how can there be a stock market without losers? If hit with the double body-blows of cheap energy and time manipulation, stock markets as we know them would likely collapse.

In the long term, such an outcome might well be in line with what the human race needs. For several decades, the global infrastructure has clearly been under a strain. Whether one looks at water, oil, or a deteriorating ecosystem, it is obvious that humanity cannot possibly continue much longer under the present system without a catastrophic collapse – unless a radical restructuring takes place.

In the short term, however – by which we must assume years not months – confusion and panic might well reign. We also assume that those currently holding wealth and power will not voluntarily relinquish their position.

Even for the long term, it is hard to imagine a human society not based on money and debt. Clearly, we will have to develop a new economics, one based on free energy and universal abundance. The problem may be a challenge, although a vastly more appealing challenge than those faced by humanity in previous ages.

Other problems to consider include the global psychological impact of universal wealth and foreknowledge of the future. It will take statesmen, and women, of great strength of character and mind to grapple with such issues. Bureaucrats and politicians need not apply.

Part 7) Societal Repercussions

There would also be other immediate political consequences. It would be impossible, for instance, to credibly release ARV/RAM technology without acknowledging the reality of the hitherto ridiculed and ignored UFO phenomenon. The simple fact of acknowledging UFO technology would make it all-but-impossible to pretend that the thousands of well-documented sightings of prior decades were mistakes of some sort. The question that an inquiring public would naturally ask is: who has been flying these vehicles all these years?

There is no easy answer to this question. If the President or a comparable public figure were to claim that the technology is completely home-grown, he would likely face widespread incredulity and outright disbelief. Making such a claim would be foolish because


the public would instantly realize that the decades-long cover story of UFOs and ETs existing merely in the realm of imagination and science fiction is in fact a reality. The general public quickly would become aware of the quantity and quality of accounts detailing the recovery of extraterrestrial technology, the nature of the deep-black programs charged with exploiting this, to say nothing of the thousands of personal accounts of ET encounters. The lie would be very quickly found out by an angry and resentful public.

Still, matters would not become any easier by telling the truth. Any President that acknowledges the reality of at least some of the UFO phenomenon as ET craft would face an avalanche of follow-up questions. “What does this say about alien abduction claims?” “What about claims of massive underground bases and facilities?” “Why did the Government lie to us all these years?” “Why should we trust you now?” “Who are these other beings?” “Are they friends or foes?”

Indeed, explaining the nature of secrecy would alone pose an explosive political problem. Delving into it would necessarily expose the relationship that intelligence agencies, such as the CIA and NSA and other deep black agencies, has for years maintained with mainstream media, academia, and the political system. It would become obvious that substantial control had been exercised over what were supposed to be free centers of learning and public watchdog organizations. In other words, a real danger would arise by exposing many public institutions as fraudulent.

This would be a situation not unlike that which occurred after the rise of Mikhail Gorbachev in Russia back in 1985. After becoming head of the Soviet Communist Party, Gorbachev promoted the dual slogans of glasnost and perestroika – openness and restructuring. The reforms of course were long overdue, but the process rapidly spiraled out of control. Nationalities which had been conquered and repressed went into rebellion and eventually secession. Historical inquiries into the lies and brutalities of the Communist regime rocked the nation. The Party became discredited in the minds of many. Moreover, the economic reforms, while badly needed, caused further disruption. Six years after Gorbachev assumed power, the Soviet Union ceased to exist.

The situation in the United State is in many ways not far removed from the situation faced by Gorbachev, except it is more – not less – dire. The sheer illegality and unconstitutional nature of the UFO secret would be enough to cause a dramatic transformation in public perception of the legitimacy of the government. The theft of public funds that obviously went into an R&D program to back engineer alien technology, predominantly for the benefit of certain private interests, would further agitate the situation. While many would defend the past ‘need’ for secrecy, many others would have little or no sympathy.

There would be other issues as well. It would soon be clear that there has been a long history of military confrontation with UFOs. Although this history includes other nations, it is true that the U.S. military took the lead with an extraordinary number of attempted interceptions of UFOs. These are well documented. A reasonable

question would be: what has been going on? Are these actions indicative of a secret and perhaps not-so-cold war?

It would also be increasingly difficult to hide the near-certainty of a secret space program. Enough anomalies in Earth orbit have been recorded to prove beyond a reasonable doubt that someone has had some kind of technology out there that is not supposed to have existed. The existence of an off-world human space fleet will have to be yet another issue that a President might be forced to confront.

And yet, these issues pale in comparison with having to tell the world about the nature of these other beings. According to current research, several factors can be surmised with reasonable confidence. First, nearly all accounts from alleged ET “experiencers” tell us these beings are highly telepathic. Establishing relationships with a species with abilities that preclude deception may not be easy. Secondly, their interactions with humans show a powerful ability to manipulate the human mind and emotions, from creating unnatural calm, to intense hysteria, to wiping someone’s memories, and who knows what else. This would make the notion of independent thought problematic. Thirdly, according to the vast literature of witness accounts, there appear to be multiple groups of ETs engaged in dealing with humanity at this time. One can assume their agendas may not coincide. Nor can their truthfulness be assumed, even if their intentions are not overtly hostile. (After all, hypothetical human time travelers of today meeting with people of 1,000 years ago would surely not be able to tell very much of their current technology or politics.). Finally, an important issue would be to learn why some ETs have been taking humans aboard their ships.

It is evident why they would be especially interested in us at this particular moment in history. A mere century ago, humans lived essentially in a horse-and-wagon society. We now are on the verge of using computers that claim to be conscious, of ubiquitous embedded nanotechnology, of a completely decoded human genome, of a probable “decoding” and even “uploading” of the human brain to digital storage and interaction, and the unfathomable results of quantum computing. In short, within the blink of a cosmic eye, the human race will have succeeded in re-inventing itself. Surely this feat has not been lost on our cosmic watchers. Whatever their attitude may be toward this development will be a matter of supreme political significance to the newly awakened human race.

8) Conclusion

Humanity is at a crossroads unlike any it has ever experienced before. The new path open before us promises to bring upheavals and change of the most fundamental – and certainly not all the most pleasant kind. And yet, we can no longer continue along the old path. For that is a path leading only to infrastructure and ecosystem collapse. Seen with a clear eye, there is no other way – our species must go forward.

For several generations, the future has been effectively held hostage. The reasons for this are understandable, but they have become obsolete. The fossil fuels once thought available for centuries are now experiencing a global demand that is orders of magnitude beyond past levels. The same holds true of fresh water. Releasing the ARV/RAM technology will enable the human race to obviate both of these problems -- almost immediately. Petroleum


would no longer be the world’s primary energy source. ARV/RAM technology will allow for widespread desalination to become a practical reality for the first time. In turn, widespread desalination would transform the world’s deserts into arable regions. And while humanity will in all likelihood always need to be mindful of the natural environment, many of the most egregious dangers to the environment can be stopped and even reversed.

Harnessing the awesome advantages of ARV technology will vault the human race into its next stage of evolution. The time for this new stage has come. Indeed, nothing can stop it, no more than one can stop a rushing flood tide. In the end, the U.S. government will be powerless to stop this development. Its best hope is to promote it, and therefore attempt to guide it. And then hang on tight, yelling “Wait for us, we are your leaders!”
