Information for consideration when applying for NHS Leadership Academy courses

With the introduction of the costs for the Mary Seacole and Elizabeth Garrett Anderson being the responsibility from summer 2015 of employers Thames Valley and Wessex Leadership Academy (TVWLA) will not have sight of applications and these will not be reviewed by the TVWLA Talent Review Board. It will be up to employing organisations to determine the budget available for the NHS Leadership Academy (NHS LA) programmes, who to offer funding to and to ensure that applications are ‘up to scratch’. During summer 2015 a review of the application process is taking place and this may result in a change to the questions asked, word limits etc.

A Guide to Writing an Application for the Seacole and Anderson Programmes

In summary and this is not a complete list but an indication of the Talent Review Board feedback on applications for Seacole and Anderson programmes to date:

There needs to be evidence of a talent conversation having taken place between the applicant and their line manager and where appropriate a sponsoring executive.

The reasons for applying for the programme need to be explicit. If a 9-box grid is used where is the applicant on the potential: performance scale?

When the application question asks about experience then a list of job roles and job responsibilities is not enough. Applicants need to say more about what they do and the problems, challenges, successes. What have they achieved and why. What have they done, learnt, would do differently. Impact on the people they work with, patients/service users etc. Have they stepped up to accept additional responsibility – how was it, what did they learn etc. Have they undertaken part-time study – how did they manage the work: life: programme balance? What do people say about them as a leader? What are their knowledge gaps?

We would expect to see reference to the content of the programme aligned to their development needs in the application.  

When the question asks about why they should have a place on the programme the ‘essay’ should detail what will be different for them, the people they work with, patients/ service users. Someone has spotted their potential – how are they going to make best use of the opportunity to develop their potential?

What do they know about themselves as a leader – from the NHS Healthcare Leadership Model 360 or other leadership diagnostics and /or other leadership programmes? How will the programme help them achieve their development goals/plan? What is their career aspiration and how will the programme help them

achieve this. Importantly if they are competing amongst others for a place being funded by the Trust, why should the Trust invest in them? How are they going to deliver a return on investment? How will they share their learning? How does being on the programme provide a development opportunity for others?

Local Talent Review Processes – Leading Care Programmes

Because the number of applications for the Seacole, Anderson or Bevan programmes may exceed the financial resources that employers have available we recommend that a robust process of reviewing applications and making decisions it put in place. A local Talent Review Board would seem to be the answer.

Employers supporting applications from people applying for the Nye Bevan programme are advised to refer to their local talent management and succession plans when considering the level of support they are able to provide.

The NHS Leadership Academy is willing to consider bulk purchase of places either from individual employers of a local system; this will effect some reduction in the price of programmes. For more information visit the NHS Leadership Academy website.

Supporting Individuals on the Leading Care Programmes

We know that it is important for employers and people undertaking national or local leadership development programmes to maximise the opportunities made available through the programme.

Here are some helpful hints and tips:o Be open to the leadership journey, be curious, step outside your comfort zone and

be open to new challenges.o Build a door of opportunities by actively seeking stretch opportunities and new

challenges; set up meetings with your line manager to review your progress on the programme and explore new opportunities to apply your learning.

o Think about who is going to ‘step into your shoes’ at work when you are away on study days and residential weeks – how can being on the programme create development opportunities for to other people?

o Try to balance your time between the demands of work, life outside work and the demands of the programme.

An on-going relationship that can last for a long time

Mentor is usually a more experienced person working in the same sector

A coaching relationship has a set duration

Short term and focused on a specific development need or areas/issues or goals and work

Your coach does not need direct experience of your job (unless the coaching is skills focused)

The Mary Seacole Programme

If you’re looking to move into your first recognised leadership or team management role, or have recently done so, and you want to

do more to champion compassionate patient care, then this programme is for you.

“Mary Seacole (1805-1881)”

The Mary Seacole programme – Leading Care I is a professional leadership programme, which leads to a postgraduate certificate in Healthcare Leadership.  

As this is a postgraduate certificate, you need to be prepared for the level of commitment the programme involves through personal study, face to face workshops and assessments.

Overview

This programme will transform your natural empathy and resilience into an inspiring, practical and resourceful leadership style – and make you a prime candidate for your first recognised leadership role.

You will boost the skills needed to be a great leader, including inspiring others, making informed decisions and focusing even more on the patients, service users, carers and families you support, while learning how to make the NHS values even more central to your daily role and working environment.

You do not need a degree to access this programme. The strong practical focus means you can apply your new skills immediately, making a

difference for your colleagues as you learn.

Learning is delivered through a combination of face-to-face and online learning to fit around your schedule.

You will be guided by a personal tutor who as well as being a subject expert is a specialist in supporting learners to combine learning with busy lives.

Having successfully completed this programme you will gain credits to exempt yourself of the first 7 months of the Elizabeth Garrett Anderson – Leading Care II programme, leading to an MSc in Healthcare Leadership.

Eligibility criteria

The Mary Seacole Programme – Leading Care I is aimed at people who are in, or are thinking of applying (within a year or so) for their first formal leadership or team management position; you might be in a clinical or non-clinical role. You will need to have the support from your line manager to be eligible to apply and be able to attend all face-to-face workshop sessions.

You will need to have either:

• One of the following qualifications: a bachelor’s degree, master’s degree, nursing or doctor qualification, professional or vocational qualification at QCF level 6, or chartered status from chartered body

Or

• Relevant work experience: for information visit the NHS Leadership Academy website

Time commitment

The programme consists of nine units studied through the year.  You should expect to spend ten to 12 hours studying each week.

You’ll be reading articles, watching videos and taking part in discussions, all designed to stimulate your thinking and help you to develop as a leader.

As well as studying online, you will attend six face to face workshop sessions with fellow participants. This is a compulsory part of the programme and so you must be able to attend all six sessions.

Please note that although these workshops are regional, there will be some travel involved which is not covered by the cost of the programme.

Gaining your manager/sponsor’s support

You must have the full support of your manager/sponsor to attend the programme. Ideally, you should have had an appraisal or similar talent conversation within the past year where your aspirations to develop into a leadership position were discussed and agreed, but we recognise that formal appraisals may not have taken place for everyone.  Please make sure you have had a discussion with your line manager around this before applying.

Your authorising manager/executive sponsor is the person who can agree to your attendance, authorise your study leave and is able to underwrite the programme costs should you withdraw before completion.

Cost

Depending on your organisation, there are the following cost options:

NHS subsidised fee - £3,000 - This applies to all NHS organisations in England and the home countries and all staff employed by the NHS.

Self-funding - £3,000. Bursary scheme - Fully funded - There are a very limited number of bursaries

available for which a specific application is required. (visit http://www.leadershipacademy.nhs.uk/programmes/ to find out more about the bursary scheme)

The investment goes directly back into the NHS, through your development, ensuring that all healthcare staff become the best leaders they can possibly be – to ultimately make a real and improved difference to patient experience and care.

The Academy’s decision to introduce a charging model for some of our offers is key in establishing longer term sustainability of leadership development within the system.

The Elizabeth Garrett Anderson Programme

If you’re a dynamic mid-level leader, determined to challenge the status quo and have wider impact by leading a culture of

compassion at a senior level of the NHS, then this programme is for you.

“Elizabeth Garrett Anderson”

Overview

This intensive programme will give you the skills to drive and sustain real change – building a culture of patient-focused care at a wider departmental or functional level.

It’s fully accredited leading to a Masters in Healthcare Leadership and an NHS Leadership Academy award in Senior Healthcare Leadership – so you can accelerate your career prospects as you improve the NHS.

You do not need a degree to access this programme. Co-created with National Voices, we have made sure that the patient experience is

central to the programme. Designed to give you high-level people management skills and world-class business

acumen to prepare you for the demands of senior leadership in today’s NHS. Learning is shaped around you – all learning and assessment will be tailored around

your work role and experiences. The strong practical focus and work-based learning lightens the workload and means

you will apply your new skills immediately, making a difference to patients as you learn.

Learning is delivered through a combination of face-to-face and online learning to fit around your schedule.

Your personal tutor will support and guide you to make the most of the programme.

From a clinical or non-clinical background Aspiring to lead large complex projects, departments, services or systems of care

Either a good UK Honours degree or an equivalent professional qualification Or 3 years + relevant experience leading teams or services

Programme details

The programme structure is based around the following set of themes which support the development of self, teams, and organisations:

Ensuring that patients have good quality and safe experiences Understanding how I, as a leader, make a difference to improving patient experience Enabling others to give their best to improve the patient experience Embedding behaviours that improve the patient experience Making person-centred coordinated care happen Making decisions based upon the best available evidence to improve the patient

Time commitment

Expectations of line managers support to staff

Over the two years, participants will complete eight modules of study, attend four residential workshops, attend 11 face to face action learning sets and participate in weekly on-line studies, scheduled tutor group discussions and tutorials. In addition, they will also be expected to study for a further 10-15 hours per week to supplement the on-going online learning.

The programme involves a significant element of application of learning in the workplace. This means that participants will be expected to involve their team or service, workplace colleagues, line manager, and service users and carers in aspects of programme learning activities.

On-going support from the line manager to help staff members achieve the programme objectives is crucial to the participant’s success. Without this support in taking a regular and

proactive interest in the candidate’s learning, and supporting them in applying their learning in the workplace, the line manager and organisation are unlikely to get a good return on investment.

Co-created with National Voices, we have made sure that the patient experience is central to the programme.

You will learn multidisciplinary skills from leading experts in international healthcare and leaders from some of the world’s most successful businesses, and forge the third party relationships that will play an ever more vital role in the NHS’s evolution

You will working intensively with your peers in a collaborative face-to-face and online environment

Eligibility Criteria

Although applicants and their applications that meet the eligibility criteria will be assessed by a regional Assessment Interview Panel, in general:

You are:

From a clinical or non-clinical background An experienced senior leader reporting to statutory accountable officer levels, a

recognised senior leader at a national level, or have a system wide role. Clearly equipped with the skills, knowledge and behaviour to lead organisations,

systems or national portfolios, within or even outside the NHS.

You have:

Had a talent conversation with your chief executive/accountable officer and been assessed as being eligible for a Board role in 2 years, assessed as ready now or are in the first 12 months of your first board role.

You will:

Have secured funding to cover the cost (£13,500) of the programme from your employer, be self-funding or applied for a NHS Leadership Academy bursary, details of which are on their website.

Have submitted a signed Terms and Conditions form on the NHS Leadership Academy website.

Have submitted a signed CEO supporting statement form. Attend an assessment centre and be interviewed to assess your suitability and

readiness for the programme.

Programme details

The Nye Bevan programme – Leading Care III is flexible by design but there will be focus on five core components to the programme:

1. Knowing yourself and looking  after yourself / others2. Leading change3. Broadening horizons4. Evidence-based management, governance, policy and practice5. Influencing upwards and outwards

You will be invited to attend a regional pre-programme orientation workshop. Attendance at this workshop is mandatory. Information about the workshop, dates, timings and venue will be provided by the NHS Leadership Academy.

The programme will begin with an initial assessment based on these five themes; each will be used to explore the leadership potential and practices of participants.

Learning will focus on personal coaching, peer-review and self-management to equip you with the skills and confidence required to navigate the most demanding roles in our healthcare system.

The Director Programme(Previously known as The Top Leaders Programme)

Making a difference at the highest levelDeveloped and updated from the previous Top Leader programme, the Director Programme is for all senior executive leaders who are seeking further role development and support.

The programme assumes you will have an existing level of complex leadership skills, and is primarily designed for people who need to be stretched, challenged and are open to thinking very differently about their leadership role. It’s an opportunity for you to work in partnership to make leadership in the health system more inclusive and representative of the communities it serves. We wish to develop leaders who are more innovative and can create a climate where innovation can flourish.

Eligibility for the Director Programme includes all those who have operated at a director level for two years or more. You can read more about the criteria via the website: http://www.leadershipacademy.nhs.uk/programmes/the-director-programme/

The Programme is:

A year-long programme with a start and end point It will include two residential parts: Residential One will be for 4 days and Residential

Two will be in the form of a “deliberative” 3-day event in learning sets in self -contained accommodation where participants live together.

4 action learning set meetings per group Online learning 4 coaching sessions per year via the NHS Leadership Academy’s coaching register.

Funding

The Director Programme is subsidised, and the cost to employers is £4,500. Applicants may wish to self-fund their place on the programme. Applicants and their executive sponsor will need to sign Terms and Conditions for the programme as part of the application process.
