1. Description of the tool Welcome to the Interconnection and Net Metering Tool! The following sections will help you
orient to the Interconnection and Net Metering Tool and provide basic instructions to navigate
the Tool effectively. More information about Interconnection and Net Metering, as well as
hyperlinks to the Tool, can be found on the Interconnection and Net Metering pages of the
ComEd website. The Tool itself can also be found directly at Interconnect.ComEd.com.
Below are answers to some frequently asked questions about the Tool:
1.1 What is the purpose? The Tool is designed to replace the existing paper-based Interconnection and Net
Metering application forms with electronic web forms. Among other benefits, these electronic forms will enable more efficient application completion and status tracking for Customers and their Contractors.
1.2 How does it work? As the system owner or contractor, you will complete and submit the Interconnection
and/or Net Metering application through the Tool. The Interconnect Coordinator and/or the Net Metering Program Manager will then review the application in the Tool and provide status updates via email communication based on where the application is in the review process.
1.3 Is it associated with ComEd’s existing website? The Tool was created by a third party in partnership with ComEd, but ComEd resources
will be completing the review of all Interconnection and Net Metering applications. 1.4 Why is there a different login username and password than my ComEd account?
Since some distributed generation systems will be on new construction or some applications will be completed by contractors that are located outside of ComEd’s territory, we did not want to limit who is allowed to submit an Interconnection or Net Metering application based on if they have a current ComEd account. This Tool is limited to completing the Interconnection and Net Metering applications. If you would like to pay your ComEd bill, you must log into the Manage My Account section of ComEd.com.
1.5 Where can I go with additional questions? Reach out to the Interconnect Coordinator or the Net Metering Program Manager if you
have any questions. You may reach Interconnection via email at [email protected] or Net Metering via email at [email protected]. Also, for Net Metering questions, you may call 1-800-TALK-GEN (1-800-825-5436)
1.6 Where can I find other reference materials? Refer back to the ComEd – Interconnection – Distribution < 10,000 KVA Web site or
ComEd – Interconnection – Net Metering.

2.1 Accessing the Tool

a. Selecting the “Frequently Asked Question” button opens a document related to the
Interconnection and Net Metering process at ComEd
b. Selecting this button opens this Interconnection and Net Metering User Guide
c. Selecting this button opens the Illinois Commerce Commission’s Administration Code (Part 466)
as it relates to Electric Interconnection of Distributed Generation Facilities
d. Selecting this button redirects you back to the ComEd-Interconnection Web site where you can
access the PDF application for a Distributed Generation system that is larger than 10MVA
(megavolt ampere). This application is not currently available in the electronic tool

e. Returning users can log into the Tool by supplying the Email and Password they created during
the user registration process
f. Users who have forgotten their login information can select the “Forgot Password? Click Here.”
link to reset their password. You will be required to enter your email address and then be
allowed to change your password if you answer your security question correctly
g. New users can register into the system using the New User Registration button. Note that the
Interconnection and Net Metering Tool utilizes a different username and password from
“Manage My Account” on ComEd.com. Also, all new users are required to complete a new user
registration prior to completing an Interconnection and/or Net Metering application
h. Contact information for the Interconnect Coordinator and the Net Metering Program Manager
can be found near the bottom of the home page
i. To email questions and inquiries the Interconnect Coordinator or the Net Metering Program
Manager directly, you may use the hyperlinks near the bottom of the page

a. Clicking on the “Home” tab will return you back to the home page of the Tool. Note that you
must click “Register” before clicking “Home,” otherwise all information will be lost

c. You must enter in your address, phone number and a valid email address where you will
receive all communication and notifications related to your Interconnection and/or Net
Metering application
d. You must select a password that includes the criteria listed below:
i. Capital Letter
ii. Number
iii. Symbol
e. You must select a Security Question from the drop down menu and type your answer in the
field directly below the Security Question selected. This is required if you forget your password
and need to reset it
f. You must select either “System Owner” or “Contractor” for your role. If you are the owner of
the distributed generation system completing the Interconnection and/or Net Metering
application, then you will select “System Owner.” If you are a Contractor completing an
application on behalf of a System Owner, you will select “Contractor” as your role. Contractors
will often be completing multiple applications for their respective customers where System
Owners typically only complete one application for their system
g. Once all the information has been entered, click “Register” to complete the registration process

3. The Home Page After completing the New User Registration process, the Tool will bring new users to the Home Page shown in Figure 3 below:

a. The “Dashboard” tab will take you to the Dashboard view. This is where you can review your
application(s) and check the status of the Interconnection and/or Net Metering application.
You will also be able to email the Interconnect Coordinator or Net Metering Program Manager.
For more information about the Dashboard, refer to section 7, “Using the Dashboard”
b. The top section of the page provides the link to the FAQ, User Guide, Electric Interconnection of
Distributed Generation Facilities – Part 466, and a link back to ComEd’s Interconnection Web
site
c. To complete an Interconnection or Net Metering application, click “Yes” next to the respective
applications that you are interested in completing
d. If you are completing an Interconnection application, you must select the Interconnection level
for which you are applying. There is a brief description of each level listed on the Web site
e. To complete a new application, click on the “To complete a new application, please click here”
button
f. To update your user settings, click on the “Settings” button. If you have a new phone number
or need to update your password, you can complete these actions in the Settings section.
Additionally, you can log out of the system, by clicking “Log Off”

a. To begin a Level 1 Application, select “Yes” for “I want to submit an Interconnection
Application”
b. If you are also applying for Net Metering, select “Yes” for “I want to submit a Net Metering
Application”
c. You must also select the Level of Interconnection for which you are applying. In this example,
we are completing a “Level 1” application. Your application level may be different
d. Once the items above have been completed, click on “To complete a new application, please
click here” to proceed to the Interconnection application

a. Enter the Customer Contact information for the owner of the distributed generation system. If
your user is a “System Owner,” this information should automatically populate from your user
profile
b. Alternate Contact information is not required, but recommended in case the Interconnection
Coordinator cannot reach the primary contact person
c. The “Save” button allows you to save the application at any time during the process. Clicking
“Save” will leave you on the current page, but save all information that has been entered to
date
d. The “Save and Continue” button allows you to save all the information on the current page and
proceed to the next page. If there are fields on the current page that are incomplete or contain

a. If the Interconnection Customer/System Owner is acting as the Equipment Contractor, click
“Yes” and the Customer information will be automatically populated from the previous page. If
not, leave the answer as “No” and complete the required information for the Equipment
Contractor

“Contractor,” this information will automatically populate from your user profile

c. If your Equipment Contractor is different from your Electrical Contractor, click “Yes” to make
the Electrical Contractor section visible
d. If your Equipment Contractor and Electrical Contractor are different, please fill out all of the
Electrical Contractor information. If the Equipment Contractor and Electrical Contractor are the
same person, the Electrical Contractor section is not required
e. To return to the previous page, click the “Previous” button

a. If the Facility address for the distributed generation system is the same as the Customer’s
address entered on the first page of the application, click “Yes” and the fields will not need to
be filled out. If the Facility address for the distributed generation system is not the same as the
Customer’s address entered on the first page of the application, click “No” and complete the
required information
b. Please select “Residential/Home” or “Commercial/Business” for the property type from the
drop-down menu
c. The Electric Distribution Company defaults to ComEd, since the distributed generation facility is
located in ComEd territory
d. If ComEd is not the Electric Supplier for the account, please click “No.” If you click “No,” a form
field will appear for you to enter in your Electric Supplier. Please note if your electricity is not
supplied by ComEd, but by an Alternative Retail Electric Supplier (ARES), you will not be able to
apply for Net Metering through ComEd. You will be required to apply for Net Metering directly
through your ARES. However, you may continue with your Interconnection application through
ComEd
e. If you currently have an existing account with ComEd, please select “Yes” and enter your 10-
digit account number in the form field. If this is a new-construction project and does not
currently have an account, proceed to the next question
f. If your distributed generation system is being installed on a large property that has a multi-
meter account, please select “Yes” and enter the 9-digit meter number associated with the
distributed generation system. Enter the numbers only and do not include any letters located
on the meter. Otherwise select “No” and proceed to the next question
g. Please enter the Inverter Manufacturer number and the associated model number for your
inverter
h. Please confirm that your inverter is lab-certified as defined by the Illinois Distributed
Generation Interconnection Standard. To find out if your inverter is lab-certified, please refer
to Part 466 which can be accessed in the left-hand navigation. Please note that all applications
with inverters that are not lab-certified must have independent relay and protection devices
installed. These additional devices will be reviewed in detail during the application review
process
i. As part of the application submission, you are required to upload the Manufacturer’s Technical
Specification Sheet and the Certificate of Compliance from a Nationally Recognized Testing
Laboratory. This information should be included in the inverter’s instruction manual, but can
also be found on the manufacturer’s Web site
j. Please answer “Yes” to the question if your distributed generation system utilizes micro-
inverters. If the distributed generation system utilizes micro-inverters, please enter the
number of micro-inverters that will be part of the distributed generation system in the form

field that appears. If the system does not utilize micro-inverters, you may proceed to the next
question
k. Select the number of inverters attached to your distributed generation system. This number is
not related to micro-inverters, which would be covered in the previous step (item j)
l. Please enter the Facility Nameplate Rating information of the inverter in this section
m. Please select the Prime Mover for your distributed generation system from the drop-down
menu. Prime Mover options include:
a. Photovoltaic
b. Reciprocating Engine
c. Fuel Cell
d. Turbine
e. Other (If you select Other, you will be required to enter the Energy Converter Type in a
free-form field)
n. Please select the Energy Source for your distributed generation system from the drop-down
menu. Energy Source options include:
a. Solar
b. Wind
c. Hydro
d. Diesel
e. Natural Gas
f. Fuel Oil
g. Dedicated Crops Grown for Electricity Generation
h. Methane from Anaerobic Digestion of Livestock Waste
i. Methane from Anaerobic Digestion of Food Processing Waste
j. Untreated and Unadulterated Wood Waste
k. Landscape Trimmings
l. Livestock Manure
m. Other (If you select Other, you will be required to enter the Energy Source in a free-form
field)
o. Please select the Commissioning date when you plan to liven the system by actually connecting
to the electric grid. This date should be a minimum of 3 weeks from the date of the
Interconnection application submission to allow ComEd ample time for review
p. To return to the previous page, click the “Previous” button
q. The “Save” button allows you to save the application at any time during the process. Clicking
“Save” will leave you on the current page, but save all information that has been entered to
date
r. The “Save and Continue” button allows you to save all the information on the current page and

a. This question confirms if you are also applying for Net Metering as part of your Interconnection
application. If you selected “No” on the Home Page, then this question will default to “No; ” if
you selected “Yes” on the Home Page, then this question will default to “Yes”
b. Please enter in your name, title (i.e. Home Owner) and the date.
c. If you are a contractor submitting an application on behalf of a system owner, you may print
out the signature page, have the system owner sign the form, and upload the signed page to
the electronic application prior to submitting. You may print the application by clicking on the
“Review” button on the “Signature & Payment” page in the electronic application. If you upload
the signature page, you do not need to fill out the “Applicant Signature”, “Title”, and “Date”
fields to submit the application
An alternative option is to ask the system owner to create an account in the online tool before
the contractor begins the electronic application. The system owner will then have access to
their application. You may partially complete the application and then the system owner may
log in to their account to complete and submit the application. Both the contractor and system
owner will have access to the application and receive status updates throughout the review
process
d. All interconnection forms require payment. To pay via check, please click on the “Submit
Payment via Check” button. Please then print the coupon that appears on-screen and mail it in
with your check to the address shown on the payment coupon.

e. ComEd is in the process of setting up electronic payments. This form of payment is not
currently available in the Tool, but will be coming soon. Once the electronic payment is
available this button will be an active link to the electronic payment submission form.

h. The “Review” button allows you to view a PDF version of your application prior to submission.
You will also be able to view the completed version of your application in PDF format from the

i. The “Submit Interconnection Application” button will complete an error check to ensure all
fields are completed with valid information. If your application contains invalid or incomplete
information, you will be required to correct all invalid/incomplete fields prior to submission.
The pop up that appears notifying you that your application contains invalid or incomplete
information also provides the pages of the application that contain this invalid or incomplete
information. If your application is complete, it will be submitted to ComEd and you will return
to the Dashboard

4.7 Signature & Payment Page with Net Metering

a. This question confirms if you are also applying for Net Metering as part of your Interconnection
application. If you selected “Yes” on the Home Page, then this question will default to “Yes” in
the application
b. If you are applying for Net Metering, please confirm you meet the requirements listed in this
section of the application by selecting “Yes.” If you meet the requirements for Net Metering
you will proceed to Net Metering application page after completing the Interconnection
application
c. Please enter in your name, title (i.e. Home Owner), and the date
d. If you are a contractor submitting an application on behalf of a system owner, you may print
out the signature page, have the system owner sign the form, and upload the signed page to
the electronic application prior to submitting. You may print the application by clicking on the
“Review” button on the “Signature & Payment” page in the electronic application. If you upload
the signature page, you do not need to fill out the “Applicant Signature”, “Title”, and “Date”
fields to submit the application

currently available in the Tool, but will be coming soon. Once the electronic payment is
available this button will be an active link to the electronic payment submission form.

h. The “Save” button allows you to save the application at any time during the process. Clicking
“Save” will leave you on the current page, but save all information that has been entered to

i. The “Review” button allows you to view a PDF version of your application prior to submission.
You will also be able to view the completed version of your application in PDF format from the
Dashboard after your submission is complete
j. The “Submit and Proceed to Net Metering Application” button will complete an error check to
ensure all fields are completed with valid information. If your application contains invalid or
incomplete information, you will be required to correct all invalid/incomplete fields prior to
submission. The pop up that appears notifying you that your application contains invalid or
incomplete information also provides the pages of the application that contain this invalid or
incomplete information. If your application is complete, it will be submitted to ComEd and you
will see a confirmation pop-up and then be taken to your Net Metering application

are completed with valid information. If your application contains invalid or incomplete
information, you will be required to correct all invalid/incomplete fields prior to submission. All
incomplete or invalid information will be highlighted with an error message. If your
application is complete, it will be submitted to ComEd and you will return to the Dashboard

a. Clicking on the “Home” tab will take you to the home page with the information to begin a new
Interconnection or Net Metering application

d. The Dashboard itself contains a lot of information related to your Interconnection and Net
Metering application(s). The Dashboard is blank until an application has been submitted and,
once an application has been saved or submitted, it will be available in the Dashboard. Below
provides an outline of the information in each column of the Dashboard as you scroll to the
right to see additional information:
i. The “Queue #” column is populated once a queue number is assigned by the
Interconnect Coordinator when they begin the review process for your Interconnection
application. You will receive an email with your Queue # once it is assigned to your
application and you will be able to view the number in the Dashboard
ii. “Applicant Name” is the system owner for whom the application is being submitted
iii. “Facility Address” is the address where the distributed generation system is being
installed
iv. “Interconnection Level” relates to the level of Interconnection for which you are
applying

v. “Nameplate Capacity” is pulled from your Interconnection application at the time of
submission and, if you are using micro-inverters for your distributed generation system,
this will be the value of a single micro-inverter. Otherwise, it will be the total system
size
vi. “Total System Capacity” is pulled from your Interconnection application and relates to
the total size of the distributed generation system
vii. “Date of Application Submission” is the date and time when you submitted your
Interconnection application. If the application has been saved but not submitted, this
field will be blank
viii. The “Status of Interconnection Application” column shows the current status of the
Interconnection application in the review process. A detailed description of each status
is listed in the table below the Dashboard, but the statuses include:
i. Saved
ii. Submitted
iii. In Completeness Review
iv. More Information Required
v. In Technical Review
vi. Approved
vii. Denied
viii. Withdrawn
ix. The “View Interconnection Application” column allows you to view a PDF of your
submitted application. If the application has not been submitted or is in the More
Information Required status, you will be able to open your electronic application and
continue with the submittal or update process
x. The “Email ComEd Interconnection” column allows you to send an email directly to the
Interconnect Coordinator. Please do not delete your name and email address at the
bottom of the email message to ensure the Interconnect Coordinator can properly
respond to your email
xi. The “Net Metering?” column identifies if you submitted a Net Metering application with
your Interconnection application. Please note that all distributed generation systems
require Interconnection, so you must submit an Interconnection application before or at
the same time when applying for Net Metering
xii. The “Status of Net Metering Application” column shows the current status of the Net
Metering application in the review process. A detailed description of each status is
listed in the table below the Dashboard, but the statuses include:

Net Metering Program Manager. Please do not delete your name and email address at
the bottom of the email message to ensure the Net Metering Program Manager can
properly respond to your email. If you did not submit a Net Metering application, you
will not be able to email the Net Metering Program Manager through the dashboard
xvi. The Certificate of Completion (Appendix B) will be sent to you upon approval of your
Interconnection application. Once your system has been installed; livened and tested;
and, if required, a final electrical inspection has been completed, you will upload the
completed Certificate of Completion (Appendix B) to the “Certificate of Completion
Upload (Appendix B)” column
xvii. Upon approval of a Level 2 – 4 Interconnection application, you will be required to
complete additional Appendices (depending on the level) along with the Certificate of
Completion (Appendix B). Please upload all other completed Appendices to the
“Related Document Uploads (Appendices D – G)” column
xviii. The “Net Metering Election Form Upload” column is where you will upload the
completed Net Metering Election Form that you will receive upon approval of your Net
Metering application. Please note that your Net Metering application cannot be
officially approved until your Interconnection application has been approved. Once
your Net Metering application is approved, the Net Metering Program Manager will
send you the Net Metering Election Form. Before ComEd can enroll you in the Net
Metering Program, they must receive the Net Metering Election Form and confirm with
the Interconnect Coordinator that your Certificate of Completion (Appendix B) has been
submitted
