Welcome to SIBE

Hello! We wish you welcome as a new employee at SIBE, and hope that you will enjoy working with us. Our vision is to be a great partner, for you as an employee and for our clients. At SIBE we focus on the wellbeing of all of our employees, in a safe and secure work environment. We have created this employee manual to shed a light on the most important elements to maintain this focus. Our goal is that every employee at SIBE should contribute in a positive way to all our projects, and that we as a recruitment agency should be a preferred supplier to our clients.

In this employee manual, you can find important information regarding your employment, your rights, our guidelines and all you need to know about Health, Safety and Environment (HSE). If you have any questions, you’re always welcome to contact us in the main office.

SIBE was established in August 2012, and we have had a steady growth since the beginning. We have a great focus on quality and neatness according to current rules and regulations, and always ensure that we stay updated. SIBE is a member of NHO Service, and was approved as Revised Employer (Revidert Arbeidsgiver) in 2016. In addition, we’re also a member of Startbank.

Your employment at SIBEAs an employee at SIBE, you are permanently hired without guaranteed salary (garantilønn). This means that you’ll receive payment as long as you’re on an active assignment for us. Employees at SIBE are subject to payment and work terms at the individual work place, according to the employment agency dire-ctive (Vikarbyrådirektivet). If you have questions regarding this, you can contact your consultant at SIBE. We do not want discussions regarding payment and work terms at the construction sites, as this often results in misunderstandings. SIBE is your employer, not the contractor company. Everything regarding payment, vacation, sickness etc. should be discussed with your consultant. Remember that you’re a representative of SIBE at the construction site. We expect that you’ll do your best at adapting to the environment at the work place, and that you’ll perform your tasks to the standards of the client.

Work agreementBefore your first assignment, we enter a contract of employment with you. This is a standard work agreement compiled by NHO Service. The work agreement reviews general terms of the working relationship, such as payment, insurance, pensions, vacation payment, confidentiality etc. The work agreement contains no information regarding your tasks. Information regarding your tasks will be described in the assignment confirmation.

Assignment confirmationOnce you’ve agreed upon an assignment with SIBE, you’ll receive an assignment confirmation by e-mail. The assignment confirmation describes the duration of the assignment, work hours, tasks, place of work, hourly wages, terms of over-time, contacts and other relevant information.

The individual assignment could have a duration of anywhere between a couple of hours to several months. It is very important that you’ll read through the assignment confirmation thoroughly, so that you’re aware of the terms and could give feedback if there is any information missing.

Once the assignment has begun, we don’t have the option to change the terms that already have been decided upon. It is therefore important that you act according to the work terms and duration described in the assignment confir-mation. If, contrary to expectations, situations arise where you have/wish to end the assignment, it’s important that you make arrangement with your consultants in due time before you resign.

Assignment offer You’re free to accept or reject any assignment that you’re offered. If you accept, you’re obliged to work for that client the whole duration of the assignment. If you fall ill or must stay away from work for other valid reasons, you should immediately inform SIBE and the clients’ contact. The cause of absence should be reported by phone call, not SMS or e-mail.

During assignment During the first couple of days on a new assignment, we’ll contact you to get your feedback on the work and working environment. We’ll stay in contact with you and the client for the whole duration of the assignment. However, it’s also important that you keep us updated regarding any changes in tasks or assign-ment duration.

While on assignment with one of our clients, you’re our most valuable resource and a representative of SIBE. Your work effort and behaviour is crucial for the impression the client makes of you as an employee, and of SIBE as an employ-ment agency. If your performance is good, you could contribute to prolonging the assignment or have the client ask for you specifically the next time they’re in demand of a worker. In this way, you could actively contribute to gain further employment both for you and for SIBE. It is important that you behave polite-ly, show good work ethics and maintain a positive attitude, flexibility and the agreed upon work hours. If you receive an offer for full time employment from the client, it’s important that you contact us. SIBE should be informed before you make a verbal or written agreement of full time employment.

If problems or questions should arise, we’re always here to help you. Never hesitate to contact us. As your employer, we’ll always do our best to maintain your interests, and work to find a solution that satisfies all parties. In order for us to keep in contact with you, it’s important that you keep us updated on any changes in your contact information (address, phone number and e-mail address).

PAYMENT AND WORK TERMS

As an employee at SIBE, you will receive payment based on timesheets filled out by you, and signed by the responsible client. The signed timesheet is then sent to us. Please pay attention while filling out the timesheets, as mistakes made will result to errors in salary calculations. If you’re active at more than one project within one period, whether it’s for different or the same client, you have to write a new timesheet for each individual project. The timesheets should be delivered to SIBE every week.

NB! It is your responsibility to deliver the completed times-heets within the given deadlines. In case of late delivery, you will not receive payment until the next pay check.

Tax card /Bank account number In order for us to pay you the correct salary, you have to make sure that you have a valid tax card (skattekort) for the given year. We gather the tax card electroni-cally from the Norwegian Tax Department (Skatteetaten) once you have ordered it. If you haven’t ordered a valid tax card, you’ll automatically be taxed 50% of your salary.

Remember to always specify the correct bank account number for payment, and inform us of any changes in your account information.

Pay checkWith every payment, you’ll receive an electronic pay check from SIBE to your given e-mail address. If you’re not receiving your pay check, you should check with SIBE whether we have your correct e-mail registered.

Payment during public holidays (May 1st and 17th) You will receive payment for public holidays (May 1st and 17th), if you’re on assignment for at least 30 days surrounding the holiday. It’s also a criterion that you should’ve worked on the given day of the week the holiday falls upon. In ad-dition to this you must be present on the last ordinary work day before, and the first ordinary workday after the holiday. These conditions do not apply if these days fall upon a weekend off or another holiday (red days in the calendar). Pay-ment for other public holidays are set according to specific client agreements.

Travel, diet and lodging In case of assignments where there is agreement of mileage allowance, the travel log should be handed in with the timesheets for the same period. The terms of mileage allowance are determined by the client. The same goes for diet and lodging. If you have personally paid for transport (bus, train etc.), where this is covered by the client, you always have to send us the valid receipts for your charges. In case of lodging in barracks or other housing, it is expected that the residence is maintained, and returned in the same condition as it was before your stay.

Work hours / Overtime The working hours are set according to the work agreement and assignment confirmation. You should always follow the agreed upon work hours and overtime, as described. Work hours follow the rules and regulations of the work environment act (arbeidsmiljøloven). Deviations from the assignment confirma-tion should always be agreed upon with your employer in advance.

VacationYour rights regarding vacation are according to the regulations set in the va-cation act (ferieloven). It is important that you have a written agreement with SIBE at least 2 weeks before you’re planning to leave for vacation. If you wish to take shorter periods or single days off, this should also be agreed upon with your consultant at SIBE. Ensure a close dialogue with your consultant regarding travels back home before Christmas, Easter and summer, if you’re on assignment and planning a vacation.

Vacation payment / Final settlement The vacation payment is determined by the regulations of the vacation act (ferieloven). The vacation pay rate may vary from assignment to assignment, with the terms being enclosed in the assignment confirmation. The vacation payment is normally settled in June. If you wish to receive the vacation payment earlier, you could fill out an application after agreeing upon your vacation with SIBE.

The final settlement, including any earned vacation payment, will be paid at the next pay check after handing in your resignation.

Vacation payment is normally received in June.

Deposit for protection gear A 2000 kr deposit for received protective gear will be deducted from your first salary. The deposit will be returned after ended employment at SIBE, once all the protective gear and HSE-card (byggekort) have been returned. The protective gear and HSE-card have to be returned within 3 months of ended employment. It’s your responsibility as an employee to preserve the protective gear you’ve been given. If negligent behaviour on your part results in lost or forgotten protec-tive gear, you’ll be responsible for covering the cost of the missing mandatory gear.

ABSENCE AND/OR SICKNESS

Absence In case of illness or other reasons for absence from work, you have to call your consultant at SIBE before the work day starts. SMS and e-mail are not accepted means of communication in regards to absence from work. It is important that we’re informed as soon as possible if the absence is due to conditions at the work site or is related to your work in any way. If the absence is not due to illness, it should still be clarified with SIBE in due time.

Self-reported absence due to illnessYou have to have been employed by SIBE for at least 2 months in order to self-report absence due to illness (egenmelding). These 2 months are known as the qualifying period. You’re hired at SIBE from the moment you start your first assignment. If you have a break for more than 14 days between your assign-ments, you have to earn the qualification period again before being eligible for self-reporting absence.

You have to earn the 2 months of the qualification period, in order to self-re-port absence due to illness (egenmelding).

Absence due to illness should always be reported to SIBE before the start of every work day. You can use up to 4 self-reported absences per 12-month period. The self-reported absence can be used for up to 3 whole calendar days (including Sa-turdays, Sundays and days off work). If you’re absent due to illness for the second time within 16 days, the previous absence days are included in the total count of absent days. If you’re still unable to work once the self-reported absence period has expired, you’re required to get a signed confirmation of sick leave (sykemel-ding) from your doctor. The sick leave should start from the first work day after the period of self-reported absence has expired. This is important to ensure that you will not lose the right to payment while on sick leave. The self-reported absence can only be used in case of your own illness. In these cases, you must fill out a self-reporting form, and send it to SIBE. If you’ve not received a self-reporting form, you should contact your consultant at SIBE.

Sick leave (Sykemelding)You must have been an employee for four weeks before the “sykemelding” from your doctor qualifies you for paid sick leave (sykepenger). These 4 weeks are known as the qualifying period. You’re hired at SIBE from the moment you start your first assignment. If you have a break for more than 14 days between your assignments, not including planned vacation days, you have to earn the qualification period again

before you’re eligible for sick leave. The “sykepenger” are paid from the first whole day of absence. If you’re sick, and the duration of your “sykemelding” is extended, you have to inform SIBE about this.

The “sykemelding” has to be delivered to SIBE as soon as possible after being obtained, within 14 days at the latest. If you fail to deliver the “sykemelding” your rights to paid sick leave could be withdrawn.

SIBE pays for your sick leave during the “employer period”, which includes the first 16 calendar days. After the employer period, NAV is responsible for paying the “sykepenger” if you fulfil all the necessary requirements. In case of sick leave due to a work-related injury, the sick leave is covered from the first day, regard-less of how long you’ve been an employee at SIBE.

SIBE will follow-up with you for the duration of the sick leave. Together we’ll look for possibilities and measures to be taken in order to get you back to work.

Summary:- SIBE is your employer. If you have questions or are discontent at work, discuss your issues with us, not with the client and/or colleagues.

- If you’re sick, call the office before the beginning of the work day.

- If you have other reasons for absence, you should plan this with SIBE well in advance.

- If you’re planning a vacation, it’s important that you have an agreement with SIBE before you book your travels.

- Make sure you’ve thoroughly read through the assignment confirmation before accepting an assignment, and make sure to ask us if there is any missing information.

- You’re responsible for handing in correct timesheets every week, signed by the client.

- Always use protection gear! The gear should be well taken care of, and by the end of a project all the protective gear should be brought back home. - Remember that you’re a representative of SIBE at the construction site, and that together we’ll make each other great!

HEALTH, SAFETY AND ENVIRONMENT (HSE)

As an employer in a risk filled business, all employees at SIBE have a great responsibility in regards to HSE (health, safety and environment). Our goal is to have a great work environment that promotes good health, safety and well-being amongst our employees. We want safe and content employees, that feel well cared for and actively and responsibly contributes to HSE. All employees at SIBE have a responsibility for own and other’s health and safety, and together we all have to contribute to a safe working environment.

All employees at SIBE have a responsibility for own and other’s safety. Every employee should ensure that there are no unnecessary risks related to the work performed.

The contractor is responsible for upholding the rules regarding safety and a satisfactory work environment. When you’re on assignment, it’s important that you’re updated on the specific HSE routines for the specific work place.

If you have any questions, or have experienced discreditable conditions at the work place that you think are in violation with the HSE routines, please contact the HSE consultant at SIBE as soon as possible.

HSE card (“Byggekort”)You should always bring your HSE card when you’re on assignment, alternatively a confirmation from SIBE that your HSE card has been ordered. If you experience that your card is defect or your card is lost, please contact SIBE immediately so that we can arrange for a new card.

Workwear / Protection gear Assignments through SIBE requires you to wear approved workwear and pro-tective gear accustomed to the type of work performed. SIBE is responsible for handling out workwear and personal protective gear to all our employees.

Remember to always use the obligatory protective gear, correct usage could prevent many accidents.

2. Electrical handheld tools / Dangerous tools At the construction site you’ll come in contact with various types of handheld tools driven by electricity, compressed air or gun powder. Incorrect use of these tools results in safety hazards. Never use these types of tools unless you have the required certification demanded and/or training in correct use.

When using nail- and bolt guns, the following routines should be followed:- Never aim the guns at yourself or others. - The guns should never be carried by the trigger. - Once the work is paused or finished, the nail gun should be emptied of nails and be disconnected from the compressed air hose. - The bolt gun should be emptied of bolts, and the battery be disconnected.

When using a trimming machine or miter saw, the following routines should be followed:- Shavings and left-over materials should never be removed while the saw is running. - The riving knife preventing backlash should always be in place and correctly adjusted. - The area surrounding the knife should be kept tidy. - Sliding gear leading the materials towards the saw blade must to be used. - The saw is turned off immediately after you’re done.

When using an angle cutter and grinder, metal splinters and glowing metal shavings are created. These could result in large injuries and material dama-ge, if the equipment is not used correctly. It’s important that the work safety is maintained by:- Making sure the cover is always kept in place. - Make sure other people are not residing in the scatter zone. - Covering finished surfaces and flammable materials. 3. Road workPerforming work on/or by a road is potentially a dangerous work environment. It’s important, and required, that you’re aware of the hazards related to road work. You’re also obliged to know what you can do to reduce the risk of injures or harm to road users. “Arbeidsvarslingskurs 1” is a course created to ensure that road workers are aware of the dangers and possible measures related to road work. The course includes the use of equipment made for leading, warning and regulating the traffic.

Additional protective gear:In some situations, you’ll need additional protective gear. This includes fall safety equipment when working up in heights, or an asbestos mask/suit when performing asbestos sanitation.

Never enter a work situation or start working before all your protective gear is in order.

Risky workYou’ll often be faced with tasks that increase the risk for injuries and accidents in the construction industry. It is important that you’re aware of the demands and guidelines that must be followed when preforming these kinds of work. The con-tractor often demands various courses before you’re eligible to perform certain types of work. Below you can find several examples of risky work.

1. Hot worksHot works includes tasks related to the use of machines and equipment that gene-rates sparks and heat, which could result in fire. Examples of hot works include: The use of an open flame, hot air-, welding- and/or sanding equipment.

All workers performing hot works at a construction site are required to be hot works certified. SIBE therefore arranges this course regularly.

Always remember:- Built in protectors such as screens, ties, covers and cleavers should never be removed. - Cables, connectors and plugs have to be protected from oil, gasoline, fat, dirt and moisture. Tools should only be used with cables customized for their specific electricity demands.

Standard protective gear: - Helmet- Hearing protectors - Protective goggles - Dust mask

- Visibility clothing - Gloves - Safety shoes

Various hot works equipment: - Gas burners with open flame- Welding equipment- Angle grinder/cutter- Heat gun

For the road workers, the traffic constitutes a danger, as they run the risk of being hit while performing their work. Their safety is ensured through proper warning signs, markings and signals. In addition, various forms of safety guards are used, such as railings and fences. These prevent vehicles and people from entering the work area. For the road users, the road work could result in unfore-seen obstacles in the lane. Alternate roads or lanes are typical disturbances that could be necessary during road work. The safety of the drivers is ensured by proper information adjusted to the specific situation, and being properly guided past the working site. Speed, yield and lane signs are also important. In most cases, documented safety training is required before staring road work.

After completing Arbeidsvarslingskurs 1, you’ll receive a certificate. The certificate is valid for 5 years.

4. LiftThe lifts are made to ensure a safe work platform for temporary work in heights. A lift is a machine that can prevent fall, and is regarded as a safer option than a ladder. The use of lifts is related to other challenges and risks. It is therefore important that those responsible for selecting, specifying and administrating the lifts on site, have the required expertise and an understanding of the risks involved.

There is a requirement for documented safety training for all personnel using lifting equipment. The people being lif-ted should also be secured by getting the necessary safety information and training.

5. Signalling, Straps and slingersOn a construction site you’ll see various cranes, including tower cranes and mobile cranes. These cranes should only be operated by qualified personnel with a valid crane operator certificate (“kranførerbevis”). The cranes come with different types of lifting equipment, examples including straps, chains, hooks, shackles and rings. To ensure the proper usage of lifting equipment, you have to complete a straps and slingers course. Everyone involved in lifting operations must oblige to the safety regulations, be attentive and aware of the potential dangers related to hanging cargo.

When using signals, straps and slingers, always be aware of: - The delegating of cranes and other means of lifting, including hooking/strap ping of cargo, should only be performed by signalmen with documented and valid training. - The emergency stop signal can also be used by any other on site. - Never work or walk under hanging cargo. - The equipment has to be inspected and controlled by certified personnel at least every 12 months. - The lifting equipment should be taken well care of, and be stored away properly after each time it’s used.

6. Working in heights and the use of scaffoldingWhile working in heights, there is a significant risk of falling. Before working in heights, it’s important that you’ve received information regarding rules and regulations, and a thorough review of types of fall safety equipment such as harnesses, energy absorbers, support lines and anchoring points.

Main points when working in heights using scaffolding:- If you’re working up high without general safety, such as a railing, you have to use fall safety equipment. - Ladders should not be used a working platform. - Scaffolding should only be used if they’re approved and marked by a green sign. - You’re never allowed to change existing scaffolding, unless you’re an approved certified scaffolding fitter. - When using a rolling scaffold, the wheels must be locked during use. - In order to build scaffolding, you need special, documented security training. - The scaffolds have to be controlled by a certified scaffolding controller every 14 day.

Falling is one of the most common causes of injuries in the construction industry. Always show caution when working you work in heights.

It is important that you contact us if the contractor makes you perform work that require skills and certifications that you do not have. You’re never to work using tools you don’t have the permission to use. If you’re uncertain, please contact the HSE consultant at SIBE.

Offered coursesSIBE offers internal HSE training. We regularly have courses for hot works and teaching the use of dangerous tools. We also have external consultants and course instructors offering other courses such as Arbeidsvarsling 1 and Lift course.

ErgonomicsMusculoskeletal complaints are the most common causes of sick leave in the work force. In the construction industry, there are many heavy lifts and static working positions. Try asking for help from your colleagues, or use mechanical aids where possible. Change your working position when you can, and always use gloves to protect your hands from injury.

Take responsibility for your own health. Prevent damage to your hands – they are your most valuable tool.

DrugsFor the sake of safety and work environment, it is completely unacceptable to be under the influence of drugs or other medications that result in intoxication at the work place. All employees are responsible for a drug free work environment, and are obliged to report drug use amongst your colleagues to the nearest superior. Violation of the drug policy could result in immediate termination.

HSE routinesSIBE is required to stay updated on the contractors’ HSE routines, and to ensure that our employees have been instructed regarding these routines. Once hired by SIBE, you’ll get a thorough run through of general HSE routines. When on as-signment, it’s important that you work in line with the contractor’s instructions, and follow the contractor’s rules and working hours. The contractor is respon-sible for the maintenance of safety rules and acceptable working environment, and you’ll be covered by the contractor’s safety service. SIBE is co-responsible for a safe working environment for its employees. When on assignment, you’re responsible for reading and following the HSE routines of that specific constru-ction site.

A tidy work environment is a safer work environment.

All employees have to clean up after their own work. Waste has to be sorted, and disposed according to the waste management plan. Contribute to keeping the work space tidy, and take cleaning into account while working. Common areas, such as the break barracks, should be kept in order. Emergency exits and trans-port routes should be kept tidy and open for security reasons. Be responsible with tools and equipment. If you’ve borrowed equipment, this should always be put back in place where it was found. If you experience discreditable conditions that go against these precautions, contact SIBE as soon as possible.

Unwanted events and aberrations

RUH – reporting unwanted eventsAll irregularities and unwanted events should be reported to the nearest leader or construction site office. You’re responsible for contributing to the prevention of accidents. Reporting is normally done by filling out a RUH-paper, found at the construction site. The reports are made in order to prevent unwanted events involving people, materials and environment, as well as locating where on site improved HSE measures are needed.

InjuriesAll injuries should be reported to the contractor and SIBE immediately. It is the leader’s responsibility to make sure that the injuries are reported. In case of serious injuries, the police and labour inspectors (“arbeidstilsynet”) should also be informed. In case of injuries, first aid could be crucial in order to save life and health.

First aidFirst aid means that you’re the first person present to aid someone in need. It is important to know some basic rules of first aid in case of injuries or accidents. First aid involves anything from small cuts to traffic accidents and cardiac arrest. Sufficient first aid skills could be crucial in case of injury.

First responder’s checklist during an accident It is important that you have the skills and knowledge to start life saving measures as soon as possible. As a first responder, you’re the most important piece in the life saving chain. The C-ABC is an important mnemonic to remember:
