March is Developmental Disability Awareness Month... what is your DD Council
doing to celebrate it? Many DD Councils across the country are busy with their
state’s legislative sessions and are using March as an opportunity to highlight
what developmental disabilities are and what role their DD Council plays in their
state. NACDD’s technical assistance team (ITACC) has chosen to celebrate
the month with a special edition of Field Notes focusing on ‘Educating
Policymakers’.

March’s Focus:
Educating Policymakers This month’s Field Notes highlight the DD Councils’ responsibility of
(educating) informing policy makers. According to the DD Act of
2000 § 125 (c)(5)(J) “the Council shall implement the State plan by
conducting and supporting advocacy, capacity building, and
systemic change activities such as”:
INFORMING POLICYMAKERS.—The Council may support and
conduct activities to provide information to policymakers by
supporting and conducting studies and analyses, gathering
information, and developing and disseminating model
policies and procedures, information, approaches,
strategies, findings, conclusions, and recommendations.
The Council may provide the information directly to
Federal, State, & local policymakers, including
Congress, the Federal executive branch, the
Governors, State legislatures, and State agencies,
in order to increase the ability of such policy-
makers to offer opportunities and to enhance or
adapt generic services to meet the needs of, or
provide specialized services to, individuals with
developmental disabilities and their families.

Each month the DD Council Spotlight will feature 1-3 DD Councils who are doing work in that month’s area of emphasis.
We encourage DD Councils to submit their recent work in the next month’s area of emphasis to be featured in this
section of Field Notes.
Idaho
The Idaho Council on Developmental Disabilities
(ICDD) has helped implement three new strategies in
recent years to ensure the advocacy of people with
developmental disabilities, family members, and other
community members to educate policy makers at the
state level. In collaboration with the Consortium for
Idahoans with Disabilities, the Council helped plan and
host Disability Advocacy Day Trainings statewide.
Presentations were held in local communities in three
different regions statewide. Presentations included:
Medicaid Matters in My Life, Medicaid 101, Legislative
Process, Your Voice - Your Story, Talking to Your
Legislator. Additional trainings specifically designed for
people with disabilities focused on getting to know local
legislators, how to tell your story, presenting testimony,
and why each voice matters. These workshops were
sponsored by Idaho’s DD Network partners with help
from a local Centers for Independent Living.
Disability Advocacy Day at the Capitol was held in
February - the same day the Joint Finance and
Appropriations Committee hosted public testimony on
the state budget. Council staff assisted people with
disabilities to prepare their testimony, understand the
process, and provided support throughout the day to
meet with individual legislators and testify to the
committee. Seven (7) people who were provided
education through one of the legislative advocacy
workshops, attended the hearing and/or presented
testimony for the first time.
The Medicaid Matters Storybook, developed in
conjunction with Idaho Community Action Network (I-
CAN), was printed and distributed to all legislators on
the Health and Welfare and Joint Finance-
Appropriations Committees. ICDD staff worked with I-
CAN and the Alliance for a Just Society to gather
stories form Idahoans describing the impact and
importance of Medicaid in Idaho. For questions, please

Minnesota
The personal stories and real like experiences of individuals
with developmentaldisabilites and their familiesare the most
powerful and compelling in helping policy makers
understand how the policy decisions they make affect their
constituents. The Minnesota Governor’s Council on
Developmental Disabilites offers two products that teach the
skills of effective story telling in the public policy arena.
Partners in Making Your Case, an online course, teaches
the critical skills of effective advocacy and the process of
building your case around an issue, but always with the
personal story as the focal point. From narrowing the issue
to one that is manageable along with the compassion you
have for an issue, the essense of storytelling in the public
policy arena is described in this online course. Exercises,
worksheets, and examples of the elements of a good story
provide the opportunity to create the most important tool for
educating policy makers and influencing positive public
policies in partnership with you elected officials. This course
is availbale in English and Spanish at

“Telling Your Story” is a tech app designed for iPad (iPhone
and android versions will be available April 2013). It can be
used by individuals with developmental disabilities, family
members, and other advocates to compose and practice the
personal story they would share
with policy makers. The app guides
you through the steps- from
introducing yourself to identifying a
specific issue to the best way to
present your story to policy makers.
Stories can be rehearsed by using
an audio recording feature, a photo
can be uploaded, and both the photo
and story can then be emailed to
public officials.

DD Network on Educating Policymakers The Developmental Disability Network (DD Network) is made up of the 3 state organizations authorized under the DD
Act: State Councils on Developmental Disabilities (DD Councils), University Centers on Excellence on Developmental
Disabilities (UCEDDs), and State Protection and Advocacy Systems (P&As). The Administration on Intellectual &
Developmental Disabilities (AIDD) is the federal agency which provides financial and leadership support to these
organizations in every state and territory in the United States. Each organization also has a national technical
assistance provider which assists each organization: NACDD, AUCD and NDRN. These TA providers work on behalf
of the organizations and in doing so provide a national overview of what their individual network of organizations are
doing in specific areas of emphasis.
Administration on Intellectual and
Developmental Disabilities (AIDD)
In recognition of Developmental Disabilities
Awareness Month, Commissioner Lewis
contributed a post to the official blog of the
Administration for Community Living. The
post shares the stories of two individuals
who are living and participating in the
community, highlights ACL’s and AIDD’s
commitment to achieving full integration and
inclusion for all people, and emphasizes the
importance of hearing self-advocates’ voices.

future posts on trends and issues related to older adults and people with disabilities.
In addition to AIDD’s recognition of Developmental Disabilities Awareness Month, AIDD has announced an
opportunity for up to ten (10) coalitions or networks of community-based aging and disability organizations to
participate in a learning collaborative and receive targeted technical assistance related to business acumen.
Opportunites such as this provides an excellent opportunity for the sharing of information and a stronger, more
informed, unified voice when educating policy makers. Read the full announcement

National Disability Rights Network (NDRN)

advocates to inform policy makers and the community, such as guidelines for reporting and writing about People with
Disabilities. NDRN also provides expert testimony to Congress and others on the rights of people with disabilities and

RE: DD Council Funding under Sequestration
DATE: March 21, 2013
Please use the following link to tables providing the DD Council estimated Fiscal Year (FY) 2013 grant funding
allocations under sequestration: http://www.acf.hhs.gov/programs/aidd/grants
These preliminary estimates of FY 2013 allocations are calculated by:
Taking the FY 2013 Continuing Resolution (CR) level (FY 2012 enacted plus 0.612 percent)
Reducing this amount by the amount required by sequestration (5.0%)
Running the formula for the DD Council program to determine individual allocations
The DD Council formula, as you know, is distributed based on the population in the State; the extent of need
for services for individuals with developmental disabilities; and the financial need of the respective States.
Reductions in the amount of funds appropriated result in the grant amount awarded to each State being
proportionately reduced.
Please be mindful that DD Council formula requirements include population data from the Census Bureau,
poverty data from the Bureau of Economic Analysis, and disability statistics from the Social Security
Administration. These data vary each year; therefore your estimated reduction in allotment from the FY 2013
CR level may not equal 5.0%.
Finally, please expect that your award letters will be released after final Congressional appropriations. This
means your full year award letters will go out likely in April or May. Therefore, the funding tables from the link
above are preliminary estimates of your total allocation for FY 2013 and could be subject to change.
