REVIEW OF STERILISATION PERFORMANCE Upto March 2016

I During the Financial Year 2015-2016 (Upto March 2016) Tamil Nadu has performed 2,89,432 cases out of 3,50,000 Proportionate Expected Level of Demand under sterilisation. The performance has decreased by 21,890 Sterilisations, compared to the previous year corresponding period of achievement. The performance of Vasectomy is 1028 as against 1199 of the last year corresponding period and is decreases by 171 cases.

II During the year 2015 - 2016, the ELD under sterilisation for the entire State is fixed as 3,50,000. Ramanathapuram district stands first in Sterilisation performance upto March 2016 followed by Sivagangai district stands second rank and Tiruppur district stands third rank against their ELD. All the District Officers are requested to take effort to achieve their ELD in full right from the begining without compromising the quality of the Family Welfare service.

III The performance is less than the state average 82.7% of Expected level of demand is found in 14 Districts namely Thiruvallur, Chennai, Ariyalur, Perambalur, Namakkal, Villupuram, Thiruvanamalai, Pudukottai, Karur, Nagapattinum, Salem, Dharmapuri, Cuddalore and The Nilgiris.

IV Thirty districts namely Thiruvanamalai, Tiruppur, Thanjavur, Thiruvarur, Coimbatore, Ramanathapuram, Dindigul, Perambalur, Ariyalur, Kancheepuram, Trichy, Madurai, Villupuram, Pudukottai, Namakkal, Thirunelveli, Krishnagiri, Theni, Erode, Kanyakumari, Virdhunagar, Thoothukudi, Salem, Chennai, Vellore, Karur, Dharmapuri, Cuddalore, Nagapattinum and The Nilgiris have shown backlog in sterilisation performance when compared to last year corresponding period. The District Officers of low performance districts have to improve the sterilisation performance in their Districts. Critical review should be conducted by the District officers and the minutes should be sent to the medical officers of poor performing institutions to improve the performance.

V Through effective and enhanced IEC activities and with the active involvement of all the staff members, more number of NSV and Laparoscopic camps can be organised with productive results in the NSV and sterilisation performance.

VI The compensation amount should be paid to sterilisation acceptors before discharge from the hospitals. Family Welfare Sterilisation motivator incentive and incentives to the Medical and Paramedical staff have to be paid on the same day itself as per guidelines issued in the minutes of the DD Medical review meeting held on 18.4.2013, by this Directorate. The Family Welfare programme should not suffer due to the non payment of the Surgeon/Anaesthetist/Paramedical fees or Motivator fees. The labor ward staff nurses and ANMs / HVs/RMNCH Counsellors of Government hospitals should motivate the mothers with 2 and above children to accept tubectomy so as to improve the delivery coverage and also to reduce the Higher Order of Births.

VII During the Financial Year 2015-2016 (upto March 2016) Tamil Nadu has performed 1,30,956 cases out of 1,10,000 Prop. Expected Level of Demand under PPIUCD. The performance of PPIUCD has increased by 2651 cases compared to the previous month achievement (February 2016). Nineteen districts have achieved their ELD upto March 2016. Only one district have shown less than 50% of poor performance in PPIUCD.

FAMILY WELFARE INDEMNITY SCHEME

The scheme shall provide coverage for Death following sterilization operation (inclusive of death during process of sterilization operation), Failure of sterilization, treatment expenses arising out of Complications due to sterilization operation and Indemnity Cover to Doctors/Health Facilities due to sterilization operation.

The scheme shall provide the following benefits:

Death following sterilization (inclusive of death during process of sterilization operation) in hospital or within 7 days from the date of discharge from the hospital.

Rs. 2 lakh

B Death following sterilization within 8-30 days from the date of discharge from the hospital.

Rs.50,000/-
