Sharing Yokohama’s practices on addressing urban ageing population E-News June 2016 Vol. 3 No. 6 Mr. Naoki Otomo, Director of Housing Department, Housing Reusing Division of Architecture Bureau of Yokohama City shared Yokohama’s approach towards ageing population through housing programs at the International Forum on Urban Policy for the Sustainable Development Goals (SDGs). The forum was hosted by Seoul Metropolitan Government with CITYNET and UNESCAP as the organising partners which took place from June 8th to June 10th. The topics consisted of sustainable urban policy within environment, transportation, e-government, and water management. Mr. Naoki Otomo presented on “Building sustainable residential area models” as part of the SDGs Forum and at the Innovative Governance of Large Urban Systems (IGLUS) Executive Master’s Module. 1. Invitations were sent mid-June to CITYNET Disaster Cluster members and is extended to members’ officers in charge of Disaster Risk Reduction Management to join for a knowledge exchange and networking opportunity. The seminars include sessions and site visits related to Disaster Risk Reduction Management (DRRM). There will be four thematic areas focused on disaster medicine, disaster preparedness, disaster reduction and disaster recovery. Mr. Naoki Otomo, Director of Housing Department, Housing Reusing Division of Architecture Bureau of Yokohama City shared Yokohama’s approach towards ageing population through housing programs at the International Forum on Urban Policy for the Sustainable Development Goals (SDGs). The forum was hosted by Seoul Metropolitan Government with CITYNET and UNESCAP as the organising partners which took place from June 8th to June 10th. On May 23rd the Committee on Disaster Response headed by the City Social Welfare and Development Office (CSWDO) initiated a meeting of its member offices. The discussion was centered on issues affecting service delivery response efficiency during a disaster, the use of the Quick Response Fund, and cooperation among service providers. The series of recent fire incidents in the city has triggered discourse and set the backdrop for developing the response protocol of the City DisasterRisk Reduction Management Council (CDRRMC). The Committee’s functions are as follows: • Provide immediate coordination with member agencies during emergencies • Prepare necessary logistics and evacuation centers • Report accurate and timely information to concerned agencies (ICDRRMC) • Mobilize manpower for the evacuation and monitoring of the situation of the affected population • Ensure the provision of needs of the affected population and the responders

4. Study visit to municipal Waste Re-source Facilities

Emphas is was put on Yokohama Ci ty ’ s urban planning strategies in the era of an ageing society. The focus of his presentation was on one of four model cases called the “Next generation suburban development”, which places the challenges faced by the ageing population and an outdated residential area at the forefront. Now, in the face of this growing issue, the pr ivate sector responsible for these developments in the past are examining counter strategies to tackle these problems. Laying the foundation down to achieve a sustainable residential model, community participation is highly valued, and will play a key role in the establishment of the new model.

As a part of staff training, CITYNET Yokohama Project Office staff along with two interns were invited to pay a site visit to the local Resources and Waste Recycling Bureau Facilities on June 3rd. The staff went on site tours of the Midori Recycling Separation Facilities, and the Tsuzuki Incineration Plant and Plastic Containers/Packaging Stockyard. The site visit played an important

role in understanding Yokohama City’s process in waste disposal, recycling and management. Staff were taken through the process of garbage collection and educated on the importance of garbage separation for the optimization of potential resource extraction; ensuring waste is properly separated facilitates the processes hereafter. Some of the recycling resource separation is conducted by machinery, but the majority is achieved through workers who ensure optimal separation. When asked what kind of improvements Mr. Fukuda, head of the Midori Recycling Separation Facility, would like to see in the future, he responded: “Currently, around 90 people work throughout the facility under quite harsh conditions. I would like to see their plight lessoned through the adoption of more advanced technology. I would also like to see overall consciousness of waste management increased, as well as the value for recycling”. The final site visit was to the incineration plant where garbage is incinerated to 1/40th of its size, energy is produced, and the nearby swimming pool is heated. Staff were taught the importance of elongating the life-span of the landfill for as long as possible. This entails baring the responsibility to be a conscious consumer, produce less waste, recycle everything we can, and incinerate what is left. The interns, being from Canada and the USA, received a great education on how waste resources are utilized in Japan and found key differences from their respective home countries. Both interns left feeling inspired by the innovative ideas and technologies in waste resources that have been developed within Yokohama.

6. CYO welcomes a new intern

Ms. Tabatha Donley will be joining CYO for the following month. Tabatha is pursuing her B.A. in Global Affairs, with minors in Conflict Resolution/Analysis and Social Justice, at George Mason University in northern Virginia (U.S.). As a Japanese-American, she has a strong interest in the Asia-Pacific region, and has studied abroad in the Philippines, Cambodia, and Taiwan. At GMU, she is president of a student organization engaged in advocacy, awareness, and service projects for displaced populations such as refugees. She was impressed by and drawn to CITYNET’s commitment to capacity-building and sustainable development, and looks forward to the new knowledge and experiences this internship will bring.

5. First batch of barangays conduct t h e C o m m u n i t y B a s e d R i s k Assessment in IloiloOn May 16-20, Iloilo City’s pool of Participatory Capacity and Vulnerability Assessment (PCVA) facilitators conducted the community based risk assessment to 15 barangays. It is anticipated that 50 barangays will receive community based risk assessment by the end of 2016. Participants included 87 elderly, 6 persons with disabilities and 491 residents along with 23 facilitators. PCVA Facilitators are individuals from the city government offices such as CENRO, CSDWO, PDAO, CPDO, PIO, Local Youth Development Office; the CBARAD pilot barangays such as Buntatala, Balabago, Calubihan and Dungon A; the DepEd Iloilo City Division and Cabalum Western College; along with the ADP-I and the Federations of Persons with Disability Iloilo City.

They are all committed personnel of the city government devoted in creating resilient communities in Iloilo City. The outputs produced in the assessment include hazard, vulnerability, and resource maps; timelines of disaster occurrences, inventories of DRRM service organizations, and health data; as well as climate and disaster patterns in the barangay. The teams met afterwards to check the data gathered and to conduct data analysis for further research.
