Introduction

The Environment Act 1995 has made site sensitivity a key issue, as the legislation pays as much attention tothe pathways by which contamination could spread, and to the vulnerable targets of contamination, as it doesthe potential sources of contamination. For this reason, Landmark's Site Sensitivity Datasheet places greatemphasis on statutory data provided by the Environment Agency and the Scottish Environment ProtectionAgency; it also incorporates data from English Nature (and the Scottish and Welsh equivalents), theEnvironment Agency (and the Scottish equivalent) and Local Authorities; and highlights hydrogeologicalfeatures required by environmental and geotechnical consultants. It does not include any informationconcerning past uses of land. The datasheet is produced by querying the legend database to 1km from asingle point or a site boundary provided by the client

In the attached datasheet the National Grid References (NGRs) are rounded to the nearest 10m inaccordance with Landmark's agreements with a number of Data Suppliers

Site Description & Activities

The school comprises three main buildings in the east of the site with sports fields and tennis courts in the west of the site. A site location plan and a site layout plan are presented in Appendix 1. The school is located in a mixed industrial and residential area and is surrounded by the following land uses:

Historical Development

A review of the historical development of the site is presented below with copies of selected historical map extracts presented in Appendix 2.

The Site

In 1887 the southern part of the site was undeveloped with trees and may have been associated with the adjacent vicarage. The north western area of the site was part of an army depot and contained two large buildings. A third building of unknown use was present between the depot and the undeveloped area. By 1901 the army depot was labelled as a drill ground and barracks. The third building was labelled as a hospital and appears to have had a separate access from St Georges Road. The south of the site was still undeveloped.

By 1926 two of the current school buildings (then a secondary school and an infant school) had been built in the south of the site. A number of associated outbuildings were also present along the north-eastern boundary. By 1938 a new building had been constructed in the centre of the site to the west of the hospital building. The hospital building was no longer labelled as such, and both buildings appeared to have been incorporated into the barracks. By 1962 further buildings associated with the barracks had been built in the northern part of the site. Between 1968 and 1976 all of the buildings in the north of the site associated with the barracks were removed and the third current building had been constructed immediately north of the existing school buildings.

Surrounding Areas

In 1887 the areas surrounding the site were mainly used for residential land use apart from the vicarage adjacent to the south-east of the site and the Army ‘depot’ immediately to the north and the east of the site. The depot was later marked as a barracks. There was also a tannery 240m south west. By 1901 industrial buildings were present 15m south and 60m south east which are later marked as a boot factory and an engine works. A timber yard was also present 240m south of the site. By 1938 there was a clothing works 70m south of the site, near to the engine works and the boot factory, and by 1962 a laundry, another factory, several depots and a garage had been developed in this location. Further warehouses and works buildings were developed close to the site by this time and a large garage was present 140m south east.

Between 1968 and 1976 the majority of the Army barracks buildings adjacent to the site had been demolished and the size of the barracks has significantly reduced. Immediately to the north of the barracks a depot with a storage tank was present, and by 1988 a further large building had been constructed on the depot site, which was marked as belonging to the post office.

Information regarding potential hazards associated with environmental regulatory controls is presented in Appendix 3 and is summarised in tabular form below. Comment is given regarding the potential for any such process /activity to affect the site. The local authorities (Northampton Borough Council) and Environment Agency, were consulted with respect to environmental health, planning and waste management issues.

As this is now revoked there is no potential for future impact. The potential for impact while the source was on site is considered to be low.

Waste/Landfill Sites There are two waste handling sites listed within 250m of the site. One of these is no longer active, the remaining site is located 186m SW of the site for the storage of sealed containers of contaminated solvents.


Discharge Consents

There are 16 licensed discharge consents between 250m and 1km of the site. There are two red list discharge consents within 1km of the site.


Storage of Hazardous Substances

There are no Control of Major Accident Hazards (COMAH) or Notification of Installations Handling Hazardous Substances (NIHHS) sites within 1km of the site.


Contraventions

The site and neighbouring properties are not listed as receiving any Enforcements, Prohibitions or Prosecutions.

Information from Landmark has indicated that up to September 1999 there had been a total of 32 pollution incidents to controlled waters within 1km of the site since January 1992. None of the incidents relate to the site. The closest incident was a category 3 incident (minor), which occurred 259m west of the site in October 1998 for the discharge of crude sewage. Three of the incidents were category 2 incidents, the remaining 29 were category 3 incidents.

Information from the EA has indicated that there have been 25 pollution incidents since June 2001 within 1km of the site. The closest was approximately 120m south for fly tipping of waste material causing no impact.

The site is not located within the EA indicative floodplain.

Site Reconnaissance & Observations

The site contains three main buildings, two of which are the original buildings constructed at some time between 1901 and 1926 and are brick with pitched tiled roofs. The third was constructed in the 1970s and is used to cook school meals. A number of small outbuildings are present along the north-eastern boundary of the site. There are tennis courts to the north of the buildings and a large flat playing field to the northwest. The original school buildings are used as a teacher training centre and as a Bangladesh Centre.

As the site supervisor has recently left we were not able to access the boiler rooms or any cleaning cupboards, or do not know whether there are any heating oil storage tanks on-site.

Site Utilities/ Hazardous Materials Storage

It is not known how the school is heated, but the gas supply appears to enter the site in the southwest corner of the site. Both of the original buildings have brick chimneys, close to basements which are accessed from the outside of the building. Although there is no indication that oil storage tanks are or were formerly present in these basements, similar basements in other schools of a similar age have contained redundant heating oil tanks.

It is not known what cleaning chemicals are stored on the site.

Geotechnical Issues

The site slopes generally to the west. There are two mounds present on the playing field. A 0.5m high brick retaining wall is present between the raised teacher training centre and the playing field, and a slope is present between the raised tennis courts and the playing field area. The playing field itself is flat with a high stone retaining wall along the south-western boundary with the lower St Georges Road.

Hardstanding in some areas was in poor condition with cracks evident, especially around the back of the easterly building and in between the two original buildings.

As we were not able to speak to the site supervisor we do not have any further information about any areas of the site with stability problems, drainage problems or of any structural damage to the buildings related to the ground conditions (e.g. soft ground / subsidence etc). Information from Northamptonshire County Council on any previous ground investigations is awaited.

Other Issues

As we were not able to speak to the site supervisor we do not have any further information about any other known or suspected potential contamination sources, such as incinerators, septic tanks etc within the site or deleterious materials in the building fabric.

Information regarding any radon testing at the school is awaited.

Risk Assessment

Risks from Potentially Contaminative Land Uses

As a result of this environmental review, the following potential sources of contamination have been identified to be relevant to the site from historic and current land use;

Army Depot / Barracks

Hospital

The risks from these sources have been assessed in the table overleaf.

Chemicals, cleaning products and paints stored on site have not been considered as a potential source as there is no information available on their storage. Similarly we have not considered risks from any heating oil storage tanks as the presence of these on-site has not been confirmed.

The earthworks undertaken to level the playing field are unlikely to have involved the importation and disposal of putrescible fill materials, although it is not clear from the historical maps whether the this area was originally raised when this area of the site was part of the barracks. The earthworks are highly likely to have involved solely the excavation, movement and replacement of natural site derived soils and rocks. On this basis these earthworks activities are not considered to be a potential source of contamination.

Based on the information obtained as part of this study and the risk assessment outlined above, the site may be assigned an overall classification of moderate/low risk in accordance with the definition presented below.

Risks from Natural Strata

Between 1% and 3% of homes in the 5 kilometre grid square in which the site is situated are above the radon action level. As the site is underlain by the Northampton Sandstone there is the potential for a radon source to be present. Information from Landmark indicates that full radon protection measures are recommended for the construction of new homes in the area. Based on the geology of the site risks from radon ingress are considered to be moderate/low.

Conclusions

In our opinion, there is the potential that the site could be classified as contaminated land by the local authority under the provision of the statutory guidance (Circular 02/2000) made under Part IIA of the Environmental Protection Act 1990 (inserted by Section 57 of the Environment Act 1995). Further information is required to demonstrate whether or not there is a proven “pollutant linkage” with the potential to cause significant harm to people or the wider environment.

Recommendations

Continued Use of the Current Buildings

For continued use of the current buildings information on any radon testing completed at the school should be reviewed. If testing has not been completed, additional information should be obtained either from a detailed radon report from the British Geological Survey or from testing of the school buildings.

It is recommended that a targeted intrusive site investigation is carried out to determine the extent and magnitude of any contamination associated with the former hospital. Such an investigation would comprise the installation of boreholes, sampling and chemical analysis.

It is also recommended that further information is obtained on whether the school was formerly heated by oil and if so whether any tanks and underground lines have been removed.

Recommendations for Development of New Buildings

If parts of the site are to be redeveloped the following actions are recommended:

Geotechnical investigation would be required to assist in the design of foundations for any new buildings planned for the site. These investigations would also need to determine the extent and magnitude of any contamination associated with the former hospital. The investigation would comprise the installation of boreholes, completed with monitoring instrumentation.

A full geological radon report should be obtained from British Geological Survey to confirm if radon protection measures would be necessary for the construction of new houses. If so radon protection measures should be incorporated into the design of new buildings.

School Travel Plan

Castle Primary SchoolAUGUST 2011

Current Situation Castle Primary School is currently housed in a building at the end of Poole Street. It will be moving to a new site in the Easter of 2007. This travel plan looks at the new building and issues that may occur with the move. The travel plan for Poole Street has been in place for two years and this travel plan will take effect as from the move in Easter. Gathering information The information that follows has been gathered using a range of systems, they are listed below. • The school council and a group of parents walked down to the new school using three different routes. Their opinions are attached. • The staff have met to discuss any issues about travel to the new school and have walked down to the building on many occasions. • Travel to the new school has been discussed in a variety of governors meetings and has been placed on the agenda. • Various travel issues have been discussed with parents informally during coffee mornings and formally during termly meetings with the Headteacher and parents. Various interpreters have been at these meetings to get everyone’s opinions. • Every class in the school has walked down to the new site and have been discussing any issues they feel should be taken into consideration. • An open session for parents has been arranged where as many parents as possible will be shown around the new site and will look in detail at any travel issues we may have. • The annual parent’s survey has had questions based on travel as has a separate travel survey. Results can be obtained from the Headteacher. Highlighting travel awareness The school has done a lot in the last two years to highlight the importance of travel, safety and general awareness. They are as follows: • The school works in conjunction with Kerbcraft and the year 1 and 2 class take part in the scheme on a yearly basis. Parents, teaching assistants and staff have been trained in the scheme and support the pupils on a weekly basis. • The school has been involved in two consecutive walk to school weeks. The first year the support for walk to school week won us the award of being the second most successful school in Northamptonshire. The second year saw every class reach 90% or above in walking to school for the week. We will continue to take part and raise awareness on a yearly basis. • Road safety and awareness is present in most of the curriculum areas and is taught as a separate unit in subjects such as PSHE. • The school also raises awareness through the SEAL project which looks at being healthy and staying safe. • Castle Primary school is involved in the neighbourhood warden scheme and the wardens come to speak to the school on a regular basis. • We have had outside agencies come in and do travel awareness assemblies and we work closely with the local police and fire service. • Travel and car safety is mentioned on a weekly basis in the parent’s newsletter which is sent out every Monday. • The headteacher stands at the gate on a daily basis to watch for cars that may come into the school grounds or for pupils / parents who are not following the correct safety precautions.

Travel routes to the new school

Based on the schools breakdown of where pupils live the pupils would approach the school from four different directions. Below is a breakdown of the various options. North The key to this route is which side of the Barrack road they live. If they live on the left side of the Barrack road they could use a range of side streets to get to the new site. They could walk down the Barrack road to the pedestrian entrance of the school or they could use the Semilong road to get to the front gate via St Georges street. They could also use St Andrews road and Leslie road to get to the main entrance on St Georges street. If however they live on the right hand side of the Barrack road they would have to cross the Barrack road at one of two main crossings. These would be the crossing near the footpath to the Racecourse near Adelaide Street or the crossing just down from Louise Road. South If the were approaching the building from the South they would either live North of Grafton Street and Upper Mounts or South of these two roads. If they lived South of these two roads they would have to cross these roads at the main intersection where Barrack road crosses the two streets or at the crossing at the corner of St Andrews Street and Grafton Street. Once they have crossed these roads some of them would then have to cross the Barrack Road to get on to the right side. Once they are on the same side as the school they can chose to enter the school via the gate on the Barrack road or the gate on St Georges street.

West Most of the pupils that live to the West of the building live in Semilong. Very few live West of St Andrews road. These pupils would enter through the St Georges entrance and would use the range of streets to walk up to the school. East The pupils that live East of the school have the most difficult of the routes. They would need to cross the Barrack road at one of the three crossings, all have been mentioned above. The network of roads to the East of the school include two main roads these being Louise Road and Lorne road. These would seem to be the main two streets the pupils would walk down. They could also cut down Ash Street if they wanted to use that particular route. They could also join up with the racecourse and walk through the racecourse to the crossing near the top of the Barrack road. No matter what route they use their main entrance would be the pedestrian entrance on the Barrack road. Vehicle access The only place that a parent would be able to drop their child off would be the entrance on St Georges street. There will be a no stopping zone on the Barrack road so this will be a no go area. St Georges street has now got bollards near the end of the street as they have closed off the streets leading off St Georges street. This effectively makes St Georges street a dead end. The current changes are meant to be temporary. Vehicles will find it difficult to approach St Georges street if they are travelling South on the Barrack road as they have to negotiate a difficult turn into St Georges street. Potential difficulties with the routes We have marked potential difficulties with the routes below. We have numbered each difficulty so that it can be referenced in the text below the picture. These issues have been highlighted by pupils / parents and staff and are potential risks that need to be taken into consideration.

Louise and Lorne Road (1) Where these two roads meet there is a potential hazard. You cannot see cars turning around the corner from the Barrack road and cars turn in from two separate directions. The crossing is right near the turning which means you often do not see the cars turning that are coming in a Southerly direction on the Barrack road. They have done some extensive work on the junction of the road which has made it safer but it is still an area to keep an eye on. The crossing and pedestrian entrance (2) The Barrack road is a very busy road and is a hazard in itself. The crossing on the Barrack road is a small crossing and is a double crossing with a small island in the middle. This means that pupils need to look at both sets of lights to see if they can cross. The centre island is also very small and will make cycling across this road difficult. Due to the amount of pupils that may be crossing this road in the morning this is an area of potential hazard. There are also issues to do with the pedestrian entrance as we believe that some parents may feel the urge to drop pupils off on the Barrack road or they may drive into the parking space in front of the building next door. The intersection of Grafton Street and Barrack Road (3) This is a big intersection with a range of lights in all directions. It has cars driving North, South, East and West and turning off these main roads. Any pupil who takes this route needs to keep an eye on the range of lights that dictate when to stop and go. There is also an issue for vehicles who are travelling South down the Barrack road and who have to make the difficult turn up St Georges street. Crossing Grafton Street (4) If some of our pupils are going to cross Grafton Street we need to look at the state of the crossing or see if the only way of crossing is at the top near the intersection. This needs further investigation and we need to see if this is an area of potential hazard. St Georges Street entrance (5) As we have seen at our current site in Poole Street many parents feel the need to park outside the school gates, even though there are no parking signs. This area with therefore be an area of potential hazard as we may have cars backed up on either side of the road. This would cause difficulty sighting any cars coming down St Georges Street as well as causing congestion outside the school. This area would need to be watched on a daily basis. The bottom of St Georges Street (6) With the closure of many of the roads it has turned St Georges Street into a dead end. There is no space to turn a car around at the end of the road which would mean we would have a potential traffic jam on a daily basis, similar to what we have now. There would only be one entrance and one exit to the road which would cause further difficulty for traffic. Pedestrian crossing near the Racecourse footpath (7) This crossing is not particularly safe. It is on a small blind rise and right next to a road where you can turn left. There have been concerns that many motorists ignore this crossing as it is not easy to see and needs to be made more prominent. This is an area of concern as many of our families may opt to walk through the racecourse.

Travel Survey for St George’s site. Aim: To look for any potential hazards that children may experience on their journey to the new St Georges Site. Who was involved? The School council from year 1 to year 6. Various parents and the Headteacher. Route Taken: Please see map below, route has been marked out.

Potential risks that were noted by the group.

• There is a blind corner on the corner of Military Road and Bailiff Street where you cannot see the traffic coming around the corner. It is also a bit confusing as the traffic does not go in the same direction, Oakley Street is a T junction, Craven Street is one way and Duke Street is also one way but in a different direction. Children walking to school can make a decision on Bailiff street if they want to walk through the park or down Louise Street. We would recommend the park as the route down Louise Street has many dangers, as will be explained below. There is also an issue about the speed up this road and around this corner.

• The state of the pavement and walkways on the junction of Louise Road and Lorne Road is bad. The junction between Lorne Road, Louise Road and the Barrack road is a hazard. There are bus stops on the corner of Barrack road and Louise Road, cars come from behind the buses and turn from two different directions in Lorne and Louise Road. The junction between the three roads is also very difficult to cross as you have to be aware of three different sets of cars / traffic as well as two different lanes that turn into the junction. There will have to be safety measures in place at this junction to ensure that children can cross quickly and easily.

• The pedestrian crossing on the Barrack road is also an area of concern. If there are numerous children crossing in the morning and afternoon the central island is very small. There are lights but at times these are ignored. There is also a speed issue. There is also an issue regarding how bicycles will be able to cross the Barrack road as there is very little space available. This crossing will need to be updated / changed / inspected to make sure it is safer to cross.

• There is a difficulty for vehicles coming down the Barrack Road when turning up St Georges street as this would be an illegal turn. For the parents that still insist on using their cars this will be a hazard.

• There is an abundance of goods vehicles on the St Georges Street as they service the factories and small businesses in that area. We are aware that some of the roads may be closed off in the future but this is an issue that we may need to address. We may also have to look at speed bumps down this road as this will be the vehicle entrance to the new school. There was also a concern when parents drop off their children outside the new school and will provision be made for this traffic.

• The side roads behind the new building in the Allison Gardens area. This may cause difficulty with any children that want to walk round the school, past the NBA and through the front gates.

• The crossing across the Barrack road near the park needs to be improved drastically. It is not a high priority crossing and can easily be missed. It needs an island in the middle as this may be the main route taken as it is through the park.

• It may be worth working with the Friends of the racecourse to make sure that this cut through is properly lighted and safe for children and families to use. Next steps.

• We are going to send out a survey to all parents and pupils to find out how they get to school and what the preferred mode of transport is.

• We need to do more within the school to highlight the importance of walking and cycling to school. • We need to explore other routes to school and ask more parents to join us on our next walk. • We need to get the governors more involved in the new travel plan. • We need to create a detailed travel plan as soon as possible and we need to start looking at what we want to happen at these hot spot.
