JUSTIFICATIONMost interventions targeting persons with disabilities have been charity-based.Persons with disabilities have limited access to financial services. In 2005, NUDIPU in collaboration AMFIU launched a Microfinance & Disability project – (NAD

After 3 years the Project was reaching out to affluent section of persons with disabilities;-

1. Regular income earners,

2. High self-esteem,

3. Resident in the vicinity of MFIs.

Hence, the need to include the poorer persons with disabilities.

VSLAs were a choice, but NO Facilitating Agency had deliberate & systematic efforts to include persons with disabilities.

This led to the birth of “We can manage” persons with disabilities’ savings and credit project to:-

Provide for safe savings, easy loans.

Build members’ self-esteem.

Promote participation in community development initiatives to improve livelihoods.

IMPLEMENTATION Information disseminated through political

leadership, local administration and leadership of persons with disabilities

NUDIPU facilitates process through the Disability structures – District Unions.

Leaders of persons with disabilities especially tasked to do the mobilization.

No promises for external funding/handouts are made right from the beginning

IMPLEMENTATION cont’d

Persons with disabilities take lead in implementation. Ideal WCM groups consist of 20-25 members. Persons with disabilities should comprise at least

60% of group members . At least 3/5 of the Management Committee members

must be persons with disabilities. Women members should be majority and take at

least 2/5 positions on the Management Committee. Meeting places MUST be accessible to all members.

VALUE ADDITION

After 2 years (by 30th Sept, 2011): 136 active groups operational.

3,358 members registered, men are 1,238 (37%) while women are 2,120 (63%) and 904 caretakers.

Persons with disabilities are 2,026 (60.3%).Many of these were not known to NUDIPU/District Union.

Savings worth Ush.263,691,000/= mobilized.

Loans worth Ush.209,352,600/=

Publicity of NUDIPU activities; since only 759 of the members new knew about NUDIPU prior to WCM.

864 WCM members testified to having started businesses resulting joining WCM groups.

WCM groups enhance livelihoods of persons with disabilities through self-empowerment, for example:-

1. Many have taken leadership positions.

2. Reduced cases of begging among persons with disabilities in areas where WCM is prevalent.

1. WCM members with disabilities have started taking leadership positions in the community.

2. Reduced cases of persons with disabilities begging on the streets, places of worship, etc. in areas where WCM project is prevalent.

WCM groups reach out to more people to create social inclusion, participation and empowerment.

The WCM model will be replicated as a poverty fighting tool and incorporate value addition for holistic livelihoods enhancement.
