Consultation outcomeIntersection improvements on the Princes Highway and clearways on Old Princes Highway, The Grand Parade, Linden Street, River Road and Bangor Bypass.

The NSW Government is funding these improvements as part of its $300 million Gateway to the South Pinch Point Program and $121 million Clearways Program.Roads and Maritime Services invited feedback in May, June and July on intersection improvements at five key locations along the Princes Highway, and a clearway proposal on the Old Princes Highway, The Grand Parade, Linden Street, River Road and Bangor Bypass corridors. The proposed changes would make your daily commute more reliable, allowing you to get home sooner and safer. Improvements to traffic flow will also make weekend travel to sporting activities and special events easier for you, your friends and family.

Your local knowledge mattersWe invited you to share your local knowledge, so we can finalise the proposals to suit the needs and expectations of the community and all road users who travel through this section of the Princes Highway.

We thank everyone who provided feedback, including the community and stakeholders for considering the proposals. We have considered all feedback received and have now finalised the designs. A consultation summary for each proposal has been provided on the following pages.

Congestion on the Princes Highway

Intersection improvements at the Princes Highway and The Boulevarde, Kirrawee

Roads and Maritime received feedback from 40 people, with 13 people supporting the proposal, 11 conditionally supporting, seven opposing the proposal and nine who did not state a preference.

After considering all responses, along with the proposal’s aims and design requirements, we have decided to proceed with the proposal and investigate maintaining the existing pedestrian and cyclist access from the Princes Highway service road to The Boulevarde.

Roads and Maritime received feedback from 220 people and organisations that included Sutherland Shire Council, with 19 supporting the proposal, two opposing the proposal, 56 submissions that did not relate to the proposal and 142 who did not state a preference.

Review of Environmental Factors (REF)

Roads and Maritime prepared an REF to assess the environmental impacts of the proposed intersection improvements at the Princes Highway, Acacia Road and Oak Road. The REF was publicly displayed during consultation at four locations, including Sutherland Shire Council and public libraries in the local area. We also made the document available on our website and at our information sessions.

Service road improvements

Improvements to the Princes Highway service road between Acacia Road and Oak Road are part of the overall intersection improvements. Due to road widening into the existing verge and median, work on the service road will include:

• installation of a retaining wall about 1.3 metres in height from the Princes Highway, providing noise mitigation and to improve safety along the service road

• landscaping along the service road including vegetation plantings and urban design features on the wall facing the residential properties

• installation of formalised kerbs along the service road to improve existing drainage issues

• indented car parking bays along the service road with landscaped garden beds.

Working with council

We will continue to work with Sutherland Shire Council as this project progresses to develop a landscaping plan for trees removed as a result of the improvements.

Roads and Maritime received feedback from 49 people, with six supporting the proposal, nine conditionally supporting, five who opposed the proposal and 29 who did not state a preference.

After considering all responses, along with the proposal’s aims and design requirements, we have decided to proceed with the proposal with some amendments. As a result of community feedback, we will extend the hours of operation on Linden Street, River Road and Bangor Bypass from the intersection of The Grand Parade, Sutherland, to New Illawarra Road, Menai.

These changes will improve consistency along this length of road where parking is not currently permitted. Revised hours for this section will be:

• weekdays from 6am to 7pm (including the inter-peak period)

• weekends and public holidays from 9am to 6pm (no change)

Existing parking restrictions along the corridor will continue to operate outside of the new and extended clearway times.

Gateway to the South ProgramIn February 2015, the NSW Government committed $300 million to address critical pinch points along the A1, A3 and A6 routes south of the M5 Motorway. The program focuses on short to medium term solutions to improve travel time and reliability for all road users. What is a pinch point?Pinch points are intersections or short lengths of road at which a bottleneck exists. These bottlenecks can occur from increased vehicle volumes on the network and growth in the area. Bottlenecks cause a build-up of vehicles and can result in travel delays for motorists travelling along the road network.

What is a clearway?A clearway is a section of road where stopping or parking is prohibited. The only vehicles excluded from these restrictions are public buses and taxis which are permitted to stop when dropping off or collecting passengers. Clearways ensure the full capacity of existing road assets are available for motorists when the road is near capacity and that broken down and abandoned vehicles can be promptly removed from the road, maintaining the flow of traffic along the corridor and safety for all road users.
