Bruce G. Schwan, P.E., SCM PresidentBruce Schwan offers some 28 years of civil engineering and project managementexperience. Dale Van Schoiack, P.E., Mgr. of Civil/Agricultural EngineeringDale G. Van Schoiack has 26 years in project management and engineering design forcivil and agricultural projects. He has been involved with the development of over 35large-scale irrigation development projects delivering water to more than 150,000acres, more than 300 pumps with more than 276,000 total horsepower, more than 300miles of transmission main of up to 72 inches in diameter, and storage reservoirs ofup to 200 acre feet in capacity. Civil/municipal experience has ranged from major roadand bridge projects to water, stormwater, and wastewater planning, treatment anddistribution projects. Darrell J. DeSmet, P.E., Senior Mechanical EngineerAs a Project Engineer for SCM, Darrell DeSmet has provided HVAC, plumbing, and fireprotection design for numerous projects, including new and remodeled school build-ings in Pasco, Hepner, Columbia Burbank, and Pilot Rock. He has also provided exper-tise in the Chemical Stockpile Emergency Preparedness Program (CSEPP) in Umatillaand Morrow Counties, Ore., helping to establish pressurized secure areas within 11public schools to protect staff and students in the event of a Chemical Warfare Agentrelease from the Umatilla Army Depot. He is now working on a similar project forschools and health facilities near a chemical weapons depot in Alabama.

Jon B. Welge, Environmental ScientistSCM’s parent company – Tetra Tech Inc. – ranks No. 1 in the country in providingenvironmental site assessments, according to the 1999 Top 500 Design FirmsSourcebook, and Jon Welge is one of SCM’s resident experts. Jon has training andexperience in a broad range of environmental projects, including environmental siteassessments, wetland delineations, underground storage tanks, and asbestos man-agement. Jon specializes in providing lending institutions and property managementagencies and personnel with low-cost, well-constructed and easy-to-read environmen-tal disclosure that meets or exceeds current standard practice. Stanley L. Perry, Principal Electrical EngineerStan Perry offers over 35 years of diversified experience in practically all functions

of power related electrical engineering, instrumentation and controls, includingproject management and chief of electrical design staffs. Design experience includeselectrical power distribution systems for utility systems, processing plants, portfacilities, highways, airports and airfields, hospitals and institutional facilities, suchas schools and colleges. William D. Pollard Jr., Information Technology Group ManagerBill Pollard has provided computer network design and Information Technology teamleadership for school and private industry projects throughout the Tri-Cities. Projectshave included systems for Pasco High School; Whittier, Emerson and Frost elemen-tary schools; Tri-City Cancer Center, La Clinica, and other private firms and publicagencies. Edward S. DeLorme, OHST, Industrial HygienistEdward DeLorme has worked for SCM since 1989. He is certified and experienced as an OccupationalHealth & Safety Technologist, an Underground Storage Tank Decommissioning Supervisor, a HazardousWaste Worker, a Building Inspector, an Asbestos Supervisor, and a Project Designer. Ed has led the SCMteam in providing AHERA-type surveys for more than 60 school buildings in 17 school districts, as well asfor such institutions as the Washington State Penitentiary, which involved inspection of some 2 millionsquare feet of facilities. Ed has overseen asbestos removal from many of these same facilities.
