Bruce G. Schwan, P.E., SCM PresidentBruce Schwan offers some 28 years of civil engineering and project managementexperience. Gilbert L. Hibbs, P.E., Lead Mechanical EngineerGil Hibbs has over 23 years of experience in some of the most challenging of me-chanical engineering responsibilities, including total HVAC, plumbing and specialtyengineering design to meet the unique needs of the Siemens Nuclear Fuels Fabrica-tion Facility, the UO2 Laboratory, and the NAF Furnace Building Addition. Gerald T. Caprio, Vice President,Electrical/Mechanical ProjectsGerald Caprio is responsible for project and staff scheduling and the technicaloverview of all analysis and design for Mechanical and Electrical Projects. He hasbeen Project Manager for all SCM projects at Battelle, Siemens Power Corporation,ICF Kaiser Hanford, Pacific Nuclear Services, Boise Cascade’s Wallula Mill, includ-ing process renovations, energy conservation, instrumentation, power distribution,and equipment specification. Mr. Caprio has more than 37 years experience inproject management, as well as engineering and design of heating, ventilating, andair conditioning systems for schools, municipal buildings, commercial, industrial,and defense applications.

Dale Van Schoiack, P.E., Mgr. of Civil/Agricultural EngineeringDale G. Van Schoiack has 26 years in project management and engineering design forcivil and agricultural projects. He has been involved with the development of over 35large-scale irrigation development projects delivering water to more than 150,000acres, more than 300 pumps with more than 276,000 total horsepower, more than 300miles of transmission main of up to 72 inches in diameter, and storage reservoirs ofup to 200 acre feet in capacity. Civil/municipal experience has ranged from major roadand bridge projects to water, stormwater, and wastewater planning, treatment anddistribution projects. Projects included such major corridors as Bombing Range Roadin West Richland, Gage Boulevard in Richland, and Roads 44 and 56 in Pasco.


Michael J. Brightman, AIA, Professional ArchitectProfessional experience includes some 25 years providing planning and architec-tural design, with emphasis on large academic and civic projects. Projects haveincluded civic centers in Pasco, Wash., Anaheim County, Calif., and Orange County,Calif.; fire stations in Pasco, Benton County, Hanford, Prosser and Walla Walla;numerous school buildings, including three completed this year in Pasco; andoffices and lease space for TRIDEC.

Edward T. Luebben, AIA, Professional ArchitectArchitect Ed Luebben has over 15 years of architectural experience, including 11with SCM Consultants. His work has involved city and county projects, such as thenew Waitsburg Maintenance Facility; industrial plants, such as a 170,000 SF mainte-nance and administrative building for WPPSS; correctional institutions, includingWSP industries, telecommunications and education facilities; health care facilities,such as the Good Shepherd Medical Clinic in Hermiston; andschools and colleges throughout the Columbia Basin.

Louis R. LaDouceur, AIA, Professional ArchitectMore than 33 years experience in architectural design, including 17 years ofmanagement experience. Design experience has included manufacturing com-plexes, banks, retirement centers, apartments, and office buildings. Major experi-ence involves design and management roles in the design and preventive main-tenance of industrial, office, and laboratory facilities associated with processing,manufacturing and research and development in the nuclear field.

Darrell J. DeSmet, P.E., Senior Mechanical EngineerAs a Project Engineer for SCM, Darrell DeSmet has provided HVAC, plumbing, and fireprotection design for numerous projects, including new and remodeled school build-ings in Pasco, Hepner, Columbia Burbank, and Pilot Rock. He has also provided exper-tise in the Chemical Stockpile Emergency Preparedness Program (CSEPP) in Umatillaand Morrow Counties, Ore., helping to establish pressurized secure areas within 11public schools to protect staff and students in the event of a Chemical Warfare Agentrelease from the Umatilla Army Depot. He is now working on a similar project forschools and health facilities near a chemical weapons depot in Alabama.

Jon B. Welge, Environmental ScientistSCM’s parent company – Tetra Tech Inc. – ranks No. 1 in the country in providingenvironmental site assessments, according to the 1999 Top 500 Design FirmsSourcebook, and Jon Welge is one of SCM’s resident experts. Jon has training andexperience in a broad range of environmental projects, including environmental siteassessments, wetland delineations, underground storage tanks, and asbestos man-agement. Jon specializes in providing lending institutions and property managementagencies and personnel with low-cost, well-constructed and easy-to-read environmen-tal disclosure that meets or exceeds current standard practice. He prides himself onhis ability to communicate, formulate workplans for success, implement workplans intoprojects, and construct quality final report documents.


Gary J. Weatherly, P.E., Civil/Agricultural EngineerGary Weatherly’s experience includes 15 years in the engineering field – 9 years asDistrict Engineer for the Kennewick Irrigation District with construction projects ofup to $1.2 million per year and 6 years in the consulting engineering field. Consultingexperience includes the design of irrigation facilities, including pipelines, pumpstations, canals, diversion dams, reservoirs and intake pipeline and screen struc-tures. Civil design work includes site plans, storm drainage, waste and water utili-ties, and roads. Experience also includes energy efficiency analysis of irrigationsystems serving up to 22,000 acres with pumps totaling 45,000 hp. Pipeline experi-ence includes steel pipe to 72-inch diameter, reinforced concrete, ductile iron, andPVC pipe.

Michael D. Baker, P.E., Environmental & Construction EngineerMichael Baker has 17 years experience in project management, engineering, coordina-tion, construction and inspection of a variety of environmental projects, highways,roads, sewer systems, automobile and aircraft manufacturing facilities, water treatmentcomplex, wastewater treatment plant, Department of Defense facilities, dam outlet struc-tures, water reservoirs, underground piping installations, water tunnels, energy dissipa-tion structures, and land development projects. Projects have included the KennewickWastewater Treatment Plant, hazardous waste projects at the Hanford Nuclear Reserva-tion, the $40 million Jackson Lake Dam reconstruction, a Saturn automobile manufactur-ing plant, and a B-1 Bomber assembly complex.

James K. Money, P.E., Senior Civil/Structural EngineerJim Money has 15 years experience in the design and analysis of civil engineeringprojects, cost-estimating for budgets, preparing drawings and specifications, and on-site management of construction projects while keeping costs within budget and onschedule. At SCM duties include computer and hand calculations to check stress anddeflections for structural systems, provide design and construction documents forprojects, cost estimates, design of water and sewer systems, storm drainage design,and design of roads and parking lots. Projects range from numerous new and re-modeled school buildings to the Lampson football and soccer stadium and fromemergency filtering systems downwind from chemical weapon incinerators to a vari-ety of projects at the Hanford Nuclear Reservation.

Roger G. Wright, P.E., Municipal Engineering ManagerRoger Wright’s professional experience includes 14 years in the civil and municipalengineering. This experience includes over 8 years in city engineering, where respon-sibilities included design and construction of water, wastewater, stormwater, landfill,and transportation projects. As a City Engineer, managed staff responsible for utilitylocating, meter and other utility connections, public works inspections, Local Improve-ment Districts, and roadway maintenance. As Richland City Engineer, he was alsoresponsible for managing division budgets for water, wastewater, transportation, andcapital projects.

Ken Harvey, Communications SpecialistKen Harvey provides communications support for a variety of projects. His background as a longtimejournalist with the Tri-City Herald and other publications, a former radio commentator, a college educator,and a former Kennewick City Councilman provides skills and insights to help clients better communicatewith the public, as well as with public officials and others involved in a project.


Joseph Rumney, P.E.,Principal Electrical/Instrumentation/Lighting EngineerJoe Rumney’s professional experience includes 40 years in the electrical engineer-ing field, including power, lighting and instrumentation for civic, commercial andindustrial buildings. Recent experience has included a variety of projects for each ofthe following clients: Columbia Basin College, several public school districts,Siemens Power Corporation, Washington State Penitentiary, and the Department ofEnergy at the Hanford Nuclear Reservation.

Kevin W. Barney, P.E., Senior Civil EngineerKevin Barney has 12 years experience in the design of civil, site, storm drainage, andutilities, as well as agricultural irrigation facilities, commercial building and industrialplant building additions and pipe bridges. He has design and drafting, utilizingAutoCAD Release 12, Softdesk DCA civil design software, and Images 3D finite elementstructural modeling software. Work has included civil site, sewer, water and road de-sign for such major projects as the $50 million Environmental and Molecular ScienceLaboratory at Hanford, the Benton County PUD Office Complex, the City of Richland’sGage Boulevard Reconstruction Project, and numerous subdivisions, including the 230-acre, 423-unit Westcliffe Subdivision in Richland. Kevin also has provided civil/struc-tural design for the Wanawish Dam and for river pump stations totalling over 150,000horsepower and intake of over 400,000 gallons per minute.

Stanley L. Perry, Principal Electrical EngineerStan Perry offers over 35 years of diversified experience in practically all functions

of power related electrical engineering, instrumentation and controls, includingproject management and chief of electrical design staffs. Design experience includeselectrical power distribution systems for utility systems, processing plants, portfacilities, highways, airports and airfields, hospitals and institutional facilities, suchas schools and colleges. Also included are small power generating plants to 10 Mwdiesel engine generator sets, medium voltage overhead and underground electricalutility distribution systems and sub-transmission systems. Construction experienceincludes construction management for projects in Asia and part owner of an electrical contracting com-pany. Consulting experience includes eight years as a professional electrical engineer in private practicewith an office in Pasco, Wash.

William D. Pollard Jr., Information Technology Group ManagerBill Pollard has provided computer network design and Information Technology teamleadership for school and private industry projects throughout the Tri-Cities. Projectshave included systems for Pasco High School; Whittier, Emerson and Frost elemen-tary schools; Tri-City Cancer Center, La Clinica, and other private firms and publicagencies. His staff recently completed design and construction oversight for a brand-new computer/telecommunications network for the Washington State Penitentiary, in-volving 73 buildings, 2500 voice and data jacks, and many miles of copper and fiberlines.

Edward S. DeLorme, OHST, Industrial HygienistEdward DeLorme has worked for SCM since 1989. He is certified and experienced as an OccupationalHealth & Safety Technologist, an Underground Storage Tank Decommissioning Supervisor, a HazardousWaste Worker, a Building Inspector, an Asbestos Supervisor, and a Project Designer. Ed has led the SCMteam in providing AHERA-type surveys for more than 60 school buildings in 17 school districts, as well asfor such institutions as the Washington State Penitentiary, which involved inspection of some 2 millionsquare feet of facilities. Ed has overseen asbestos removal from many of these same facilities.
