KATA PENGANTAR

Glassware merupakan bagian dari peralatan rumah tangga (household ware) yang

penjualannya sangat dipengaruhi oleh berbagai faktor antara lain pembangunan

perumahan baru maupun renovasi, perilaku konsumen, demografi dan trend lainnya.

Pada saat ini peluang pasar Glassware di Kanada merupakan niche market (ceruk

pasar) yang cukup menjanjikan, karena Kanada merupakan pengekspor dan pengimpor

Glassware yang cukup signifikan.

Glassware yang beredar di Kanada disuplai dari beberapa negara, seperti

Amerika Serikat, RRT, Itali, Austria, Jerman, termasuk juga Indonesia yang menduduki

posisi ke-27 (dua puluh tujuh) sebagai negara asal impor. Potensi pasar Glassware

Indonesia belum maksimal dan Indonesia memiliki peluang pasar untuk lebih

dikembangkan di Kanada. Dengan demikian maka penulisan Market Brief kali ini

difokuskan pada “Peluang Pasar Glassware di Kanada”.

I. PENDAHULUAN

Glass atau kaca adalah materi yang amorphous (non-kristalin) serta

padat/solid. Umumnya materi ini rapuh dan transparan. Selama berabad-abad

kegunaan glass yang paling umum adalah glass dipakai untuk jendela dan tempat

minuman atau cawan. Materi utama di dalam alat minum tersebut adalah soda-

kapur kaca.

meja yang disepadankan

dengan gelas anggur dan

pitcher/kendi contohnya. Di Kanada gelas yang terbuat dari kaca mulai digeser

dengan gelas yang bentuknya lebih modern dan terbuat acrylics, terutama untuk

musim panas dan penggunaan di tempat terbuka/luar rumah.

Sementara itu tableware/perangkat makanan yang semakin digemari untuk

suasana tidak resmi adalah yang bentuknya seperti buah-buahan, binatang

dengan skema warna dari nuansa tropis ke warna

pastel. Warna yang solid umumnya mendominasi

peralatan makan atau meja yang santai, seperti barang

pecah belah, dengan konsep mix-and-match.

Namun dalam market brief ini, dari 15 komoditi yang tertera di bawah Kode HS

7013 hanya sepuluh komoditi saja yang akan dibahas. Hal ini disebabkan dalam

perjalanannya beberapa komoditi tadi mengalami beberapa hal, yaitu:

1)ditambahkan pada tahun 2007 yang sebelumnya masuk dalam komoditi lainnya;

2)dihilangkan pada tahun 2007, kemudian dipecah ke dalam dua komoditi lainnya

setelah tahun 2006; 3)dihilangkan pada tahun 2007, lalu dimasukkan ke komoditi

lainnya. Glassware yang akan dibahas di sini adalah sebagai berikut: HS 701310,

HS 701321, HS 701322, HS 701328, HS 701333, HS 701337, HS 701341, HS

701349, HS 701391, dan HS 701399.

III. POTENSI PASAR KANADA

Secara global pasar properti mengalami tekanan yang semakin meningkat.

Hal ini sehubungan erat dengan melambatnya pertumbuhan ekonomi

internasional. Keadaan harga di sebagian besar pasar, di dalam survei yang

dilakukan Scotiabank, memburuk di akhir kwartal tahun 2011. Kekawatiran

terhadap utang luar negeri, tingginya pengangguran, melemahnya kepercayaan

konsumen, dan dalam beberapa kasus, berlebihannya suplai dan kredit yang

ketat, terus menahan permintaan dan menekan harga.

Meskipun terdapat tanda-tanda yang menunjukkan bahwa pasar penjualan

perumahan mengalami pendingan, pembangunan rumah-rumah baru hanya

memperlihatkan tanda-tanda sedikit

melambat. Walaupun beberapa bulan

terakhir pembangunan perumahan

sedikit menurun tapi permintaan ijin

baru telah meningkat kembali. Kegiatan

ini terkonsetrasi pada konstruksi multi-

unit yang meningkatkan keprihatinan

atas kelebihan pasokan seperti yang terjadi di beberapa pusat utama, khususnya

Vancouver dan Toronto.

Pertimbangan atas gaya hidup memegang peranan yang ditentukan oleh

faktor-faktor, seperti: lebih

dan pergi ke tempat kerja yang

mendorong hidup atau tinggal

di pusat kota; tren demografi,

termasuk populasi yang menua,

generasi baby echo yang

faktor tadi berkontribusi atas perkembangan permintaan kondominium.

Sehubungan dengan pertumbuhan pembangunan perumahan, penjualan

perabotan rumah tangga beserta isinya juga mengalami peningkatan. Statistics

Canada melaporkan bahwa sejak tahun 2009 penjualan peralatan rumah tangga

(household ware) terus meningkat dari USD 794,84 juta mencapai $966,48 juta

pada tahun 2011 atau naik 21,59 persen.

Tren tersebut diperkirakan akan terus demikian untuk masa yang akan datang,

terutama untuk penduduk berusia antara 25 hingga 40 tahun yang saat ini

mempersiapkan/membangun rumah tinggal. Hal ini juga disebabkan oleh orang-

orang tua yang pindah ke rumah yang lebih kecil selepas kepergian anak-anaknya

dari rumah mencari perabotan atau peralatan/produk kelas atas.

Peralatan/produk rumah tangga yang umumnya dicari adalah produk-produk

yang indah, tahan lama, fleksibel, dan tampak professional. Di samping itu,

produk-produk yang berkualitas baik dan peralatan yang tidak resmi tapi dapat

dicuci mesin merupakan produk-produk yang lebih popular. Inovasi dan disain

produk terus memainkan peran dalam mendorong penjualan di pasar. Dengan

demikian saat ini tren peralatan/produk rumah tangga yang banyak dicari adalah

produk kelas atas, selain itu warna yang kini mendominasi adalah warna kembali

alam, ke warna-warna yang lembut dan hangat.

Menurut publikasi yang dikeluarkan oleh Gifts and Tablewares, Catering to

Your Customer, Juli/Agustus 2010, ada enam tren yang diharapkan menjadi

panduan:

• Tren 1 – Pemasaran per generasi

Saat produk hendak dijualkan pemasok harus jitu menembak generasi

pasar yang dikehendaki:

Gen Y: Generasi usia antara 14 hingga 33 yang merupakan 21%

populasi yang menganggap memasak adalah sesuatu yang

menyenangkan karena masak ditujukan untuk teman dan keluarga

hingga bersedia membayar lebih untuk desain dan warna yang menarik

serta sesuai dengan fungsinya.

Gen X: Generasi usia antara 24 hingga 43 (15% dari populasi) yang

memfokuskan diri pada membangun keluarga yang menggunakan

dapur sebagai pusat kegiatan keluarga. Oleh karena kelompok ini

merupakan kelompok yang keuangannya paling ketat, maka dari itu

produk yang diminati adalah produk yang multi fungsi dan memakan

ruang sedikit.

Baby Boomers: Generasi usia antara 44 hingga 63 (28% populasi)

yang saat ini memanfaatkan ruangan kosong sepeninggalan anak-

anaknya serta berkeinginan memaksimalkan insentif yang disediakan

pemerintah ketika ekonomi lemah. Sejak kelompok ini adalah pemilik

rumah, mereka merenovasi dapur dan kamar mandi, dan produk yang

diingin adalah produk yang berkualitas dan tahan banting. Kelompok ini

merupakan kelompok yang paling sering menjamu sehingga sangat

erat hubungan dengan kegiatan masak memasak. Untuk beberapa saat

ini anak-anak tinggal rumah lebih lama dan pada saat yang sama orang

tuanya yang manula pindah tinggal bersama mereka.

Prime Timers: Generasi usia di atas 64 (14% populasi) merupakan

generasi yang memiliki pandangan ‘20 tahun lebih muda dari tubuh dan

pikiran’ memilih produk yang mudah pakai di samping disain yang

ergonomik dengan intuitif (ringan dan mudah tampak).

• Tren 2 – Live-in kitchen

Rata-rata orang menghabiskan waktu antara tiga hingga empat jam di

dapur. Ruang ini merupakan tempat menjamu, bekerja, melakukan

hobi, dan menghabiskan waktu luang. Dengan demikian produk yang

dituju harus produk yang meningkatkan fungsi dapur sehingga ruang ini

mendatangkan kesenangan dan layak huni.

• Tren 3 – Hidup sesuai dengan nilai yang anut

Akibat dari resesi yang terjadi saat ini, konsumen lebih berhati-hati dan

memilih menggunakan uang tunai dibandingkan kredit. Fokus yang

diminati ditujukan pada nilai (kualitas dan ketahanan) yang

menggantikan konsumsi pakai buang, serta pada meningkatkan jamuan

di rumah daripada di luar. Pemasok harus memusatkan pemasaran

pada nilai; kemasan yang tepat; tujuan pembelian yang komunikatif;

dan produk yang membantu konsumen menjamu di rumah.

• Tren 4 – Green kitchen

Konsumen akan mengeluarkan sedikit lebih atau sama sekali tidak

untuk produk yang ramah lingkungan sehingga produsen perlu mencari

jalan agar konsumen dapat menabung sementara mempromosikan

tanggungjawab terhadap lingkungan dan membuat tanggungjawab

tersebut seolah-olah tanpa usaha. Yang terpenting, produsen

meminimalkan kebingunan konsumen dengan menjaga klaim hijau

dengan otentik, sederhana dan dapat diversifikasi.

• Tren 5 – Dapur yang sehat

Nutrisi, hidup sehat dan komitmen baru pada kesehatan emosional dan

spiritual adalah penting bagi warga Kanada. Produk semestinya

membuat masakan rumah mudah, nyaman dan menyenangkan dengan

meminimalkan atau meniadakan tekanan fisik. Selain itu, konsumen

lebih meminati produk yang mengutamakan cara yang dapat menjaga

nilai nutrisi dan menghindari bahan yang membahayakan seperti bahan

ayng mengandung aditif, pengawet dan kimia.

• Tren 6 – Memasak adalah kegembiraan

Kanada telah menjadi bangsa, pemerhati makanan. Menurut riset yang

dilakukan oleh Nielsen, satu dari lima rumah tangga memiliki koki yang

mempersiapkan makanan untuk keluarga, saudara, dan teman.

Pemerhati ini mencari peralatan, resep, dan teknik baru. Generasi

‘microwave’ menyerahkan tongkat estafetnya ke generasi baru yang

Kanada terendah ke AS dalam kurun waktu lima tahun dari tahun

2007 hingga 2011 terjadi pada tahun 2011 dengan nilai ekspor

sebesar USD 17,77 juta.

• Negara ke dua pengimpor terbesar Glassware Kanada setelah AS

adalah Hong Kong dengan nilai sebesar USD 719.569 pada tahun

2011. Nilai ekspor terendah ke negara ini terjadi pada tahun 2009

dengan nilai sebesar USD 10.222.

• Pada tahun 2011 Kanada mulai mengekspor Glassware ke

Kroasia dengan nilai sebesar USD 425.678. Nilai ekspor ke

negera ini merupakan nilai ekspor terbesar ke tiga pada tahun

tersebut.

• Sementara itu Korea Selatan mengimpor Glassware Kanada

dengan nilai sebesar USD 318.249 pada tahun 2011. Nilai ekspor

tertinggi ke negara ini terjadi pada tahun 2007 dengan nilai

sebesar USD 391.515.

• Belanda merupakan negara tujuan ekspor Glassware Kanada ke

lima terbesar dengan nilai ekspor sebesar USD 194.235 pada

tahun 2011. Nilai ekspor tersebut merupakan nilai tertinggi selama

periode tahun 2007 – 2011, sedangkan dalam periode yang sama

nilai ekspor Glassware Kanada terendah terjadi pada tahun 2008,

yaitu sebesar USD 8.443.

Dengan demikian pada tahun 2011 Amerika Serikat adalah

negara tujuan utama ekspor Glassware Kanada. Jumlah ekspor

mencapai 86,21 persen dari nilai ekspor secara keseluruhan, diikuti

oleh Hong Kong sebesar 3,49 persen, Kroasia 2,07 persen, Belanda

1,54 persen, dan negara ke lima adalah Belanda sebesar 0,94 persen.

Sisanya sebesar 5,75 persen nilai ekspor Glassware Kanada diekspor

Pada tahun 2011 dari jumlah keseluruhan nilai ekspor Glassware

Kanada, 68,54 persen atau senilai USD 14,13 juta merupakan komoditi

dengan kode HS 701399 Glassware (Excluding Tableware and

Kitchenware) – Other (Excl Lead Crustal) NES. Komoditi ini diekspor di

antaranya ke Amerika Serikat (USD 13,34 juta), Kroasia (USD

425.678), Jerman (USD 158.113), Itali termasuk Vatikan (USD

133.322), dan Inggris (USD 49.488). Selebihnya sebesar 28,54 persen

701391 (6,73 persen), HS 701337 (6,06 persen), HS 701322 (3,43

701333 (0,52 persen), HS 701341 (0,21 persen), dan HS 701342 (0,14

persen). Secara keseluruhan ekspor Glassware Kanada ke dunia untuk

periode tahun 2007 hingga 2011 dapat dilihat dalam Lampiran 3 (Ekspor

Glassware Kanada per HS Tahun 2007 – 2011).

b. Impor

Pada periode waktu antara tahun 2007 hingga 2011, nilai impor

Glassware ke Kanada mengalami fluktuasi. Tahun 2007 nilai impor

Kanada adalah sebesar USD 272,11 juta dan kemudian meningkat

merupakan nilai impor Glassware tertinggi Kanada.

Amerika Serikat merupakan negara utama pengekspor Glassware

terbesar ke Kanada dalam periode waktu dari tahun 2007 hingga tahun

itu selama dua tahun berturut nilai impor menurun menjadi USD

87,32 juta pada tahun 2009 dan USD 86,79 juta pada tahun

berikutnya. Pada tahun 2011, nilai impor dari komoditi HS 701399

kekerasan, ketangguhan, ketebalan, penyerapan air, kemudahan

terbakar, tahan terhadap kebekuan dan perubahan suhu yang

Kemasan serta transportasi masuk ke pasaran di Kanada yang

umumnya dilakukan melalui jalan air/laut harus memperhatikan

persyaratan yang telah dibuat secara detil oleh Canada Border Services

Agency (CBSA). Kemasan luar dari produk di samping memenuhi

aturan yang telah digariskan, sebaiknya kemasan yang kuat dan dapat

digunakan kembali karena hal ini berkaitan dengan masalah

GLASS AND GLASSWARE

Notes.

1. This Chapter does not cover:

(a) Goods of heading 32.07 (for example, vitrifiable enamels and glazes, glass frit, other glass in the form of powder, granules or flakes);

(b) Articles of Chapter 71 (for example, imitation jewellery); (c) Optical fibre cables of heading 85.44, electrical insulators (heading 85.46) or fittings of insulating material of heading

85.47; (d) Optical fibres, optically worked optical elements, hypodermic syringes, artificial eyes, thermometers, barometers,

hydrometers or other articles of Chapter 90; (e) Lamps or lighting fittings, illuminated signs, illuminated name-plates or the like, having a permanently fixed light source, or

parts thereof of heading 94.05; (f) Toys, games, sports requisites, Christmas tree ornaments or other articles of Chapter 95 (excluding glass eyes without

mechanisms for dolls or for other articles of Chapter 95); or (g) Buttons, fitted vacuum flasks, scent or similar sprays or other articles of Chapter 96.

2. For the purpose of headings 70.03, 70.04 and 70.05:

(a) glass is not regarded as "worked" by reason of any process it has undergone before annealing; (b) cutting to shape does not affect the classification of glass in sheets; (c) the expression "absorbent or reflecting or non-reflecting layer" means a microscopically thin coating of metal or of a

chemical compound (for example, metal oxide) which absorbs, for example, infra-red light or improves the reflecting qualities of the glass while still allowing it to retain a degree of transparency or translucency; or which prevents light from being reflected on the surface of the glass.

3. The products referred to in heading 70.06 remain classified in that heading whether or not they have the character of articles. 4. For the purpose of heading 70.19, the expression "glass wool" means:

(a) Mineral wools with a silica (SiO2) content not less than 60% by weight; (b) Mineral wools with a silica (SiO2) content less than 60% but with an alkaline oxide (K2O or Na2O) content exceeding 5% by

weight or a boric oxide (B2O3) content exceeding 2% by weight.

Mineral wools which do not comply with the above specifications fall in heading 68.06. 5. Throughout the Nomenclature, the expression "glass" includes fused quartz and other fused silica.

Subheading Note. 1. For the purpose of subheadings 7013.22, 7013.33, 7013.41 and 7013.91, the expression "lead crystal" means only glass

having a minimum lead monoxide (PbO) content by weight of 24%.

“container” includes a bag, barrel, bottle, box,can, cylinder, drum or similar package or re-ceptacle but does not include a storage tank;

“hazard symbol”« signal dedanger »

“hazard symbol” includes any design, mark,pictogram, sign, letter, word, number, abbrevia-tion or any combination thereof that is to bedisplayed on a controlled product, or a contain-er in which a controlled product is packaged, inorder to show the nature of the hazard of thecontrolled product;

“hazardouswaste”« résidudangereux »

“hazardous waste” has the meaning assigned byregulation;

“IngredientDisclosure List”« liste dedivulgation desingrédients »

“Ingredient Disclosure List” means the Ingredi-ent Disclosure List established by the Governorin Council pursuant to subsection 17(1);

(a) on the sale of the controlled product, thesupplier transmits to that person a materialsafety data sheet with respect to the con-trolled product that discloses the followinginformation, namely,

(i) where the controlled product is a puresubstance, the chemical identity of thecontrolled product and, where the con-trolled product is not a pure substance, thechemical identity of any ingredient thereofthat is a controlled product and the con-centration of that ingredient,

(ii) where the controlled product containsan ingredient that is included in the Ingre-dient Disclosure List and the ingredient isin a concentration that is equal to orgreater than the concentration specified inthe Ingredient Disclosure List for that in-gredient, the chemical identity and con-centration of that ingredient,

(iii) the chemical identity of any ingredi-ent thereof that the supplier believes onreasonable grounds may be harmful to anyperson and the concentration of that ingre-dient,

(iv) the chemical identity of any ingredi-ent thereof the toxicological properties of

(h) prescribing circumstances in which, forthe purposes of paragraphs 13(a) and 14(a),a material safety data sheet may disclose, inlieu of the concentration of an ingredient of acontrolled product, a range of concentrationwithin which the concentration falls and pre-scribing the range of concentration that shallbe disclosed on the material safety data sheetin such circumstances;

(i) defining the expressions “bulk ship-ment”, “hazardous waste” and “work place”for the purposes of this Part;

(j) requiring any supplier who sells or im-ports a controlled product intended for use ina work place in Canada to provide, as soonas is practicable in the circumstances, any in-formation referred to in paragraph 13(a) thatis in the supplier’s possession to any physi-cian or other medical professional specifiedin the regulations who requests that informa-tion for the purpose of making a medical di-agnosis of, or rendering medical treatmentto, a person in an emergency;

(k) requiring any physician or medical pro-fessional to whom information is providedby a supplier pursuant to any regulationmade under paragraph (j) to keep confiden-tial any information specified by the supplieras being confidential, except for the purposefor which it is provided;

(a) examine any product, material or sub-stance that the inspector believes on reason-able grounds is a hazardous product and takesamples thereof, and examine any other thingthat the inspector believes on reasonablegrounds is used or is capable of being usedfor the manufacture, preparation, preserva-tion, processing, packaging, sale or storageof a hazardous product;

(b) open and examine any receptacle orpackage that the inspector believes on rea-sonable grounds contains any hazardousproduct;

(c) examine any books, records or other doc-uments that the inspector believes on reason-able grounds contain any information rele-vant to the enforcement of this Act and makecopies thereof or of any portion thereof;

(d) where the inspector believes on reason-able grounds that any computer system onthe premises contains data relevant to the en-forcement of this Act or that such data isavailable to the computer system, use thecomputer system or cause it to be used tosearch any data contained in or available tothe computer system, reproduce any recordor cause it to be reproduced from the data inthe form of a printout or other intelligibleoutput and seize the printout or other outputfor examination or copying; and

(e) seize any product, material or substance,or any labelling, advertising material or otherthing, by means of or in relation to which theinspector believes on reasonable grounds anyprovision of this Act or of any regulationmade under this Act has been contravened orhas not been complied with.

(d) the evidence on which the applicant in-tends to rely to establish that the applicant isentitled to possession of the thing in respectof which the application is to be made.

57. On the expiration of two years after the com-ing into force of section 12 of the Hazardous Prod-ucts Act, as enacted by this Act, that section shallstand referred to such committee of the House ofCommons, of the Senate or of both Houses of Parlia-ment as may be designated or established for thatpurpose and the committee shall, as soon as practica-ble thereafter, undertake a comprehensive review ofthe exemptions provided by that section and shall,within one year after the review is undertaken orwithin such further time as the House of Commonsmay authorize, submit a report thereon to Parliamentincluding any recommendations pertaining to thecontinuation of any of those exemptions.
